OPINION: General Petraeus wins a battle in Washington — if not in Baghdad

Sycophant savior

After the attacks of Sept. 11, 2001, to sustained bipartisan applause, President Bush committed the United States to an open-ended global war on terror. Having made that fundamental decision, the president and Congress sent American soldiers off to fight that war while urging the American people to distract themselves with other pursuits. The American people have done as they were asked.

The result, six years later, is a massive and growing gap between the resources required to sustain that global war, in Iraq and elsewhere, and the resources actually available to do so. President Bush, with the Joint Chiefs of Staff serving as enablers, has papered over that gap by sending soldiers back for a third or fourth combat tour and, most recently, by extending the length of those tours. In a country with a population that exceeds 300 million, one-half of one percent of our fellow citizens bear the burden of this global war. The other 99.5 percent of us have decided to chill out.

The president has made no serious effort to mobilize the wherewithal that his wars in Iraq and Afghanistan require. The Congress, liberal Democrats voting aye, has made itself complicit in this shameful policy by obligingly appropriating whatever sums of money the president has requested, all, of course, in the name of “supporting the troops.”

Petraeus has now given this charade a further lease on life. In effect, he is allowing the president and the Congress to continue dodging the main issue, which comes down to this: if the civilian leadership wants to wage a global war on terror and if that war entails pacifying Iraq, then let’s get serious about providing what’s needed to complete the mission—starting with lots more soldiers. Rather than curtailing the ostensibly successful surge, Petraeus should broaden and deepen it. That means sending more troops to Iraq, not bringing them home. And that probably implies doubling or tripling the size of the United States Army on a crash basis.

If the civilian leadership is unwilling to provide what’s needed, then all of the talk about waging a global war on terror—talk heard not only from the president but from most of those jockeying to replace him—amounts to so much hot air. Critics who think the concept of the global war on terror is fundamentally flawed will see this as a positive development. Once we recognize the global war on terror for the fraudulent enterprise that it has become, then we can get serious about designing a strategy to address the threat that we actually face, which is not terrorism but violent Islamic radicalism. The antidote to Islamic radicalism, if there is one, won’t involve invading and occupying places like Iraq. [complete article]

NEWS: Tribal members join in effort to assist U.S., Iraqi forces

30,000 volunteers to serve with police and military units

More than 30,000 tribal members in Iraq have come forward to work with U.S. and Iraqi forces over the past six months, a phenomenon that is spreading beyond Anbar province to Baghdad and other regions of the country, according to U.S. commanders.

The Iraqi government, at the urging of U.S. authorities, this month ordered Iraqi army and police units to integrate the volunteers into their operations. “That is huge. This gives them the approval that we are looking for,” said Brig. Gen. John F. Campbell, deputy commander of the U.S. military in Baghdad.

However, questions remain over whether alliances with fractious tribal sheiks will hold, whether they can improve security in mixed-sectarian areas such as Diyala province and Baghdad, and whether they will promote stability and national reconciliation or spur Iraq’s fragmentation by proliferating armed groups. Making a killing

Four days after being grounded, Blackwater was back on Iraqi streets. After all, Blackwater is not just any security company in Iraq; it is the leading mercenary company of the US occupation. It first took on this role in the summer of 2003, after receiving a $27 million no-bid contract to provide security for Ambassador Paul Bremer, the original head of the Coalition Provisional Authority. Since then, it has kept every subsequent US Ambassador, from John Negroponte to Ryan Crocker, alive. It protects Secretary of State Condoleezza Rice when she visits the country, as well as Congressional delegations. Since its original Iraq contract, Blackwater has won more than $700 million in “diplomatic security” contracts through the State Department alone.

The company’s domestic political clout has been key to its success. It is owned by Erik Prince, a reclusive right-wing evangelical Christian who has served as a major bankroller of the campaigns of George W. Bush and his allies. Among the company’s senior executives are former CIA official J. Cofer Black, who once oversaw the extraordinary-rendition program and led the post-9/11 hunt for Osama bin Laden (and who currently serves as GOP presidential hopeful Mitt Romney’s top counterterrorism adviser), and Joseph Schmitz, the Pentagon Inspector General under Donald Rumsfeld.

