McClatchy reports: Syria’s pro-western opposition has developed a plan to oust extremists of the self-styled “Islamic State” from their base in Syria and protect Syrian civilians living in rebel-held areas, but it is waiting for the Obama administration to give it a hearing, the acting defense minister says.
Nour Kholouf, a defected Syrian army general, said Islamic extremists who last month seized more than one third of neighboring oil-rich Iraq had become a greater threat to Syrian rebels than the regime itself, because they have moved into territory rebel forces have seized from the Assad regime and routinely cut off the rebels’ supply routes.
But he said rebel forces could force the extremists on the defensive and expel them from a part of the territory they now control in just three weeks of fighting, if the United States provides the necessary backing.
In a second stage, he said rebel forces could oust the extremists from the Raqqa region up to the border region between Syria and Iraq.
“I need weapons. I need money. I need a no fly zone or anti-aircraft weapons. I need intelligence data,” Kholouf, who’s held the post since May in the Syrian interim government, told McClatchy.
“We could kick them out of the Aleppo region in 20 days and force them back to the borders of the Raqqa region,” he said in the interview Friday. At that stage, the rebels must “take account of what weapons they’re deploying, and respond,” he said.
“But I can say confidently that if the American side makes the decision to end the Syrian crisis, we will have sufficient fighters.” In six months, he said, “we can bring security to 80 per cent of Syria.” There was one condition, he said: “that we are not left alone.”
Kholouf said he could deploy at least 100,000 rebel fighters if he could provide the weapons, ammunition and provisions to sustain them. Only about half are currently armed. [Continue reading…]

As Israel strikes Gaza, the U.S. strikes Pakistan
The Washington Post reports: A suspected U.S. drone strike killed at least 15 people in northwestern Pakistan on Wednesday, the deadliest such attack in at least a year.
The strike targeted a house in North Waziristan — where the Pakistani military is engaged in a month-old battle against the Pakistani Taliban and other militant groups — as well as a vehicle that was passing nearby, local intelligence officials said. The strike killed at least 15 people, although some officials said at least 20 people died.
“The compound was being used by foreign militants, and some local terrorists were present in the vehicle that got targeted,” said one senior intelligence official, who asked not to be identified because he was not authorized to speak to the media.
The attack near Pakistan’s border with Afghanistan took place in an area suspected of housing fighters affiliated with the Afghan Haqqani network as well as Islamist militants from Uzbekistan, local officials said. One villager said he saw the drone fire at least four missiles.
The last time 15 or more people were killed by a U.S. drone was on July 3, 2013, when a missile strike killed 16 people, according to the London-based Bureau of Investigative Journalism. [Continue reading…]
Behind the scenes, tech firms tell U.S. regulators: Make the internet a public utility
Quartz reports: As his own website crashed under the weight of public comments on net neutrality, the top communications regulator in the US was hearing protests directly from tech companies in New York City.
On July 15, at the Brooklyn office of the handicrafts e-commerce site Etsy, Federal Communications Commission Chairman Tom Wheeler met with executives from tech companies. Attendants included Kickstarter CEO Yancey Strickler, Tumblr CEO David Karp, Vimeo CEO Kerry Trainor, and representatives from Spotify, Reddit, Foursquare, General Assembly, Buzzfeed, and Warby Parker, participants told Quartz. While the FCC declined to comment on the event, it will be filing an official notice of an outside meeting on its website later this week.
Wheeler has been meeting with different internet stakeholders as his agency moves to write rules designed to preserve the “open internet” this year, but what that means and how to do it remains far from a settled matter. While internet service providers, or carriers, want the freedom to charge different rates for different kinds of data, these technology firms were asking Wheeler’s agency to treat internet communication as a public utility with no discrimination allowed, a so-called “Title II reclassification.” US regulators are, at the moment, caught in the middle. U.S. sees risks in assisting a compromised Iraqi force
The New York Times reports: A classified military assessment of Iraq’s security forces concludes that many units are so deeply infiltrated by either Sunni extremist informants or Shiite personnel backed by Iran that any Americans assigned to advise Baghdad’s forces could face risks to their safety, according to United States officials.
