Occupy Albany’s demand

Statement:

We have joined together to Occupy as an affirmation of the future of democracy where each person has an equal voice in shaping our common future. While we come from diverse backgrounds and worldviews, we stand united in the recognition that our current system of governance is failing us- the voice of the People is drowned out by the corrupting influence that concentrated economic power exerts on the government. The interests of those who purchase influence are rewarded at the expense of the People, from whom the government’s just power is derived. We believe that this failure in our system is at the core of many interconnected issues we face as a society, and its resolution is key to a just future. We therefore demand true democracy, unshackled from the corrosive influence of concentrated economic power, and call all who share in this common goal to stand with us and take action toward this end.

Capitalism is the enemy of democracy

David Kristjanson-Gural writes: The most significant accomplishment for Occupy Wall Street (OWS) to date is that the Occupiers have managed to poke a hole in the legitimacy of neoliberal capitalism and its central claim that unregulated markets provide opportunity and freedom.

The Occupiers have accomplished this feat in a surprising way, peacefully, with home-made signs, signs that say things like, “If I had a lobbyist, I wouldn’t need this sign.”

OWS has punctured the neoliberal façade simply by having the audacity to gather in public, in bold defiance of the police and to bear witness, by their solidarity and cooperation, to the idea that the Washington Consensus has long denied – that a different world is possible.

Phil Rockstroh puts it this way: “the walls of the neoliberal prison are cracking … We are no longer isolated, enclosed in our alienation, imprisoned by a concretized sense of powerlessness; daylight is beginning to pierce the darkness of our desolate cells.”

At the core of this neoliberal ideology is a simple assertion – economic exchanges promote freedom because they are voluntary and, thus, they only occur if both parties believe they will benefit. Unregulated market exchanges thus allow individuals to engage with others in complex social arrangements without coercion, without impinging on individual liberty. Government is needed, but only to define and enforce property rights and to create and regulate the currency individuals need to undertake market exchanges.

Liberal Keynesians, who argue for expanding government in order to regulate or oversee individual exchange, are denigrated because they seek to interrupt these free and voluntary agreements and they, therefore, undermine individual liberty. Reagan, who ushered in the neoliberal era, said it this way: “Government is not the solution to the problem; Government is the problem.” In this extreme libertarian view, capitalism is the champion of democracy, the champion of freedom.

The flaw in this neoliberal reasoning is not hard to see. Ownership of wealth obviously confers power; it gives some individuals an upper hand in the “voluntary” exchanges they make with others. Lacking the means otherwise to support ourselves, most of us must hire out our ability to do work in exchange for wages. We might do quite well if we are educated and talented, lucky or white, but even so, we ultimately produce more value than we are paid – that is, after all, the reason we are hired.

Wealth ownership, thus, gives an upper hand to employers in these voluntary exchanges with working people. The extra value we create flows steadily into the hands of wealth holders and we don’t have a say over what it is used for. [Continue reading…]

How to occupy the world

Jason Hickel writes: The leading tagline of the Occupy Wall Street movement reads: “Protest for World Revolution.” This is an ambitious claim, to be sure. And in most respects it seems to ring quite true: the movement has successfully taken root not only in cities and towns throughout the United States but also in major urban centers around the world. On October 15, Occupy Wall Street’s success inspired a broad wave of coordinated occupations across Europe. I was a founding participant in the one that began in London.

But the Occupy movement has been notably absent outside of North America and Europe. Not for want of trying, of course: in southern Africa, where I am originally from, small groups of committed activists tried to instigate occupations in a few key regional cities, but without much success. In South Africa, a society divided by violent inequalities that proceed directly from neoliberal policy, Occupy managed to attract only a few dozen souls – a poor showing for a country known for one of the highest protest rates in the world.

What accounts for the failure of Occupy to capture the imagination of the global South, which comprises precisely the people whose lives have been most brutally affected by the recent global financial crisis? And in what sense can Occupy claim to be a world revolution if it leaves out – and in some cases even alienates – the vast, non-white majority of humanity?

Occupy is “international” at the moment only inasmuch as it exists in many different countries at the same time. But each of the occupations is primarily concerned with particular local or national issues. For instance, Occupy Wall Street is focused on corporate personhood, the Glass-Steagall Act, and collateralized debt obligations, while Occupy London is worried about tuition hikes, preserving the National Health Service, and reversing Thatcher’s 1986 financial deregulation bonanza.

