Climate change is a reverse Robin Hood: stealing from the poor countries and giving to the rich ones

Quartz reports: Just when you thought the news about climate change couldn’t get any worse, consider this.

Not only will global warming put a massive dent in the world’s GDP over the coming decades, but it “is essentially a massive transfer of value from the hot parts of the world to the cooler parts of the world,” according to a new study in Nature. “This is like taking from the poor and giving to the rich.”

Researchers Stanford University analyzed 166 countries over a 50-year period (from 1960 to 2010) and compared economic output when country’s experienced normal temperature to abnormally cold or warm temperatures. Controlling for factors such as geography, economic changes, and global trade shifts, they found the optimum temperature where humans are good at producing stuff: 55ºF (13ºC).

Applying this finding to climate change forecasts, they found that 77% of countries will experience a decline in per capita incomes by 2099, with the average person’s income shrinking by 23%. Unusually high temperatures will hurt agriculture, economic production, and overall health, researchers say. [Continue reading…]

Exxon sowed doubt about climate science for decades by stressing uncertainty

InsideClimate News reports: As he wrapped up nine years as the federal government’s chief scientist for global warming research, Michael MacCracken lashed out at ExxonMobil for opposing the advance of climate science.

His own great-grandfather, he told the Exxon board, had been John D. Rockefeller’s legal counsel a century earlier. “What I rather imagine he would say is that you are on the wrong side of history, and you need to find a way to change your position,” he wrote.

Addressed to chairman Lee Raymond on the letterhead of the United States Global Change Research Program, his September 2002 letter was not just forceful, but unusually personal.

No wonder: in the opening days of the oil-friendly Bush-Cheney administration, Exxon’s chief lobbyist had written the new head of the White House environmental council demanding that MacCracken be fired for “political and scientific bias.”

Exxon was also attacking other officials in the U.S. government and at the UN’s Intergovernmental Panel on Climate Change (IPCC), MacCracken wrote, interfering with their work behind the scenes and distorting it in public.

Exxon wanted scientists who disputed the mainstream science on climate change to oversee Washington’s work with the IPCC, the authoritative body that defines the scientific consensus on global warming, documents written by an Exxon lobbyist and one of its scientists show. The company persuaded the White House to block the reappointment of the IPCC chairman, a World Bank scientist. Exxon’s top climate researcher, Brian Flannery, was pushing the White House for a wholesale revision of federal climate science. The company wanted a new strategy to focus on the uncertainties. Why solving climate change will be like mobilizing for war

Venkatesh Rao writes: If scientists are right, and there is no reason to think they aren’t, averting climate change will require such large-scale, rapid action, that no single energy technology, new or emerging, could be the solution. Neither could any single non-energy technology, such as video-conferencing as a substitute for travel, solve the problem on its own.

There is always a possibility that a single cheap and effective solution will emerge, rendering expensive interventions moot, but few climate experts are willing to trust the future to that unlikely prospect.

The challenge therefore, is one of rapid, concerted deployment of a portfolio of emerging and mature energy and non-energy technologies. This means accepting a certain level of attendant risks. The Volkwagen emissions scandal illustrates these risks well: Aggressive forcing, through EU policy instruments, of the adoption of diesel engines (which are better suited to reducing emissions) created incentives that led to sophisticated gaming.

The Volkswagen scandal won’t be the last or the worst. Unlike many of the other objections put forth by climate skeptics, the objection that managing moral hazards at a planetary scale might prove impossible is a solid one.

Assuming we do manage to significantly accelerate deployment without cancerous levels of corporatist corruption, if emissions targets still remain out of reach, some growth must be temporarily sacrificed. At the same time, investment across the portfolio of energy technologies will need to continue.

In other words, we are contemplating the sorts of austerities associated with wartime economies. For ordinary Americans, austerities might include an end to expansive suburban lifestyles and budget air travel, and an accelerated return to high-density urban living and train travel. For businesses, this might mean rethinking entire supply chains, as high-emissions sectors become unviable under new emissions regimes.

