Reuters reports: Saudi Arabia is moving heavy military equipment including artillery to areas near its border with Yemen, U.S. officials said on Tuesday, raising the risk that the Middle East’s top oil power will be drawn into the worsening Yemeni conflict.
The buildup follows a southward advance by Iranian-backed Houthi Shi’ite militants who took control of the capital Sanaa in September and seized the central city of Taiz at the weekend as they move closer to the new southern base of U.S.-supported President Abd-Rabbu Mansour Hadi.
The slide toward war in Yemen has made the country a crucial front in Saudi Arabia’s region-wide rivalry with Iran, which Riyadh accuses of sowing sectarian strife through its support for the Houthis.
The conflict risks spiraling into a proxy war with Shi’ite Iran backing the Houthis, whose leaders adhere to the Zaydi sect of Shi’ite Islam, and Saudi Arabia and the other regional Sunni Muslim monarchies backing Hadi.
The armor and artillery being moved by Saudi Arabia could be used for offensive or defensive purposes, two U.S. government sources said. Two other U.S. officials said the build-up appeared to be defensive.
One U.S. government source described the size of the Saudi buildup on Yemen’s border as “significant” and said the Saudis could be preparing air strikes to defend Hadi if the Houthis attack his refuge in the southern seaport of Aden. [Continue reading…]

Israel spied on Iran nuclear talks with U.S.
When Israel is described as one of America’s closest allies, maybe more emphasis should be placed on the term close than ally — as in too close, which would be to call Israel, America’s most intrusive, troublesome ally.
And this would explain why, as U.S. officials say: “The U.S. expends more counterintelligence resources fending off Israeli spy operations than any other close ally.”
What the following report speaks to is a conviction among Israeli leaders and their supporters — many of whom are American citizens — that Israel has a right to use any means available not merely to influence but rather to control and if needs be, to sabotage U.S. foreign policy.
The Wall Street Journal reports: Soon after the U.S. and other major powers entered negotiations last year to curtail Iran’s nuclear program, senior White House officials learned Israel was spying on the closed-door talks.
The spying operation was part of a broader campaign by Israeli Prime Minister Benjamin Netanyahu’s government to penetrate the negotiations and then help build a case against the emerging terms of the deal, current and former U.S. officials said. In addition to eavesdropping, Israel acquired information from confidential U.S. briefings, informants and diplomatic contacts in Europe, the officials said.
The espionage didn’t upset the White House as much as Israel’s sharing of inside information with U.S. lawmakers and others to drain support from a high-stakes deal intended to limit Iran’s nuclear program, current and former officials said.
“It is one thing for the U.S. and Israel to spy on each other. It is another thing for Israel to steal U.S. secrets and play them back to U.S. legislators to undermine U.S. diplomacy,” said a senior U.S. official briefed on the matter.
The U.S. and Israel, longtime allies who routinely swap information on security threats, sometimes operate behind the scenes like spy-versus-spy rivals. The White House has largely tolerated Israeli snooping on U.S. policy makers—a posture Israel takes when the tables are turned.
The White House discovered the operation, in fact, when U.S. intelligence agencies spying on Israel intercepted communications among Israeli officials that carried details the U.S. believed could have come only from access to the confidential talks, officials briefed on the matter said.
Israeli officials denied spying directly on U.S. negotiators and said they received their information through other means, including close surveillance of Iranian leaders receiving the latest U.S. and European offers. European officials, particularly the French, also have been more transparent with Israel about the closed-door discussions than the Americans, Israeli and U.S. officials said.
Mr. Netanyahu and Israeli Ambassador Ron Dermer early this year saw a rapidly closing window to increase pressure on Mr. Obama before a key deadline at the end of March, Israeli officials said.
Using levers of political influence unique to Israel, Messrs. Netanyahu and Dermer calculated that a lobbying campaign in Congress before an announcement was made would improve the chances of killing or reshaping any deal. [Continue reading…]
Israeli officials talk with French to try to influence Iran nuclear deal
The New York Times reports: Fearing that the Obama administration may not take what they consider to be a tough enough stand in the next round of negotiations on a nuclear deal with Iran, senior Israeli officials held talks in Paris on Monday with senior members of the French government and will go to London on Tuesday in an attempt to influence the final terms of any agreement.
