As I recall, Saddam did repeatedly deny having WMD, and the UN inspection process that would have determined the accuracy of these statements was underway, when it was truncated by George Bush's impatience to use the US's WMD. Since then, Bush has misremembered Saddam "not letting the inspectors in" so many times that the journalists seem to think it happened that way. But it didn't.
