What Iran nuclear framework deal could mean for the region – and the world

And so it came, after years of protracted negotiations, extended deadlines and a diplomatic dance of unprecedented proportions – a deal that could signal a new era for Iran’s relations with the world. From media to academia, commentary ranges from cautious optimism to hawkish condemnation – but the historic nature of this deal is one thing that most agree on. Beyond the technical details of the agreement lies a triumph of diplomacy and the potential, if not for a realignment of US interests in the Middle East, then certainly a significant adjustment which has concerned its traditional allies in the region.

The deal came after what commentators cited as the longest continuous negotiations since the Camp David Accords were signed in 1979. The required patience and diplomatic nous needed to sustain this level of interaction was eased, in part, by the relationships developed between the chief negotiators during these marathon talks.

Personal chemistry

One thing that stood out in the negotiations was the seemingly good relationship between the chief protagonists, namely US secretary of state, John Kerry, and Iranian foreign minister, Mohammad Javad Zarif, and also between other members of the negotiating teams. Zarif, a seasoned diplomat, was empowered more than any previous Iranian foreign minister to take charge of the negotiations, while deferring to the wishes of Iran’s supreme leader, Ali Khamenei, and his personal red lines for the negotiations.

Having previously acted as Iran’s ambassador to the UN from 2002-2007, Zarif proved to be a consummate diplomat, presenting a face of moderation and diplomatic maturity far removed from the revolutionary posturing of the Islamic Republic that has historically grabbed the headlines. Kerry also has a long and distinguished pedigree in foreign affairs, and like Zarif played the combination of candour and respect required in such delicate negotiations.

Their joint stroll through Geneva, and the numerous smiling photo-ops that the talks have produced between not just Kerry and Zarif but with the wider P5+1 representatives, show that a respectful relationship has been built up between the sides. This was borne out by Kerry’s very public offering of commiserations to Iranian negotiator Hossein Fereydoun (brother of Iran’s president Hassan Rouhani) on the death of his mother during the talks.

A further personal connection was re-enforced between the “number two” negotiators from the US and Iran, US energy secretary, Ernest Moniz, and head of Iran’s Atomic Energy Agency, Ali Akbar Salehi. Both had connections with the renowned Massachusetts Institute of Technology (MIT) where Moniz had worked as a professor and Salehi had completed his doctoral studies. On hearing the Salehi had recently become a grandfather, Moniz presented Salehi with MIT-embossed baby gifts at the talks.

This is far removed from the mutual distrust and suspicion that has clouded relations in the past, and while the developing relationship was not supported by conservative factions at home on both sides, it provided the critical momentum needed to bring negotiations to a mutually agreeable conclusion. Contrast this personal chemistry with the frostiness that now characterises US relations with Israel, notwithstanding Israeli premier Netanyahu’s warm welcome among Senate Republicans, and one can see how priorities may be changing.

Reactions to the Iran nuclear deal

The U.S. State Department has released the Parameters for a Joint Comprehensive Plan of Action Regarding the Islamic Republic of Iran’s Nuclear Program.

The International Crisis Group says:

If finalised by its 30 June deadline and implemented, the nuclear accord could put an end to a prolonged and multidimensional standoff; effectively block overt and clandestine pathways to nuclear militarisation; set a positive precedent for the non-proliferation regime; provide the Iranian people with economic relief; offer a path for normalising Iran’s relationship with the international community; and thus open the door to the possibility of constructive engagement on critical issues of peace and security in the Middle East.

Negotiated outcomes by nature are imperfect. These agreed upon parameters provide Iran with an enrichment capacity higher than the U.S. and its allies preferred, and sanctions relief slower and more circumscribed than Iran desired. But both sides have protected their core interests and rightfully can claim victory – a precondition for any sustainable solution.