The report concludes that only about half of Iraq’s operational units are capable enough for American commandos to advise them if the White House decides to help roll back the advances made by Sunni militants in northern and western Iraq over the past month.
Adding to the administration’s dilemma is the assessment’s conclusion that Iraqi forces loyal to Prime Minister Nuri Kamal al-Maliki are now heavily dependent on Shiite militias — many of which were trained in Iran — as well as on advisers from Iran’s paramilitary Quds Force.
Shiite militias fought American troops after the United States invaded Iraq and might again present a danger to American advisers. But without an American-led effort to rebuild Iraq’s security forces, there may be no hope of reducing the Iraqi government’s dependence on those Iranian-backed militias, officials caution. How Putin outmaneuvered the U.S. in resupplying the Iraqi military
Yahoo News reports: Little noticed among the disturbing tableau of images coming out of Iraq in recent weeks is a changing of the guard evident at the Baghdad International Airport (BIAP). As the crisis has deepened, U.S. contractors, U.S. Embassy personnel and most of the U.S. service members from the embassy’s Office of Security Cooperation have abandoned the threatened capital. The exodus has coincided with Russian contractors and support personnel pouring into BIAP to help launch the 25 Russian SU-25 warplanes that Moscow is rushing to Iraq in its hour of need.
Thus in June U.S. contractors employed by Bell Helicopter, Beechcraft and General Dynamics Land Systems have all pulled their support personnel out of Iraq, depriving Iraqis of maintenance and repair for their U.S.-manufactured Bell ARH-407 armed reconnaissance helicopters, Beechcraft T-6 military trainer aircraft and M-1 tanks. Given the deteriorating security situation, a knowledgeable source says that virtually all U.S. contractor personnel have left Iraq.
“When the crisis worsened U.S. corporate leadership made a decision to pull all their guys out of Iraq, and the U.S. government took a hands-off approach that left those decisions up to each company,” said the U.S. source in Baghdad. “We’re discovering that U.S. companies in this crisis don’t have a high tolerance for risk. Ukraine’s dangerous drift towards chaos
David C. Hendrickson writes: One of the most deplorable features of the Ukraine crisis has been the unwillingness of both Russia and the United States to restrain their respective allies. Until yesterday, when reports emerged that Washington is now counseling a go-slow approach to the prospective sieges of Donetsk and Lugansk, Washington has betrayed little anxiety that the Ukrainians might go too far. About the only daylight observable between the two states has been that the U.S. State Department refers to the insurgents as separatists, whereas the Ukrainians call them terrorists. But American officials have not condemned the use of that terminology by the Ukrainians, and they continue to defend Ukraine’s military actions as “moderate and measured.”
The language of the Ukrainian authorities is of a war to the death. “We will not stop,” said the newly appointed Defense Minister, Valeriy Heletey. He continued:
We will bring in maximum numbers of troops and weapons, and strengthen them with National Guard soldiers, police troops and the Security Service – all will be thrown in to defend the Donbas . . . to defend those cities from terrorists.
Those not willing to give up arms [will] understand that waging a war against the Ukrainian army and the Ukrainian people is not just dangerous but it will mean doom for these people . . . We will continue the active phase until the moment there is not a single terrorist left on the territory of Donetsk and Lugansk.
Heletey, the fourth defense minister since February, was appointed on July 3; in his maiden speech, he promised to liberate Crimea. “There will be a victory parade,” he declared, “in Ukraine’s Sevastopol.” The minister acknowledged that the people in the southeast “are disoriented and afraid of Ukraine, of Kyiv. They are afraid they will be punished and tortured.” But he also warned the residents, in effect, that you’re either with us or against us. “The residents have to . . . first and foremost not support, passively or actively, those terrorists. If it works this way, the process will be very quick,” he said.
