Overly discounting the chances of war against North Korea

Susan B Glasser writes: Back in July, President Donald Trump was already escalating his rhetoric against North Korea as it became clear the rogue state was on the brink of a major breakthrough in its nuclear program, development of a ballistic missile capable of striking the continental United States. Still, he insisted, “I don’t draw red lines,” and wouldn’t be sucked into doing so.

But that was before North Korea conducted its largest nuclear weapon test ever and sent missiles flying directly over Japan. And before Trump threatened “fire and fury” and declared a North Korean bomb capable of reaching the United States “unacceptable.” And before Lieutenant General H.R. McMaster, his national security adviser, warned on Friday that, all talk to the contrary, “there is a military option.”

All of which means that, whether he calls it one or not, Trump now has a red line—a move that a number of U.S. national security hands I’ve spoken with recently consider to be a serious and even “self-inflicted” escalation of what has become a genuine crisis with North Korea. In fact, Trump’s bluster may be more genuine than his reputation for bombast over action suggests: Two Republican veterans of previous administrations told me that McMaster has repeated those public warnings about a serious consideration of military options in private sessions at which they were present.

“The point that the Trump administration seems to be making is that if North Korea achieves an ICBM capability, that is a missile that can reliably reach the United States with a nuclear weapon, that changes everything. Well, it doesn’t. It never has,” says retired Admiral Dennis Blair, the former director of U.S. national intelligence, in a new interview for The Global POLITICO. “This hyping of the nuclear missile, which is merely one form of delivering a weapon, being able to reach the United States is a self-inflicted policy disadvantage which this administration has placed on itself.” [Continue reading…]

How far could the dangerous endgame in eastern Syria go?

The Washington Post reports: The war against the Islamic State always promised to get messy in its final stages, as the militants retreat and rival forces converge from different directions. That moment has arrived.

World powers and their local allies are scrambling to control the remote desert province of Deir al-Zour in eastern Syria, in an accelerating race that is being compared to the fall of Berlin in 1945.

Under Islamic State control since 2014, the province is three times the size of Lebanon and consists mostly of empty desert. It also happens to contain most of Syria’s oil resources. But much more is at stake: the future contours of postwar Syria; Kurdish aspirations to some form of autonomy; and the competition for influence in the Middle East among the United States, Iran and Russia.

On the ground the combatants fall into two camps: one backed by Russia and Iran, the other by the United States and its allies.

Advancing from the north are the U.S. backed Syrian Democratic Forces, or SDF, a Kurdish-led coalition of Kurdish and Arab forces that is expanding the boundaries of the autonomous area they have carved out farther north. They are accompanied by American Special Operations troops and backed by U.S. airstrikes.

Making rapid progress from the east are the Syrian government and its allies, accompanied by Russian and Iranian advisers and backed by Russian airstrikes. They’re fulfilling President Bashar al-Assad’s goal of reasserting Syrian sovereignty over every inch of Syria — and also making sure the United States stays out. [Continue reading…]

Digging in for next decade, U.S. expands Kabul security zone

The New York Times reports: Soon, American Embassy employees in Kabul will no longer need to take a Chinook helicopter ride to cross the street to a military base less than 100 yards outside the present Green Zone security district.

Instead, the boundaries of the Green Zone will be redrawn to include that base, known as the Kabul City Compound, formerly the headquarters for American Special Operations forces in the capital. The zone is separated from the rest of the city by a network of police, military and private security checkpoints.

The expansion is part of a huge public works project that over the next two years will reshape the center of this city of five million to bring nearly all Western embassies, major government ministries, and NATO and American military headquarters within the protected area.

After 16 years of American presence in Kabul, it is a stark acknowledgment that even the city’s central districts have become too difficult to defend from Taliban bombings.

But the capital project is also clearly taking place to protect another long-term American investment: Along with an increase in troops to a reported 15,000, from around 11,000 at the moment, the Trump administration’s new strategy for Afghanistan is likely to keep the military in place well into the 2020s, even by the most conservative estimates. U.S. plan for new Afghan force revives fears of militia abuses

The New York Times reports: Around the time President Trump announced his new strategy for Afghanistan, a delegation of American and Afghan military officials arrived in New Delhi.

They wanted to learn more about the Indian Territorial Army, which has been deployed in contentious areas to ease the burden on India’s regular army.

