U.S. envoys’ paper emboldens Abbas to go before U.N.

The Los Angeles Times reports:

A paper special U.S. peace envoys David Hale and Dennis Ross presented to Palestinian Authority President Mahmoud Abbas on Thursday that was supposed to sway him away from going to the United Nations was what caused Abbas to take a final stand in favor of going, according to Nabil Shaath, a member of Abbas’ Fatah Central Committee.

Abbas told the Palestinian people on Friday that he is going to the Security Council to ask for membership in spite of strong U.S. objections and attempts to have him change his mind.

Shaath, speaking in Ramallah on Saturday, said the U.S. paper Hale and Ross had presented to Abbas when they met him at his headquarters and that was supposed to get him to decide against going to the U.N. has actually increased his resolve to go.

“It was the last straw” that got Abbas to take the decision in favor of going to the U.N. to ask for membership, Shaath said. “It seems that it [the paper] was designed to be rejected,” he said.

The American paper, Shaath said, was worse than a statement the U.S. had wanted the Middle East quartet — the U.S., the U.N., Russia and the European Union — to adopt two months ago and which the quartet members had then rejected.

The U.S. paper, he said, referred to the controversial settlements Israel had been building on Palestinian land occupied since 1967 as “demographic changes.” This, he said, would actually legalize the settlements, which the entire world, including the U.S., had so far considered as illegal.

Virtual statehood or the Right of Return

Omar Barghouti writes:

“The Palestinian declaration of independence practically constitutes a victory for Israel’s declaration of independence, and this is why Israelis must celebrate in the streets and be the first to recognise Palestinian independence, calling on the world to follow suit.”

“Palestine 194” is the name of a campaign called for by Palestinian officials to drum up support for their “September Initiative”, or bid for statehood, in the hope that “Palestine” would become the 194th member of the UN. This same number, however, has historic connotations for the people of Palestine. It has been etched in our collective consciousness as the UN General Assembly resolution stipulating the right of the Palestinian refugees – most of whom were forcibly displaced and dispossessed during the 1948 Nakba by Zionist militias and later the state of Israel – to return to their homes and properties.

Without any sense of irony, Palestinian officials who have time and again colluded in eroding official international support for UNGA 194, as the Palestine Papers have amply shown, are now appropriating that very number and using it in a bid that runs the risk of surrendering the right of return associated with it for more than six decades. This is merely a symbol of the far more substantive moral, political and legal bind that this Initiative may potentially place the Palestinians and their supporters in.

The “September Initiative” is at best vague and confusing and at worst damaging to the interests of the Palestinian people. Regardless, it is entirely divorced from the will of the Palestinian people, and those advocating it have no democratic mandate from the people to employ it in any way that jeopardises our UN-sanctioned rights.

With success or failure for Palestinians at the UN, Israel still wins

Whatever the outcome of the bid for Palestinian statehood being presented at the UN, Joseph Massad argues that only Israel’s interests will be served.

If the UN votes for the PA statehood status, this would have several immediate implications:

(1) The PLO will cease to represent the Palestinian people at the UN, and the PA will replace it as their presumed state.

(2) The PLO, which represents all Palestinians (about 12 million people in historic Palestine and in the diaspora), and was recognised as their “sole” representative at the UN in 1974, will be truncated to the PA, which represents only West Bank Palestinians (about 2 million people). Incidentally this was the vision presented by the infamous “Geneva Accords” that went nowhere.

(3) It will politically weaken Palestinian refugees’ right to return to their homes and be compensated, as stipulated in UN resolutions. The PA does not represent the refugees, even though it claims to represent their “hopes” of establishing a Palestinian state at their expense. Indeed, some international legal experts fear it could even abrogate the Palestinians’ right of return altogether. It will also forfeit the rights of Palestinian citizens of Israel who face institutional and legal racism in the Israeli state, as it presents them with a fait accompli of the existence of a Palestinian state (its phantasmatic nature notwithstanding). This will only give credence to Israeli claims that the Jews have a state and the Palestinians now have one too and if Palestinian citizens of Israel were unhappy, or even if they were happy, with their third-class status in Israel, they should move or can be forced to move to the Palestinian state at any rate.