Another piece of ominous news, from the New York Times, is that the new Ukrainian forces have learned to kill their fellow countrymen without being conscience-stricken about it. This, the Times intimates, is great progress. “They have overcome that psychological barrier in which the military were afraid to shoot living people,” says one local expert. Once the military had gotten over their silly phobia, “and it became clear who were our people, who were foes, the operations became more effective.”

Syria: Should the West work with Assad?
Fred Hof writes: The combination of the Islamic State in Iraq and al-Sham (ISIS) running amok in Iraq and the appearance of an Assad regime military victory in western Syria have added octane to arguments that Washington should forego its step-aside guidance to Bashar al-Assad. An unnamed senior Obama administration official recently told The Daily Beast, “Anyone calling for regime change in Syria is frankly blind to the past decade; and the collapse of eastern Syria, and the growth of Jihadistan, leading to thirty to fifty suicide attacks a month in Iraq.” The senior official was wise to insist on anonymity: he or she implied that a murderous regime is part of the solution and attributed blindness to a president who, nearly three years ago, told Assad to step aside. Other analysts have gone farther, suggesting that the West work with Assad to counter ISIS and rebuild Syria. Should Washington and its allies consider cooperating with the Assad regime?
There are two aspects of the “do business with Assad thesis:” one posits that the regime has won; and the other suggests that the ISIS rampage in Iraq wipes the slate clean in terms of the Assad regime’s complicity in creating the problem to be solved. Thus, the regime’s role in the establishment of al-Qaeda in Iraq becomes yesterday’s news. The regime’s sheer brutality — serving as a magnet for ISIS and its cadre of Sunni foreign fighters — becomes irrelevant. The de facto collaboration of ISIS and the regime in seeking to obliterate Assad’s Syrian opposition may, once that pesky opposition disappears, be safely put to the side. The sheer scope of the ISIS emergency, according to this line of thinking, makes it mandatory for the West to work with the Assad regime to beat ISIS.
Indeed, the Syrian opposition is back on its heels and perhaps headed for a knockdown; if not a knockout. In Aleppo, it faces a murderous barrage of regime barrel bombs to its front and ISIS assaults to its back. Whatever Bashar al-Assad and Abu Bakr Al-Baghdadi may think of one another personally, their top tactical priority in Syria is identical: destroy the Syrian nationalist opposition to the Assad regime.
That destruction is vital to both parties. From the beginning, Assad has maintained that terrorists, top-heavy with foreign fighters, are his only opponents of consequence. By focusing his firepower on the nationalist opposition and by largely ignoring the ISIS phenomenon, he seeks to give his argument the attribute of truth and restore his value to the West. As for ISIS, exterminating Assad’s opposition opens up two possibilities: incorporating non-regime Syria into its declared state; and setting the stage for its ultimate showdown with the regime (unless, of course, it and the regime extend indefinitely their live-and-let-live arrangement).
Is the definitive defeat of the Syrian opposition inevitable and (if so), would that defeat mandate a renewal of the transactional relationship between the regime and the West? [Continue reading…]
U.S. may agree to Assad retaining control over chemical weapons facilities
Defense One reports: Syria’s regime may be able to retain parts of its shuttered chemical-arms factories under “compromise” terms devised by a global watchdog agency.
The United States could endorse the concept in order to finalize a plan this week for dealing with the dozen contested sites, even though doing so would require making “serious” concessions to President Bashar Assad’s government, said Robert Mikulak, Washington’s envoy to the Organization for the Prohibition of Chemical Weapons.
“We are not, however, prepared to go further or engage in further haggling,” Mikulak told the agency’s 41-nation governing board on Tuesday.
He indicated that the plan from the agency’s Netherlands-based staff would impose new “tunnel perimeters” and “more effective monitoring measures” for at least some of Syria’s five underground facilities, while demolishing seven fortified hangars. [Continue reading…]
U.S. ignored warnings before ISIS takeover of a key border city
The Daily Beast reports: Three weeks ago, a group of leaders from the opposition Free Syrian Army warned U.S. officials that a strategic city along the Iraqi border was about to fall to ISIS. It was the latest in a long series of increasingly anxious cries for help. The rebels never heard back from the Americans.
