It is patently against US law for the CIA to murder anyone. Murder is against the law- period. However, there are many Americans, apparently including most of the people who are running the CIA, the State Department, DOD, and the White House, who are mortally afraid of the actions and attitudes of a whole lot of people, including Americans. They are so afraid that they are willing, even eager, to suspend every notion of ethical behavior in defense of their continued dominance. They are their own worst enemies, the real traitors to American liberty and World Peace. I am tired of our leaders being so afraid of terrorists that they can't even talk about why the terrorists are terrorists in the first place. Are we too afraid of the truth, that maybe everyone has a reason to be mad at us? Certainly we must be strong enough to talk with our enemies.Either we ARE the best form of gover5nment and society the world has ever known, or we ain't. Time to walk the walk and live up to our own propaganda, to our Founding Principles expressed in our own Declaration of Independence. I can't see how anyone, wherever they are from, what their religion is, or their lifestyle, that would find anything to hate about us if we were to operate according to its principles. "We hold these Truths to be self-evident: that all Men are created equal, that they are endowed by their Creator with certain inalienable rights, that among these are Life, Liberty, and the Pursuit of Happiness." What's not to like?

He is clearly a US citizen, and he is clearly aiding a terrorist movement at war with the US, causing the death of other US citizens.
Such activities used to be called treachery, carrying the death penalty in times of war.

These days democracies are so decadent, they cannot hand out the only suitable penalty for treachery. The result is that the families of the victims, which are other US citizens, have their human rights taken away.

By using the bureaucratic solution of bureaucracy we can simply revoke the US citizenship when treachery is committed. Suddenly there is no problem, except the problem of having elected a leader who is too decadent to lead a great nation properly.