(4) Israel could ostensibly come around soon after a UN vote in favour of Palestinian statehood and inform the PA that the territories it now controls (a small fraction of the West Bank) is all the territory Israel will concede and that this will be the territorial basis of the PA state. The Israelis do not tire of reminding the PA that the Palestinians will not have sovereignty, an army, control of their borders, control of their water resources, control over the number of refugees it could allow back, or even jurisdiction over Jewish colonial settlers. Indeed, the Israelis have already obtained UN assurances about their right to “defend” themselves and to preserve their security with whatever means they think are necessary to achieve these goals. In short, the PA will have the exact same Bantustan state that Israel and the US have been promising to grant it for two decades!

(5) The US and Israel could also, through their many allies, inject a language of “compromise” in the projected UN recognition of the PA state, stipulating that such a state must exist peacefully side by side with the “Jewish State” of Israel. This would in turn exact a precious UN recognition of Israel’s “right” to be a Jewish state, which the UN and the international community, the US excepted, have refused to recognize thus far. This will directly link the UN recognition of a phantasmatic non-existent Palestinian state to UN recognition of an actually existing state of Israel that discriminates legally and institutionally against non-Jews as a “Jewish state”.

(6) The US and Israel will insist after a positive vote that, while the PA is right to make certain political demands as a member state, it would have to abrogate its recent reconciliation agreement with Hamas. Additionally, sanctions could befall the PA state itself for associating with Hamas, which the US and Israel consider a terrorist group. The US Congress has already threatened to punish the PA and will not hesitate to urge the Obama administration to add Palestine to its list of “State Sponsors of Terrorism” along with Cuba, Iran, Sudan and Syria.

All of these six outcomes will advance Israeli interests immeasurably, while the only inconvenience to Israel would be the ability of the PA to demand that international law and legal jurisdiction be applied to Israel so as to exact more concessions from that country. However, at every turn the US will block and will shield Israel from its effects. In short, Israeli interests will be maximised at the cost of some serious but not detrimental inconvenience.

A Palestinian autumn in New York — what to expect at the U.N.

The Palestinians will ask the Security Council next week to accept them as a full member of the United Nations, the Palestinian foreign minister said Thursday, a move that would defy Washington’s threat to veto the statehood bid.

The remarks by Riad Malki came just ahead of the arrival in the West Bank of a senior U.S. diplomatic team that was in the region in a last-ditch effort to persuade the Palestinians to drop the UN bid. Although Mr. Malki did not close the door on compromise, his comments signalled the chances of breakthrough were slim.

With a diplomatic showdown looming, Israeli Prime Minister Benjamin Netanyahu announced Thursday that he would travel to the UN next week to lead the opposition to the Palestinian initiative.

The emerging scenario would constitute a blow to U.S. diplomacy by forcing Washington to veto a proposal whose outcome – a Palestinian state – in principle is supported by most of the world, including the White House and many in Israel as well.

However, both the U.S. and Israel say a Palestinian state can be established only through negotiations.

It could also drag out the manoeuver at the United Nations for months.

The process would have to play out in the Security Council before the Palestinians turn to the General Assembly, where they are likely to find the needed majority for a lesser form of recognition as a “nonmember observer state.”

Mr. Malki said the Palestinian president, Mahmoud Abbas, will personally submit the Palestinian request for membership to UN Secretary-General Ban Ki-moon after addressing the General Assembly on the afternoon of Sept. 23. In the meantime, he said the Palestinians would listen to suggested alternatives.