Five days ago, the predictions came true. Free Syrian Army units in the city of Der al Zour handed over their territory to the Islamic State of Iraq and al Sham, following weeks of desperate requests for help to international officials, including a direct appeal in a private meeting with U.S. Ambassador to the United Nations Samantha Power.
“[The U.S. officials] showed an understanding of the situation but there was no movement at all,” the commander of the FSA battalion near Der al Zour told The Daily Beast in an interview. “There’s no clear American position in that part of Syria. We told the Americans we are going to fight ISIS and ISIS is close to us, but they did nothing.”
Two leaders of the Free Syrian Army in eastern Syria told The Daily Beast that the moderate rebels in the area greatly outnumbered the ISIS fighters returning from Iraq in stolen American-made vehicles. But the FSA battalion, weakened from months of being under siege, did not have enough ammunition to engage ISIS in the fight. They retreated south, giving up what they controlled of Der al Zour to ISIS without ISIS having to fire a shot.
“Der al Zour was surrounded for several months by ISIS and the regime. The siege included no food and water. Our battalion was weakened,” the FSA commander said. “The FSA numbers are big, but we don’t have weapons, we don’t have ammunition, we don’t have anything.”
For several weeks prior, FSA leaders had tried to sound the alarm. If Der al Zour fell to ISIS, the extremist group would have control of the transportation routes from their stronghold in Raqqa, Syria to their new territories in northern Iraq. The area is also rich in oil and gas resources and was the last FSA stronghold along the rapidly disappearing Iraq-Syria border. [Continue reading…]
Holder pushes for witch-hunt against potential terrorists
For several decades, thousands of Americans — some of them religious extremists, some ethnic supremacists and most believing that they have God on their side — have been traveling to the Middle East to fight in a foreign army notorious for committing war crimes and abusing human rights.
Americans are free to join the Israel Defense Forces so long as Israel does not declare war on the United States. There is no law that stands in the way of this kind of foreign military enrollment, even though some radicalized Americans who have followed this path went on to become terrorists.
Never is an American who moves to Israel, even one who illegally constructs a home on Palestinian land in the West Bank, referred to as a “potential terrorist” — that potentiality supposedly can only be found in Muslims.
The New York Times now reports:
Attorney General Eric H. Holder Jr. on Tuesday implored more European countries to adopt American-style counterterrorism laws and tactics, including undercover stings to prevent potential terrorists from traveling to Syria.
Mr. Holder’s speech in Oslo amounted to a full-throated endorsement of America’s pre-emptive counterterrorism strategy, which began in earnest under President George W. Bush after the Sept. 11 attacks. The F.B.I. has created elaborate ruses to ensnare people who express interest in joining terrorist groups or attacking America. That has led to a number of high-profile cases but has also attracted criticism that the United States is manufacturing terrorism cases and entrapping Muslims.
Prosecutors have also arrested people before they boarded international flights, charging them with providing support to terrorist groups. Such laws do not exist in every country.
“In the face of a threat so grave, we cannot afford to be passive,” Mr. Holder said in prepared remarks. “Rather, we need the benefit of investigative and prosecutorial tools that allow us to be pre-emptive in our approach to confronting this problem. If we wait for our nations’ citizens to travel to Syria or Iraq, to become radicalized, and to return home, it may be too late to adequately protect our national security.”
Try and unpack the meaning of the phrase become radicalized and some mangled reasoning quickly surfaces.
If the process of radicalization had not begun before an individual decided to abandon their home and travel to Syria or Iraq, does that mean that the U.S. or any other Western government should view, for instance, anyone who wants to go and work in a refugee camp in Syria as a potential terrorist?
On the other hand, if it is conceded that this mysterious psychological transformation called radicalization is determined not so much by where an individual is physically located as much as what they are influenced by and how they perceive those people they identify with as being under threat, then the premise of the geographically located terrorist breeding ground starts to fall apart.