Ariane Tabatabai writes: The coming months will involve a great deal of legal and political wrangling. In the United States especially, due to anxious allies (Saudi Arabia and Israel) and some domestic opposition (especially among Republicans in Congress), negotiations will keep the White House busy.

Nonetheless, this is a good agreement for both sides, as indicated by some of its key components.

First, most of the public discussion about the negotiations has until now been focused on quantifiable elements, such as the number of centrifuges and amount of low-enriched uranium that Iran gets to keep, and the length of the deal’s implementation. But perhaps the most crucial aspect lies in the International Atomic Energy Agency’s (IAEA) access to Iranian facilities. In the framework deal, Tehran has said it will once again voluntarily implement the Additional Protocol to its existing IAEA safeguards agreement, granting the nuclear watchdog more inspections authority. (Iran had previously implemented the Protocol but stopped adhering to it.) This means that IAEA inspectors will be able to regularly monitor Iranian facilities and can conduct unannounced inspections as well. Inspectors will also have access to the supply chain through which Iran obtains materials for its nuclear program. Inspections will likely last for about 25 years, longer than the implementation period of the agreement itself.

Second, Iran’s enrichment program will be limited. It has agreed not to build any new enrichment facilities for 15 years, and will not enrich uranium above 3.7 percent—a level suitable for commercial power plants, but too low to practically be used in a nuclear weapon—for at least that long. It is also reducing its current stockpile of 10,000 kilograms of low-enriched uranium to a small fraction of that amount.

The Fordow nuclear facility will cease enriching any uranium and will be converted into a research center instead—one barred from doing research on enrichment. In fact, Iran will not keep any fissile material at Fordow for 15 years.

Iran will instead make the Natanz facility the focus of all enrichment activities. There, it will use only its first-generation (IR-1) centrifuges to enrich for 10 years. The more advanced IR-2m centrifuges will be stored for that period, under IAEA monitoring. In fact, advanced centrifuge models (the IR-2, IR-4, IR-5, IR-6, and IR-8) will not be used for enrichment for 10 years.

In total, Iran will reduce its current enrichment apparatus by roughly two thirds. It will have only 6,104 installed centrifuges, as opposed to the current 19,000. All of them will be the IR-1 model.

Third, Iran will implement Modified Code 3.1 of the Subsidiary Arrangements to its IAEA Safeguards Agreement, which requires it to give early notification that it is constructing new nuclear facilities.

Fourth, Iran will take steps to address concerns over the Possible Military Dimensions (PMD) of its program.

Fifth, Iran will redesign and rebuild the Arak heavy water reactor. The design will be agreed upon by negotiators from the six world powers, China, France, Germany, Great Britain, Russia, and the United States. The redesign will mean that the reactor will not be able to produce weapon-grade plutonium. Iran is also recommitting itself to not developing a reprocessing capability. (Reprocessing, the back end of the fuel cycle, is a vital component in developing a plutonium bomb.) The original core of the reactor will be removed and either destroyed or taken out of the country. Additionally, Iran agrees not to build a new heavy water reactor for 15 years.

A number of these steps will, in effect, be irreversible. They will not just limit Iran’s nuclear capability for 10 to 15 years, but will reshape it entirely and indefinitely. [Continue reading…]

Pragmatism driving Iran’s Supreme Leader toward nuclear deal

AFP reports: A nuclear deal with Iran is finally within sight because its supreme leader, Ayatollah Ali Khamenei, has chosen pragmatism over hardline rhetoric and possible conflict with the West.

Throughout 18 months of diplomacy between Iran and six world powers led by the United States, the question that has dominated all others is whether Khamenei will ever sign off on an accord.

Iran’s negotiators, led by the wide-smiling, US-educated Foreign Minister Mohammad Javad Zarif, have often seemed desperately hemmed in at the talks by stringent red lines set by Khamenei.

The supreme leader, who has the final word on all policy matters foreign and domestic, has also previously cast doubt on whether dialogue would produce results, citing his distrust of America.