France and Britain are among the six world powers — along with the United States, Russia, China and Germany — that are negotiating with Iran on an accord that would require Tehran to submit to verifiable limitations on its nuclear program in exchange for the lifting of United Nations sanctions, as well as separate sets of sanctions imposed by the United States and the European Union.
Negotiations are scheduled to resume later this week in Lausanne, Switzerland, with negotiators working against a self-imposed deadline of March 31 to reach a preliminary agreement. Secretary of State John Kerry will meet on Thursday with the chief Iranian negotiator, Foreign Minister Mohammad Javad Zarif, and some of the foreign ministers from other countries are expected to arrive subsequently.
The Israeli intelligence minister, Yuval Steinitz, said in a statement released Monday night that the talks with the French national security adviser, Jacques Audibert, and the French nuclear negotiating team were “serious and profound” and that the Israelis had laid out their reservations about the emerging deal.

Iran’s hard-liners show restraint on nuclear talks with U.S.
The New York Times reports: A coterie of Iran’s hard-line Shiite Muslim clerics and Revolutionary Guards commanders is usually vocal on the subject of the Iranian nuclear program, loudly proclaiming the country’s right to pursue its interests and angrily denouncing the United States.
But as the United States and Iran prepare to restart nuclear talks this week, the hard-liners have been keeping a low profile.
“They have been remarkably quiet,” said Nader Karimi Joni, a former member of the Revolutionary Guards and the Basij, a volunteer paramilitary group.
Their silence is a result of state policies intended by Iran’s supreme leader, Ayatollah Ali Khamenei, to seriously try to find a solution through negotiations. Ayatollah Khamenei has largely supported the nuclear talks and the Iranian negotiators, whom he has called “good and caring people, who work for the country.”
The restraint by the hard-liners also reflects a general satisfaction, analysts say, with the direction of the talks and the successes Iran is enjoying, extending and deepening its influence in Iraq, Lebanon, Syria and Yemen. [Continue reading…]
Yemen, long on the brink of catastrophe, may have tipped over the edge
The Wall Street Journal reports: The militant group that controls Yemen’s capital moved to extend its power southward with an attack on a major city, deepening chaos that has given terror groups greater room to proliferate and forced the U.S. to suspend military operations inside the country.
American officials now see Yemen teetering on the brink of a civil war involving the besieged president, a former president and a patchwork of militant groups. The leader of the Houthi militant group behind the southern offensive and a United Nations envoy both warned that Yemen is in imminent danger of becoming another Iraq, Syria or Libya — a conflict fueled by sectarian violence and warring terrorist networks.
The U.S. withdrew its remaining 100 military personnel from a base in southern Yemen over the weekend, American officials said on Sunday. Special Operations Forces had to halt, at least temporarily, the training of Yemeni troops and cooperation in operations against one of the world’s most dangerous al Qaeda offshoots. Brian Whitaker writes: Yemen has often been portrayed as a country on the brink of catastrophe. Equally often, it has defied expectations and muddled through – if only just. But the suicide attacks on two mosques that left at least 142 people dead in Sana’a last Friday are one sign, among many, that it has finally tipped over the edge.
The UN is warning helplessly about a rapid downward spiral and calling for a resumption of efforts towards a political settlement, but the prospects of that happening are virtually nil and the scene is set for a protracted civil war with multiple protagonists.
Inside Yemen, the lineup of forces is complicated. One key player is Ali Abdullah Saleh, who was ousted from the presidency in 2012 after 34 years in power and has been causing trouble ever since.
Saleh appears to be colluding with the Houthis, whom he previously fought in a series of wars in the far north of the country. His alliance with the Houthis is seen by many as a tactical move aimed at eventually installing his son, Ahmad, as president. [Continue reading…]
The Associated Press reports from Aden: This port city, perched on an extinct volcano protruding into the Arabian Sea on Yemen’s far southern edge, has become perhaps the last refuge of the country’s embattled president, and it feels like now all his enemies are bearing down on it.
