Paul Pillar writes: The stated rationale for the United States casting on Tuesday one of the very lonely votes it sometimes casts at the United Nations General Assembly, on matters on which almost the entire world sees things differently, warrants some reflection. The resolution in question this time endorsed the creation of a nuclear weapons-free zone in the Middle East and called on Israel to join the Nuclear Nonproliferation Treaty, to renounce any possession of nuclear weapons, and to put its nuclear facilities under the safeguards of the International Atomic Energy Agency. A nuclear weapons-free Middle East and universal adherence to the nonproliferation treaty are supposedly U.S. policy objectives, and have been for many years. So why did the United States oppose the resolution? According to the U.S. representative’s statement in earlier debate, the resolution “fails to meet the fundamental tests of fairness and balance. It confines itself to expressions of concern about the activities of a single country.”
You know something doesn’t wash when the contrary views are as overwhelmingly held as on this matter. The resolution passed on a vote of 161-5. Joining Israel and the United States as “no” votes were Canada (maybe the Harper government was thinking of the Keystone XL pipeline issue being in the balance?) and the Pacific powers of Micronesia and Palau. The latter two habitually cast their UN votes to stay in the good graces of the United States; they have been among the few abstainers on the even more lopsided votes in the General Assembly each year calling for an end to the U.S. embargo of Cuba.
An obvious problem with the United States complaining about a resolution on a topic such as this being an expression of concern about the activities of only a single country is that the United States has been in front in pushing for United Nations resolutions about the nuclear activities of a single country, only just not about the particular country involved this time. The inconsistency is glaring. Iran has been the single-country focus of several U.S.-backed resolutions on nuclear matters — resolutions in the Security Council that have been the basis for international sanctions against Iran. Iran to limit centrifuge R&D under extension
Laura Rozen reports: Iran will limit research and development on its advanced centrifuges, grant the IAEA expanded access to its centrifuge facilities and convert half its stocks of 20% oxide into fuel for a research reactor under the terms of a seven-month extension on an interim nuclear deal reached with six world powers in Vienna last week.
The terms of the extension were shared with Al-Monitor by a source briefed by the negotiating teams. In return for the steps Iran will take, the five permanent members of the UN Security Council plus Germany (P5+1) have agreed to continue providing Iran $700 million in its oil sale proceeds per month, amounting to almost $5 billion total through June 30, as well as to continue suspending certain sanctions including on petrochemical exports, trade in precious metals and auto parts. Iran and the P5+1 announced Nov. 24 that they would try to reach a political agreement for the final nuclear deal within four months, with the additional three months of the extension to be used to complete drafting of the technical and implementation details.

Iran’s supreme leader dismisses Western pressure on nuclear issue
The New York Times reports: Iran’s supreme leader, Ayatollah Ali Khamenei, said on Tuesday that the West had failed to bring Iran “to its knees” over its nuclear program.
Meeting with Muslim clerics in Tehran, the Iranian capital, Mr. Khamenei dismissed the diplomatic and economic pressure that world powers have brought to bear on his country over its nuclear ambitions. He spoke the day after a deadline for concluding an agreement was extended for seven months.
“In the nuclear issue, America and colonial European countries got together and did their best to bring the Islamic Republic to its knees, but they could not do so — and they will not be able to do so,” Mr. Khamenei’s personal website quoted him as saying. [Continue reading…]
Will politics kill a deal on Iran?
The deadline for Iran nuclear talks has now been extended by seven months. Yesterday, Joseph Cirincione wrote:
If it were left to the negotiators, we would have a deal already. Those close to the talks say that they have crafted technical solutions that can prevent Iran from using its program to build a bomb and verify any attempt to cheat.
The track record is encouraging. Iran has fully complied with the interim agreement negotiated last November. For the first time in a decade, progress on the program has been halted and even reversed. Iran has stopped enriching uranium over 5 percent and eliminated the stockpile of 20 percent enriched uranium that Israeli Prime Minister Benjamin Netanyahu warned 2 years ago could give Iran the core material for a bomb within “weeks.”
Iran is further away from a bomb today than before this interim deal. The nuclear sites are under unprecedented inspections. Some issues of compliance have arisen, but have been resolved. A comprehensive agreement could provide verifiable assurance that Iran’s program remains non-military, and impose intrusive inspections to provide substantial warning of cheating, break-out or “sneak-out.”