But the key parameters agreed in Lausanne on Thursday confirm the 75-year-old cleric’s intention to conclude a deal by June 30, analysts say. [Continue reading…]

Iranians celebrate nuclear deal: ‘This will bring hope to our life’

The Guardian reports: Jubilant Iranians took to the streets on Thursday night to celebrate news of a breakthrough in nuclear negotiations with the West, and to express their hopes that the deal will end years of international isolation and economic hardship – and avert the threat of war.

The news from Switzerland was especially sweet coming as Iranians celebrated the final day of their Nowruz new year holidays. Even though newspapers, bazaars and state institutions were closed, many welcomed the landmark agreement which they believe will have a dramatic effect on the lives of ordinary Iranians.

Drivers in the streets of Tehran honked their car horns as news of the deal started to break. At 1am in the morning, t the capital’s longest street, Val-e-Asr Avenue, was still lined with cars, with men and women waving flags and flashing V-for-victory signs from open windows.

“Whatever the final result of the negotiations, we are winners,” Behrang Alavi told AFP. “Now we will be able to live normally like the rest of the world.” [Continue reading…]

Iran nuclear talks: the long and winding road to a landmark agreement

Julian Borger reports: When Kerry first met Zarif at the UN general assembly in September 2013, it was a historic rarity for two countries that had not had diplomatic relations for 33 years. By the time the framework deal was agreed, the two men had spent more time in each other’s company than with any other foreign official. The pressure from hardliners back home gave the negotiators common cause. And Kerry took Zarif’s recommendation on the best Persian restaurant in Switzerland. The US energy secretary, Ernest Moniz, bonded with his opposite number, Ali Akbar Salehi, over physics and shared years teaching and studying at the Massachusetts Institute of Technology. When Salehi became a grandfather for the first time during the Lausanne talks, the New York Times reported, Moniz presented him with baby gifts embossed with the MIT logo.

They worked through weekends and holidays. As the talks approached and passed a deadline in July 2014 in Vienna, Zarif worked through Ramadan, but it was impossible to negotiate and fast at the same time. Shia Islam exempts you from fasting for ten days if you are away from home, but if you want to extend the exemption after that you have to travel just over 25 miles a day (equivalent to 8 farsang, an ancient measure of distance) to justify it. So Zarif would get in a car every day and be driven in and out of the Austrian capital until he had clocked up the requisite mileage.

The foreign ministers came and went, but the technical experts often stayed behind, renting apartments in the host cities. One European non-proliferation expert missed most of the early life of his first child, spending three-quarters of his time on the road. A few of the negotiators received lucrative job offers during the course of the talks but had to defer them until the deal was done. Kerry’s deputy and master-negotiator, Bill Burns, had to put off retirement because both the Obama administration and the Iranians insisted that he stay. At critical points along the way, the technical and legal specialists often had to negotiate through the night.

“A lot of time it is not a matter of who is the smartest person in the room. It is a question of who has the most stamina,” said Ilan Goldenberg, a former state department official who worked on the Iran dossier. “And Kerry had an incredible amount of stamina.”

The desired end-state of the negotiation was clear enough: Iran’s programme had to be limited so that it would take the country’s leaders at least a year to make a bomb, if they decided to do so, giving the rest of the world time to react. In return, the stifling sanctions regime buildup over the past nine years would be dismantled.

However, getting to that end-state has been endlessly complex. Fixing Iran’s “breakout” time at a year is a function of numbers of centrifuges, their efficiency and the already low stockpile of enriched uranium. To verify their calculations, American scientists constructed mock-up cascades of Iran’s centrifuges, using machines of the same vintage taken from Libya. Working at a classified site, the centrifuges were spun in an effort to determine how long they would take to produce a bomb’s worth of weapons-grade uranium. The UK and Israel, and perhaps other western European states, also had smaller-scale centrifuge mock-ups, and made their own calculations of breakout times.