Daniel Levy writes:

While neither the United States nor the Palestinians will emerge unscathed from a Security Council showdown, this course of action might actually be the easiest fix for preserving the status quo (undesirable as that is). The Palestinian leadership could rue the injustice of the world and indulge in its favored pastime of righteous indignation, but it would be spared the hard choices associated with going down the path of accumulating leverage and challenging Israel. The journey back to the golden cage of Palestinian Authority (PA) co-habitation with Israeli occupation is a shorter one from the Security Council than it is from the General Assembly.

Israel could much more easily brush off a Palestinian Security Council failure than a General Assembly success. One can imagine Israeli Prime Minister Netanyahu berating Palestinian President Abbas but asserting that he is still ready for negotiations without conditions at any time — a tri-fecta of domestic political win, great PR message, and an easier path for continuing to work with the PA as if nothing had happened (remembering that the continued functioning of the PA and security cooperation are above all an Israeli interest). Israeli messaging might even encourage Congress to maintain its PA and especially PA security funding.

Erdogan calls for a secular Egypt

Turkish Prime Minister Recep Tayyip Erdogan on Monday called on Egyptians to adopt a secular constitution, noting that secularism does not mean renouncing religion.

A secular state respects all religions, Erdogan said in an interview with the private satellite TV channel Dream before heading to Egypt for a two-day visit.

“Do not be wary of secularism. I hope there will be a secular state in Egypt,” Erdogan said.

He stressed that people have the right to choose whether or not to be religious, adding that he is a Muslim prime minister for a secular state.

Erdogan said Egypt needs to meet some requirements for establishing a modern state, including better management of human resources, more attention to education, improved management of financial resources and eliminating corruption.

Today’s Zaman reports:

Erdoğan, visiting Egypt at the start of a North Africa tour, said Israel continued taking steps that undermine its own legitimacy, noting that it killed nine Turks on an aid ship trying to break the blockade of Gaza last year and more recently shot dead five Egyptian soldiers.

He reiterated that a UN report defending the Israeli blockade of Gaza as legal was “null and void” for Turkey and insisted that Turkey’s relations with Israel will not return to normal unless Israel apologizes for the 2010 raid, pay compensation for families of the victims and lifts the blockade of Gaza.

“Turkey does not recognize the Gaza blockade,” Erdoğan said, reiterating that Turkey will take measures to ensure freedom of navigation in the eastern Mediterranean and vowed that Turkey will press for an International Court of Justice review of the blockade.

“States, just like individuals, have to pay the price for murders, for acts of terrorism they committed so that we can live in a more just world,” he said.

The Turkish prime minister also said the Israeli-Palestinian conflict was a “matter of humanity” and added that the current status quo can no longer be maintained. He vowed support for Palestinian efforts for recognition at the UN General Assembly. “Our Palestinian brothers should be able to have their own state. It is time for the flag of Palestine to fly at the UN,” he said, calling on the Arab League countries to support the Palestinian bid.

The paper also reports:

Turkey’s Military Electronics Industry (ASELSAN) has produced a new identification friend or foe (IFF) system for Turkish jet fighters, warships and submarines and the new software, contrary to the older, US-made version, does not automatically identify Israeli planes and ships as friends, a news report said on Tuesday.

The new IFF has already been installed in Turkish F-16s and is expected to be installed in all Navy ships and submarines, the report, published in Turkish daily Star, said. It will be fully operational when it is installed in all military planes, warships and submarines.

The F-16 jet fighters, purchased from the US, came with pre-installed IFF software that automatically identifies Israeli fighters and warships as friends, disabling Turkish F-16s from targeting Israeli planes or ships. ASELSAN-made IFF will allow Turkish military commanders to identify friends and foes on the basis of national considerations.

Turkey was unable to make modifications to the friend or foe identification codes in US-made F-16s, while Israel was given a different version of the software allowing Israeli authorities to make modifications. Israel was also authorized to view the version given to Turkey, according to Star.