The American military has turned to that force as a potential model for how to maintain the Afghan government’s waning control — without too high a cost — in difficult parts of Afghanistan at a time when the Taliban are resurgent.

But diplomats and human rights groups worry that the proposal looks much like an older model — the Afghan Local Police, local militias who were trained and paid by the Americans but were accused of a long series of human violations, including abuse of civilians and sexual abuse of boys. How the Pentagon tried to cure America of its ‘Vietnam syndrome’

In August 1965, Morley Safer, a reporter for “CBS News,” accompanied a unit of U.S. marines on a search-and-destroy mission to the Vietnamese village of Cam Ne. Using cigarette lighters and a flamethrower, the troops proceeded to burn down 150 houses, wound three women, kill one child and take four men prisoner. Safer and his crew caught it all on film. The military command later claimed that the unit had received enemy fire. But according to Safer, no pitched battle had taken place. The only death had been the boy, and not a single weapon had been uncovered.

In describing the reaction, Safer would later say that the public, the media and the military all began to realize that the rules of war reporting had changed.

The New Yorker’s Michael Arlen dubbed Vietnam the “living room war.” The images of the war – viewed on evening news shows on the country’s three networks – enabled the public to understand the war’s human costs. In this sense, media coverage contributed to the flow of information that’s vital to any functioning democracy, and pushed Americans to either support or oppose U.S. involvement in the conflict.

However, in the country’s myriad military conflicts since Vietnam, this flow of information has been largely transformed, and it is now more difficult to see the human consequences of military operations. Despite a digital revolution that’s created even more opportunities to transmit images, voices and stories, the public finds itself further removed from what’s really happening on the front lines.

The forgotten victims of Agent Orange

Viet Thanh Nguyen and Richard Hughes write: Phan Thanh Hung Duc, 20, lies immobile and silent, his midsection covered haphazardly by a white shirt with an ornate Cambodian temple design. His mouth is agape and his chest thrusts upward, his hands and feet locked in gnarled deformity. He appears to be frozen in agony. He is one of the thousands of Vietnamese victims of Agent Orange.

Pham Thi Phuong Khanh, 21, is another such patient. She quietly pulls a towel over her face as a visitor to the Peace Village ward in Tu Du Hospital in Ho Chi Minh City, starts to take a picture of her enlarged, hydrocephalic head. Like Mr. Hung Duc, Ms. Khanh is believed to be a victim of Operation Ranch Hand, the United States military’s effort during the Vietnam War to deprive the enemy of cover and food by spraying defoliants.

Perhaps Ms. Khanh does not want strangers to stare at her. Perhaps she feels ashamed. But if she does feel shame, why is it that those who should do not?

The history of Agent Orange and its effects on the Vietnamese people, as well as American soldiers, should shame Americans. Fifty years ago, in 1967, the United States sprayed 5.1 million gallons of herbicides with the toxic chemical dioxin across Vietnam, a single-year record for the decade-long campaign to defoliate the countryside. It was done without regard to dioxin’s effect on human beings or its virulent and long afterlife. Agent Orange was simply one of several herbicides used, but it has become the most infamous.

Chemical companies making Agent Orange opted for maximum return despite in-house memos that a safer product could be made for a slight reduction in profits. American soldiers were among the unintended victims of this decision: Unwarned, they used the empty 55-gallon drums for makeshift showers.

Over the years, there have been both American and Vietnamese plaintiffs in Agent Orange court cases in the United States. Possibly the only one that could be considered a victory for the plaintiffs was an out-of-court settlement of $180 million in the 1980s for about 50,000 American veterans. Many more never benefited from the case because their illnesses did not show up for years. [Continue reading…]

U.S. Army kills contracts for hundreds of immigrant recruits. Some face deportation

The Washington Post reports: U.S. Army recruiters have abruptly canceled enlistment contracts for hundreds of foreign-born military recruits since last week, upending their lives and potentially exposing many to deportation, according to several affected recruits and a retired Army officer familiar with their situation.

Many of these enlistees have waited years to join a troubled immigration recruitment program designed to attract highly skilled immigrants into the service in exchange for fast-track citizenship.

