Medvedev: “Israel is not going to deliver any blows on Iran”

FAREED ZAKARIA: Let me ask you about some of the other issues that you face. Russia has said that it does not want Iran to develop nuclear weapons. Prime Minister Putin has said that, you have said that. Yet the IAEA says that Iran is not cooperating to give the world confidence that it has a purely civilian programme. Iran says it will no longer negotiate on this issue, and yet Russia says it will not support any further sanctions against Iran. So, is the policy of not wanting Iran to develop nuclear weapons on Russia’s part – are these empty words or do you have concrete steps you are willing to take to prevent Iran from developing nuclear weapons?

DMITRY MEDVEDEV: We have our fairly developed relations with Iran, that is why I can speak of Iran’s intentions not by hearsay, not on the basis of the information received from special services of other countries, but proceeding from the reality. Of course, I believe that Iran needs a set of motives to behave appropriately as far as its nuclear programme is concerned. There is no doubt about that.

Secondly, Iran must cooperate with the IAEA. It must be done, because it is its obligation.

Thirdly, we should create for Iran a system of positive motives, so that it wants such cooperation. On September 9, 2009 Iran submitted its proposals concerning these very complicated issues, and they are being analyzed now.

There have been voices that it is not enough, that those proposals are too general. You know, I believe, that it is obligation of all nations involved in this problem to study these proposals, at least. It took quite a long time for Iran to study the package of incentives that had been given to it through Solana’s mediation at that time. Now, we need to study its package.

As for the sanctions, I have just had a chance to talk about it during my meeting with political analysts, who attended a conference here. I told them one very simple thing: as a rule, sanctions result in nothing, though sometimes sanctions are necessary. But before speaking of applying additional sanctions, we should make full use of the existing possibilities. That would be a responsible behavior by the world community. Yes, of course, we should encourage Iran, but before taking any action we should be absolutely confident that we have no other options and that our Iranian colleagues do not hear us for some reason. This is, I believe, the simplest and most pragmatic position. By the way, I voiced this position during the consultations on this issue, which took place during the G8 summit in Italy, when we discussed this question. It was discussed by all G8 leaders.

FAREED ZAKARIA: But do I take you to be saying that Iran does have an obligation to cooperate with IAEA? And if it does not, is Russia willing to step up to its responsibilities as a world power and press in the UN and in other ways to ensure Iran does cooperate?

DMITRY MEDVEDEV: Iran must cooperate with the IAEA, this is an absolutely indubitable thing, if it wishes to develop its nuclear dimension, nuclear energy programme. This is its duty and not a matter of its choice, because otherwise a question will be raised all the time: what it is really doing? And this is as plain as a day.

FAREED ZAKARIA: And Russia is willing to exercise its responsibilities?

DMITRY MEDVEDEV: Certainly.

FAREED ZAKARIA: Let me ask you about another issue relating to this. Russia has agreed to sell Iran the S-300 antiaircraft and antimissile system. When you will deliver it to Iran?

DMITRY MEDVEDEV: Our relations with Iran really have a military component and we believe that this work should completely correspond to the international obligations both from the part of Iran and from the part of Russia. We have never supplied and will not supply to Iran anything that is beyond the valid system of the international law. What we have supplied and what we are going to supply, it has been and always will be the defense complexes and this is our firm position, and I will hold to it when making final decisions as to the all existing contracts with Iran.

FAREED ZAKARIA: You know that there are many people in Israel who say that if you deliver that system, the Israelis will feel they will have to strike Iran before that system is deployed because once that system is deployed, an Israeli attack on Iran becomes much more difficult. So by delivering that system you open up a window or a period of considerable tension.

DMITRY MEDVEDEV: In an hour I will have a conversation with President of Israel Mr. Peres, who, when he recently was visiting me in Sochi, said something that is very important for all of us, namely, that Israel is not going to deliver any blows on Iran, that Israel is a peaceful country and will not do it. Therefore any supplies of any weapons, all the more defensive weapons, can not increase tension; on the contrary they should ease it. But if there are people who have such plans, it seems to me that they have to think about it. For this reason, our task is not to strengthen Iran and weaken Israel or vise versa but our task is to ensure a normal, calm situation in the Middle East. I believe that is our task.

FAREED ZAKARIA: When Prime Minister Netanyahu was in Moscow, did you say that to him?

DMITRY MEDVEDEV: Prime Minister Netanyahu has visited Moscow. They did it in a close regime, it was their decision. I do not even understand very well the reasons for it, but our partners made such a decision and our reaction was absolutely normal and calm. I have had a conversation with him.

FAREED ZAKARIA: But did you feel like it was a positive meeting?

DMITRY MEDVEDEV: It was a good, normal meeting. We have discussed the most different problems. Before that I met with President Peres, after that I met with Prime Minister Netanyahu. This is normal, this is our dialogue. And Ahmadinejad visited us, but, to be true, earlier than that and it was not a bilateral meeting, he came to attend as an observer the session of the Shanghai Cooperation Organization. We communicate with everybody. I believe that this is our advantage.