New Palestinian strategy document will make it difficult for U.S. to oppose UN vote

Prime Minister Benjamin Netanyahu is probably aware that when it comes to a media event, like a speech at the UN General Assembly, President Shimon Peres doesn’t have to be asked twice to sacrifice himself for the nation. Someone who has been watching the honorable president for decades once told me that Peres is blessed with a unique characteristic: He always knows how to adjust reality according to his needs at the time.

So Peres will easily be able to convince himself that the nation ‏(if not the entire universe‏) is demanding that he travel to New York next month to represent the prime minister at the assembly declaring a Palestinian state. But this time Peres is expected to face opposition from close associates.

“How can Peres promise the world that Netanyahu has accepted the two-state solution based on the 1967 borders when he himself has long since lost his faith in Netanyahu’s intention of reaching such an agreement?” asked one of them. The source adds, “Can the president repeat the words he said in the spring of 2009 at the AIPAC conference in Washington, to the effect that Netanyahu wants to make history and peace is his primary interest?”

It’s true that Netanyahu is making history. On his watch the UN General Assembly is expected to recognize an independent Palestinian state by a huge majority. The wording of the draft, crafted in recent days by the Fatah leadership, is designed to enable even “problematic” countries such as Germany, Italy, the Netherlands and the Czech Republic to climb on board, or at least abstain.

This version will make it difficult for the United States and the Marshall Islands, and even for Israel, to explain their votes against the proposal. Instead of recognizing Palestine within the 1967 borders, it will state that the permanent borders will be determined in negotiations with Israel based on the borders of June 4, 1967. This approach made it possible to enlist the support of leading moderates in Hamas, who claim that recognition of the 1967 borders before the signing of a final-status deal means waiving the claim to the right of return.

Several of those people are signatories to a new strategic position paper, drafted by more than 50 Palestinian government officials, researchers and advisers − members of the Palestine Strategy Group. This is the forum that in 2008 composed a document recommending that the leadership transfer the conflict to the United Nations.

The new document presents the Palestinian strategy both before and after the UN vote.

Among the participants in the group’s workshops over the past year in Jericho, Gaza and Istanbul were Omar Abdel Razek, the former finance minister in the Hamas government in the West Bank, and Nasser al-Shaer, that government’s education minister. Next to them sat senior Fatah officials including associates of Palestinian President Mahmoud Abbas − former Foreign Minister Nabil Shaath and senior adviser Mohammad Shtayyeh. Other signatories are Naser al-Kidwa, a former Palestinian observer at the United Nations, Fatah Deputy Secretary General and Communications Minister Sabri Saydam, and former economics minister and businessman Mazen Sinokrot.

Already in the preface, the authors stress that “strategic unity,” now greatly enhanced by the reconciliation process, is a key condition for putting together an effective strategy. The document’s starting point: Given the Israeli government’s intransigence, the option of settling the conflict via bilateral negotiations − the path pursued by the Palestinian leadership for 20 years − is no longer available.

Most of the document’s authors support the option of an independent Palestinian state within the 1967 borders, with Jerusalem as its capital and a fair arrangement that will fulfill the right of return and the compensation of the Palestinian refugees. The document rejects the possibility of continuing the status quo, maintaining that the endless negotiations provide cover for expanding the settlements and consolidating the occupation. The authors also erase from the agenda the option of a Palestinian state with temporary borders and limited sovereignty, under effective Israeli control.

If the strategy of a diplomatic struggle for Palestinian independence − including sanctions, turning to the International Criminal Court and nonviolent resistance as in Egypt and Tunisia − does not change the situation, the group recommends switching to what the document calls Plan B: dismantling the Palestinian Authority and restoring responsibility for the West Bank’s inhabitants to Israel. The authors are not ignoring the price their public would pay for that, but wonder what honorable option would remain.

If it turns out that this option is unattainable, the authors recommend working toward a model of a binational state or democratic state without distinction between Israel and Palestinian citizens. Another possibility is a confederation between Jordan and the Palestinian state.