The complexities were not just scientific. The web of interlocking international sanctions posed dense legal challenges when it came to drawing up a timetable for their lifting that was acceptable to all sides. [Continue reading…]

Iran, U.S. agree on outline of nuclear deal

The Associated Press: Iran and six world powers have agreed on the outlines of an understanding to limit Iran’s nuclear programs, officials told The Associated Press Thursday. Negotiations continued on a dispute over how much of it to make public.

The officials spoke outside weeklong talks that have been twice extended past the March 31 deadline in an effort to formulate both a general statement of what has been accomplished and documents describing what needs to be done to meet a June 30 deadline for a final accord.

The deal with Iran: Five arguments to watch out for

Gary Sick writes: As the nuclear talks with Iran enter the final stretch, and as the media coverage reaches the point of hysteria, it is useful to step back a bit and offer a few observations about how to approach the kinds of revelations and arguments that we might expect in the coming days or weeks.

Here are five things to watch out for.

First, pay attention to definitions. People in a hurry–or people with an agenda–tend to speak in shorthand. If you don’t pay attention, that can be misleading.

For example, what is “breakout?” Put simply, for purposes of this agreement, “breakout” exists when Iran masses enough highly enriched uranium (HEU) needed for one nuclear device. Note that “breakout” does not mean Iran will have a nuclear device. It is the starting point to build a nuclear device, which most experts agree would require roughly a year for Iran to do–and probably another two or more years to create a device that could be fit into a workable missile warhead. Plus every other country that has ever built a nuclear weapon considered it essential to run a test before actually using their design. There goes bomb No. 1.

So when officials, pundits, and interested parties talk about a one-year breakout time for Iran, what they are really saying is that if Iran decides to break its word and go for a bomb, it will take approximately one year to accumulate 27 kilograms of HEU. Arab nations alarmed by prospect of U.S. nuclear deal with Iran

Ian Black writes: Arab governments are watching the endgame of negotiations over Iran’s nuclear programme with barely-concealed alarm, fearing that the US is bent on a rapprochement with Tehran, not so much at any price, but certainly at the expense of its long-standing Gulf allies.

Saudi Arabia, Iran’s main regional rival, has made clear its unhappiness with the emerging deal. Still, unlike Israel, which flatly opposes any agreement, Saudi Arabia has adopted a more subtle approach. Adel Jubeir, its ambassador to the US, pledged to wait to see the outcome before criticising it. Jubair also conspicuously refused to rule out the kingdom seeking its own nuclear weapons — a pointed reminder to Barack Obama of the nuclear proliferation risks if his Iran strategy does not succeed.

The Saudis have hinted for years that they would turn to Pakistan if they felt threatened by a nuclear Iran. Last year they displayed their Chinese-made intermediate-range ballistic missiles — capable of reaching Tehran — at a parade attended by the general who controls Pakistan’s nuclear arsenal. Iran nuke talks to continue in new phase

The Associated Press reports: Wrapping up six days of marathon nuclear talks with mixed results, Iran and six world powers prepared Tuesday to issue a general statement agreeing to continue talks in a new phase aimed at reaching a final agreement to control Iran’s nuclear ambitions by the end of June, officials told The Associated Press on Tuesday.

Officials had set a deadline of March 31 for a framework agreement, and later softened that wording to a framework understanding, between Iran and the so-called P5+1 nations — the United States, Britain, France, Germany, Russia and China.

And after intense negotiations, obstacles remained on uranium enrichment, where stockpiles of enriched uranium should be stored, limits on Iran’s nuclear research and development and the timing and scope of sanctions relief among other issues.

The joint statement is to be accompanied by additional documents that outline more detailed understandings, allowing the sides to claim enough progress has been made thus far to merit a new round, the officials said. Iran has not yet signed off on the documents, one official said, meaning any understanding remains unclear.