Iran will do a deal with the West — but only if there’s no loss of dignity
Hooman Majd writes: Iran and what we would once have called the great powers – the five permanent members of the UN security council plus Germany – have been engaged in negotiations over the Iranian nuclear programme for well over a decade now. At times the US has been directly involved, and at other less friendly times, indirectly – but never in the years since, to great alarm if not outright panic, the world discovered that Iran possessed a nuclear programme have we been as close to resolving its fate as we are now.
The reasons are myriad; certainly primary among them is the election of a pragmatist US president in 2008, one who, unlike his we-don’t-talk-to-evil predecessor, promised to engage directly with Iran on its nuclear program as well as on other issues of contention between the two countries, and the election of an Iranian president in 2013 who, unlike his predecessor, promised to pursue a “win-win” solution to the crisis. There are other reasons long debated in foreign policy circles. None of them, however, correctly stated or not, are important now.
What is important is to recognise that with only days left to reach a comprehensive agreement – one that would satisfy the minimum requirements of the US and Iran (and the truth is that it is only theirs that matter, despite the presence of other powers at the table) – there may not be another opportunity for a generation. America’s decrepit nuclear arsenal
The New York Times reports: The Pentagon will have to spend billions of dollars over the next five years to make emergency fixes to its nuclear weapons infrastructure, Defense Secretary Chuck Hagel will announce on Friday, after two separate Pentagon studies concluded that there are “systemic problems across the nuclear enterprise,” according to senior defense officials.
The reports are a searing indictment of how the Air Force’s and Navy’s aging nuclear weapons facilities, silos and submarine fleet have been allowed to decay since the end of the Cold War. A broad review was begun after academic cheating scandals and the dismissal of top officers for misbehavior, but it uncovered far more serious problems.
For example, while inspectors obsessed over whether every checklist and review of individual medical records was completed, they ignored huge problems, including aging blast doors over 60-year-old silos that would not seal shut and, in one case, the discovery that the crews that maintain the nation’s 450 intercontinental ballistic missiles had only a single wrench that could attach the nuclear warheads.
“They started FedExing the one tool” to three bases spread across the country, one official familiar with the contents of the reports said Thursday. No one had checked in years “to see if new tools were being made,” the official said. This was one of many maintenance problems that had “been around so long that no one reported them anymore.”
Senior officials said they were trying to determine how much the emergency repairs would cost. “It will be billions” over the next five years, one official said, “but not $20 or $30 billion.”
That is in addition to tens of billions of dollars that the Obama administration has already designated to upgrade nuclear laboratories and extend the lives of aging warheads. The huge investment has been hard to explain for an administration that came to office talking about a path to eliminating nuclear weapons around the globe, though President Obama has also pledged to make the country’s nuclear arsenal as safe and reliable as possible. U.S., Iran relations move to détente
The Wall Street Journal reports: The Obama administration and Iran, engaged in direct nuclear negotiations and facing a common threat from Islamic State militants, have moved into an effective state of détente over the past year, according to senior U.S. and Arab officials.
The shift could drastically alter the balance of power in the region, and risks alienating key U.S. allies such as Saudi Arabia and United Arab Emirates who are central to the coalition fighting Islamic State. Sunni Arab leaders view the threat posed by Shiite Iran as equal to or greater than that posed by the Sunni radical group Islamic State, also known as ISIS or ISIL.
Israel contends the U.S. has weakened the terms of its negotiations with Iran and played down Tehran’s destabilizing role in the region.
Over the past decade, Washington and Tehran have engaged in fierce battles for influence and power in Iraq, Syria, Lebanon and Afghanistan fueled by the U.S. overthrow of Iraqi strongman Saddam Hussein and the Arab Spring revolutions that began in late 2010. U.S. officials still say the option of military action remains on the table to thwart Iran’s nuclear program.
But recent months have ushered in a change as the two countries have grown into alignment on a spectrum of causes, chief among them promoting peaceful political transitions in Baghdad and Kabul and pursuing military operations against Islamic State fighters in Iraq and Syria, according to these officials.