Yes, the occupations communicate, and yes, they stand in solidarity with one another. But they are not united around concerns that are recognizably global in scope.

True, Occupy protestors and their sympathizers have helped sound the alarm on issues of international concern like fossil fuels and climate change, as we saw recently at the COP17 meetings in Durban. But as it presently stands the Occupy agenda is rather provincial – even Eurocentric. Aside from its radical elements, most of the movement’s American and European supporters simply want to reclaim their rights to live decent, dignified, middle-class lives. [Continue reading…]

Can Citizens United be rolled back?

Andy Kroll reports: On Thursday evening, residents of 83 towns and cities throughout the country—places like Marietta, Georgia, and East Troy, Wisconsin, and Anchorage, Alaska—will make their way to the home of a friend or neighbor or outright stranger for a night of partying. But these aren’t holiday parties. They’re the ground-level rumblings of a growing campaign to roll back one of the most game-changing Supreme Court decisions in recent memory, Citizens United v. Federal Election Commission

In a year packed with populist uprisings, in which Time named "the protester" its person of the year, the fight against Citizens United is gaining momentum with battle fronts in Congress, statehouses, city halls, and the homes of hundreds of Americans. The decision, handed down in January 2010 by the court’s five conservative justices, effectively gave corporations the same free speech rights as people, gutted key provisions of the 2002 McCain-Feingold campaign finance law, and green-lighted unlimited spending by corporations and labor unions in American elections. Fred Wertheimer, president of Democracy 21, a pro-reform campaign finance organization, called it "the most radical and destructive campaign finance decision in Supreme Court history."

The campaign to counter Citizens United sprang to life immediately after the ruling was announced. Led by Public Citizen, the good government group founded by Ralph Nader, its goal is to pass a constitutional amendment that neutralizes the ruling’s effects. But the effort didn’t fully take off until this year—the public needed time to see what the decision had wrought. To influence the 2010 midterm elections, super-PACs and other independent spending outfits that sprung in the wake of Citizens United spent hundreds of millions of dollars.

The rise and fall of Zuccotti Park — and the future of the movement it birthed

Christopher Ketcham writes: In the month before the destruction of the encampment in Zuccotti Park, I got in the habit of biking across the Brooklyn Bridge each night to talk with the Wall Street Occupiers and wander among the tents. There was always work to behold—bigger tents going up, new volunteers welcomed, the kitchen doling out free food, the media groups live-streaming, dishes being done, cops being teased—and always conversation to be had and heard.

The protesters liked to work, but they loved to talk, and mostly what they talked about was how to organize to destroy the power of money in America. They were pissed off about it—pissed off at the corporations, the banks, the financiers, the corrupt legislators, the corrupt presidents, the corrupt everything. “It doesn’t matter which party is in power,” Jeff Smith, a 41-year-old former media consultant, told me. “The banks and the corporations own them both.” And President Barack Obama? “He is worse than a corporate whore like Bill Clinton,” Smith said. “He’s like a Trojan Horse for the right-wing agenda. Obama mesmerizes his base of true believers with the skill of a televangelist and then turns around and sells them out in backroom deals with the plutocrats he seems to worship. It’s hard not to realize that his incompetence and/or duplicity is a driving factor behind Occupy Wall Street.”

Such was the talk. When they spoke honestly, the Occupiers admitted that they had no idea what to do about the total corruption of everything—except what they were doing in Zuccotti Park.

So they would occupy the space, hold the ground, and fill it with unwashed humanity, which is the kind of thing that’s not supposed to happen in Manhattan’s Financial District. They came in all races, all ages. There were schoolteachers, professors, ex-servicemen, sculptors, painters, dancers, musicians, writers, at least one retired male stripper, at least one Native American, many college students, some high-schoolers, and the homeless. They carved a community out of the park, a society in miniature, with its own rules and government and infrastructure—a library, kitchen, clinic, a newspaper called The Occupied Wall Street Journal, and even a tobacconist. They marched on Wall Street each day,  made trouble, made noise, got arrested, met in a daily “general assembly” and in “working groups,” planned for the winter, and organized, not least, to make more trouble.