Now recruits and experts say that recruiters are shedding their contracts to free themselves from an onerous enlistment process to focus on individuals who can more quickly enlist and thus satisfy strict recruitment targets. [Continue reading…]

The U.S. has to accept North Korea as a nuclear power

Alon Ben-Meir writes: To prevent further escalation of the conflict, the United States needs to eventually accept the new reality of a nuclear North Korea just as it had come to terms with both India and Pakistan as nuclear powers, which created mutual deterrence and brought an end to the conventional wars between the two countries.

Indeed, the real threat to the United States and its allies does not emanate from North Korea’s possession of a nuclear arsenal, but from the development and deployment of ICBMs mounted with miniaturized nuclear warheads that could reach not only U.S. allies, but the U.S. mainland itself.

To remove this threat, the United States should negotiate directly with North Korea and reach an agreement that would freeze further development of such technology, which China would certainly support.

North Korea may well accede through negotiations to this demand, as they can still claim to be a nuclear power and receive the recognition and respect of the international community which they desperately crave.

In return, North Korea will require the United States to end its belligerent policy that has been in place since the end of the Korean war; that the United States commits not to seek regime change, which was and still is the main motivator behind their pursuit of a nuclear shield; and that the United States end its war games with South Korea and gradually remove the sanctions. U.S.-backed forces announce anti-ISIS push in Syria’s oil-rich east

The Washington Post reports: U.S.-backed forces in Syria announced a fresh offensive around the Islamic State’s most important remaining stronghold Saturday, accelerating a global scramble for control of the country’s oil-rich east.

Islamic State militants are under pressure from all sides in the border province of Deir al-Zour, facing down competing offensives involving almost all of the six-year war’s major players, as the extremist group’s self-declared caliphate crumbles across Syria and Iraq.

The Syrian Democratic Forces, a Kurdish-dominated militia supported by U.S.-led coalition airstrikes, said Saturday that they would clear the Islamist militants from territory east of the Euphrates River. [Continue reading…]

Trump review leans toward proposing mini-nuke

Politico reports: The Trump administration is considering proposing smaller, more tactical nuclear weapons that would cause less damage than traditional thermonuclear bombs — a move that would give military commanders more options but could also make the use of atomic arms more likely.

A high-level panel created by President Donald Trump to evaluate the nuclear arsenal is reviewing various options for adding a more modern “low-yield” bomb, according to sources involved in the review, to further deter Russia, North Korea or other potential nuclear adversaries.

Approval of such weapons — whether designed to be delivered by missile, aircraft or special forces — would mark a major reversal from the Obama administration, which sought to limit reliance on nuclear arms and prohibited any new weapons or military capabilities. And critics say it would only make the actual use of atomic arms more likely.

“This capability is very warranted,” said one government official familiar with the deliberations who was not authorized to speak publicly about the yearlong Nuclear Posture Review, which Trump established by executive order his first week in office.

“The [nuclear review] has to credibly ask the military what they need to deter enemies,” added another official who supports such a proposal, particularly to confront Russia, which has raised the prominence of tactical nuclear weapons in its battle plans in recent years, including as a first-strike weapon. “Are [current weapons] going to be useful in all the scenarios we see?”

The idea of introducing a smaller-scale warhead to serve a more limited purpose than an all-out nuclear Armageddon is not new — and the U.S. government still retains some Cold War-era weapons that fit the category, including several that that can be “dialed down” to a smaller blast.

Yet new support for adding a more modern version is likely to set off a fierce debate in Congress, which would ultimately have to fund it, and raises questions about whether it would require a resumption of explosive nuclear tests after a 25-year moratorium and how other nuclear powers might respond. The military looked to ‘dreamers’ to use their vital skills. Now the U.S. might deport them

The Washington Post reports: Zion Dirgantara can easily recall his first day of school in the United States. It was a bright, sunny Tuesday, and terrorists hijacked four commercial planes.

Class for Indonesian-born Dirgantara, then 12, was canceled as parents scrambled to pick up fellow students in Philadelphia. The city was bracketed midway between the ash cloud choking Manhattan and a flaming hole punched through the Pentagon. To the west of Philadelphia, United 93 disintegrated into a Pennsylvania field.

“I realized there was evil in this world, and you have to fight for what is right,” Dirgantara, now 28, told The Washington Post.

Fluent in Indonesian and English, he enlisted in the Army in March 2016 and swore an oath to defend the United States. He has drilled as a reservist cargo specialist since last September.