The Obama administration also has markedly softened its confrontational stance toward Iran’s most important nonstate allies, the Palestinian militant group Hamas and the Lebanese militant and political organization, Hezbollah. American diplomats, including Secretary of State John Kerry , negotiated with Hamas leaders through Turkish and Qatari intermediaries during cease-fire talks in July that were aimed at ending the Palestinian group’s rocket attacks on Israel, according to senior U.S. officials.
U.S. intelligence agencies have repeatedly tipped off Lebanese law-enforcement bodies close to Hezbollah about threats posed to Beirut’s government by Sunni extremist groups, including al Qaeda and its affiliate Nusra Front in Syria, Lebanese and U.S. officials said. [Continue reading…]
How congressional hawks plan to kill Obama’s Iran deal
Trita Parsi writes: Negotiations with Iran over the future of its nuclear program have not even concluded yet some members of Congress are preparing to manufacture a political crisis over a deal. Their beef? President Barack Obama may initially bypass Congress and suspend sanctions imposed on Iran to make a deal possible and only later ask lawmakers to end them permanently when it is determined that Iran has complied fully with its obligations under the deal.
Of course, many of the lawmakers complaining about the potential presidential end run voted to give him the right to waive sanctions when they passed sanctions legislation in 2010 and 2011. And, of course, only Congress can lift the sanctions permanently, so there wouldn’t be any circumventing to begin with.
So what’s really going on?
It’s very simple: If you prefer war with Iran over a deal with Iran – even one that would prevent it from building a bomb — your best and possibly last opportunity to kill the deal is immediately after the nuclear talks have concluded. That’s when distrust of Iran’s intentions will remain pervasive and when its commitment to carry out its side of the deal will still have to be demonstrated. Obama sees an Iran deal that could avoid Congress
The New York Time reports: No one knows if the Obama administration will manage in the next five weeks to strike what many in the White House consider the most important foreign policy deal of his presidency: an accord with Iran that would forestall its ability to make a nuclear weapon. But the White House has made one significant decision: If agreement is reached, President Obama will do everything in his power to avoid letting Congress vote on it.
Even while negotiators argue over the number of centrifuges Iran would be allowed to spin and where inspectors could roam, the Iranians have signaled that they would accept, at least temporarily, a “suspension” of the stringent sanctions that have drastically cut their oil revenues and terminated their banking relationships with the West, according to American and Iranian officials. The Treasury Department, in a detailed study it declined to make public, has concluded Mr. Obama has the authority to suspend the vast majority of those sanctions without seeking a vote by Congress, officials say.
But Mr. Obama cannot permanently terminate those sanctions. Only Congress can take that step. And even if Democrats held on to the Senate next month, Mr. Obama’s advisers have concluded they would probably lose such a vote. [Continue reading…]
Netanyahu finds himself increasingly alone on Iran
Dimi Reider writes: For Israeli Prime Minister Benjamin Netanyahu, Iran and the Islamic State, also known as ISIS, are essentially the same thing.
During a diatribe against Iran in his United Nations speech on Monday, Netanyahu asked: “Would you let ISIS enrich uranium? Would you let ISIS build a heavy water reactor? Would you let ISIS develop intercontinental ballistic missiles? Of course you wouldn’t.”
It was almost as if Netanyahu views Iran and ISIS as interchangeable. But the rest of the world doesn’t see it that way — least of all the United States, which is making a crucial last push for a comprehensive agreement with Iran on its nuclear program, even as it musters an international coalition to fight the Islamic State.
In insisting that Iran and ISIS are essentially the same enemy, Netanyahu broadcast his isolation among world leaders and underscored the jadedness of the idea that he has championed for most of his political career: the imminence of an Iranian nuclear bomb and the apocalyptic threat it would pose to the free world.
After all these years, Netanyahu still calls for every nook and cranny of Iran’s nuclear program to be demolished by military force, though preferably not Israel’s alone.

Iran, the thinkable American ally
Roger Cohen writes: The interim agreement with Iran, reached in November 2013, has had many merits. Iran has respected its commitments, including a reduction of its stockpiles of enriched uranium and a curbing of production. The deal has brought a thaw in relations between the United States and Tehran; once impossible meetings between senior officials are now near routine.