“This is not a protest,” one of their signs said. “This is an affirmation of the vitality and idealism erupting from underneath the AMERICAN NIGHTMARE.” The library grew ever larger—it soon had 5,000 titles, the only all-night library in the city—and the signs proliferated. “Jobs, Justice, Education,” they said. And: “End Student Debt.” And: “Reinstate Glass-Steagall; Make Corporate Lobbying Illegal.” The signs said that Wall Street was “the enemy of humanity.” They said, “We need only overthrow the investors—not the government.” More tents sprung up through October and November, the campers packing in by the hundreds, until little space was left. Why ‘we the people’ must triumph over corporate power

Bill Moyers writes: Rarely have so few imposed such damage on so many. When five conservative members of the Supreme Court handed for-profit corporations the right to secretly flood political campaigns with tidal waves of cash on the eve of an election, they moved America closer to outright plutocracy, where political power derived from wealth is devoted to the protection of wealth. It is now official: Just as they have adorned our athletic stadiums and multiple places of public assembly with their logos, corporations can officially put their brand on the government of the United States as well as the executive, legislative, and judicial branches of the fifty states.

The decision in Citizens United v. Federal Election Commission giving “artificial entities” the same rights of “free speech” as living, breathing human beings will likely prove as infamous as the Dred Scott ruling of 1857 that opened the unsettled territories of the United States to slavery whether future inhabitants wanted it or not. It took a civil war and another hundred years of enforced segregation and deprivation before the effects of that ruling were finally exorcised from our laws. God spare us civil strife over the pernicious consequences of Citizens United, but unless citizens stand their ground, America will divide even more swiftly into winners and losers with little pity for the latter. Citizens United is but the latest battle in the class war waged for thirty years from the top down by the corporate and political right. Instead of creating a fair and level playing field for all, government would become the agent of the powerful and privileged. Public institutions, laws, and regulations, as well as the ideas, norms, and beliefs that aimed to protect the common good and helped create America’s iconic middle class, would become increasingly vulnerable. The Nobel Laureate economist Robert Solow succinctly summed up the results: “The redistribution of wealth in favor of the wealthy and of power in favor of the powerful.” In the wake of Citizens United, popular resistance is all that can prevent the richest economic interests in the country from buying the democratic process lock, stock, and barrel.

America has a long record of conflict with corporations. Wealth acquired under capitalism is in and of itself no enemy to democracy, but wealth armed with political power — power to choke off opportunities for others to rise, power to subvert public purposes and deny public needs — is a proven danger to the “general welfare” proclaimed in the Preamble to the Constitution as one of the justifications for America’s existence.

Occupy our homes

J.A. Myerson writes: Yesterday, no one had lived in 702 Vermont Street for three years. Vermont Street sits in East New York, the Brooklyn neighborhood where foreclosures are five times more frequent than in the rest of the state. Today, Alfredo and Tasha and their son and daughter moved in, with the help of a number of friends whom they’d never met. Some were from the advocacy groups Picture the Homeless and Vocal New York, others were clergy or members of the city council. They had been organized and brought together by Occupy Wall Street for a national day of action to promote foreclosure resistance, an event kicking off a project they call Occupy Our Homes.

Alfredo, Tasha and the kids, way back yesterday, were homeless, having been foreclosed upon by a bank and hundreds upon hundreds of people who had never heard of them came to East New York today to get them a home. Occupy Wall Street is itself somewhat homeless these days, having been evicted from Zuccotti Park on the orders of the 12th-richest man in the United States. A few weeks ago, the media tycoon in question deployed what he openly calls his “army” to dispossess the occupation, including, naturally, everyone who called it their home. Much wondering has been going on in the press about what Occupy Wall Street would do now that it was homeless. Today’s answer seems to have been: get other people homes.

The future of the Occupy Movement

Jules Lobel writes: The Occupy Movement, which has already been hugely successful in thrusting issues of inequality and corporate power into the public discourse, faces a critical juncture. As many of the larger encampments in New York, Oakland, Philadelphia, and Los Angeles are shut down by the police, activists have been searching for the tactics to move beyond Occupation to Phase 2 of the movement. Some say that the movement now should evolve into the political arena, supporting policy ideas, running candidates for office, and putting pressure on politicians and corporations. Similarly, others argue that the next step is to develop a specific list of demands, which presumably could further policy initiatives and protests.