But Dirgantara’s future in the military and the country now hinges on the ability of Congress to find a way to replace the Deferred Action for Childhood Arrivals program. [Continue reading…]

Don’t panic about North Korea

Fred Kaplan writes: North Korean leader Kim Jong-un is doing a lot of reckless things these days, but he poses no threat to the United States—or at least no sort of threat that we can’t readily handle. If he deploys a nuclear-tipped missile with the range to strike U.S. territory (as he’ll likely be able to do soon), that will complicate national security policy but in a completely manageable way. It won’t mean that he’s about to attack some American city—or that we need to attack North Korea pre-emptively.

In short, it’s time to pipe down about North Korea—not because Kim is benign or powerless (he’s neither), but because the hysteria coming out of Washington these days is overwrought and is making things worse.

There are two reasons not to be so nervous about North Korea’s recent tests of missiles and nuclear explosives. First, nuclear deterrence—the theory that Country X won’t fire nukes at Country Y if Country Y has nukes it can fire back—works. In the annals of international relations, there are fewer theories that have a better track record than this one. Second, we have thousands of nuclear weapons—stationed worldwide, on land, at sea, and in the air—and there’s no way Kim could launch an attack on us without facing an annihilating retaliatory blow. U.S. role in the fight to oust ISIS from Raqqa raises questions about what will follow victory

Borzou Daragahi reports: The Trump administration has dramatically increased US military and political involvement in northern Syria, providing air and ground support to local forces camped out in abandoned buildings on the outskirts of Raqqa as they seek to oust ISIS from the capital of its self-declared caliphate.

Under President Donald Trump, the US-led coalition has developed closer coordination with a collection of militias and tribes called the Syrian Democratic Forces (SDF), directing air and ground assaults. Senior State Department and USAID officials have visited Raqqa’s outskirts to coordinate efforts to help displaced civilians and secure the city’s future once ISIS is driven out. US officials have also carved out a semipermanent diplomatic presence close to the northern Syrian city of Kobane.

US and other Western security officials grill captured ISIS fighters, most of them held at a prison near Kobane, to glean intelligence on the jihadis, their future plans, and their ties to other fighters in the Middle East and the West, according to SDF fighters and Kurdish intelligence officials, as well as a former US military official. The efforts have made Trump popular among many of Syria’s autonomy-minded Kurds, with some praising him as a patron of their project to build a self-ruled enclave.

The ground war, launched late last year with skirmishes on the outskirts of Raqqa before reaching the city in early June, has become a grueling street battle, with tens of thousands of Syrian militiamen approaching from the east, west, and south. Each day, the SDF — a multiethnic, multireligious collection force mostly led by Kurdish commanders — struggles to force its way into the city, while US-led coalition planes circle overhead and laser-guided howitzer artillery guns manned by Marines stand ready. The SDF is strongly under the sway of the YPG, a Syrian offshoot of the outlawed Kurdistan Workers Party (PKK), a fact that creates huge tensions with the US’s NATO partner Turkey and may precipitate a raft of political problems once ISIS is defeated. But for now the SDF’s fighters are Washington’s best allies in northern Syria, risking their lives under extreme conditions in the slow, brutal effort to take Raqqa.

ISIS has controlled Raqqa for more than three years, building a network of tunnels, secret passages, and fortified positions. Field commanders say the fight isn’t just house to house, it’s often room to room. There is Raqqa, and then a second Raqqa hidden underground and in the cracks, said one commander who described a 14-hour battle just to get to the second floor of a building after taking control of the first floor. Wars often result from bellicose rhetoric and bad information

David Ignatius writes: When today’s historians look at the confrontation between the United States and North Korea, they’re likely to hear echoes of ultimatums, bluffs and botched messages that accompanied conflicts of the past, often with catastrophic consequences.

“The one thing that’s certain when you choose war as a policy is that you don’t know how it will end,” says Mark Stoler, a diplomatic and military historian at the University of Vermont. This fog of uncertainty should be a caution for policymakers now in dealing with North Korea.

History teaches that wars often result from bellicose rhetoric and bad information. Sometimes leaders fail to act strongly enough to deter aggression, as at Munich in 1938. But more often, as in August 1914, conflict results from a cascade of errors that produces an outcome that no one would have wanted.

