The New York Times reports: With the Obama administration racing to negotiate the outlines of a nuclear deal with Iran by the end of March, aides to Prime Minister Benjamin Netanyahu of Israel have charged in recent days that they are being deliberately left in the dark about the details of the talks. The Americans have said that is untrue, but even one of Washington’s closest negotiating partners reports being warned about being too open with the Israelis, “because whatever we say may be used in a selective way.”
The tensions between the United States and Israel over negotiating with Tehran have a long and twisted history, and they plunged to a new low when Mr. Netanyahu engineered an invitation to address a joint meeting of Congress, in less than two weeks, to warn against a “bad deal.”
Now, with Mr. Netanyahu maneuvering to survive a March 17 election, and Mr. Obama pressing for a breakthrough agreement that could end three decades of enmity with Iran and reduce the chances of a military confrontation, it seems that Washington and Jerusalem are engaging in the diplomatic equivalent of posting notes to each other on the refrigerator door.
The latest dispute has been building since the Israeli news media began running stories about Mr. Netanyahu’s being frozen out of the briefings about the talks, sourced to unnamed Israeli officials. Some of the reports have been accompanied by partial details about how many centrifuges, the machines that enrich uranium, would be left spinning in Iran’s facilities under an American proposal — oftentimes omitting key facts about how quickly the centrifuges could produce bomb-grade fuel. Iran’s Supreme Leader sends new letter to Obama amid nuclear talks
The Wall Street Journal reports: Iran’s paramount political figure, Supreme Leader Ayatollah Ali Khamenei, has responded to overtures from President Barack Obama seeking better relations by sending secret communications of his own to the White House.
The Iranian cleric wrote to Mr. Obama in recent weeks in response to an October presidential letter that raised the possibility of U.S.-Iranian cooperation in fighting Islamic State if a nuclear deal is secured, according to an Iranian diplomat. The supreme leader’s response was “respectful” but noncommittal, the diplomat said.
A senior White House official declined to confirm the existence of that letter. But it comes as the first details emerge about another letter Mr. Khamenei sent to the president early in his first term. [Continue reading…]
Iran nuclear deal must end all sanctions, Rouhani tells rally
The Washington Post: Iranian President Hassan Rouhani said Wednesday that he’s seeking the removal of all sanctions against his country during negotiations with world powers on a nuclear deal.
“We want an agreement that protects our dignity and respect,” Rouhani said in Tehran, as he addressed a few thousand people at a rally to mark the anniversary of the 1979 Islamic Revolution that deposed the U.S.-backed shah.
The speed at which sanctions are rolled back under a possible deal emerged as one of the main sticking points in earlier rounds of talks. The restrictions on trade and access to financial markets have slashed Iran’s oil exports, the backbone of the country’s economy.
Mossad breaks with Netanyahu, warns U.S. not to impose new Iran sanctions
Josh Rogin and Eli Lake report: The Israeli intelligence agency Mossad has broken ranks with Prime Minister Benjamin Netanyahu, telling U.S. officials and lawmakers that a new Iran sanctions bill in the U.S. Congress would tank the Iran nuclear negotiations.
Already, the Barack Obama administration and some leading Republican senators are using the Israeli internal disagreement to undermine support for the bill, authored by Republican Mark Kirk and Democrat Robert Menendez, which would enact new sanctions if current negotiations falter.
Bob Corker, chairman of the Senate Foreign Relations Committee — supported by Republican Senators Lindsay Graham and John McCain — is pushing for his own legislation on the Iran nuclear deal, which doesn’t contain sanctions but would require that the Senate vote on any pact that is agreed upon in Geneva. The White House is opposed to both the Kirk-Menendez bill and the Corker bill; it doesn’t want Congress to meddle at all in the delicate multilateral diplomacy with Iran.
Israeli intelligence officials have been briefing both Obama administration officials and visiting U.S. senators about their concerns on the Kirk-Menendez bill, which would increase sanctions on Iran only if the Iranian government can’t strike a deal with the so-called P5+1 countries by a June 30 deadline or fails to live up to its commitments. Meanwhile, the Israeli prime minister’s office has been supporting the Kirk-Menendez bill, as does the American Israel Public Affairs Committee, ahead of what will be a major foreign policy confrontation between the executive and legislative branches of the U.S. government in coming weeks. Now speaking for the Republicans: Benjamin Netanyahu
Russell Berman writes: Republicans who panned President Obama’s State of the Union address Tuesday night have responded by inviting one of their favorite speakers back for a return engagement: Benjamin Netanyahu.