A different tactical response is to create what essentially would be a non-violent guerrilla movement in American cities. For example, Kalle Lasn, the Adbuster magazine publisher and originator of the Wall Street encampment idea, reportedly urged a new “swarming strategy of surprise attacks against business as usual.” The Chicago occupiers have resolved to have an event a day throughout the winter, such as defending foreclosed homes, sit-ins, banner drops, building parks, providing supplies to the homeless, or guerrilla theater and art. In the same vein, longtime social movement scholar and activist Francis Fox Piven foresaw some time ago that the movement would develop new phases, utilizing “other forms of disruptive protests that are punchier than occupying a square,” or “rolling occupations of public space.”

While determining the tactics of the next phase is critical to keeping the movement alive over the next weeks and months, the broader strategic goal is that of developing a truly long-term movement to transform society – measured not in seasons, but years or even decades. That task is one of sustainability. How can the Occupy Movement (OWS) develop the organizational, cultural and institutional forms to sustain a long term movement, yet also maintain its dynamism, horizontalism, direct democracy, creativity, militancy and transformative vision? No American social or political movement of the 20th century has been able to do so.

The 1960s Civil Rights and 30s CIO trade union movements initially had much of the militancy, creativity and direct democracy now exhibited by OWS. They utilized street protests, sit-ins, factory occupations, and boycotts. SNCC and some of the radical CIO unions practiced direct, participatory democracy. Their movements changed American society and resulted in lasting, meaningful reforms – which if OWS succeeds in emulating would be a remarkable achievement.

But those movements failed to achieve many activists’ goal of an egalitarian society. Perhaps more importantly, they were unsuccessful in sustaining their creativity, dynamism, militancy and vision in some non-bureaucratic forms or institutions that could continue the long-term fight to transform an unjust society into a just one. They seized the radical moment and achieved important reforms, but failed to sustain their transformative vision. Can OWS avoid that fate over the long haul?

Occupied Washington

Monika Bauerlein and Clara Jeffery write: A few weeks after the Occupy Wall Street protests began, we found ourselves having a random conversation with a couple of San Franciscans at a store counter. What were these kids going on about? they asked. Time was tight, the inquiry a pleasantry, really. Best to keep it simple. "Jobs, the economy, income inequality." Well, one offered, he knew the wife of Wells Fargo CEO John Stumpf, and according to him, the reason companies aren’t hiring is because they are worried about the extra cost of Obama’s health care reform.

Stunned silence.

Because what can you really say to that, except…let them eat cake? Stumpf made $17.6 million in 2010—672 times what the average American takes home. And say what you will about Obamacare, but for large companies that already offer health benefits, it imposes pretty much zero costs and might even save money.

But why single out Stumpf, who actually sounds fairly cuddly for a bank CEO? (His hobby is baking bread, for Christ’s sake.) Let’s turn instead to John Paulson, the billionaire hedge fund manager who unctuously admonished Occupy protesters: "Instead of vilifying our most successful businesses, we should be supporting them and encouraging them to remain in New York City and continue to grow." Or how about the homeless-themed Halloween party thrown by an upstate New York foreclosure mill? Or the financier David Moore, who, having been dressed down by a panhandler for proffering only a dollar, took to the Wall Street Journal op-ed pages to bray about Obama’s class-warfare rhetoric: "The president’s incendiary message has now reached the streets. His complaints that rich people must ‘pay their fair share’ have now goaded some of our society’s most unfortunate."

Are all of the 1 percent so unmoored from the concerns of ordinary people? We’ve asked friends in high finance how their colleagues feel about the Occupy protests. Some, we’re told, see them as hacky-sacking WTO wannabes, but a more insightful contingent regards the movement as akin to Europe’s anti-austerity demonstrations: the understandable yet futile raging of people stranded by the shifting tides of the global economy.