Driven out of the capital, Sanaa, by Shiite rebels who have taken over much of the north, President Abed Rabbo Mansour Hadi and the remains of his government have made Aden their provisional capital. If they lose here, Hadi – the man the U.S. had hoped would stabilize the chaotic nation and fight al-Qaida’s powerful branch – likely will fall, plunging Yemen into a civil war.
In his first speech since fleeing Sanaa, Hadi on Saturday denounced the rebel takeover as “a coup against constitutional legitimacy” and declared Aden the country’s “temporary capital.” [Continue reading…]
U.S. efforts to sabotage Iran’s nuclear program continue in parallel with diplomacy
The New York Times reports: In late 2012, just as President Obama and his aides began secretly sketching out a diplomatic opening to Iran, American intelligence agencies were busy with a parallel initiative: The latest spy-vs.-spy move in the decade-long effort to sabotage Tehran’s nuclear infrastructure.
Investigators uncovered an Iranian businessman’s scheme to buy specialty aluminum tubing, a type the United States bans for export to Iran because it can be used in centrifuges that enrich uranium, the exact machines at the center of negotiations entering a crucial phase in Switzerland this week.
Rather than halt the shipment, court documents reveal, American agents switched the aluminum tubes for ones of an inferior grade. If installed in Iran’s giant underground production centers, they would have shredded apart, destroying the centrifuges as they revved up to supersonic speed.
But if negotiators succeed in reaching a deal with Iran, does the huge, covert sabotage effort by the United States, Israel and some European allies come to an end?
“Probably not,” said one senior official with knowledge of the program. In fact, a number of officials make the case that surveillance of Iran will intensify and covert action may become more important than ever to ensure that Iran does not import the critical materials that would enable it to accelerate the development of advanced centrifuges or pursue a covert path to a bomb. Growing skepticism about whether Israel and the U.S. genuinely have ‘shared values’
McClatchy reports: For years, American politicians have waxed poetic about the “shared values” of the United States and Israel – ideals that typically aren’t spelled out but usually are taken to mean the basic tenets of Western democracy.
That time-worn phrase came under scrutiny this week in the aftermath of a particularly ugly Israeli election. Some Americans, both Jews and non-Jews, have questioned what the common threads are as Israeli provocations force the Obama administration into the uncomfortable role of having to publicly rebuke an ironclad ally.
In the past several weeks, Americans have seen Israeli Prime Minister Benjamin Netanyahu undermine their president before Congress over differences on Iran, use anti-Arab language about his own citizens, and jettison the two-state framework that international powers have agreed for years is the best way to resolve the Israeli-Palestinian conflict. Meanwhile, the Israeli foreign minister, Avigdor Lieberman, made headlines this month by saying that any Arab Israeli who isn’t sufficiently loyal to Israel should take an ax to the head.
“Can you imagine a foreign minister anywhere else in the world saying that his citizens should be beheaded? We’ve gotten to this environment of complete impunity,” said Diana Buttu, a former legal adviser to Palestinian President Mahmoud Abbas and Palestinian negotiators. “It’s not just that Netanyahu won – it’s that the entire country has shifted to the right.”
Analysts said that such inflammatory conduct by top Israeli officials runs the risk of fueling what they described as a glacial, grass-roots shift in American public opinion from unconditional support for Israel to greater skepticism about policies such as the occupation of the West Bank and Gaza or settlement construction. And while the United States is no stranger to racial politics, the overt anti-Arab sentiment coming from Israel’s highest offices probably isn’t what American politicians have in mind when they talk of shared values. Enraged by Netanyahu’s rhetoric, White House officials believe Israeli-U.S. relations fundamentally changed
Peter Beinart writes: On Wednesday, I asked a senior Obama administration official whether there was anything Benjamin Netanyahu could do to repair the damage done by his comments late in his reelection campaign. The official’s answer: “You can’t unring the bell.” Other officials, off the record, put it far, far more harshly than that.
Top Obama officials loathed Netanyahu already. But three of his campaign comments drove them to new levels of fury.
The first was Netanyahu’s comment about “Arab voters coming out in droves,” which some in the administration view as racist. There is little President Obama considers more loathsome, administration officials note, than stoking racism to win votes. “Given our own history we have a unique perspective on the idea that minorities’ voting is not something to be condemned or feared,” said one administration official. The analogy is significant because the civil rights movement is Obama’s moral compass. For an administration official to compare Netanyahu to George Wallace or Bull Connor, even obliquely, says a lot about which side of history they believe he’s on.