What [Bill] Gates and others are advocating for is not so much a technological revolution as a technocratic one. One for which there is no successful peacetime precedent. Which is not to say, of course, that it cannot work. There is always a first time for every new level of complexity and scale in human cooperation. But it’s sobering to look back at the (partial) precedents we do have.

Of the previous six energy revolutions of comparable magnitude — wind, water, coal, oil, electricity, and nuclear — only nuclear power had anywhere near the same level of early-stage technocratic shaping that we are contemplating. Among technological revolutions outside the energy sector, only space exploration, nuclear-weapons technology, and computing technology have had similar levels of bureaucratic direction.

None of these are true comparables, however, for one critical reason. In each historical case, the revolution was highly focused on a single core technology rather than a broad portfolio of technologies, and a managed transition of infrastructure at civilization scale. [Continue reading…]

Deforestation is altering the world’s climate

The New York Times reports: Like California, much of Brazil is gripped by one of the worst droughts in its history. Huge reservoirs are bone dry and water has been rationed in São Paulo, a megacity of 20 million people; in Rio; and in many other places.

Drought is usually thought of as a natural disaster beyond human control. But as researchers peer deeper into the Earth’s changing bioclimate — the vastly complex global interplay between living organisms and climatic forces — they are better appreciating the crucial role that deforestation plays.

Cutting down forests releases stored carbon dioxide, which traps heat and contributes to atmospheric warming. But forests also affect climate in other ways, by absorbing more solar energy than grasslands, for example, or releasing vast amounts of water vapor. Many experts believe that deforestation is taking place on such a large scale, especially in South America, that it has already significantly altered the world’s climate — even though its dynamics are not well understood.

“A lot of people are scrambling to make observations in the Amazon this year, with the expected big El Niño coming,” said Abigail L. S. Swann, an eco-climatologist at the University of Washington. “It’s expected to drive significant drought over the Amazon, which will change how much water trees have available.”

Humans have long settled in places where there is adequate and predictable precipitation, and large forests play a crucial role in generating dependable amounts of rainfall. Trees take up moisture from the soil and transpire it, lifting it into the atmosphere. A fully grown tree releases 1,000 liters of water vapor a day into the atmosphere: The entire Amazon rain forest sends up 20 billion tons a day. [Continue reading…]

Oil unlikely to ever be fully exploited because of climate concerns, says BP

The Guardian reports: The world’s oil resources are unlikely to ever be fully exploited, BP has admitted, due to international concern about climate change.

The statement, by the group’s chief economist, is the clearest acknowledgement yet by a major fossil fuel company that some coal, oil and gas will have to remain in the ground if dangerous global warming is to be avoided.

“Oil is not likely to be exhausted,” said Spencer Dale in a speech in London. Dale, who chief economist at the Bank of England until 2014, said: “What has changed in recent years is the growing recognition [of] concerns about carbon emissions and climate change.”

Scientists have warned that most existing fossil fuel reserves must stay in the ground to avoid catastrophic global warming and Dale accepted this explicitly. [Continue reading…]

Today’s statement from the group of investors who are responsible for managing the retirement savings and investments of millions of people, called for governments who will meet at the December climate negotiations in Paris to secure a clear, long-term goal. World will pass crucial 2C global warming limit, experts warn

The Guardian reports: Pledges by nations to cut carbon emissions will fall far short of those needed to prevent global temperatures rising by more than the crucial 2C by the end of the century. This is the stark conclusion of climate experts who have analysed submissions in the runup to the Paris climate talks later this year.

A rise of 2C is considered the most the Earth could tolerate without risking catastrophic changes to food production, sea levels, fishing, wildlife, deserts and water reserves. Even if rises are pegged at 2C, scientists say this will still destroy most coral reefs and glaciers and melt significant parts of the Greenland ice cap, bringing major rises in sea levels.