The Israeli prime minister last addressed Congress in 2011, delivering a speech that drew a more enthusiastic response from GOP leaders than any from the American president. Speaking as if he could have been elected from the Philadelphia suburb where he graduated high school, Netanyahu was interrupted more than two dozen times by bipartisan standing ovations as he firmly laid down his parameters for a peace deal with the Palestinians at a moment of tension with President Obama.
His speech was so well-received—and Netanyahu is so personally popular among Republicans—that Speaker John Boehner on Wednesday asked him back to address a joint meeting of Congress for the second time in less than four years. In fact, Netanyahu would become the first foreign leader since Winston Churchill to appear before Congress three times. (He also spoke during his first run as prime minister in 1996.)
This invitation, however, is even more important for a number of reasons. First, the February 11 speech will come just over a month before Israel’s legislative elections, and the prestige of an address to Congress could boost Netanyahu domestically. (Nevermind that it was Netanyahu’s own Likud party that accused Obama of interfering in Israel’s elections just two years ago.) Yet it also coincides with a mounting confrontation between Congress and President Obama over Iran sanctions legislation, and Boehner pointedly announced the invitation just about 12 hours after the president, during his State of the Union address, pleaded with lawmakers to give nuclear talks with Tehran more time. The crude reality of declining crude oil prices
Hisham Melhem writes: The crashing price of oil, which dominated the world of energy in the last six months, and promises to stay with us for much of 2015, has brought cheers to American consumers and tears to the oil tsars of Russia, Iran and Venezuela in particular. If the price of oil remains in the neighborhood of $60 per barrel (bbl) for much of this year, the economic impact on Russia, Iran, Venezuela and maybe Iraq, Algeria, Nigeria and Libya could be ruinous. The sharp decline in oil revenues could force both Russia and Iran to review and maybe reduce their financial and material support for the Assad regime in Syria. Some optimists speculated that the crude reality brought about by the changing energy landscape may force Iran to show more flexibility in its nuclear negotiations with the P 5 + 1 in return for a quicker process of sanction relief. The precipitous fall in the price of oil has forced governments all over the world as well as the international financial institutions to review their investments and risk assessments for 2015 and beyond.
The foreign currency reserves that Saudi Arabia, the United Arab Emirates and Kuwait have accumulated will help them navigate the turbulent markets in the immediate future, but even these economies will be forced to adjust their balance payments and maybe cut back on subsidies and social programs, in the absence of a market “correction” that would restore the price range that prevailed in the last 5 years. A sustained low price of oil could lead a country like Venezuela to default on its debts, a severe contraction in the Russian economy, and dramatic and unprecedented consequences on the Iranian economy, which is – like Russia’s economy- already teetering because of painful international sanctions. In Iraq, Libya and Yemen, very low oil prices could plunge these countries deeper into violence. So far, the three largest economies in the world; the United States, China and Japan (two major importers of oil) have benefitted from the decline of oil prices. However, if the current low price prevails for some time, this could impact those American companies that have invested large resources in the production of shale oil in States like Texas and North Dakota, who incur higher production costs.
The story of energy, specifically the production of oil and gas in the last 20 years has been one of wild transient fluctuations in global oil prices. Prices swung from a record high of $145 bbl in July 2008 to a precipitous low of $30 bbl in December of the same year in the wake of the financial crisis. The price of oil completely collapsed in 1998 to an incredible low of $10 in the middle of the Asian economic crisis. Last June, the price of Brent crude hovered around $115, by January 2, benchmark Brent has plummeted to $57.11 bbl. But for all the turmoil in the energy markets in the last few decades, most analysts kept saying that the “fundamentals” of the market i.e. energy prices will continue to rise, that the market will remain susceptible to the production levels of the Organization of the Petroleum Exporting Countries (OPEC) and other major producers notably Russia, and that we are not likely to see a radical change in this supply model any time soon. Iran and U.S. tentatively agree on formula to reduce nuclear programme
The Associated Press reports: Iran and the United States have tentatively agreed on a formula that Washington hopes will reduce Tehran’s ability to make nuclear arms by committing it to ship to Russia much of the material needed for such weapons, diplomats say.