So embedded is Blackwater in the US apparatus in Iraq that the incident in Nisour Square has sparked a crisis for the occupation that is both practical and political. Now that Blackwater’s name is known (and hated) throughout Iraq, the bodyguards themselves are likely to become targets of resistance attacks, perhaps even more so than the officials they are tasked with keeping alive. This will make their work much more difficult. But beyond such security issues are more substantive political ones, as Blackwater’s continued presence on Iraqi streets days after Maliki called for its expulsion serves as a potent symbol of the utter lack of Iraqi sovereignty. NEWS: In Kirkuk, security comes first

Security may trump ethnicity in Kirkuk

A staunch Arab nationalist, Ismail Hadidi once dreaded the possibility that his ethnically diverse city would be swallowed up by the neighboring semiautonomous Kurdish region and cut off from the Baghdad government.

But the provincial councilman is also a practical man. And when he compares the chaos and violence in the Iraqi capital with the prosperity and peace next door in the three-province Kurdistan Regional Government area, teaming up with the Kurds doesn’t seem like such a bad idea. He’s even considering buying some property in the Kurdish enclave.

“The people of Kirkuk were afraid of this,” said Hadidi, a Sunni Arab tribal leader. “But given the situation, I believe most people will move toward being part of Kurdistan, because what the people want above all is security.” [complete article]

NEWS: Blackwater’s role in boosting violence

Blackwater ‘mistakes’ led to surge of Iraqi violence

Blackwater, one of the largest American security firms in Iraq, has come under criticism in the US for its role in a 2004 ambush in Fallujah that left four of its staff killed and the region in deadly chaos.

A House of Representatives report outlined the “unprepared and disorderly” build-up to the incident on 31 March, 2004, resulting in the employees – who were escorting a convoy – being executed and having their charred bodies hung from a bridge.

The disturbing attack was seen as a turning point for US public opinion after images of the charred bodies were shown around the world by the media. A few days later, the US military launched a major offensive in Fallujah, leading to one of the bloodiest periods since the 2003 invasion. [complete article]

Senate backs separating Iraq into 3 regions

Implicitly criticizing the Bush administration’s reliance on the Iraqi central government to unify the country, the U.S. Senate on Wednesday overwhelmingly endorsed the decentralization of Iraq into semi-autonomous regions.

The nonbinding measure sponsored by Sen. Joseph R. Biden Jr. (D-Del.) — which supports a “federal system” that would divide Iraq into sectarian-dominated regions — won unusually broad bipartisan support, passing 75 to 23. [complete article]

The U.S. Senate votes to partition Iraq. Softly

All in all the Biden amendment serves as an alarming but useful numerical indication of the level of support for an “ethnic” approach to Iraqi politics in the US Senate. It does not bode well for the future that the challengers to President Bush seem to converge on a scheme that would be even more unpalatable to the Muslim world than Washington’s current policy. True, Bush invaded Iraq, and Paul Bremer weakened it severely. There are worrying signs that some in the State Department, like Ryan Crocker, are already indistinguishable from Biden by tirelessly “encouraging” Sunnis to think in terms of federalism. But if his partition plans were implemented, Joe Biden would be remembered by Muslims and Arabs around the world in an altogether different way. He would be considered alongside other historical personalities who routinely are being accused by Middle Easterners for having destroyed their region completely: Arthur Balfour, Mark Sykes and Francois Georges-Picot. Iraq’s partition fantasy

…if the pundits who urge partition had bothered to check what actually happened when centrifugal forces were pushed to the maximum in the south of Iraq in the 1920s, they would have seen that regionalism, not sectarianism, has historically been the main competitor to Iraqi nationalism south of Baghdad – and a feeble one at that.

The idea of tripartite break-up, on the other hand finds little resonance in Iraqi history. In testimony to their sublime artificiality, contemporary partitionist misnomers like “Shi’istan” and “Sunnistan” are altogether absent from the historical record; like much of the pro-partition advocacy they exist solely in the minds of outsiders who base their entire argument on far-fetched parallels to European political experiences. Editor’s Comment — In a recent interview, Iraq expert, Toby Dodge, was particularly blunt in dismissing the Biden plan. “The idea that we have three neat communities is sociologically and politically illiterate. It has deliberately ignored the sociological complexities of Iraq in order to get a neat policy prescription that allows America to get out of Iraq. That is dangerous and reckless, and it isn’t the solution.”

OPINION: America’s moral bankruptcy

Refugees? What refugees?

In January, Sweden admitted 1,500 Iraqis, compared to 15 that entered the United States. In April, the respective numbers were 1,421 and 1; in May, 1,367 and 1; and in August 1,469 and 529.