“We have had a global temperature rise of almost 1C since the industrial revolution and have already seen widespread impacts that have had real consequences for people,” said climate expert Professor Chris Field of Stanford University. “We should therefore be striving to limit warming to as far below 2C as possible. Michael Klare: Tipping points and the question of civilizational survival

In mid-August, TomDispatch’s Michael Klare wrote presciently of the oncoming global oil glut, the way it was driving the price of petroleum into the “energy subbasement,” and how such a financial “rout,” if extended over the next couple of years, might lead toward a new (and better) world of energy.  As it happens, the first good news of the sort Klare was imagining has since come in.  In a country where the price of gas at the pump now averages $2.29 a gallon (and in some places has dropped under $1.90), Big Oil has begun cutting back on its devastating plans to extract every imaginable drop of fossil fuel from the planet and burn it.  Oil companies have also been laying off employees by the tens of thousands and deep-sixing, at least for now, plans to search for and exploit tar sands and other “tough oil” deposits worldwide.

In that context, as September ended, after a disappointing six weeks of drilling, Royal Dutch Shell cancelled “for the foreseeable future” its search for oil and natural gas in the tempestuous but melting waters of the Alaskan Arctic.  This was no small thing and a great victory for an environmental movement that had long fought to put obstacles in the way of Shell’s exploration plans.  Green-lighted by the Obama administration to drill in the Chukchi Sea this summer, Shell has over the last nine years sunk more than $7 billion into its Arctic drilling project, so the decision to close up shop was no small thing and offers a tiny ray of hope for what activism can do when reality offers a modest helping hand.

As Klare makes clear today, when it comes to the burning of fossil fuels, reality — if only we bother to notice it — is threatening to offer something more like the back of its hand to us on this embattled planet of ours.  He offers a look at a future in which humanity, like various increasingly endangered ecosystems including the Arctic, may be approaching a “tipping point.” Tom Engelhardt

Not so long ago, it was science fiction. Now, it’s hard science — and that should frighten us all. The latest reports from the prestigious and sober Intergovernmental Panel on Climate Change (IPCC) make increasingly hair-raising reading, suggesting that the planet is approaching possible moments of irreversible damage in a fashion and at a speed that had not been anticipated.

Scientists have long worried that climate change will not continue to advance in a “linear” fashion, with the planet getting a little bit hotter most years.  Instead, they fear, humanity could someday experience “non-linear” climate shifts (also known as “singularities” or “tipping points”) after which there would be sudden and irreversible change of a catastrophic nature.  This was the premise of the 2004 climate-disaster film The Day After Tomorrow.  In that movie — most notable for its vivid scenes of a frozen-over New York City — melting polar ice causes a disruption in the North Atlantic Current, which in turn triggers a series of catastrophic storms and disasters.  At the time of its release, many knowledgeable scientists derided the film’s premise, insisting that the confluence of events it portrayed was unlikely or simply impossible.

Fast forward 11 years and the prospect of such calamitous tipping points in the North Atlantic or elsewhere no longer looks improbable.  In fact, climate scientists have begun to note early indicators of possible catastrophes.

This community in Alaska is relocating because of climate change

Climate Progress reports: As erosion and rising seas destroy their land, residents of Newtok, Alaska, are hopeful that their community can be saved before the threats of climate change engulf their village.

About 500 miles west of Anchorage, the Yup’ik Eskimo community has begun the elaborate process of relocating their village nine miles away from its current location. The community has become a news centerpiece in recent years, commonly being referred to as “the sinking village.” The devastating effects of the world’s changing climate are predominately evident in Newtok, and it is being considered as a possible national model for moving entire communities that are facing the effects of climate change.

The State of Alaska is currently seeking a portion of a nearly $1 billion National Disaster Resilience Competition (NDRC) grant which helps to move and assist threatened villages and adapt to the threats posed by climate change. In the NDRC proposal released Friday, Alaska State officials are proposing $62.6 million of the NDRC grant money be used for relocating 62 families from Newtok to new homes in a town called Mertarvik. They are also seeking funding $162.4 million in relief for for three other vulnerable areas — Emmonak, Galena and Teller. Newtok is the only community that has begun a physical move thus far. After eight futile years, Shell has given up drilling for oil in the Arctic

Quartz reports: After eight years and $7 billion of work, including some humiliating seafaring blunders and the black eye of the environmental spotlight, Shell has abandoned a high-stakes effort to find oil in the Arctic sea near Alaska.