FAREED ZAKARIA: If Israel were to attack Iran, would Russia support Iran in such a conflict?

DMITRY MEDVEDEV: Russia can not support anybody or act in such situation. We are a peaceful state and we have our own understanding of our defense strategy. This is the first point.

The second point. We have our allies with which we have concluded one or other agreements. In case of Iran we do not have obligations of this kind. But it does not mean that we would like to be or will be impassible before such developments. This is the worst thing that can be imagined. I have already commented on this issue. Let us try together to reason upon it. What will happen after that? Humanitarian disaster, a vast number of refugees, Iran’s wish to take revenge and not only upon Israel, to be honest, but upon other countries as well. And absolutely unpredictable development of the situation in the region. I believe that the magnitude of this disaster can be weighted against almost nothing. For this reason before making decision to deliver blows it is necessary to assess the situation. It would be the most unreasonable developments. But my Israeli colleagues told me that they were not planning to act in this way and I trust them.

FAREED ZAKARIA: So you expect no Israeli strike on Iran?

DMITRY MEDVEDEV: I hope that this decision will not be made. Iran should be pushed to cooperate. And indeed, Iran should not pronounce such things that it has stated, for example in relation to Israel, when it said that it did not recognize the existence of this state. It is unacceptable in the modern world, in the modern system of international relations. And this is the point Iran should start thinking about. [continued…]

With all due respect to Jimmy Carter, the racist component of Obama-hatred has been undeniable since the summer of 2008, when Sarah Palin rallied all-white mobs to the defense of the “real America.” Joe Wilson may or may not be in that camp, but, either way, that’s not the news. As we watched and rewatched the South Carolina congressman’s star turn, what grabbed us was the act itself.

What made the lone, piercing cry of “You lie!” shocking was that it breached a previously secure barrier. It was the first time that the violent rage surging in town-hall meetings all summer blasted into the same room as the president. Wilson’s televised shout was tantamount to yelling “Fire!” in a crowded theater. When he later explained that his behavior was “spontaneous” rather than premeditated, that was even more disturbing. It’s not good for the country that a lawmaker can’t control his anger at Barack Obama. It gives permission to crazy people. [continued…]

Eventually, [William] Manchester [author of The Death of a President, published in 1967] had to go to Dallas. Once there, he walked everywhere, including the entire five-mile motorcade route, from Love Field onto Main and then Houston and Elm Streets, past the Texas School Book Depository Building, searching for spectators and, in Dealey Plaza, possible snipers’ nests.

He discovered deep political enmities that had simmered at the time of the assassination, not just against the Kennedys but among the Democrats as well. Indeed, that’s what had compelled Kennedy’s trip to Dallas in the first place: John B. Connally, the conservative Democratic governor, was at war with the more liberal Democratic senator Ralph W. Yarborough. Even a formidable Texas politician like Vice President Johnson couldn’t put out the oil fire the two men had ignited. Kennedy didn’t want to lose the state in the upcoming ‘64 election, so he’d agreed to go to Dallas in an attempt to heal the rift.

Manchester also discovered that Dallas “had become the Mecca for medicine-show evangelists … the Minutemen, the John Birch and Patrick Henry Societies, and the headquarters of [ultra-conservative oil billionaire] H. L. Hunt and his activities.”

“In that third year of the Kennedy presidency,” Manchester wrote, “a kind of fever lay over Dallas country. Mad things happened. Huge billboards screamed, ‘Impeach Earl Warren.’ Jewish stores were smeared with crude swastikas.…Radical Right polemics were distributed in public schools; Kennedy’s name was booed in classrooms; corporate junior executives were required to attend radical seminars.” A retired major general ran the American flag upside down, deriding it as “the Democrat flag.” A wanted poster with J.F.K.’s face on it was circulated, announcing “this man is Wanted” for—among other things—“turning the sovereignty of the US over to the Communist controlled United Nations” and appointing “anti-Christians … aliens and known Communists” to federal offices. And a full-page advertisement had appeared the day of the assassination in The Dallas Morning News accusing Kennedy of making a secret deal with the Communist Party; when it was shown to the president, he was appalled. He turned to Jacqueline, who was visibly upset, and said, “Oh, you know, we’re heading into nut country today.”

Manchester discovered that in a wealthy Dallas suburb, when told that President Kennedy had been murdered in their city, the students in a fourth-grade class burst into applause. For Manchester, who revered Kennedy, such responses, encountered throughout Dallas, were deeply offensive and would influence the book he was about to write.

Manchester also learned that in 1963 there had been 110 murders in Dallas—“Big D”—in what he described as the city’s “dark streak of violence.” “Texas led the United States in homicide, and Big D led Texas,” he wrote. He would come to believe that Dallas’s charged political climate had been a factor in the assassination, helping to further unhinge the already unstable Lee Harvey Oswald. [continued…]

The nightmare scenario in Afghanistan

This week, the most senior U.S. official working with the United Nations in Afghanistan went on “leave” out of frustration over the lack of response to fraud in the country’s presidential election. The head of the European Union’s election-monitoring commission said that as many as one-third of the votes President Hamid Karzai received were “suspect” and should be investigated. And Afghans themselves continue to criticize not just the controversial election, but also the government’s response to it. If this continues, it will fatally undermine the next Afghan government and the efforts of its international supporters. Steps should be taken immediately to avert a potentially violent legitimacy crisis.