True, the Iraqis in Sweden are asylum-seekers, whereas those reaching these shores have refugee status conferred by the U.N. High Commissioner for Refugees. But the numbers — representing the bulk of the Iraqis getting into a country of nine million and another of 300 million — are no less of an indictment for that.

When Tobias Billstrom, the migration minister, says, “Yes, of course the United States should do more,” you can feel his indignation about to erupt like milk boiling over. He notes that given the huge population difference, Sweden’s intake of Iraqis “is the equivalent of the U.S. taking in about 500,000 refugees.”

Of all the Iraq war scandals, America’s failure to do more for refugees, including thousands who put their lives at risk for the U.S., stands out for its moral bankruptcy. Last time I checked, Sweden did not invade Iraq. Its generosity shames President Bush’s fear-infused nation. [complete article]

NEWS: Gates wants to leave at least 35,000 American troops in Iraq

U.S. needs ‘long-term presence’ in Iraq, Gates says

Defense Secretary Robert M. Gates told Congress on Wednesday that he envisioned keeping five combat brigades in Iraq as a “long-term presence.”

Mr. Gates told the Senate Appropriations Committee, “When I speak of a long-term presence, I’m thinking of a very modest U.S. presence with no permanent bases, where we can continue to go after Al Qaeda in Iraq and help the Iraqi forces.”

He added that “in my head” he envisioned a force as a quarter of the current combat brigades. [complete article]

OPINION: Getting out of Iraq

Leave the office furniture behind. It isn’t worth one soldier’s life

… we should aim to get our troops out safely, with their weapons intact. Weapons are important—we win more because of superior equipment than superior training or talent. That equipment is expensive, takes a long time to replace with our existing procurement system, and we might actually need it if we found ourselves in a war of necessity.

Second, we should forget about accomplishing anything else. If we couldn’t create a compliant Iraq with 150,000 troops, we won’t manage it with 50,000 or 20,000. Many of our presidential candidates—you can recognize them by the humps on their backs—are talking about retaining smaller numbers of troops in Iraq, hoping to achieve some political end or at least disguise defeat, but that pig won’t fly. Our forces are tremendously powerful (compared to the insurgents) and never lose battles, but leaving small residual forces in a fundamentally hostile country—a solid majority of non-Kurdish Iraqis now find attacks on coalition forces acceptable—is asking for trouble. The British tried that in Basra, and they took rocket and mortar fire every day while achieving nothing.

From this point of view, decisions about moving day become straightforward. For example, what should we do about the vast amount of non-combat materiel in Iraq? We’ve accumulated dentist chairs, chapel pews, swimming-pool filtration systems, office complexes, multimillion-dollar fitness centers, air-conditioners, refrigerators, prefab latrines, Coke machines, even 50-inch plasma TVs. We have stockpiles of 50-gallon oil drums full of battery acid, contaminated oil, and industrial solvents. We’re being told that it all has to be shipped home. I have a better idea: leave it all behind. I’m sure that the Army bureaucracy thinks that we’ve got to move these refrigerators, got to move these TV’s. They’re wrong. Maybe they fear that leaving a single vending machine behind means that they will have to personally answer to the Coca-Cola Company. [complete article]

Private security puts diplomats, military at odds

A confrontation between the U.S. military and the State Department is unfolding over the involvement of Blackwater USA in the shooting deaths of Iraqi civilians in a Baghdad square Sept. 16, bringing to the surface long-simmering tensions between the military and private security companies in Iraq, according to U.S. military and government officials.

In high-level meetings over the past several days, U.S. military officials have pressed State Department officials to assert more control over Blackwater, which operates under the department’s authority, said a U.S. government official with knowledge of the discussions. “The military is very sensitive to its relationship that they’ve built with the Iraqis being altered or even severely degraded by actions such as this event,” the official said.

“This is a nightmare,” said a senior U.S. military official. “We had guys who saw the aftermath, and it was very bad. This is going to hurt us badly. It may be worse than Abu Ghraib, and it comes at a time when we’re trying to have an impact for the long term.” [complete article]

FEATURE: Little relief in sight for millions of displaced Iraqis

No going back

The international response to the refugee crisis was extremely weak until recently, and it’s not at all clear that it is sufficient now. In June the International Organization for Migration, one of the main American NGOs, issued an appeal for $85 million over two years, but it has not received even half of that amount. The UN, for its part, has significantly expanded its presence in the region. Since 2006 United Nations High Commissioner on Refugees (UNHCR) increased its budget from $23 million to $123 million. UNHCR has also issued a common appeal with UNICEF to raise $129 million to fund education for refugees. Other UN agencies have become more active, including the World Food Program. The United States traditionally funds approximately 25 percent of UNHCR appeals across the world. In Iraq it is doing the same, responding to this crisis the way it would to any other. But this is not any other crisis. It is an American-made humanitarian catastrophe. And the presence or absence of U.S. troops committed to a military mission for however many months or years is irrelevant to that problem.