This is a sentiment worth interrogating a bit, for it is a popular one among the Davos class. Sorry, American and European masses: We know you liked secure jobs that paid a living wage and held the promise of a cat-food-free retirement. But, well, that was then. The things you used to make are made elsewhere; now the knowledge economy the pundits wax about has gone global too. You’re up against a lot of bright kids in Beijing, Bangalore, and Brasília, and know what? You can’t compete.

There’s some truth to this. But let’s keep in mind that, globalization notwithstanding, the US economy is far wealthier now than it was a couple of decades ago—our GDP per capita is up 24 percent (PDF) just since 1995. The problem is not scarcity; it’s that a tiny number of players get rewarded no matter how badly they screw up. Recall that one of the things that gave Occupy Wall Street escape velocity was Bank of America’s decision to slap a $5-per-month fee onto everyone’s debit card—just as it handed a pair of hapless executives golden parachutes to the tune of $11 million.

The Robin Hood tax

The New York Times reports: They call it the Robin Hood tax — a tiny levy on trades in the financial markets that would take money from the banks and give it to the world’s poor.

And like the mythical hero of Sherwood Forest, it is beginning to capture the public’s imagination.

Driven by populist anger at bankers as well as government needs for more revenue, the idea of a tax on trades of stocks, bonds and other financial instruments has attracted an array of influential champions, including the leaders of France and Germany, the billionaire philanthropists Bill Gates and George Soros, former Vice President Al Gore, the consumer activist Ralph Nader, Pope Benedict XVI and the archbishop of Canterbury.

“We all agree that a financial transaction tax would be the right signal to show that we have understood that financial markets have to contribute their share to the recovery of economies,” the chancellor of Germany, Angela Merkel, told her Parliament recently.

On Sunday, Mario Monti, the new prime minister of Italy, announced plans to impose a tax on certain financial transactions as part of a far-reaching plan to fix his country’s budgetary problems, and he endorsed the idea of a Europewide transactions tax.

So far, the broader debt crisis engulfing the euro zone nations has pushed discussion of the tax into the background. But if European leaders can agree on a plan that calms the financial markets, they would be in a stronger position to enact a levy, analysts said.

“There is some momentum behind this,” said Simon Tilford, chief economist of the Center for European Reform in London. “If they keep the show on the road, they probably will attempt to run with this.”

The Robin Hood tax has also become a rallying point for labor unions, nongovernmental organizations and the Occupy Wall Street movement, which view it as a way to claw back money from the top 1 percent to help the other 99 percent. Last month, thousands of demonstrators, including hundreds in Robin Hood outfits with bright green caps and bows and arrows, flooded into southern France to urge the leaders of the Group of 20 nations to do more to help the poor, including passing a financial transactions tax.

Enacting such a tax still faces many hurdles, however — most notably, skepticism from leaders in the United States and Britain, home to some of the world’s most important financial exchanges.

How ‘expenditure cascades’ are squeezing the American middle class

Robert H. Frank writes: Republicans have never wanted to talk about inequality, and many Democrats now seem afraid to. As a congressional Democratic adviser quoted by the New York Times reporter Jackie Calmes recently put it, the party is having difficulty articulating its position “in a way that doesn’t get us pegged as tax-and-spenders.”

The remarkable achievement of the Occupy Wall Street movement has been to make continuing silence about inequality politically unacceptable. Some have criticized the movement for not pressing specific demands. Yet most protesters wouldn’t pretend to have a sophisticated understanding of the forces that have been causing growing income disparities, or the policy experience to prescribe what might be done about them. But now that the movement has forced inequality onto the agenda, the time is ripe to focus on these issues.

Because many continue to deny that income inequality has been growing, it’s useful to start with a brief review of how income growth patterns have changed since World War II. The three decades after the war saw incomes grow at an almost uniform 3 percent annual rate for families up and down the income ladder. Since the early 1970s, however, virtually all income gains have accrued to those whose incomes were highest to begin with.

It’s a striking fractal pattern. Most of the gains have gone to the top 20 percent of earners, but the lion’s share of the gains within that group have gone to the top 5 percent. And within the top 5 percent, most of the gains have gone to the top 1 percent, and so on. 

Is this new pattern something to worry about? Many decry rising inequality because it makes those who’ve fallen behind feel impoverished. But it’s done much more than that. It has also raised the real cost to middle-income families of achieving many basic goals.