In those cases where individuals have had the opportunity to explain their motives for turning towards extremism, the most common explanations are that it has been a response to witnessing the impunity with which Israel uses violence to subjugate the Palestinian people, or because they believe that the United States used 9/11 to launch a war on Islam. In other words, they became radicalized by watching the news — not by traveling to Syria or by participating in online jihadist forums.
Even during the era of McCarthyism when conservatives were whipping up anti-communist hysteria in America, the question posed by the House Committee on Un-American Activities, was: “Are you now or have you ever been a member of the Communist Party of the United States?”
If Eric Holder had been on that committee maybe they would have been asking: “Are you now, have you ever been, or might you ever become a member of the Communist Party of the United States?”
In truth, the U.S. government has no business nor skill in predicting the future and hunting for potential terrorists.
The growth of ISIS has been driven by its success on the battleground — not the failure of foreign governments to monitor their own citizens.
And the challenge ISIS presents will not be met by hoping it destroys itself.
More than anything else, Americans are victims of simplistic narratives — analysis all too often gets reduced to kindergarten language about “good guys” and “bad guys,” while reference to “moderates” and “extremists” passes for nuanced interpretation.
In large part this results from the fact that the actors on the ground are so rarely included in the discussion.
As a recent conversation on Britain’s Channel 4 News illustrates, however, it is possible to talk about what is happening in Syria and Iraq while acknowledging that despite the gruesome headlines, the participants in this conflict are by-and-large self-motivated, autonomous adults.
Top Obama official blasts Israel for denying Palestinians sovereignty, security, dignity
The Times of Israel reports: Israel’s ongoing occupation of the West Bank is wrong and leads to regional instability and dehumanization of Palestinians, a top American government official said Tuesday in Tel Aviv, hinting that the current Israeli government is not committed to peace.
In an unusually harsh major foreign policy address, Philip Gordon, a special assistant to US President Barack Obama and the White House coordinator for the Middle East, appealed to Israeli and Palestinian leaders to make the compromises needed to reach a permanent peace agreement. Jerusalem “should not take for granted the opportunity to negotiate” such a treaty with Palestinian Authority President Mahmoud Abbas, who has proven to be a reliable partner, Gordon said.
“Israel confronts an undeniable reality: It cannot maintain military control of another people indefinitely. Doing so is not only wrong but a recipe for resentment and recurring instability,” Gordon said. “It will embolden extremists on both sides, tear at Israel’s democratic fabric and feed mutual dehumanization.” [Continue reading…]
How Kerry streamlined Israeli-Palestinian negotiations — by leaving out the Palestinians
Barak Ravid has a detailed report on the nine months of so-called Israeli-Palestinian talks on a final-status agreement initiated by U.S. Secretary of State John Kerry in July 2013.
Warning lights began to go on among the Israeli team at a quite early stage of the negotiations. It wasn’t clear to Netanyahu and his aides what exactly the Palestinians thought about each of the clauses in the draft framework document that were hammering out with the Americans. “At one point we discovered that throughout the entire period, the Americans didn’t actually talk to the Palestinians, only to us,” a senior Israeli official said.
A senior American official who took part in the talks admits that the bulk of the work on the document was done with the Israelis. He explained that this was due to the fact that because the Americans viewed themselves as being closer to the Palestinian approach on a large number of the issues, their major effort had to be invested in trying to get Netanyahu to soften his positions. Fearing that the Palestinians would lock themselves into a rejectionist posture, the Americans decided not to present any proposal to them until they felt their contacts with Israel had reached a sufficiently serious outcome.
However, the Americans’ comportment brought about exactly the result they had feared. On February 19, 2014, when Kerry met with Abbas in Paris and apprised him orally of the main points of the emerging framework document, the secretary of state was stunned at the reaction.