The rapid spread over the past year of the Sunni jihadist movement that calls itself Islamic State has underscored the importance of these nascent bilateral relations: ISIS is a barbarous, shared enemy whose rollback becomes immeasurably more challenging in the absence of American-Iranian understanding. Allies need not be friends, as the Soviet role in defeating Hitler demonstrated. President Obama’s war against ISIS makes war with Iran more unthinkable than ever. Absent a “comprehensive solution that would ensure Iran’s nuclear program will be exclusively peaceful,” in the words of last year’s accord, the drumbeat for such a war would almost certainly resume. From Jerusalem to Washington countless drummers are ready.
It is critical that this doable deal get done, the naysayers be frustrated, and a rancorous American-Iranian bust-up not be added to the ambient mayhem in the Middle East. The Islamic Republic, 35 years after the revolution, is — like it or not — a serious and stable power in an unstable region. Its highly educated population is pro-Western. Its actions and interests are often opposed to the United States and America’s allies, and its human rights record is appalling, but then that is true of several countries with which Washington does business. Israel’s worst-kept secret
Douglas Birch and R. Jeffrey Smith write: Israel has a substantial arsenal of nuclear weapons.
Former CIA Director Robert Gates said so during his 2006 Senate confirmation hearings for secretary of defense, when he noted—while serving as a university president—that Iran is surrounded by “powers with nuclear weapons,” including “the Israelis to the west.” Former President Jimmy Carter said so in 2008 and again this year, in interviews and speeches in which he pegged the number of Israel’s nuclear warheads at 150 to around 300.
But due to a quirk of federal secrecy rules, such remarks generally cannot be made even now by those who work for the U.S. government and hold active security clearances. In fact, U.S. officials, even those on Capitol Hill, are routinely admonished not to mention the existence of an Israeli nuclear arsenal and occasionally punished when they do so.
The policy of never publicly confirming what a scholar once called one of the world’s “worst-kept secrets” dates from a political deal between the United States and Israel in the late 1960s. Its consequence has been to help Israel maintain a distinctive military posture in the Middle East while avoiding the scrutiny—and occasional disapprobation—applied to the world’s eight acknowledged nuclear powers.
But the U.S. policy of shielding the Israeli program has recently provoked new controversy, partly because of allegations that it played a role in the censure of a well-known national-laboratory arms researcher in July, after he published an article in which he acknowledged that Israel has nuclear arms. Some scholars and experts are also complaining that the government’s lack of candor is complicating its high-profile campaign to block the development of nuclear arms in Iran, as well as U.S.-led planning for a potential treaty prohibiting nuclear arms anywhere in the region. Iran will join fight against ISIS if West lifts sanctions
AFP reports: Iran is ready to join international action against jihadists in Iraq provided the West lifts crippling sanctions, Foreign Minister Mohammad Javad Zarif said on Thursday.
His comments followed a call by French Foreign Minister Laurent Fabius on Wednesday for all countries in the region, including Iran, to join the fight against Islamic State (IS) fighters who have seized swathes of Iraq as well as neighbouring Syria.
“If we agree to do something in Iraq, the other side of the negotiations should do something in return,” the official IRNA news agency quoted Zarif as saying.
“All the sanctions that are related to Iran’s nuclear programme should be lifted,” he said.
It is the first time that Iran has explicitly linked its readiness to work with the West in Iraq with a lifting of the crippling EU and US sanctions imposed over its nuclear programme. [Continue reading…]
Noam Chomsky: Why national security has nothing to do with security
Think of it as the true end of the beginning. Last week, Theodore “Dutch” Van Kirk, the final member of the 12-man crew of the Enola Gay, the plane (named after its pilot’s supportive mother) that dropped the atomic bomb on Hiroshima, died at age 93. When that first A-bomb left its bomb bay at 8:15 on the morning of August 6, 1945, and began its descent toward its target, the Aioli (“Live Together”) Bridge, it was inscribed with a series of American messages, some obscene, including “Greetings to the Emperor from the men of the Indianapolis.” (That ship had delivered to the Pacific island of Tinian parts of the very bomb that would turn Hiroshima into an inferno of smoke and fire — “that awful cloud,” Paul Tibbetts, Jr., the Enola Gay’s pilot, would call it — and afterward was torpedoed by a Japanese submarine with the loss of hundreds of sailors.)