One explanation for why the international community has been slow to act is that is has been waiting for U.S. leadership. But for the U.S. to acknowledge the size and seriousness of the humanitarian disaster in Iraq would be to admit that the recent troop “surge” is not working. According to a senior UN official, “the U.S. government doesn’t want to admit there is a refugee problem because it is a sign of failure.” It would also mean acknowledging that a massive process of ethnic cleansing has taken place under the watch of the U.S.-backed government—indeed, that it has been perpetrated by the Iraqi government’s own security forces. Iraq’s Christian and Sabean minorities were decimated and have left for good. Baghdad, now cleansed and controlled by Shias, is irrevocably a Shia city, and its former Sunni-majority neighborhoods are ghost towns. [complete article]

New study: private security firms hurt U.S. mission in Iraq

A forthcoming study by private-military contractor expert P.W. Singer obtained by TPMmuckraker finds that Blackwater and other private security firms in Iraq are detrimental to U.S. counterinsurgency efforts.

Singer, author of the landmark book Corporate Warriors: The Rise of the Privatized Military Industry, goes beyond the current Blackwater imbroglio to criticize the entire system for security contracting in Iraq. He finds that even though private military firms represent a hindrance to counterinsurgency objectives, the privatization boom beginning in the 1980s has left the U.S. military functionally dependent on the companies for numerous combat operations and logistics tasks. Private military companies have become “the ultimate enabler” for military commitments, Singer writes in “Can’t Win With ‘Em, Can’t Go To War Without ‘Em: Private Military Contractors and Counter-Insurgency,” allowing a politically cost-free way for the U.S. to go to war in Iraq without a massive call-up of reserve forces. Blackwater inquiry blocked by State Dept., official says

The Democratic chairman of a House committee complained Tuesday that the State Department was blocking his panel’s efforts to investigate the private security firm Blackwater USA and its operations in Iraq.

The department described the situation as a “misunderstanding.”

In a letter to Secretary of State Condoleezza Rice, Rep. Henry A. Waxman of California, the chairman of the House Oversight Committee, wrote that the State Department had prevented Blackwater from cooperating.

“Blackwater has informed the committee that a State Department official directed Blackwater not to provide documents relevant to the committee’s investigation into the company’s activities in Iraq without the prior written approval of the State Department,” Mr. Waxman’s letter stated. The letter was made available to the news media on Tuesday. [complete article]

Sunni insurgents in new campaign to kill officials

Sunni Arab extremists have begun a systematic campaign to assassinate police chiefs, police officers, other Interior Ministry officials and tribal leaders throughout Iraq, staging at least 10 attacks in 48 hours.

Eight policemen have been killed, among them the police chief of Baquba, the largest city in Diyala Province. Two other police chiefs survived attacks, though one was left in critical condition, and about 30 police officers were wounded, according to reports from local security officers.

“We warned the government just a few days ago that there is a new plan by terrorist groups to target senior governmental officials, and particularly Interior Ministry officials,” said Maj. Gen. Hussein Kamal, the deputy interior minister for information and national investigations. The Interior Ministry is dominated by Shiites. [complete article]

OPINION: The age of irresponsibility

How Bush has created a moral vacuum in Iraq in which Americans can kill for free

Imagine a universe where a man can gun down women and children anytime he pleases, knowing he will never be brought to justice. A place where morality is null and void, and arbitrary killing is the rule. A place that has been imagined hitherto only in nightmarish dystopian fiction, like “1984,” or in fevered passages from Dostoevsky—or which existed during the Holocaust and Stalinist purges and the Dark Ages. Well, that universe exists today. It is called Iraq. And the man who made it possible is George W. Bush.