We observed Afghanistan’s Aug. 20 presidential and provincial council elections in Kabul. Among us we have almost seven decades of experience in following Afghan politics, and we feel thoroughly alarmed by the lack of consensus on how to resolve the brewing crisis over the disputed elections. It is by now clear that there took place an industrial-scale effort to distort the election results and defraud the Afghan people. Should this effort succeed, the chance of the Barack Obama administration’s stabilizing Afghanistan and the broader region will be grim indeed. No one should be in any doubt as to the gravity and explosiveness of the situation. [continued…]

CIA expanding presence in Afghanistan

The CIA is deploying teams of spies, analysts and paramilitary operatives to Afghanistan, part of a broad intelligence “surge” that will make its station there among the largest in the agency’s history, U.S. officials say.

When complete, the CIA’s presence in the country is expected to rival the size of its massive stations in Iraq and Vietnam at the height of those wars. Precise numbers are classified, but one U.S. official said the agency already has nearly 700 employees in Afghanistan.

The influx parallels the U.S. military expansion and comes as the nation’s spy services are under pressure from Army Gen. Stanley A. McChrystal to improve intelligence on the Taliban and find ways to reverse a series of unsettling trends. [continued…]

Settling for failure in the Middle East

Like so many of his predecessors, President Obama is quickly discovering that persuading Israel to change course is nearly impossible.

Obama came to office determined to achieve a two-state solution between Israelis and Palestinians. His opening move was to insist that Israel stop building settlements in the West Bank and East Jerusalem — a tough line aimed at bolstering Palestinian President Mahmoud Abbas and persuading key Arab states to make conciliatory gestures toward Israel. These steps would pave the way for the creation of a viable Palestinian state and the normalization of Israel’s relations with its Arab neighbors, and also help rebuild America’s image in the Arab and Muslim world.

Unfortunately, Israeli Prime Minister Binyamin Netanyahu has no interest in a two-state solution, much less ending settlement expansion. He and his government want a “greater Israel,” which means maintaining effective control of the West Bank and Gaza. His response to Obama’s initiative has ranged from foot-dragging to outright defiance, with little pushback from Washington. [continued…]

How Obama flubbed his missile message

President Obama’s decision Thursday to scrap the Bush administration’s missile-defense umbrella for Europe is being bemoaned by Republicans at home and top diplomats from Poland, which was slated to be the main staging ground for the missile system.

But Zbigniew Brzezinski—who as Jimmy Carter’s Polish-born national security adviser confronted problems in Iran, Afghanistan, and the Middle East—says that dropping the missile-shield program gives the U.S. more defense options in Europe. At 81, Brzezinski, an early and enthusiastic Obama supporter, is as opinionated as ever about what America is doing right and wrong when it comes to the key foreign-policy issues.

Brzezinski, who was considered a hawk in the Carter administration and was often touted by Democratic politicians as the party’s response to Henry Kissinger, spoke to The Daily Beast about how Obama flubbed the delivery of his decision to the Czechs and the Poles, why dropping the program won’t convince Russia to help us on Iran, and the effect of a possible Israeli preemptive strike on Tehran. Russia abandons plans to deploy missiles near Poland

Russia will drop its controversial threat to deploy missiles near Poland in a reaction to shifts in U.S. missile shield plans, a Defense Ministry spokesman said Saturday.

After President Obama decided last week to scrap the U.S. plan for missile facilities in Poland and the Czech Republic, Moscow was widely expected to follow suit and abandon its threat to deploy Iskander missile systems in the far western Russian enclave of Kaliningrad.

“Naturally, we will cancel the measures that Russia planned to take in response to the deployment of U.S. missile defense systems,” Deputy Defense Minister Vladimir Popovkin said in an interview with Echo of Moscow radio. “Common sense has finally prevailed over ambitions.” [continued…]

Good will, but few foreign policy benefits for Obama

As President Obama welcomes world leaders to the United States this week, he has gone a long way toward meeting his goal of restoring the country’s international standing. Foreign counterparts flock to meet with him, and polls show that people in many countries feel much better about the United States.

But eight months after his inauguration, all that good will so far has translated into limited tangible policy benefits for Mr. Obama. As much as they may prefer to deal with Mr. Obama instead of his predecessor, George W. Bush, foreign leaders have not gone out of their way to give him what he has sought.

European allies still refuse to send significantly more troops to Afghanistan. The Saudis basically ignored Mr. Obama’s request for concessions to Israel, while Israel rebuffed his demand to stop settlement expansion. North Korea defied him by testing a nuclear weapon. Japan elected a party less friendly to the United States. Cuba has done little to liberalize in response to modest relaxation of sanctions. India and China are resisting a climate change deal. And Russia rejected new sanctions against Iran’s nuclear program even as Mr. Obama heads into talks with Tehran. [continued…]