The second comment that enraged Team Obama was Netanyahu’s boast that he built the settlement of Har Homa as “a way of stopping Bethlehem from moving toward Jerusalem.” Bibi, said a senior administration official, was “confirming that settlement policy has been a means of undermining a Palestinian state.” Which is to say: Netanyahu was confirming that by continuing settlement expansion, he had knowingly sabotaged John Kerry’s peace negotiations. White House officials believed that already. But they didn’t expect Bibi to publicly rub it in their face.
Thirdly, of course, Bibi said he would not allow a Palestinian state. Administration officials expect their Israeli counterparts to parse Bibi’s words in an attempt to downplay their importance. In private conversations, top AIPAC officials have already tried. But people inside the administration find that effort laughable, in part because they never thought Bibi wanted a Palestinian state even when he was on record as supporting one.
It is the Palestinian state comments, in particular, that are leading the Obama administration to, in one official’s words, “reassess our options.” The administration’s basic problem is this: For years, America has fought Palestinian efforts at the UN by insisting that bilateral negotiations offered the only path to Israeli-Palestinian peace. Administration officials stress the extraordinary, exhausting, diplomatically costly lengths to which they went to stymie various Palestinian UN moves. Obama and Kerry lobbied world leaders personally. Now, they argue, Netanyahu has destroyed their argument. How can they tell other countries that negotiations offer the best path to a Palestinian state when the leader of Israel has said he will not allow a Palestinian state? “It’s the prime minister taking this position,” says a senior administration official, “that forces this reassessment.” [Continue reading…]
Haaretz adds: U.S. President Barack Obama on Thursday evening spoke by phone with Prime Minister Benjamin Netanyahu, and protested remarks made by the latter during his election campaign against the establishment of a Palestinian state and Israel’s Arab citizens.
Obama did not accept the explanations Netanyahu provided during an interview with NBC, in which he backtracked on some of the statements he has made.
According to a senior White House official, Obama told Netanyahu that the U.S. will need to reassess its options regarding the Israeli-Palestinian peace process in light of the prime minister’s new position rejecting Palestinian statehood.
Light between Israel and America becomes increasingly visible
The New York Times reports: President Obama and Prime Minister Benjamin Netanyahu of Israel had a poisonous relationship long before Mr. Netanyahu swept to victory on Tuesday night in elections watched minute-by-minute at the White House.
But now that Mr. Netanyahu has won after aggressively campaigning against a Palestinian state and Mr. Obama’s potential nuclear deal with Iran, the question is whether the president and prime minister can ever repair their relationship — and whether Mr. Obama will even try.
On Wednesday, part of the answer seemed to be that the president would not make the effort.
In strikingly strong criticism, the White House called Mr. Netanyahu’s campaign rhetoric, in which he railed against Israeli Arabs because they went out to vote, an attempt to “marginalize Arab-Israeli citizens” and inconsistent with the values that bind Israel and the United States. The White House press secretary, Josh Earnest, told reporters traveling with Mr. Obama on Air Force One on Wednesday that Mr. Netanyahu’s statement was “deeply concerning and it is divisive and I can tell you that these are views the administration intends to communicate directly to the Israelis.”
And with Mr. Netanyahu’s last-minute turnaround against a Palestinian state alongside Israel, several administration officials said that the Obama administration may now agree to passage of a United Nations Security Council resolution embodying principles of a two-state solution that would be based on the pre-1967 lines between Israel and the West Bank and Gaza Strip and mutually agreed swaps. Israel may lose U.S. protection at the UN Security Council
Politico reports: In the wake of Israeli Prime Minister Benjamin Netanyahu’s decisive re-election, the Obama administration is revisiting longtime assumptions about America’s role as a shield for Israel against international pressure.
Angered by Netanyahu’s hard-line platform towards the Palestinians, top Obama officials would not rule out the possibility of a change in American posture at the United Nations, where the U.S. has historically fended off resolutions hostile to Israel.