The moral vacuum of Iraq—where Blackwater USA guards can kill 10 or 20 Iraqis on a whim and never be prosecuted for it—did not happen by accident. It is yet another example of something the Bush administration could have prevented with the right measures but simply did not bother about as it rushed into invading and occupying another country. With America’s all-volunteer army under strain, the Pentagon and White House knew that regular military cannot be used for guarding civilians. As far back as 2003, then-defense secretary Donald Rumsfeld convened a task force under Undersecretary of Defense David Chu to consider new laws that might be needed to govern the privatization of war. Nothing was done about its recommendations. Then, two days before he left Iraq for good, L. Paul Bremer III, the Coalition Provisional Authority administrator, signed a blanket order immunizing all Americans, because, as one of his former top aides told me, “we wanted to make sure our military, civilians and contractors were protected from Iraqi law.” (No one worried about protecting the Iraqis from us; after all, we still thought of ourselves as the “liberators,” even though by then the worst abuses at Abu Ghraib and other places were known.) FEATURE: A desperate Washington is reaching out to Saddam’s henchmen

How George Bush became the new Saddam

If you look at recent polls, Shia support for partition runs around two per cent, while the majority, 56 per cent, support a strong centralized state. Some Shias in the south may want to create regional blocks, but this is more an expression of regional culture than sectarianism—they just don’t like Baghdad, the way western Canadians don’t like Ottawa. The Sunnis, for their part, want a unified, centrally controlled government because they view themselves as the country’s natural governing class. In fact, many Sunnis don’t view themselves as Sunni, just Iraqi. This is especially true in Baghdad, where every Sunni I know has a Shia parent or grandparent—until recently class was the primary division in Baghdad, not sect. The Sunnis think of themselves as Iraqi in the way that Torontonians think of themselves as Canadian, not English-Canadian—it’s the other guys who are hyphenated.

The much-repeated line that Iraq is a phony country made up by colonial powers is itself a myth. Indeed, I’m always amazed by the extent of Iraqi nationalism in Arab Iraq, a nationalism that coexists with sectarian suspicions but which is very real. The historian Reidar Visser has written extensively about this, especially the diverse Shia sense of being Iraqi, and the long history of Iraq as a governed unit. But it is too complex an argument to be put forward in the media, and blaming previous colonial governments is easy. As Visser points out, U.S. Democratic party supporters have found the argument for partition to be a convenient solution for a problem they have no clue how to solve, but which makes them sound less clueless and cruel than saying, “Forget the Iraqis, let’s leave.”

But foreign interference in Iraq has greatly exacerbated the divisiveness among the various groups, which were already suffering years of grinding dictatorship under which citizens and sect were played off against each other. The process that began during the Saddam era has now turned into civil war—with outside help. Early on, the American-controlled occupying government created a “Governing Council” organized on sectarian lines, with money being funnelled through various groups according to their “ethno-sectarian” divisions. This only increased existing divisions, and once an actual Iraqi government was elected it governed purely along sectarian lines.

Ironically, the recent American support for Sunni militias is itself a classic Balkan solution to an Iraqi problem. In 1994, the U.S. quietly helped to build up the Croatian army, allowing the Croats to sweep through Serb-held Krajina the following year, viciously cleansing it of the Serbs. The newly pumped-up Croats then acted as a counterbalance to Serbian power; this, in turn, brought Slobodan Milosevic to the table and led to the signing of the Dayton peace accord. Today, the Sunni tribes are the Croats, backed by the U.S. and presenting an increasing military threat to the Shia government, which at some point may have to rely on Iran to defend itself.

To call this “Yugoslav solution” a risky strategy in Iraq is an understatement. Once the Sunnis are free of their own civil war with al-Qaeda, and are no longer wasting their strength fighting U.S. forces, you will see the re-emergence of the same coalition of Sunnis that supported Saddam, but which is increasily allied with the U.S. military. And then? My guess is that there will be a series of well-orchestrated assassinations of Shia government officials, especially in the Interior Ministry, who are viewed as responsible for killing Sunnis and the ethnic cleansing of Baghdad. The U.S. will be unable to stop this, just as in the aftermath of the invasion it was unable to stop the Shia parties from hunting down and killing former Baathists. Nor will there be much incentive for the Americans to step in, since the Sunnis will also target anyone in the government or government-sponsored militias who have close ties to Iran. When Prime Minister Maliki says he’s reluctant to have the tribal militias gain too much power, he knows that the old Saddam cadres of Republican Guards and intelligence officers with a base among the tribal militias in Anbar will be coming into Baghdad for a little payback. It will be a proxy war against Iran, masked by warring sectarian militias. And this is just the kind of problem partitioning the country cannot solve. [complete article]

OPINION: Greenspan’s oil claim in context

How the Bush administration’s Iraqi oil grab went awry

Here is the sentence in The Age of Turbulence, the 531-page memoir of former Federal Reserve chief Alan Greenspan, that caused so much turbulence in Washington last week: “I am saddened that it is politically inconvenient to acknowledge what everyone knows: the Iraq war is largely about oil.” Honest and accurate, it had the resonance of the Bill Clinton’s election campaign mantra, “It’s the economy, stupid.” But, finding himself the target of a White House attack — an administration spokesman labeled his comment, “Georgetown cocktail party analysis” — Greenspan backtracked under cover of verbose elaboration. None of this, however, made an iota of difference to the facts on the ground.