The talks have already been extended twice as part of more than a decade of diplomatic attempts to curb Tehran’s nuclear advance. [Continue reading…]

Iran’s top negotiator says accord can be drafted

The New York Times reports: Iran’s chief diplomat said on Saturday that he had had productive discussions with his European counterparts and that Iranian negotiators were ready to begin drafting an initial agreement on a nuclear accord.

“I believe that France and Germany are serious about an agreement,” said Mohammad Javad Zarif, Iran’s foreign minister. “We are ready to draft.”

Western diplomats said the atmosphere in the talks was workmanlike. But they also cautioned that gaps remained and that it was still unclear if they could be bridged.

Negotiators are trying to meet a Tuesday deadline for settling on the main parameters of an accord. Once that step is taken, a comprehensive agreement with detailed technical addendums is to be finished by the end of June.

With the deadline just days away, foreign ministers from other world powers began arriving here to join Secretary of State John Kerry and Mr. Zarif, who have been meeting since Thursday. An Iran deal would begin a long process

Simond DeGalbert, a former French diplomat and former member of the French negotiating team in the P5+1 discussions with Iran, writes: A comprehensive Iran deal looks ever more likely today than it did recently, even if many issues remain to be solved. Western leaders have repeatedly stated their view that no deal would be preferable to a bad one—a point that’s yielded intense debate about what exactly would constitute a good deal versus a bad deal. Considering the highly technical nature of the issues at stake, it’s no surprise the devil will be in the details. It will be hard to assess the deal before every provision of the last annex to the comprehensive agreement is signed on, if it ever happens. But assuming we do, assessing the quality of the agreement should mostly be done in light of its objectives and of the agreement’s ability to fulfil them.

If a comprehensive deal is struck, it’s important to remember that the deal is just the beginning. As hard as the negotiations have been, the implementation and enforcement of the deal over the coming years will be an ongoing challenge—but it can be surmountable as long as the P5+1 set clear enforcement mechanisms.

To understand what a deal will mean in the years ahead, it’s important to understand how the negotiations unfolded. As a matter of fact, our expectations about what a comprehensive agreement could achieve have changed over time. Since 2002, concerns about the nature of Iran’s nuclear program have mostly been fueled by the covert development of enrichment activities, but also by their obvious inconsistency with any identifiable civilian needs and the acquisition of nuclear militarization know-how. Hence the long-term objective, enshrined in United Nations Security Council resolutions, to establish the exclusively peaceful nature of the program, through a full suspension of enrichment in Iran.

It is the assumption that this prerequisite would prevent a negotiated breakthrough that led P5+1 to alter the terms of their negotiation with Iran in the 2013 Joint Plan of Action. From that point forward, an agreement was not to be based on an unambiguous Iranian strategic shift, but rather on the insurance that Tehran’s program would not be turned from its existing dual nature to an entirely military one. Such “constructive” ambiguity about Iran’s program and intentions could be achieved through agreed upon enrichment restrictions, the conversion of the heavy-water reactor of Arak and intrusive monitoring and verification. Does the Obama administration have the only view worth having on the Middle East?

Reporting on the perception that “U.S. policies there are partly to blame for the spreading anarchy” in the Middle East, Michael Crowley writes:

Ultimately, senior Obama officials say, there are limits to what the U.S. can accomplish in the region. They argue that the chaos is fueled by ethnic and religious forces largely beyond America’s control.

And they warn against overreacting to the roller coaster of daily news headlines in an area that rarely knows calm.

“There’s a sense that the only view worth having on the Middle East is the long view,” said the State Department official. “We’ve painfully seen that good can turn to bad and bad can turn to good in an instant, which might be a sobriety worth holding on to at moments like this.”

The official offered a hopeful note, adding that a nuclear deal with Iran — which some reports say could come as soon as Sunday — could be a turning point for the region.