And despite signals from Israel suggesting that Netanyahu might walk back his rejection, late in the campaign, of a Palestinian state under his watch, Obama officials say they are taking him at his word.
“The positions taken by the prime minister in the last days of the campaign have raised very significant substantive questions that go far beyond just optics,” said a senior administration official, adding that recent Israeli government actions were in keeping with Netanyahu’s rhetoric. Why Iran won’t capitulate
Reza Marashi and Trita Parsi write: Part of the reason why opponents to a nuclear deal with Iran are so bewildered by President Barack Obama’s diplomacy is because their belief that Iran can be forced to capitulate. They adhere to a George W. Bush administration-era argument: If the U.S. only were to ramp up pressure, it can dictate the terms of the deal instead of having to agree to a compromise.
Nothing could be further from the truth.
This argument is as reckless as it is disproven. In fact, the reason the Obama administration abandoned this path was because it realized that insisting on Iranian capitulation was more likely to lead to war than to victory. And that is precisely why it is defying any pressure — be it from the US Senate or the Israeli Prime Minister — to return to this policy.
What the hawks miscalculate is Iran’s ability to resist — and hit back. When Washington imposed on Iran the most comprehensive sanctions regime in history, Tehran did not capitulate. Rather, it responded to pressure with pressure. It took steps to adapt its economy to bend but not break — from weaning its budget off oil revenues, to utilizing unofficial financial networks and processes. Prior to President Rouhani’s election, it increased efforts to target Western and Israeli interests around the world — from suspected bombings to cyber attacks.
But most telling has been Iran creating new nuclear facts on the ground. As sanctions, cyber-warfare, and secret assassinations increased, so too did Iran’s stockpiles of low and medium enriched uranium, as well as its installation of first and second-generation centrifuges. [Continue reading…]
American policy over Syria has been not merely ineffective; it has been a catastrophe
Faisal Al Yafai writes: Did he or didn’t he say it? Ever since America’s secretary of state John Kerry gave an interview about the Syrian conflict on Sunday, Washington has been trying to qualify and explain his comments.
Speaking to a US TV network, Mr Kerry said: “We have to negotiate in the end.” That was translated as either a capitulation to Bashar Al Assad, a recognition of the reality of the conflict or an unwise tipping of America’s negotiating hand.
It was, of course, nothing of the sort, as the next sentence from Mr Kerry revealed: “And what we’re pushing for is to get him to come and do that, and it may require that there be increased pressure on him of various kinds in order to do that.”
That was also misinterpreted – was Mr Kerry suggesting he would speak directly to Mr Al Assad? The State Department later clarified, no.
So no change, then, in US policy. Mr Al Assad must still go, he must go as part of a political transition and the best way to persuade him to go is to put unspecified pressure on him.
As anyone will know who has even vaguely followed the contortions of the Syrian civil war – which has now entered its fifth year – US and western policy over Syria has been not merely ineffective; it has been a catastrophe. America has been involved in some way in the Syrian civil war for almost as long as it was involved in the Second World War.
The flip-flopping in Washington over Mr Kerry’s remarks reflects a broader flip-flopping in US policy towards Syria. Western policy has failed Syria – and it has failed on America’s watch. [Continue reading…]
Afghan militia leaders, empowered by U.S. to fight Taliban, inspire fear in villages
The New York Times reports: Rahimullah used to be a farmer — just a “normal person living an ordinary life,” as he put it. Then he formed his own militia last year and found himself swept up in America’s exit strategy from Afghanistan.
With about 20 men loyal to him, Rahimullah, 56, soon discovered a patron in the United States Special Forces, who provided everything he needed: rifles, ammunition, cash, even sandbags for a guard post in Aghu Jan, a remote village in Ghazni Province.
Then the Americans pulled out, leaving Rahimullah behind as the local strongman, and as his village’s only defense against a Taliban takeover.
“We are shivering with fear,” said one resident, Abdul Ahad. Then he explained: He and his neighbors did not fear the Taliban nearly as much as they did their protectors, Rahimullah’s militiamen, who have turned to kidnappings and extortion. [Continue reading…]
Obama’s newly harsh tone on Keystone seen signaling rejection
Bloomberg reports: Facing re-election and $4 a gallon gasoline, President Barack Obama sounded like an enthusiastic supporter of the Keystone XL pipeline at a March 2012 campaign rally.