The authors recommend explaining to the Israelis that they must forget the plan for unilateral withdrawal from the West Bank, with restrictions on the movement of Palestinians, and the dream of annexing Gaza to Egypt and the West Bank to Jordan.

They hope their neighbors will understand that the realistic alternatives to a genuine negotiated settlement will be far worse for Israel’s security.

Most participants in the workshops rejected an armed struggle against a foreign occupation and especially the use of violence against civilians. But the authors warn that a change in strategy from an attempt to achieve political independence to a conflict like the anti-apartheid struggle in South Africa will play into the hands of extremists in the region.

“Should this happen, not just Israel’s legitimacy will be under threat, but its very existence, ” they conclude. “And this will have been brought about by Israel itself.”

IDF training Israeli settlers ahead of ‘mass disorder’ expected in September

The IDF has conducted detailed work to determine a “red line” for each settlement in the West Bank, which will determine when soldiers will be ordered to shoot at the feet of Palestinian protesters if the line is crossed. It is also planning to provide settlers with tear gas and stun grenades as part of the defense operation.

The IDF is currently in the process of finalizing its preparations for Operation Summer Seeds, whose purpose is to ready the army for September and the possibility of confrontations with Palestinians following the expected vote in favor of Palestinian statehood at the UN General Assembly.

According to a document acquired by Haaretz, the main working assumption of the defense establishment is that a Palestinian declaration of independence will cause a public uprising “which will mainly include mass disorder.”

The document states the disorder will include “marches toward main junctions, Israeli communities, and education centers; efforts at damaging symbols of [Israeli] government.

Also, there may be more extreme cases like shooting from within the demonstrations or even terrorist incidents. In all the scenarios, there is readiness to deal with incidents near the fences and the borders of the State of Israel.”

As part of its preparations, the IDF is investing a great deal of effort in preparing the settlers for the incidents, with the main concern being confrontations between Israeli settlers and the Palestinians.

Yesterday the army held training sessions for the chief security officers of settlements at a military installation near Shiloh. In recent weeks the IDF has been training the readiness squads of settlements at the Lachish base, which is used as a command training center ahead of September.

The main message the army is issuing is that the demonstrations will be controlled and that the army has sufficient forces in order to deal with every disturbance. In order to be sure, there is also a decision, in principle, to equip the chief security officers of settlements with the means for dispersing demonstrations. These would include tear gas and stun grenades, although that would create a logistical problem as there’s a shortage of means for firing that type of ammunition.

Moreover, as part of the preparations, staff work was performed in which the commander of the platoon responsible for defending each settlement patrolled the area with the chief security officer of the settlement, in order to identify weak points.

The army is establishing two virtual lines for each of the settlements that are near a Palestinian village. The first line, if crossed by Palestinian demonstrators, will be met with tear gas and other means for dispersing crowds.

The second line is a “red line,” and if this one is crossed, the soldiers will be allowed to open fire at the legs of the demonstrators, as is also standard practice if the northern border is crossed.

Abbas calls for a Palestinian Awakening in September

In his speech to the Central Council of the PLO in Ramallah, Palestinian President Mahmoud Abbas announced his strategy to end the occupation. The President stressed in his speech that he will not retreat from seeking recognition of the Palestinian state from the United Nations. Abbas had been under enormous pressure to withdraw the request for recognition of a Palestinian State on borders of June 1967. He announced that 122 nations are already in favor of the draft submitted to the UN. Concerning US opposition, he referred to the fact that this has not been communicated in a formal manner.

President Abbas surprised many of his listeners when he spoke about another element of his strategy. Perhaps for the first time Abbas highlighted clearly his vision of the Palestinian people’s active participation to achieve the dream of a Palestinian state. He called upon the Palestinian people to go out to the streets and demonstrate in an Arab-style revolution.

I insist on popular resistance, and insist it is an unarmed popular resistance so no one misunderstand us. We follow the example demonstrated in the Arab Awakening, which says, ‘Selmiya, Selmiya’, ‘Peaceful, Peaceful.’