“The truth is, you can dwell on Yemen, or you can recognize that we’re one agreement away from a game-changing, legacy-setting nuclear accord on Iran that tackles what every one agrees is the biggest threat to the region,” the official said.

Let’s suppose that Obama seals the deal with Iran, it probably will be a legacy-setting accomplishment and true to form, like every other president facing the end of his second term, Obama is no doubt increasingly concerned about his legacy.

But if he thinks this accord is really going to be a game-changer, I’m not so sure he’s holding on to the “long view” — unless “long” is supposed to mean all the way until he leaves office. Or, to put it another way, unless inside the Obama administration what they mean when they talk about the long view is, all the way until this mess becomes someone else’s mess.

Iran’s Rouhani intervenes as deadline for nuclear deal approaches

Reuters: Iran’s president spoke with the leaders of France, Britain, China and Russia on Thursday in an apparent effort to break an impasse to a nuclear deal between Tehran and major world powers.

He also raised the Saudi-led military operation against Iranian-backed Houthi fighters in Yemen, as did U.S. Secretary of State John Kerry ahead of nuclear negotiations in Switzerland with Tehran’s Foreign Minister Mohammad Javad Zarif.

The United States is pushing for a nuclear deal between Iran and major powers before a March 31 deadline, and officials close to the talks said some kind of preliminary agreement was possible.

However, a senior British diplomat acknowledged: “There are still important issues where no agreement has so far been possible.

“Our task, therefore, for the next few days is to see if we can bridge the gaps and arrive at a political framework which could then be turned into an agreement,” the diplomat told reporters on the sidelines of negotiations in Lausanne, Switzerland.

Why Iran’s Supreme Leader wants a nuclear deal

Trita Parsi writes: There are few world leaders as powerful yet mysterious as Iran’s Supreme Leader Ayatollah Ali Khamenei. Most of what has been written about him in English only adds to the confusion surrounding the man (Akbar Ganji’s writings are a notable exception). The most common misinterpretation of him at the moment is that he is ideologically opposed to cutting a reasonable deal with the United States — the “Great Satan,” as America is known among some Iranian leaders — over his country’s nuclear program. But Khamenei wants a deal perhaps just as much as Iranian President Hassan Rouhani, who is widely credited with being the more moderate force behind the current negotiations. Far from betraying the Iranian Revolution, Khamenei may view the negotiations as helping fulfill its ideals.

It’s clear that Khamenei is deeply suspicious of the United States and skeptical of both its intent and ability to come to terms with Iran. When President Barack Obama first extended a hand to the Iranians in his 2009 Persian New Year greeting, Khamenei immediately shot back. In a lengthy speech from his birth town of Mashhad, Khamenei went over the entire litany of American crimes against Iran — from support for the hated shah (overthrown by Khamenei’s predecessors in the revolution of 1979), to aid to Saddam Hussein during the Iraq-Iran war, to the downing of an Iranian passenger plane in 1988, to years of sanctions. He cast doubt on the intentions of the United States, even under its new president. He went on to question Obama’s ability to shift America’s position on Iran. “I would like to say that I do not know who makes decisions for the United States, the president, the Congress, elements behind the scenes?” he asked.

Understanding the depth of this suspicion requires recalling that Khamenei has not merely read about the tortuous history of U.S.-Iran relations. As a close associate of revolutionary leader Ayatollah Ruhollah Khomeini, and a former president of Iran, he was there. He lived through — as a participant, not an observer — every dark chapter he cites in his speeches, from the hostage crisis to the Axis of Evil speech. His skepticism of U.S. intentions, rightly or wrongly, is a product of the four decades of baggage he carries on his shoulders.

Yet, in the end, that’s all he is: a skeptic. He is not an ideological opponent who will undermine, or refuse to accept, any deal struck by Iran’s more moderate negotiators. [Continue reading…]

Iran stalls U.N. probe into its atomic past

The Wall Street Journal reports: Talks over Iran’s nuclear program have hit a stumbling block a week before a key deadline because Tehran has failed to cooperate with a United Nations probe into whether it tried to build atomic weapons in the past, say people close to the negotiations.