World War I is probably the clearest example of how miscalculation can produce a global disaster. As Stoler recounted to me in an interview, each player was caught in “the cult of the offensive,” believing that his nation’s aims could be fulfilled in a short war, at relatively low cost. Why didn’t the U.S. shoot down North Korea’s missile? Maybe it couldn’t

Joshua Pollack writes: Perhaps no aspect of national defence is as poorly understood as ballistic missile defence. After North Korea’s shot over Japan last week with an intermediate-range ballistic missile, many people wanted to know why it wasn’t shot down. The answers may be disappointing – but hopefully they will also be enlightening.

Focus on missile defence capabilities will only increase after Pyongyang’s claims on Sunday that it had tested a hydrogen bomb that can be loaded on to an intercontinental ballistic missile.

The first and most fundamental issue to understand is that developing and operating ballistic missile defence, or BMD, is an extremely challenging undertaking. Some are better than others, but the resulting systems are inherently limited in their capabilities and roles.

Perhaps the most attractive sort of defences simply do not exist today, and quite probably never will. So-called boost-phase systems are designed to stop ballistic missiles early in flight, while their engines are still firing and they are ascending into the upper atmosphere and beyond. At times, the US has contemplated a global network of boost-phase interceptors that would whirl around the planet in low-Earth orbit, but the complexity and the economics of the idea are forbidding. Warning from Mattis makes war more likely than ever

Emile Simpson writes: U.S. Defense Secretary James Mattis delivered a pithy response on Sunday to North Korea’s nuclear test earlier that day. This was the core of the statement: “Any threat to the United States or its territories including Guam or our allies will be met with a massive military response, a response both effective and overwhelming.”

Global markets barely moved upon opening on Monday, which was consistent with the broader treatment of these words as just more of the same from Washington. But that is to misinterpret Mattis, whose words represent a significant escalation in U.S. policy: The probability of a U.S. strike on North Korea has clearly risen.

Compare Mattis’ statement with the key part of Donald Trump’s remarks on August 8, in which the president said, “North Korea best not make any more threats to the United States. They will be met with fire and fury like the world has never seen.”

First, context. On August 8, Trump spoke off the cuff from a golf club during a discussion on opioids, which left ambiguous how far his words represented the administration’s position. Mattis spoke outside the White House, flanked by the chairman of the Joint Chiefs of Staff, Marine General Joseph Dunford, in a scripted statement, in which each word had clearly been carefully chosen.

Second, speaker. We have become accustomed to Trump’s remarks being contradicted by members of his administration, or by his own subsequent statements. But not so with Mattis, who is one of the most highly respected military officers of his generation. When Mattis speaks, you listen to each word. And the two key words in Mattis’ statement were “will be”: Not “might be”, but will be. That tells us that if North Korea makes a threat that meets the administration’s definition, the next step is a U.S. strike, rather than more diplomacy. [Continue reading…]

North Korean nuclear test draws U.S. warning of ‘massive military response’

The New York Times reports: North Korea’s detonation of a sixth nuclear bomb on Sunday prompted the Trump administration to warn that even the threat to use such a weapon against the United States and its allies “will be met with a massive military response.’’

The test — and President Trump’s response — immediately raised new questions about the president’s North Korea strategy and opened a new rift with a major American ally, South Korea, which Mr. Trump criticized for its “talk of appeasement” with the North.

The underground blast was by far North Korea’s most powerful ever. Though it was far from clear that the North had set off a hydrogen bomb, as it claimed, the explosion caused tremors that were felt in South Korea and China. Experts estimated that the blast was four to sixteen times more powerful than any the North had set off before, with far more destructive power than the bombs dropped on the Japanese cities of Hiroshima and Nagasaki during World War II.

Yet after a day of meetings in the Situation Room involving Mr. Trump and his advisers, two phone calls between the president and Prime Minister Shinzo Abe of Japan, and even demands from some liberal Democrats to cut off North Korea’s energy supplies, Mr. Trump’s aides conceded that they faced a familiar conundrum.

While the Pentagon has worked up a series of military options for targeted strikes at North Korea’s nuclear and missile sites, Mr. Trump was told that there is no assurance that the United States could destroy them all in a lightning strike, according to officials with knowledge of the exchange. Cyberstrikes, which President Barack Obama ordered against the North’s missile program, have also been judged ineffective.

Mr. Trump hinted at one extreme option: In a Twitter post just before he met his generals, he said that “the United States is considering, in addition to other options, stopping all trade with any country doing business with North Korea.’’