The oil giant appears to have decided that, while global warming is melting a lot of northern ice, thus potentially opening up huge oil reserves, the Arctic is still an extraordinarily tough, risky, and expensive place to work.

The drilling effort in the Chukchi Sea may mark a close to an Arctic oil fever ignited in 2008, when the US Geological Survey issued a report saying that some 13% of the world’s remaining oil lay in the north — perhaps as much as 90 billion barrels of oil. Given that a 1-billion-barrel field is known as a supergiant, and that oil prices at the time were closing in on $100 a barrel, oil companies drooled over the prospects. Climate change even seemed to be co-operating, making the northern sea routes passable to drilling vessels and supply ships. [Continue reading…]

For decades, Exxon has understood the role of fossil fuels in climate change

InsideClimate News reports: At a meeting in Exxon Corporation’s headquarters, a senior company scientist named James F. Black addressed an audience of powerful oilmen. Speaking without a text as he flipped through detailed slides, Black delivered a sobering message: carbon dioxide from the world’s use of fossil fuels would warm the planet and could eventually endanger humanity.

“In the first place, there is general scientific agreement that the most likely manner in which mankind is influencing the global climate is through carbon dioxide release from the burning of fossil fuels,” Black told Exxon’s Management Committee, according to a written version he recorded later.

It was July 1977 when Exxon’s leaders received this blunt assessment, well before most of the world had heard of the looming climate crisis.

A year later, Black, a top technical expert in Exxon’s Research & Engineering division, took an updated version of his presentation to a broader audience. He warned Exxon scientists and managers that independent researchers estimated a doubling of the carbon dioxide (CO2) concentration in the atmosphere would increase average global temperatures by 2 to 3 degrees Celsius (4 to 5 degrees Fahrenheit), and as much as 10 degrees Celsius (18 degrees Fahrenheit) at the poles. Rainfall might get heavier in some regions, and other places might turn to desert.

“Some countries would benefit but others would have their agricultural output reduced or destroyed,” Black said, in the written summary of his 1978 talk.

His presentations reflected uncertainty running through scientific circles about the details of climate change, such as the role the oceans played in absorbing emissions. Still, Black estimated quick action was needed. “Present thinking,” he wrote in the 1978 summary, “holds that man has a time window of five to ten years before the need for hard decisions regarding changes in energy strategies might become critical.”

Exxon responded swiftly. Within months the company launched its own extraordinary research into carbon dioxide from fossil fuels and its impact on the earth. Exxon’s ambitious program included both empirical CO2 sampling and rigorous climate modeling. It assembled a brain trust that would spend more than a decade deepening the company’s understanding of an environmental problem that posed an existential threat to the oil business.

Then, toward the end of the 1980s, Exxon curtailed its carbon dioxide research. In the decades that followed, Exxon worked instead at the forefront of climate denial. It put its muscle behind efforts to manufacture doubt about the reality of global warming its own scientists had once confirmed. It lobbied to block federal and international action to control greenhouse gas emissions. It helped to erect a vast edifice of misinformation that stands to this day. [Continue reading…]

Pope Francis encourages Congress and the U.S. to promote a ‘culture of care’

In his address to Congress, Pope Francis said: In Laudato Si’, I call for a courageous and responsible effort to “redirect our steps” (ibid., 61), and to avert the most serious effects of the environmental deterioration caused by human activity. I am convinced that we can make a difference and I have no doubt that the United States – and this Congress – have an important role to play. Now is the time for courageous actions and strategies, aimed at implementing a “culture of care” (ibid., 231) and “an integrated approach to combating poverty, restoring dignity to the excluded, and at the same time protecting nature” (ibid., 139). “We have the freedom needed to limit and direct technology” (ibid., 112); “to devise intelligent ways of… developing and limiting our power” (ibid., 78); and to put technology “at the service of another type of progress, one which is healthier, more human, more social, more integral” (ibid., 112). In this regard, I am confident that America’s outstanding academic and research institutions can make a vital contribution in the years ahead.