The Arab Awakening in Egypt and Tunisia proved that popular masses in the streets, shoulder-to-shoulder in a coherent, peaceful movement, can accomplish anything. What seemed impossible in the past is possible today.

The challenge is that most of the Palestinian demonstrations until now have focused on fighting the Separation Wall, and on resisting the expansion of the settlements at the expense of Palestinian villages. These protests are still limited in the number of participants, and they do not exceed tens of protestors, or hundreds in the best scenarios. This is not enough to create the political change that is necessary now.

President Abbas did not hide his disappointment about the Palestinian popular resistance movement’s inability to grow to a national level.

We talk about the Resistance, but when we see what is happening in these demonstrations, frankly we don’t find anyone talking about it.

Clearly, he wants to see this grow on a national level, and he wants this reality to become an established fact that will impact the global conversation and debate about the future of Palestine.

The success of the Palestinian Popular Resistance movement has apparently become a key factor in the Palestinian strategy for achieving independence. The diplomatic efforts to gain recognition worldwide are going to be fruitless if they are not coupled with a strong nonviolent movement in the Palestinian territories, which will make the march to independence an irresistible and newsworthy drama of unprecedented proportions.

Israeli security forces’ September weapons

The Defense Ministry has invested more than NIS 75 million (roughly $22 million) in purchasing non-lethal weapons to disperse mass protests in preparation for possible September riots.

The Ministry is gearing up for possible riots in the West Bank, the Gaza Strip and inside Israel following the Palestinian plan to seek UN membership. Defense Ministry Director-General Udi Shani ordered the allocation of funds from the ministry’s budget as well as from foreign aid for the purchase of sophisticated crowd dispersal means.

Last May the IDF lacked appropriate means to prevent the infiltration of Palestinians from Syria and Lebanon during the “Nakba” and “Naksa” day events forcing the troops to use live ammunition. The IDF was criticized for causing injury to non-armed individuals.
Gearing Up

The crowd dispersal means will be divided between the police and the army: Police will get NIS 40 million-worth of equipment and the IDF will receive the equivalent of NIS 35 million. The majority of the non-lethal weapons will arrive in Israel towards September.

The Defense Ministry purchased gas grenades, “Federal” rifles mounted on vehicles and water tanks that can carry 2,500 liters to be installed on vehicles. The police and the IDF will have at least 17 vehicles with water spraying systems at their disposal by September.

The Ministry also purchased a small amount of electroshock taser guns to be used against protestors standing close to security forces, as well as a large amount of gas grenades, helmets and protective gear.

But the “star” acquisition is “the skunk” – a strong-scented substance which causes nausea and vomiting. The IDF will spray the substance from the ground or from the air in clashes with rioters. The Defense Ministry purchased massive amounts of “the skunk” which is manufactured in Israel. A senior security official described the acquisitions as a “dramatic step up in the security forces preparedness.”

When is Palestine’s Arab revolution?

‘Parity of esteem’ is the name of the game – and finding a way to overcome inter-communal conflict matters. It matters because the Arab state has failed three basic tests: provision of security, provision of welfare, and distribution of power.

However, as the literati carry on unpacking the still-unfolding Arab revolution, one dimension is missing from this ongoing investigation which must be highlighted: The Palestinian corollary.

Observers have been hasty in dismissing Palestine from the Arab revolution. I argue here that it was one of many dynamics, definitely one of the final straws that broke the back of an already heavily weighed down camel.

Two betes noires of international politics loomed large, by negation and denial, in much of the early diagnosis of the Arab revolution.

Islamists and the Palestinian cause were written off as inconsequential in the Arab revolution. The first is of issue to secularists, Westernisers and many Westerners. The second is of concern for those concerned about the Arab revolution’s implications for Israel.