In another sign of progress, two diplomats told Associated Press that negotiators at the December round of nuclear talks drew up for the first time a catalogue outlining areas of potential accord and differing approaches to remaining disputes.
The diplomats said differences still dominate ahead of the next round of Iran six-power talks on 15 January in Geneva. But they suggested that even agreement to create a to-do list would have been difficult previously because of wide gaps between the sides. [Continue reading…]
A nuclear deal with Iran would mean a less volatile world
Julian Borger writes: There will be no greater diplomatic prize in 2015 than a comprehensive nuclear deal with Iran. In its global significance, it would dwarf the US detente with Cuba, and not just because there are seven times more Iranians than Cubans. This deal will not be about cash machines in the Caribbean, but about nuclear proliferation in the most volatile region on Earth.
An agreement was supposed to have been reached by 24 November, but Iran and the west were too far apart to make the final leap. After nine months of bargaining, the intricate, multidimensional negotiation boiled down to two main obstacles: Iran’s long-term capacity to enrich uranium, and the speed and scale of sanctions relief.
Iran wants international recognition of its right not just to enrich, but to do so on an industrial scale. It wants to maintain its existing infrastructure of 10,000 centrifuges in operation and another 9,000 on standby, and it wants to be able to scale that capacity up many times.
The US and its allies say Tehran has no need for so much enriched uranium. Its one existing reactor is Russian-built, as are its planned reactors, so all of them come with Russian-supplied fuel as part of the contract. The fear is that industrial enrichment capacity would allow Iran to make a bomb’s-worth of weapons-grade uranium very quickly, if it decided it needed one – faster than the international community could react.
However, the west is currently not offering large-scale, immediate sanctions relief in return for such curbs on Iran’s activity. President Barack Obama can only temporarily suspend US congressional sanctions, and western states are prepared to reverse only some elements of UN security council sanctions. How hackers almost toppled the Sheldon Adelson gambling empire
Bloomberg Businessweek reports: Investigators from Dell SecureWorks working for [Sheldon Adelson’s casino empire, Las Vegas] Sands have concluded that the February attack was likely the work of “hacktivists” based in Iran, according to documents obtained by Bloomberg Businessweek. The security team couldn’t determine if Iran’s government played a role, but it’s unlikely that any hackers inside the country could pull off an attack of that scope without its knowledge, given the close scrutiny of Internet use within its borders. “This isn’t the kind of business you can get into in Iran without the government knowing,” says James Lewis, a senior fellow at the Center for Strategic and International Studies in Washington. Hamid Babaei, a spokesman for Iran’s Permanent Mission to the United Nations, didn’t return several phone calls and e-mails.
The perpetrators released their malware early in the morning on Monday, Feb. 10. It spread through the company’s networks, laying waste to thousands of servers, desktop PCs, and laptops. By the afternoon, Sands security staffers noticed logs showing that the hackers had been compressing batches of sensitive files. This meant that they may have downloaded — or were preparing to download — vast numbers of private documents, from credit checks on high-roller customers to detailed diagrams and inventories of global computer systems. Michael Leven, the president of Sands, decided to sever the company entirely from the Internet.
It was a drastic step in an age when most business functions, from hotel reservations to procurement, are handled online. But Sands was able to keep many core operations functioning — the hackers weren’t able to access an IBM (IBM) mainframe that’s key to running certain parts of the business. Hotel guests could still swipe their keycards to get into their rooms. Elevators ran. Gamblers could still drop coins into slot machines or place bets at blackjack tables. Customers strolling the casino floors or watching the gondolas glide by on the canal in front of the Venetian had no idea anything was amiss.
Leven’s team quickly realized that they’d caught a major break. The Iranians had made a mistake. Among the first targets of the wiper software were the company’s Active Directory servers, which help manage network security and create a trusted link to systems abroad. If the hackers had waited before attacking these machines, the malware would have made it to Sands’ extensive properties in Singapore and China. Iran to limit centrifuge R&D under extension
Laura Rozen reports: Iran will limit research and development on its advanced centrifuges, grant the IAEA expanded access to its centrifuge facilities and convert half its stocks of 20% oxide into fuel for a research reactor under the terms of a seven-month extension on an interim nuclear deal reached with six world powers in Vienna last week.