“I’m directing my administration to cut through the red tape, break through the bureaucratic hurdles, and make this project a priority,” he said in a speech in Cushing, Oklahoma, referring to a southern leg of the long-delayed project.
Those days are gone. Now when Obama describes the next proposed Keystone segment he says it will only create about 300 jobs. He calls the Calgary-based pipeline builder TransCanada Corp. a “foreign company” and says the oil won’t benefit American motorists.
And last week, he even said the process of extracting crude from the Alberta oil sands is “extraordinarily dirty.”
After years of review, Obama may be finally nearing a decision on the $8 billion project. The State Department has restarted a review it had paused while a challenge to the pipeline’s route worked its way through Nebraska’s high court. And by vetoing Republican-backed legislation last month to force approval, Obama preserved for himself the final say. [Continue reading…]
The threat of nuclear war is higher than at any time in the past 25 years
The Economist: In January 2007 Henry Kissinger, George Shultz, William Perry and Sam Nunn — two Republican secretaries of state, a Democratic defence secretary and a Democratic head of the Senate Armed Services Committee — called for a global effort to reduce reliance on nuclear weapons.
The ultimate goal, they wrote in the Wall Street Journal, should be to remove the threat such weapons pose completely.
The article generated an astonishing response. Long seen as drippily Utopian, the idea of getting rid of nuclear weapons was suddenly taken on by think-tankers, academics and all sorts of very serious people in the nuclear-policy business.
The next year a pressure group, Global Zero, was set up to campaign for complete nuclear disarmament. Its aims were endorsed by scores of government leaders, present and past, and hundreds of thousands of citizens.
In April 2009 Barack Obama, speaking in Prague, promised to put weapons reduction back on the table and, by dealing peacefully but firmly with Iran’s nuclear ambitions, to give new momentum to the nuclear Non-Proliferation Treaty (NPT). Processes could now be set in train, he said, that would lead to the worldwide renunciation of nuclear weapons within a generation. This speech, along with his ability not to be George W. Bush, was a key factor in landing Mr Obama the Nobel peace prize a few months later.
The following year he returned to Prague to sign an arms agreement with Russia, New START, which capped the number of deployed strategic warheads allowed to each side at 1,550. His co-signatory, Russia’s then president, Dmitry Medvedev, had endorsed Global Zero’s aims. A month later the NPT’s quinquennial review conference agreed a 64-point plan intended to reinforce the treaty’s three mutually supportive legs: the promise that all countries can share in the non-military benefits of nuclear technology; the agreement by non-weapons states not to become weapons states; and the commitment of the weapons states to pursue nuclear disarmament. There were hopes that, when the parties to the NPT met again in May 2015, there would be substantial progress to report.
Alas, no. Mr Obama’s agreement with Iran remains possible, even likely — but it will hardly be one that energises the cause of a nuclear-free world. [Continue reading…]
Responding to failure: Reorganizing U.S. policies in the Middle East
In a recent speech, Chas W. Freeman said: I want to speak with you today about the Middle East. This is the region where Africa, Asia, and Europe come together. It is also the part of the world where we have been most compellingly reminded that some struggles cannot be won, but there are no struggles that cannot be lost.
It is often said that human beings learn little useful from success but can learn a great deal from defeat. If so, the Middle East now offers a remarkably rich menu of foreign-policy failures for Americans to study.
• Our four-decade-long diplomatic effort to bring peace to the Holy Land sputtered to an ignominious conclusion a year ago.
• Our unconditional political, economic, and military backing of Israel has earned us the enmity of Israel’s enemies even as it has enabled egregiously contemptuous expressions of ingratitude and disrespect for us from Israel itself.
• Our attempts to contain the Iranian revolution have instead empowered it.
• Our military campaigns to pacify the region have destabilized it, dismantled its states, and ignited ferocious wars of religion among its peoples.
• Our efforts to democratize Arab societies have helped to produce anarchy, terrorism, dictatorship, or an indecisive juxtaposition of all three.
• In Iraq, Libya, and Syria we have shown that war does not decide who’s right so much as determine who’s left.