Taken literally, such a policy would be tantamount to demanding a stoppage of any Chinese oil to North Korea, essentially an attempt to freeze out the country this winter and bring whatever industry it has to a halt.

The Chinese would almost certainly balk; they have never been willing to take steps that might lead to the collapse of the North Korean regime, no matter how dangerous its behavior, for fear that South Korean and American troops would occupy the country and move directly to the Chinese border.

Beyond that, the economic disruption of ending all trade with China would be so huge inside the United States that Mr. Trump’s aides declined on Sunday to discuss the implications. [Continue reading…]

Why America still hasn’t learned the lessons of Katrina

Annie Snider reports: The most important piece of the North American continent right now may be a slice of land here, 13 miles long, 65 feet wide, much of it just six months old.

From the air, the Caminada Headland is a sparkling strip of beige and green rising up from the blue waters of the Gulf of Mexico. It’s also a barricade, protecting one of the most important nodes in North America’s oil supply, a busy seaport serving more than 90 percent of deep-water oil and gas activities in the Gulf of Mexico. In 2005, when Hurricane Katrina ravaged the Louisiana coast, this strip served as a critical barrier between the pounding waters of the Gulf and the machinery of the port just half a mile behind—and was all but washed away in the process, becoming little more than a narrow strip of sand with waves crashing over it. Restoring it before the next major hurricane became a top priority.

“It’s pretty freaking amazing. All of this stuff was the first line of defense that was just gone,” said Garret Graves, a U.S. congressman who served for six years as the head of Louisiana’s coastal protection and restoration efforts in the wake of Katrina.

Today, Caminada Headland is a robust new island backed by thick, healthy marshes, thanks to a $216 million project launched by Graves and the state of Louisiana. But what looks like a success story from the window of a seaplane was, to Graves and nearly everyone else involved, an expensive and exhausting struggle—one that raises serious questions about America’s ability to grapple with the increasing problems caused by rising coastal waters and more destructive storms as the climate changes.

As Hurricane Harvey plows furiously across the Gulf Coast, again endangering homes and critical industries, Graves and others worry that Washington’s systems for protecting communities against weather disasters haven’t gotten better since that 2005 disaster, and in many ways may be worse. The state of Louisiana wasn’t supposed to shoulder the Caminada Headland project itself: Rebuilding the island was originally the job of the Army Corps of Engineers, the 215-year-old entity charged with building and maintaining our country’s ports, harbors, locks, dams, levees and ecosystem restoration projects. Today, the agency is the single most important agency in coastal America’s battle against rising seas, at the center of every major water-resources project in the country, either as builder or permitter. But the state of Louisiana, exasperated by federal delays and increasingly worried that the next big storm could just wipe out the port, eventually fronted the money and pumped the sand on its own. Today, despite years and millions of federal dollars poured into studying the Caminada Headland project and neighboring islands slated for restoration, the Corps has yet to push a dime toward construction.

Graves compares his experience with the Corps to that of a “battered ex-spouse”: “I feel like I’ve been lied to, cheated, kicked in the teeth over and over and over again.”

The sclerotic Army Corps of Engineers is the most visible and frustrating symptom of what many officials have come to see as the country’s backward approach to disaster policy. From the way Congress appropriates money to the specific rebuilding efforts that federal agencies encourage, national policies almost uniformly look backward, to the last storm, rather than ahead to the next. And the scale of the potential damage has caused agencies to become more risk-averse in ways that can obstruct, rather than help, local communities’ attempts to protect themselves. The Army Corps, for example, requires Louisiana to rebuild a full suite of five islands before it can reclaim any of the money it spent on the one headland—and is currently insisting it will take another half-decade simply to review an innovative wetlands restoration project the state has been working on for more than a decade and views as the linchpin of its coastal efforts. Meanwhile, new design standards inspired by Katrina have made levee projects wildly unaffordable.

As the effects of climate change play out, the risks posed by storms like Katrina and Harvey stand to get only worse. A not-yet-final draft of National Climate Assessment, produced by scientists across 13 federal agencies, predicts that global sea levels will likely rise between half a foot and 1.2 feet by 2050, and between 1 and 4 feet by the end of the century. In areas like the Northeast and the Gulf of Mexico, relative sea-level rise will happen much faster, researchers say.