A century ago, at the beginning of the Great War, which Pope Benedict XV termed a “pointless slaughter”, another notable American was born: the Cistercian monk Thomas Merton. He remains a source of spiritual inspiration and a guide for many people. In his autobiography he wrote: “I came into the world. Free by nature, in the image of God, I was nevertheless the prisoner of my own violence and my own selfishness, in the image of the world into which I was born. That world was the picture of Hell, full of men like myself, loving God, and yet hating him; born to love him, living instead in fear of hopeless self-contradictory hungers”. Merton was above all a man of prayer, a thinker who challenged the certitudes of his time and opened new horizons for souls and for the Church. He was also a man of dialogue, a promoter of peace between peoples and religions.

From this perspective of dialogue, I would like to recognize the efforts made in recent months to help overcome historic differences linked to painful episodes of the past. It is my duty to build bridges and to help all men and women, in any way possible, to do the same. When countries which have been at odds resume the path of dialogue—a dialogue which may have been interrupted for the most legitimate of reasons—new opportunities open up for all. This has required, and requires, courage and daring, which is not the same as irresponsibility. A good political leader is one who, with the interests of all in mind, seizes the moment in a spirit of openness and pragmatism. A good political leader always opts to initiate processes rather than possessing spaces (cf. Evangelii Gaudium, 222-223). [Continue reading…]

Why I oppose Keystone XL

Hillary Clinton writes: When I was secretary of state, the department began reviewing an application to build a pipeline that would bring Canadian oil sands crude across the border, run more than a thousand miles through the American heartland, and terminate in Nebraska  —  Keystone XL.

As the secretary who initiated the review, I refrained from commenting on the pipeline after I left the federal government. I didn’t want to get ahead of President Obama while the process was still underway — — because the decision was and is his to make.

Since the application was filed, the effects of climate change have grown more acute. More than 8 million acres have burned in the United States so far this wildfire season. California is in the fourth year of a historic drought scientists say has been made worse by climate change. More severe storms and extreme heat waves have wreaked havoc around the world. $2.6 trillion worth of investors have pledged to get out of fossil fuels

Climate Progress reports: The divestment movement is really gaining steam — non-coal, non-fossil-fuel powered steam.

Investors representing $2.6 trillion in assets have pledged to cut fossil fuels from their portfolios, a fifty-fold increase from last year. At least 436 institutions have pledged to stop investing in fossil fuels — for moral or financial reasons. Large pension funds and private companies make up 95 percent of the assets, according to analysis released Tuesday by Arabella Advisors.

“If these numbers tell us anything, it’s that the divestment movement is catching fire,” said May Boeve, executive director of campaigners 350.org.

Actor Leonardo DiCaprio, who established a fund for conservation projects in 1998, also announced that he would join the movement by divesting his assets and those of the Leonardo DiCaprio Foundation. [Continue reading…]

Edelman ends work with coal producers and climate change deniers

The Guardian reports: The world’s biggest public relations company has decided it will no longer work with coal producers and climate change deniers.

Edelman said it believes such clients pose a threat to the company’s legitimacy and its bottom line.

The exclusion of coal and climate denial, as well as fake front groups that oppose action on global warming, is outlined in internal communications obtained by the Guardian and confirmed by company executives. It signals an important shift in a company that reported earnings of $833m (£540m) and has played a critical role in shaping public opinion in the US and globally about climate change.

The new approach follows a two-year review of Edelman’s operations aimed at protecting what the company calls its “licence to lead”, following negative publicity about its work on behalf of the oil lobby and pipeline companies.

