It all begins with one economically successful and safe city at a time. South Vietnam went from 85% rural to 75% urban in a few years leaving the Viet Cong fish high and dry as the  peasant &quot;sea&quot; went to the towns to become, per Hanoi Radio &quot;petit bourgeois,&quot; hence Hanoi&#039;s desperate Tet Offensive. We can better defend cities and if well run they can overcome Taliban alternative in the countryside.</description>