The terms of the extension were shared with Al-Monitor by a source briefed by the negotiating teams. In return for the steps Iran will take, the five permanent members of the UN Security Council plus Germany (P5+1) have agreed to continue providing Iran $700 million in its oil sale proceeds per month, amounting to almost $5 billion total through June 30, as well as to continue suspending certain sanctions including on petrochemical exports, trade in precious metals and auto parts. Iran and the P5+1 announced Nov. 24 that they would try to reach a political agreement for the final nuclear deal within four months, with the additional three months of the extension to be used to complete drafting of the technical and implementation details.

Iran’s supreme leader dismisses Western pressure on nuclear issue
The New York Times reports: Iran’s supreme leader, Ayatollah Ali Khamenei, said on Tuesday that the West had failed to bring Iran “to its knees” over its nuclear program.
Meeting with Muslim clerics in Tehran, the Iranian capital, Mr. Khamenei dismissed the diplomatic and economic pressure that world powers have brought to bear on his country over its nuclear ambitions. He spoke the day after a deadline for concluding an agreement was extended for seven months.
“In the nuclear issue, America and colonial European countries got together and did their best to bring the Islamic Republic to its knees, but they could not do so — and they will not be able to do so,” Mr. Khamenei’s personal website quoted him as saying. [Continue reading…]
Will politics kill a deal on Iran?
The deadline for Iran nuclear talks has now been extended by seven months. Yesterday, Joseph Cirincione wrote:
If it were left to the negotiators, we would have a deal already. Those close to the talks say that they have crafted technical solutions that can prevent Iran from using its program to build a bomb and verify any attempt to cheat.
The track record is encouraging. Iran has fully complied with the interim agreement negotiated last November. For the first time in a decade, progress on the program has been halted and even reversed. Iran has stopped enriching uranium over 5 percent and eliminated the stockpile of 20 percent enriched uranium that Israeli Prime Minister Benjamin Netanyahu warned 2 years ago could give Iran the core material for a bomb within “weeks.”
Iran is further away from a bomb today than before this interim deal. The nuclear sites are under unprecedented inspections. Some issues of compliance have arisen, but have been resolved. A comprehensive agreement could provide verifiable assurance that Iran’s program remains non-military, and impose intrusive inspections to provide substantial warning of cheating, break-out or “sneak-out.”

U.S., Iran relations move to détente
The Wall Street Journal reports: The Obama administration and Iran, engaged in direct nuclear negotiations and facing a common threat from Islamic State militants, have moved into an effective state of détente over the past year, according to senior U.S. and Arab officials.
The shift could drastically alter the balance of power in the region, and risks alienating key U.S. allies such as Saudi Arabia and United Arab Emirates who are central to the coalition fighting Islamic State. Sunni Arab leaders view the threat posed by Shiite Iran as equal to or greater than that posed by the Sunni radical group Islamic State, also known as ISIS or ISIL.
Israel contends the U.S. has weakened the terms of its negotiations with Iran and played down Tehran’s destabilizing role in the region.
Over the past decade, Washington and Tehran have engaged in fierce battles for influence and power in Iraq, Syria, Lebanon and Afghanistan fueled by the U.S. overthrow of Iraqi strongman Saddam Hussein and the Arab Spring revolutions that began in late 2010. U.S. officials still say the option of military action remains on the table to thwart Iran’s nuclear program.
But recent months have ushered in a change as the two countries have grown into alignment on a spectrum of causes, chief among them promoting peaceful political transitions in Baghdad and Kabul and pursuing military operations against Islamic State fighters in Iraq and Syria, according to these officials.
The Obama administration also has markedly softened its confrontational stance toward Iran’s most important nonstate allies, the Palestinian militant group Hamas and the Lebanese militant and political organization, Hezbollah. American diplomats, including Secretary of State John Kerry , negotiated with Hamas leaders through Turkish and Qatari intermediaries during cease-fire talks in July that were aimed at ending the Palestinian group’s rocket attacks on Israel, according to senior U.S. officials.
U.S. intelligence agencies have repeatedly tipped off Lebanese law-enforcement bodies close to Hezbollah about threats posed to Beirut’s government by Sunni extremist groups, including al Qaeda and its affiliate Nusra Front in Syria, Lebanese and U.S. officials said. [Continue reading…]
How congressional hawks plan to kill Obama’s Iran deal
Trita Parsi writes: Negotiations with Iran over the future of its nuclear program have not even concluded yet some members of Congress are preparing to manufacture a political crisis over a deal. Their beef? President Barack Obama may initially bypass Congress and suspend sanctions imposed on Iran to make a deal possible and only later ask lawmakers to end them permanently when it is determined that Iran has complied fully with its obligations under the deal.