Two marches, two futures for Jerusalem

One of the oddities of life in Jerusalem is that everyone knows where the future border will run between the Palestinian East and the Israeli West—despite the tiresome insistence of the Israeli government that the city will never again be divided. For example, north of the Old City the line will correspond more or less to what is now called Road Number One, a four-lane road that runs roughly north to south until it reaches the Walls of the Old City, where it turns sharply west just before the Damascus Gate. I drive this road several times a week on the way up to my office at the Hebrew University on Mount Scopus, and the dividing line between Palestinian and Israeli neighborhoods couldn’t be more clear. On the left side of the road, heading north, are the ultra-orthodox neighborhoods Me’a Shearim and Beit Yisra’el; across the street, on the right side of the road, is the well-known Palestinian neighborhood Sheikh Jarrah and the principal Palestinian shopping street, Salah ed-Din. The communities on the two sides of the road receive vastly different levels of investment in education, transport, social services, and other infrastructure.

Despite the government’s continuing attempts to evict as many Palestinians as possible from East Jerusalem neighborhoods like Sheikh Jarrah and plant colonies of fanatical Jewish settlers in their place, the line is still very clear. It was thus not by chance that on June 2—Jerusalem day, and the forty-fourth anniversary of the reunification of Jerusalem in the Six Day War—the municipality sponsored and largely financed a mass march in favor of further Jewish settlement in East Jerusalem (and, indeed, throughout the occupied West Bank). With police protection provided by the state, tens of thousands of marchers followed Road Number One south and west into Sheikh Jarrah and then into the Old City. The very idea of dividing the city is anathema to those who organized and took part in the march—although most know very well that there is no hope whatever of achieving any settlement with the Palestinians without such a division. The march was clearly meant as a statement of the right-wing goal of asserting and cementing Israeli sovereignty over the entire city by pursuing the settlement project in Palestinian neighborhoods. As it happens, the marchers also called out aggressive and overtly threatening messages aimed at the Palestinian population and at Israelis who support Palestinian independence that should not be minimized or overlooked.

Most of the marchers were young people, and probably a majority of them were settlers. (The police estimate of the turnout was 25,000, almost certainly on the low side; others estimated over 40,000.) For much of the way, this huge crowd was chanting slogans that, I think it’s fair to say, Israelis have never heard at such a pitch—slogans such as “Butcher the Arabs” (itbach al-‘arab) and “Death to Leftists” and “The Land of Israel for the People of Israel” and “This is the Song of Revenge” and “Burn their Villages” and “Muhammad is Dead” (the latter with particular emphasis outside the mosque in Sheikh Jarrah and then again as the march entered the Muslim Quarter of the Old City). It’s one thing to hear such things occasionally from isolated pockets of extremists, or from settlers in the field in the South Hebron hills, quite another to hear them from the throats of tens of thousands of marchers whipping themselves into an ecstasy of hatred. The slogans call up rather specific memories: I couldn’t help wondering how many of the marchers were grandchildren of Jews who went through such moments—as targets of virulent hate—in Europe. Palestinian residents of Sheikh Jarrah and the Muslim Quarter of the Old City watched in horror, but there were no attempts to meet the hatred with violence.

For nearly twenty-fours hours the settler mob maintained a huge, raucous presence in the streets of East Jerusalem, taking particular delight in marching through the Muslim Quarter at 4AM. Some of the marchers threw stones at Palestinian passersby near the Damascus Gate. The police, who largely stood by while this was going on, arrested three activists from Shiekh Jarrah Solidarity and nine Palestinians protesting in Silwan, of whom seven were children, along with a few settlers.

So here you have one vision of the future of Jerusalem—and, sadly, it looks very much as if the current wave of racist hysteria is only gaining strength in Israel. Moreover, as is usually the case with modern nationalism, the political center and the more moderate right show no signs of attempting to hold back the tide. Indeed, a number of members of the government, which is in any case dominated by settler parties, regularly contribute to the inflammatory rhetoric. What’s left of the old Israeli left is fragmented, diminished, and politically ineffectual.