It’s done that through a process that I’ve elsewhere called “expenditure cascades.” The process begins with the completely unremarkable fact that top earners have been spending at a substantially higher rate than before. They’ve been building bigger mansions, staging more elaborate weddings and coming-of-age parties for their kids, buying more and better of everything.

Many social critics wag their fingers at what they perceive to be frivolous luxury spending. But that misses the point that all consumption norms are local. It’s not just the rich who spend more when they get more money. Everyone else does, too. The mansions of the rich may seem over the top to people in the middle, but the same could be said of American middle-class houses as seen by most of the planet’s 7 billion people.

The important practical point is that when the rich build bigger, they shift the frame of reference that shapes the demands of the near rich, who travel in the same social circles. Perhaps it’s now the custom in those circles to host your daughter’s wedding reception at home rather than in a hotel or country club. So the near rich feel they too need a house with a ballroom. And when they build bigger, they shift the frame of reference for the group just below them, and so on, all the way down.

Where were you when they crucified my Lord?

Chris Hedges gave an abbreviated version of this talk Saturday morning in Liberty Square in New York City as part of an appeal to Trinity Church to turn over to the Occupy Wall Street movement an empty lot, known as Duarte Square, that the church owns at Canal Street and 6th Avenue. Occupy Wall Street protesters, following the call, began a hunger strike at the gates of the church-owned property. Three of the demonstrators were arrested Sunday on charges of trespassing, and three others took their places.

The Occupy movement is the force that will revitalize traditional Christianity in the United States or signal its moral, social and political irrelevance. The mainstream church, battered by declining numbers and a failure to defiantly condemn the crimes and cruelty of the corporate state, as well as a refusal to vigorously attack the charlatans of the Christian right, whose misuse of the Gospel to champion unfettered capitalism, bigotry and imperialism is heretical, has become a marginal force in the life of most Americans, especially the young. Outside the doors of churches, many of which have trouble filling a quarter of the pews on Sundays, struggles a movement, driven largely by young men and women, which has as its unofficial credo the Beatitudes:

Blessed are the poor in spirit, for theirs is the kingdom of heaven.
Blessed are they who mourn, for they shall be comforted.
Blessed are the meek, for they shall possess the earth.
Blessed are they who hunger and thirst for justice, for they shall be satisfied.
Blessed are the merciful, for they shall obtain mercy.
Blessed are the pure of heart, for they shall see God.
Blessed are the peacemakers, for they shall be called sons and daughters of God.
Blessed are they who suffer persecution for justice sake, for theirs is the kingdom of heaven.

It was the church in Latin America, especially in Central America and Augusto Pinochet’s Chile, which provided the physical space, moral support and direction for the opposition to dictatorship. It was the church in East Germany that organized the peaceful opposition marches in Leipzig that would bring down the communist regime in that country. It was the church in Czechoslovakia, and its 90-year-old cardinal, that blessed and defended the Velvet Revolution. It was the church, and especially the African-American church, that made possible the civil rights movements. And it is the church, especially Trinity Church in New York City with its open park space at Canal and 6th, which can make manifest its commitment to the Gospel and nonviolent social change by permitting the Occupy movement to use this empty space, just as churches in other cities that hold unused physical space have a moral imperative to turn them over to Occupy movements. If this nonviolent movement fails, it will eventually be replaced by one that will employ violence. And if it fails it will fail in part because good men and women, especially those in the church, did nothing.

Where is the church now? Where are the clergy? Why do so many church doors remain shut? Why do so many churches refuse to carry out the central mandate of the Christian Gospel and lift up the cross?

When police go military

The New York Times reports: Riot police officers tear-gassing protesters at the Occupy movement in Oakland. The surprising nighttime invasion of Zuccotti Park in Lower Manhattan, carried out with D-Day-like secrecy by officers deploying klieg lights and a military-style sound machine. And campus police officers in helmets and face shields dousing demonstrators at the University of California, Davis with pepper spray.

Is this the militarization of the American police?

Police forces undeniably share a soldier’s ethos, no matter the size of the city, town or jurisdiction: officers carry deadly weapons and wear uniforms with patches denoting rank. They salute one another and pay homage to a “Yes, sir,” “No, sir,” hierarchical culture.