The bomb, dubbed Little Boy, that had gestated in the belly of the Enola Gay represented not only the near endpoint of a bitter global war of almost unimaginable destruction, but the birthing of something new. The way for its use had been paved by an evolution in warfare: the increasing targeting of civilian populations from the air (something that can be seen again today in the carnage of Gaza). The history of that grim development extends from German airship bombings of London (1915) by way of Guernica (1937), Shanghai (1937), and Coventry (1940), to the fire bombings of Dresden (1945) and Tokyo (1945) in the last year of World War II. It even had an evolutionary history in the human imagination, where for decades writers (among others) had dreamed of the unparalleled release of previously unknown forms of energy for military purposes.
On August 7, 1945, a previous age was ending and a new one was dawning. In the nuclear era, city-busting weapons would be a dime a dozen and would spread from the superpowers to many other countries, including Great Britain, China, India, Pakistan, North Korea, and Israel. Targeted by the planet’s major nuclear arsenals would be the civilian inhabitants not just of single cities but of scores and scores of cities, even of the planet itself. On August 6th, 70 years ago, the possibility of the apocalypse passed out of the hands of God or the gods and into human hands, which meant a new kind of history had begun whose endpoint is unknowable, though we do know that even a “modest” exchange of nuclear weapons between India and Pakistan would not only devastate South Asia, but thanks to the phenomenon of nuclear winter also cause widespread famine on a planetary scale.
In other words, 70 years later, the apocalypse is us. Yet in the United States, the only nuclear bomb you’re likely to read about is Iran’s (even though that country possesses no such weapon). For a serious discussion of the U.S. nuclear arsenal, those more than 4,800 increasingly ill-kept weapons that could incinerate several Earth-sized planets, you need to look not to the country’s major newspapers or news programs but to comic John Oliver — or TomDispatch regular Noam Chomsky. By Noam ChomskyIf some extraterrestrial species were compiling a history of Homo sapiens, they might well break their calendar into two eras: BNW (before nuclear weapons) and NWE (the nuclear weapons era). The latter era, of course, opened on August 6, 1945, the first day of the countdown to what may be the inglorious end of this strange species, which attained the intelligence to discover the effective means to destroy itself, but — so the evidence suggests — not the moral and intellectual capacity to control its worst instincts.
Day one of the NWE was marked by the “success” of Little Boy, a simple atomic bomb. On day four, Nagasaki experienced the technological triumph of Fat Man, a more sophisticated design. Five days later came what the official Air Force history calls the “grand finale,” a 1,000-plane raid — no mean logistical achievement — attacking Japan’s cities and killing many thousands of people, with leaflets falling among the bombs reading “Japan has surrendered.” Truman announced that surrender before the last B-29 returned to its base.
Those were the auspicious opening days of the NWE. As we now enter its 70th year, we should be contemplating with wonder that we have survived. We can only guess how many years remain.
IAEA statement on seized nuclear material in Iraq
Following reports that ISIS seized nuclear material used for scientific research at Mosul University, the IAEA issued the following statement:
The IAEA is aware of the notification from Iraq and is in contact to seek further details. On the basis of the initial information we believe the material involved is low-grade and would not present a significant safety, security or nuclear proliferation risk. Nevertheless, any loss of regulatory control over nuclear and other radioactive materials is a cause for concern.
Mossad chief: Palestinian conflict top threat to Israel’s security, not Iran
Haaretz reports: The biggest threat to Israel’s security is the conflict with the Palestinians and not Iran’s nuclear program, Mossad chief Tamir Pardo said Thursday at a meeting at a private home attended by 30 businesspeople.
According to a person present during the 90-minute talk, Pardo dealt largely with the organizational changes he had made at the Mossad, as well as management policies at the spy agency. But during the question-and-answer period, participants asked him to assess the greatest threats facing Israel.
Pardo said, according to the source, that the major threat to Israel is the conflict with the Palestinians. When some of the participants asked him to repeat what he said, he answered: “Yes, the biggest threat is the Palestinian issue.”
Someone asked whether the Iranian nuclear threat was the second largest threat. Pardo surprised his audience by saying Iran might produce or purchase a nuclear weapon in the future, but he wouldn’t “recommend rushing to obtain a foreign passport.”
One person noted that Pardo’s words suggested he did not share the urgency in speeches by Prime Minister Benjamin Netanyahu on Tehran’s nuclear program. It was clear that Pardo did not consider this issue a significant threat, let alone an existential one.