The conclusion was that coal producers and climate denial, as well as tactics such as greenwashing, were high-risk. [Continue reading…]

Our seas are being degraded, fish are dying – but humanity is threatened too

Callum Roberts writes: Sardines were once extraordinarily abundant in the south-west of England, leading one 19th-century guidebook to say: “Pursued by predaceous hordes of dogfish, hake and cod, and greedy flocks of seabirds, they advance towards the land in such amazing numbers as actually to impede the passage of vessels and to discolour the sea as far as the eye can reach … Of a sudden they will vanish from view and then again approach the coast in such compact order and overwhelming force that numbers will be pushed ashore by the moving hosts in the rear. In 1836 a shoal extended in a compact body from Fowey to the Land’s End, a distance of at least 100 miles if we take into consideration the windings of the shore.” (Handbook for Travellers in Devon and Cornwall, John Murray and Thomas Clifton Paris, 1851).

Today people travel thousands of miles to dive and film such scenes, not realising they were once commonplace on our own coasts. Last week the World Wide Fund for Nature and the Zoological Society of London issued their most comprehensive look at the state of life in the sea. The report makes uncomfortable reading. Taking in more than 1,000 species worldwide and 5,000 populations of fish, turtles, marine mammals and a host of others, it draws the bleak conclusion that there is only half the amount of wildlife in the sea today as in 1970.

Although 1970 is their baseline year and seems long ago, life in the sea has been in decline for much longer. In short, that means the picture is worse than the report suggests. And the waters around Britain demonstrate the same patterns that are slashing fish stocks around the world. [Continue reading…]

Climate change is the moonshot of our times

Martin Rees writes: Consider this scenario: Suppose astronomers had tracked an asteroid, and calculated that it would hit the Earth in 2080, 65 years from now — not with certainty, but with, say, 10 percent probability. Would we relax, saying that this is a problem that can be set aside for 50 years, since people will by then be richer, and it may turn out that it misses the Earth anyway? I do not think we would. There would surely be a consensus that we should start straight away and do our damndest to find ways to deflect it, or mitigate its effects.

Why do our governments, in contrast, respond with torpor to the climate threat? It’s because concerns about future generations (and about people in poorer parts of the world) tend to slip down the agenda. And of course because the hardest challenges get parked in the “too-difficult box” rather than reacted to. The task of weaning the world away from dependence on fossil fuels is indeed a daunting one. I’m rather pessimistic about “top-down” attempts to constrain emissions, like the UN conference in Paris this year. It’s far more realistic to push forward with new technologies so that they can compete economically with fossil fuels.

The impediment to “decarbonizing” our economy is that renewable energy is still expensive to generate. Moreover, power from the sun and wind is intermittent so we need cheap ways to store it on a large scale. Fortunately, technology in solar energy and batteries is proceeding apace. A climate of conspiracy

David Runciman writes: What is it about climate change that makes it such fertile ground for conspiracy theory? There are two possible answers. One is that we live in a conspiracy-minded age, fuelled by social media, in which any hot-button issue is liable to be hijacked by accusations and counter-accusations about the dark forces at work, pulling the strings. On this account, climate conspiracism is just a reflection of our increasing propensity towards paranoid name-calling in the name of political debate (just take the Labour leadership contest). But the other possibility is that there is something distinctive about the politics of climate change that makes it particularly vulnerable to charges of conspiracy. The truth is that it’s a mixture of the two.

We need to be careful about assuming that there is more conspiracy theory around now than ever before, notwithstanding its greater visibility online. Research in the US indicates that the tendency to believe in conspiracy theories has been fairly constant over the past hundred-plus years. The overall volume of conspiracy theory doesn’t much vary, only its target: when a Democrat is in the White House, conspiracy theories focus on the hidden influence of foreign powers (Obama is really a Muslim, etc.); when it’s a Republican, they focus on the hidden influence of Wall Street.

But there have been periods of heightened mistrust in government during which conspiracy theory tends to get more ecumenical. One was the 1890s, when a global depression produced widespread suspicion of ‘moneyed’ interests on both sides of the political divide; another was the 1950s, when fear of communist infiltration cut across party lines. We are almost certainly living through another such period now. Since the financial crisis, mistrust of established institutions has spread across the political spectrum. What the Tea Party and Occupy movements have in common is that they don’t accept the official version of events any more. [Continue reading…]