Of course, many of the lawmakers complaining about the potential presidential end run voted to give him the right to waive sanctions when they passed sanctions legislation in 2010 and 2011. And, of course, only Congress can lift the sanctions permanently, so there wouldn’t be any circumventing to begin with.
So what’s really going on?
It’s very simple: If you prefer war with Iran over a deal with Iran – even one that would prevent it from building a bomb — your best and possibly last opportunity to kill the deal is immediately after the nuclear talks have concluded. That’s when distrust of Iran’s intentions will remain pervasive and when its commitment to carry out its side of the deal will still have to be demonstrated. Iran offers ‘compromises’ in nuclear talks, West unmoved
Reuters reports: Iran is pushing what it portrays as a new compromise proposal in nuclear talks, but Western negotiators say it offers no viable concessions, underscoring how far apart the two sides are as they enter crunch time before a Nov. 24 deadline.
In the negotiations with six major powers, the Iranians say they are no longer demanding a total end to economic sanctions in return for curbing their nuclear program and would accept initially lifting just the latest, most damaging, sanctions.
Western officials dismiss the proposal as nothing new and say the Iranians have always known that the sanctions could only end gradually – with each measure being suspended and later terminated only after Iranian compliance had been proven.
The officials say that in talks in Vienna they too have offered what they call compromises over demands that Iran limit its nuclear program, but they have been rejected by Tehran. [Continue reading…]
Obama sees an Iran deal that could avoid Congress
The New York Time reports: No one knows if the Obama administration will manage in the next five weeks to strike what many in the White House consider the most important foreign policy deal of his presidency: an accord with Iran that would forestall its ability to make a nuclear weapon. But the White House has made one significant decision: If agreement is reached, President Obama will do everything in his power to avoid letting Congress vote on it.
Even while negotiators argue over the number of centrifuges Iran would be allowed to spin and where inspectors could roam, the Iranians have signaled that they would accept, at least temporarily, a “suspension” of the stringent sanctions that have drastically cut their oil revenues and terminated their banking relationships with the West, according to American and Iranian officials. The Treasury Department, in a detailed study it declined to make public, has concluded Mr. Obama has the authority to suspend the vast majority of those sanctions without seeking a vote by Congress, officials say.
But Mr. Obama cannot permanently terminate those sanctions. Only Congress can take that step. And even if Democrats held on to the Senate next month, Mr. Obama’s advisers have concluded they would probably lose such a vote. [Continue reading…]
Billionaire’s sketchy Middle East gamble: Meet the man betting on war with Iran
Eli Clifton reports: On the same evening last November that world powers announced an interim deal with Iran, halting its nuclear progress in exchange for a modest easing of sanctions, United Against Nuclear Iran (UANI) put out a statement complaining that the agreement was a “disappointment” and “provides disproportionate sanctions relief to Iran.” The group’s executive director, former U.S. diplomat Mark Wallace, suggested that no sanctions relief was appropriate as part of an interim deal: “By rolling back sanctions now, the international community is significantly lessening the pressure on Iran’s economy.”
That same group, at the end of July, turned up in a bit of intrigue: the New York Times revealed that the Justice Department had stepped in to a defamation suit against UANI to prevent the disclosure of documents revealing the group’s donors, among other information. UANI serves as a key pressure group for the enforcement of sanctions, frequently issuing reports and press releases about companies doing illicit business with Iran.
The Times reported that lawyers representing Greek shipping magnate Victor Restis, the plaintiff in the suit, accused UANI of receiving foreign funding and shaking down companies for donations. UANI had earlier accused Restis and his company of being “front men for the illicit activities of the Iranian regime.”
But it remains unclear what potential revelations the Justice Department is concerned about.
Among the pieces of heretofore undisclosed information the Justice Department’s shield might prevent from coming to light is the connection between UANI and one of the biggest investors in precious metals, Thomas S. Kaplan. Kaplan has emerged as one of the business world’s most outspoken proponents of investing in gold and other precious metals, investments he says will retain or appreciate in value during periods of political and economic unrest.