But beyond such symbolic and formal similarities, American law and tradition have tried to draw a clear line between police and military forces. To cast the roles of the two too closely, those in and out of law enforcement say, is to mistake the mission of each. Soldiers, after all, go to war to destroy, and kill the enemy. The police, who are supposed to maintain the peace, “are the citizens, and the citizens are the police,” according to Chief Walter A. McNeil of Quincy, Fla., the president of the International Association of Chiefs of Police, citing the words of Sir Robert Peel, the father of modern-day policing.

Yet lately images from Occupy protests streamed on the Internet — often in real time — show just how readily police officers can adopt military-style tactics and equipment, and come off more like soldiers as they face down citizens. Some say this adds up to the emergence of a new, more militaristic breed of civilian police officer. Others disagree.

What seems clear is that the terrorist attacks of Sept. 11, and the federal Homeland Security dollars that flowed to police forces in response to them, have further encouraged police forces to embrace paramilitary tactics like those that first emerged in the decades-long “war on drugs.”

Both wars — first on drugs, then terror — have lent police forces across the country justification to acquire the latest technology, equipment and tactical training for newly created specialized units.

The Israelification of law enforcement in the United States

Max Blumenthal writes: In October, the Alameda County Sheriff’s Department turned parts of the campus of the University of California in Berkeley into an urban battlefield. The occasion was Urban Shield 2011, an annual SWAT team exposition organized to promote “mutual response,” collaboration and competition between heavily militarized police strike forces representing law enforcement departments across the United States and foreign nations.

At the time, the Alameda County Sheriff’s Department was preparing for an imminent confrontation with the nascent “Occupy” movement that had set up camp in downtown Oakland, and would demonstrate the brunt of its repressive capacity against the demonstrators a month later when it attacked the encampment with teargas and rubber bullet rounds, leaving an Iraq war veteran in critical condition and dozens injured. According to Police Magazine, a law enforcement trade publication, “Law enforcement agencies responding to…Occupy protesters in northern California credit Urban Shield for their effective teamwork.”

Training alongside the American police departments at Urban Shield was the Yamam, an Israeli Border Police unit that claims to specialize in “counter-terror” operations but is better known for its extra-judicial assassinations of Palestinian militant leaders and long record of repression and abuses in the occupied West Bank and Gaza Strip. Urban Shield also featured a unit from the military of Bahrain, which had just crushed a largely non-violent democratic uprising by opening fire on protest camps and arresting wounded demonstrators when they attempted to enter hospitals. While the involvement of Bahraini soldiers in the drills was a novel phenomenon, the presence of quasi-military Israeli police – whose participation in Urban Shield was not reported anywhere in US media – reflected a disturbing but all-too-common feature of the post-9/11 American security landscape.

The Israelification of America’s security apparatus, recently unleashed in full force against the Occupy Wall Street Movement, has taken place at every level of law enforcement, and in areas that have yet to be exposed. The phenomenon has been documented in bits and pieces, through occasional news reports that typically highlight Israel’s national security prowess without examining the problematic nature of working with a country accused of grave human rights abuses. But it has never been the subject of a national discussion. And collaboration between American and Israeli cops is just the tip of the iceberg.

Having been schooled in Israeli tactics perfected during a 63 year experience of controlling, dispossessing, and occupying an indigenous population, local police forces have adapted them to monitor Muslim and immigrant neighborhoods in US cities. Meanwhile, former Israeli military officers have been hired to spearhead security operations at American airports and suburban shopping malls, leading to a wave of disturbing incidents of racial profiling, intimidation, and FBI interrogations of innocent, unsuspecting people. The New York Police Department’s disclosure that it deployed “counter-terror” measures against Occupy protesters encamped in downtown Manhattan’s Zuccotti Park is just the latest example of the so-called War on Terror creeping into every day life. Revelations like these have raised serious questions about the extent to which Israeli-inspired tactics are being used to suppress the Occupy movement.

The process of Israelification began in the immediate wake of 9/11, when national panic led federal and municipal law enforcement officials to beseech Israeli security honchos for advice and training. America’s Israel lobby exploited the climate of hysteria, providing thousands of top cops with all-expenses paid trips to Israel and stateside training sessions with Israeli military and intelligence officials.