In response, these people say, the U.S. and its diplomatic partners are revising their demands on Iran to address these concerns before they agree to finalize a nuclear deal, which would repeal U.N. sanctions against the country.

“Progress has been very limited,” Yukiya Amano, who heads the U.N.’s International Atomic Energy Agency, told The Wall Street Journal this week. “No more new issues” have been addressed. [Continue reading…]

U.S. efforts to sabotage Iran’s nuclear program continue in parallel with diplomacy

The New York Times reports: In late 2012, just as President Obama and his aides began secretly sketching out a diplomatic opening to Iran, American intelligence agencies were busy with a parallel initiative: The latest spy-vs.-spy move in the decade-long effort to sabotage Tehran’s nuclear infrastructure.

Investigators uncovered an Iranian businessman’s scheme to buy specialty aluminum tubing, a type the United States bans for export to Iran because it can be used in centrifuges that enrich uranium, the exact machines at the center of negotiations entering a crucial phase in Switzerland this week.

Rather than halt the shipment, court documents reveal, American agents switched the aluminum tubes for ones of an inferior grade. If installed in Iran’s giant underground production centers, they would have shredded apart, destroying the centrifuges as they revved up to supersonic speed.

But if negotiators succeed in reaching a deal with Iran, does the huge, covert sabotage effort by the United States, Israel and some European allies come to an end?

Iran nuclear talks lag, with status of new centrifuges another hurdle

The New York Times reports: A dispute over what limits should be placed on the development of new types of centrifuges has emerged as a major obstacle as negotiators try to work out an initial accord on Iran’s nuclear program, Western officials said on Thursday.

The negotiators’ goal has been to agree on the outlines of an accord by the end of March that would limit Iran’s nuclear program. A detailed and comprehensive agreement is to be completed by the end of June.

Secretary of State John Kerry told reporters on Thursday that while some progress had been made, the negotiators were still “pushing some tough issues.”

A European negotiator, who asked not to be named while discussing closed talks, was more skeptical, stressing that an accord would not be possible unless the Iranians showed significantly more flexibility over the coming days.

“We are not close to an agreement,” the official said. “We are not there at all.”

Western officials have suggested in recent weeks that the agreement six world powers are negotiating with Iran could allow it to retain and operate about 6,000 centrifuges. [Continue reading…]

Why Iran won’t capitulate

Reza Marashi and Trita Parsi write: Part of the reason why opponents to a nuclear deal with Iran are so bewildered by President Barack Obama’s diplomacy is because their belief that Iran can be forced to capitulate. They adhere to a George W. Bush administration-era argument: If the U.S. only were to ramp up pressure, it can dictate the terms of the deal instead of having to agree to a compromise.

Nothing could be further from the truth.

This argument is as reckless as it is disproven. In fact, the reason the Obama administration abandoned this path was because it realized that insisting on Iranian capitulation was more likely to lead to war than to victory. And that is precisely why it is defying any pressure — be it from the US Senate or the Israeli Prime Minister — to return to this policy.

What the hawks miscalculate is Iran’s ability to resist — and hit back. When Washington imposed on Iran the most comprehensive sanctions regime in history, Tehran did not capitulate. Rather, it responded to pressure with pressure. It took steps to adapt its economy to bend but not break — from weaning its budget off oil revenues, to utilizing unofficial financial networks and processes. Prior to President Rouhani’s election, it increased efforts to target Western and Israeli interests around the world — from suspected bombings to cyber attacks.

But most telling has been Iran creating new nuclear facts on the ground. As sanctions, cyber-warfare, and secret assassinations increased, so too did Iran’s stockpiles of low and medium enriched uranium, as well as its installation of first and second-generation centrifuges. [Continue reading…]