Here is a prosecutor’s brief for the position that “the Iraq War is largely about oil”:

The primary evidence indicating that the Bush administration coveted Iraqi oil from the start comes from two diverse but impeccably reliable sources: Paul O’Neill, the Treasury Secretary (2001-2003) under President George W. Bush; and Falah Al Jibury, a well-connected Iraqi-American oil consultant, who had acted as President Ronald Reagan’s “back channel” to Iraqi President Saddam Hussein during the Iraq-Iran War of 1980-88. OPINION: Murky oil deals for Bush cronies

Iraq oil deal gets everybody’s attention

The oil deal signed between Hunt Oil and the government in Iraq’s Kurdish region earlier this month has raised eyebrows, in no small part because it appears to undercut President Bush’s hope that Iraq could draft national legislation to share revenue from the country’s vast oil reserves. Making the deal more curious is that it was crafted by one of the administration’s staunchest supporters, Ray Hunt.

Hunt, chief executive of the Dallas-based company, has been a major fundraiser and contributor to Bush’s presidential campaigns. He also serves on the president’s Foreign Intelligence Advisory Board, putting him close to the latest information developed by the nation’s intelligence agencies.

If Hunt is signing regional oil deals in Iraq, critics ask, what does he know about the prospects for a long-stalled national oil law that others don’t? [complete article]

A Pentagon group has encouraged some U.S. military snipers in Iraq to target suspected insurgents by scattering pieces of “bait,” such as detonation cords, plastic explosives and ammunition, and then killing Iraqis who pick up the items, according to military court documents.

The classified program was described in investigative documents related to recently filed murder charges against three snipers who are accused of planting evidence on Iraqis they killed.

“Baiting is putting an object out there that we know they will use, with the intention of destroying the enemy,” Capt. Matthew P. Didier, the leader of an elite sniper scout platoon attached to the 1st Battalion of the 501st Infantry Regiment, said in a sworn statement. “Basically, we would put an item out there and watch it. If someone found the item, picked it up and attempted to leave with the item, we would engage the individual as I saw this as a sign they would use the item against U.S. Forces.”

In documents obtained by The Washington Post from family members of the accused soldiers, Didier said members of the U.S. military’s Asymmetric Warfare Group visited his unit in January and later passed along ammunition boxes filled with the “drop items” to be used “to disrupt the AIF [Anti-Iraq Forces] attempts at harming Coalition Forces and give us the upper hand in a fight.”

Eugene Fidell, president of the National Institute of Military Justice, said such a baiting program should be examined “quite meticulously” because it raises troubling possibilities, such as what happens when civilians pick up the items.

“In a country that is awash in armaments and magazines and implements of war, if every time somebody picked up something that was potentially useful as a weapon, you might as well ask every Iraqi to walk around with a target on his back,” Fidell said. [complete article]

What it may cost to stay in Iraq

The latest estimates of the cost of the Iraq war by Steven Kosiak, an analyst at the Center for Strategic and Budgetary Assessments, a Washington think tank, puts the cost of the Iraq war so far (measured by congressional appropriations) at $450 billion, and that of the Afghanistan operation at $127 billion. By the end of fiscal year 2008, about a year away, the combined bill will be $808 billion.

“The war in Iraq, alone,” notes Mr. Kosiak, “has already cost the US more in real [inflation-adjusted dollars] than the 1991 Gulf War and the Korean War, and it will almost certainly surpass the cost of the Vietnam War by the end of next year.”

If the two military operations drag on for a decade, the cost could amount to between $1.09 trillion and $1.62 trillion, he speculates, depending partly on what level of military forces are left in the two nations.

Those numbers, admits Kosiak, don’t include the cost of the extra debt piled up by Washington to pay for the operations. Those would add “several hundred million” more to the bill in the next decade.