• Our campaign against terrorism with global reach has multiplied our enemies and continuously expanded their areas of operation.
• Our opposition to nuclear proliferation did not prevent Israel from clandestinely developing nuclear weapons and related delivery systems and may not preclude Iran and others from following suit.
• At the global level, our policies in the Middle East have damaged our prestige, weakened our alliances, and gained us a reputation for militaristic fecklessness in the conduct of our foreign affairs. They have also distracted us from challenges elsewhere of equal or greater importance to our national interests.
That’s quite a record.

U.S. exaggerates ISIS casualties
Eli Lake and Josh Rogin write: The war against the Islamic State has killed thousands of fighters and even some mid-level battlefield commanders, but the organization’s senior leadership and nerve center remain largely untouched, according to U.S. military and intelligence officials.
These officials and other experts tracking the terror group tell us that the Islamic State’s Shura and Sharia councils, the advisory bodies that help inform the major decisions of the group’s leader Abu Bakr al-Baghdadi, remain intact, notwithstanding one close call in November for Baghdadi. Although airstrikes and military campaigns have killed several regional administrators and designated “governors,” the Islamic State has quickly replaced them and maintains its command-and-control capabilities.
This assessment of progress against the Islamic State differs sharply from public statements by top Obama administration officials as recently as last month, including Secretary of State John Kerry and retired General John Allen, the president’s special coordinator for the coalition against the Islamic State. In February, Allen said that half the group’s leaders in Iraq had been killed.
Speaking at the Munich Security Conference also in February, Kerry expanded that claim to account for the group’s leadership in Syria as well.
“We’ve disrupted their command structure, undermined its propaganda, taken out half of their senior leadership, squeezed its financing, damaged its supply networks, dispersed its personnel, and forced them to think twice before they move in an open convoy,” Kerry said.
Kerry and Allen haven’t since repeated that claim about the group’s senior leadership. U.S. military officials tell us no consensus intelligence estimate supports the claim that half the Islamic State’s leadership has been eliminated. [Continue reading…]
The United States and Saudi Arabia: Marriage of convenience on the rocks?
In a recent speech, Chas W. Freeman said: Saudi Arabia has done it again! On January 23, it dismayed foreign pundits by failing to sink into the anarchy they speculated might follow the death of its king, ‘Abdullah. Instead, the Kingdom carried off yet another flawless passing of the leadership baton. What’s more, the succession process indicated who the next two or three kings are likely to be. And the new king, Salman bin ‘Abdulaziz Al-Sa’ud, acted promptly and decisively to seize the reins of government and reorganize it.
This rightly attracted global attention. The world has a big stake in Saudi stability. Forget the cartoons about it! The Kingdom of Saudi Arabia is not a gas station full of oppressed, black-garbed women in the middle of a camel ranch. It is the heartland and focal point of Islam, the faith of at least one in four human beings alive today. It lies athwart transport routes between Asia, Europe, and Africa. The Kingdom is the custodian of a fourth or more of the world’s oil reserves. Rumors that it is no longer relevant to oil markets have just been unambiguously refuted. (Ask any fracker in North Dakota about that!) Saudi Arabia is at the center of a growing concentration of global capital. Its puritanical religious doctrines inspire its — and our — most dangerous enemies.
In short, what happens in Saudi Arabia and between it and its neighbors matters greatly to Americans, American allies and friends, and American adversaries. But Saudi Arabia is little known, even less understood, and frequently caricatured. This is not surprising. The Kingdom is the only society on the planet not to have been penetrated by Western colonialism. No European armies breached its borders; no missionaries; no merchants. Its capital, Riyadh, was long off limits to infidels, and the holy cities of Mecca and Medina remain so today. It is said that hubris is the only reliably renewable resource of Western civilization, but when we Westerners finally came to Saudi Arabia, we came not as the vindicators of our presumed cultural superiority, but as hired help.
As a result, some say that Saudis secretly see the world’s peoples as divided into two basic categories: (1) fellow Saudis, and (2) potential employees. Be that as it may, foreigners — Western, Asian, or Arab — who have lived in Saudi Arabia all see it as a very strange society, one that is not easy to understand and that professes values at odds with those of non-Saudis.