Pardo listed the threats facing Israel, including a takeover of parts of Iraq by the Islamic State organization and its threats to neighboring Jordan under King Abdullah.
“This is a worrisome problem for Israel,” Pardo said. “This organization is here to stay. They embrace the public like [Israeli ultra-Orthodox party] Shas does, with a welfare and education system. They espouse murder for its own sake. Hamas is a lightweight organization by comparison.” [Continue reading…]
Let’s make a nuclear deal with Iran
Alireza Nader writes: The November 2013 Joint Plan of Action (JPOA) agreement among Iran and the P5+1 (United States, UK, France, Russia, China, and Germany) commenced a six-month negotiation schedule designed to reach a final and hopefully lasting deal. Many of the trends since then have been positive: JPOA froze Iran’s nuclear activities for limited sanctions relief and negotiations have continued apace. Both the Obama administration and the newly elected government of President Hassan Rouhani genuinely want a deal. But recent reports also indicate major divisions between Iran and the P5+1. Simply put, Iran appears eager to maintain much of its nuclear infrastructure while offering greater “transparency,” while the United States wants a serious roll back of Iran’s uranium-enrichment program. While most observers expected bumps in the road, the latest disagreements could be the most significant disagreements that have arisen since JPOA was signed. But how serious are these disagreements? Is the Iranian government becoming more recalcitrant, or is it just driving a hard bargain?
If anyone could negotiate a way out of Iran’s nuclear impasse, it is Hassan Rouhani. While part and parcel of the political establishment, Rouhani is urbane, pragmatic and arguably Iran’s top expert on nuclear negotiations, having served as Tehran’s top nuclear negotiator from 2003 to 2005.
Rouhani’s goal of improving Iran’s economy converges with Obama’s desire to stop and roll back Iran’s nuclear program. While the two may want a real improvement in bilateral relations, they are realistic enough to know that domestic constraints (Congress, Iranian conservatives) and real world differences (Iran’s opposition to Israel and support for the Syrian regime, Israeli and Saudi suspicions of Iran) may preclude a major rapprochement between the two nations. How rising seas could sink nuclear plants on U.S. East Coast
Shane Shifflett and Kate Sheppard write: In 2011, a tsunami sent waves as high as 49 feet crashing over the seawalls surrounding the Fukushima Daiichi Nuclear Power Plant in Japan, causing meltdowns at three of the plant’s reactors. After that incident, the United States Nuclear Regulatory Commission (NRC) ordered nuclear facilities in the U.S. to review and update their plans for addressing extreme seismic activity and potential flooding from other events, such as sea level rise and storm surges. Those plans aren’t due until March 2015, which means that many plants have yet to even lay out their their potential vulnerabilities, let alone address them.
During the 1970s and 1980s, when many nuclear reactors were first built, most operators estimated that seas would rise at a slow, constant rate. That is, if the oceans rose a fraction of an inch one year, they could be expected to rise by the same amount the next year and every year in the future.
But the seas are now rising much faster than they did in the past, largely due to climate change, which accelerates thermal expansion and melts glaciers and ice caps. Sea levels rose an average of 8 inches between 1880 and 2009, or about 0.06 inches per year. But in the last 20 years, sea levels have risen an average of 0.13 inches per year — about twice as fast.
And it’s only getting worse. The National Oceanic and Atmospheric Administration (NOAA) has laid out four different projections for estimated sea level rise by 2100. Even the agency’s best-case scenario assumes that sea levels will rise at least 8.4 inches by the end of this century. NOAA’s worst-case scenario, meanwhile, predicts that the oceans will rise nearly 7 feet in the next 86 years.
But most nuclear power facilities were built well before scientists understood just how high sea levels might rise in the future. And for power plants, the most serious threat is likely to come from surges during storms. Higher sea levels mean that flooding will travel farther inland, creating potential hazards in areas that may have previously been considered safe. During Superstorm Sandy, for example, flooding threatened the water intake systems at the Oyster Creek and Salem nuclear power plants in New Jersey. As a safety precaution, both plants were powered down. But even when a plant is not operating, the spent fuel stored on-site, typically uranium, will continue to emit heat and must be cooled using equipment that relies on the plant’s own power. Flooding can cause a loss of power, and in serious conditions it can damage backup generators.