The Palestinian leader, who was unwell and in a foul mood when he arrived for the meeting, had the feeling that the Americans had pulled “a Dennis Ross” on him – referring to the veteran American diplomat who was known throughout all the years of the negotiations for his practice of first striking a deal with the Israelis and then selling it to the Palestinians as an American proposal. Abbas thought Kerry was presenting him with a done deal and trying to stuff it down his throat.
The Kerry-Abbas meeting in Paris was a total bust. Senior American and Palestinian officials maintain that Abbas has been unbudgeable since that day. He refused to hold talks on the framework document, insisting first on getting a promise that Israel would release all the prisoners it had undertaken to free at the start of the negotiations.
Throughout the whole succeeding month, the Americans tried to extract from Abbas a response or a comment on the framework document, but to no avail. Abbas viewed the document as part of a plot against him. Things came to a head on March 17, when Abbas met with President Obama at the Oval Office for more than two hours and declined to give Obama anything other than a vague promise that he would get back to him in a few days about the framework document. Which he never did.
Both Abbas and chief negotiator Erekat say rightly that the Americans never gave them a copy of the framework document, but only presented ideas orally. They could thus not peruse the paper thoroughly and formulate an opinion. At this time, drafts of the document were being exchanged between Washington and Jerusalem on a daily basis. The Palestinians’ response, when they grasped what was going on, was that they were being duped. So great was their suspiciousness and so intense their frustration with the Americans that they lost interest in the process completely.
The enemy of your enemy isn’t your friend, but you can have an affair with him
Maziar Bahari and Reza HaghighatNejad write: Every few days a crowd gathers at the Leadership Complex in central Tehran, chanting “Death to America” and “Death to Hypocrites.” The group varies in size: sometimes there are hundreds of people, and other times only a handful. Supporters range from prominent government officials to farmers from remote villages. But everyone who attends these ritual gatherings is rewarded in some way. It might be extra food rations or a higher government position. People at risk of losing their jobs might be told their positions are now secure. What’s important to Iran’s Supreme Leader Ayatollah Ali Khamenei is to have his supporters there with him, lending further legitimacy to his words. Whatever they may be.
Last week, during a ceremony attended by Iranian judges and prosecutors, Khamenei expressed his doubts on Iran’s potential cooperation with the U.S. in Iraq. He accused the American government of exploiting the advances made by extremist Sunnis in Iraq to gain control over the country. As his audience sat before him, many of them crossing their hands over their crutches or their chests — a very Iranian sign of submission — Khamenei said that the current crisis had nothing to do with the sectarian divide between Shia and Sunni Muslims. The crowd chanted on cue. The Ayatollah added, “Americans are trying to undermine the stability and the territorial integrity of Iraq, in which the last remnants of Saddam Hussein’s regime are used as proxies and those formerly outside this network of power are treated as pawns.”
Khamenei’s words were echoed by his supporters, who see the rise of the extremist Sunni group Islamic State of Iraq and Syria, ISIS, as an important threat to Iran’s dominance in Shia-majority Iraq. “After the victory of the Shias in Iraq, Arab countries, America and Israel started causing trouble because they were not happy with a Shia democratic government in Iraq,” said Ayatollah Mahmoud Hashemi Shahroudi, former Chief Justice of Iran. “The people of Iraq should remain united,” he said. “Only the U.S. would benefit from a split.” Shahroudi’s comments are particularly important because he was born and raised in Iraq, and was among the leaders of the opposition against Saddam Hussein. He is also widely regarded as Khamenei’s mentor.
Khamenei’s supporters call him “The Leader of All Muslims around the World.” The gist of their conspiracy theories is that the whole world is united to undermine Khamenei’s leadership. The U.S. presence in Iraq and the region is regarded as the main challenge to dominance in Iraq, but they also include ISIS in an American scheme against Iran. “Command centers for the ISIS fighters were in the White House and Saudi Arabia,” said a revolutionary guards commander, and a Khamenei appointee. “The ISIS conflict is an American and Zionist conspiracy to reverse Islamic awakening in the Middle East,” added another appointed commander. Why the U.S. stuck with Maliki — and lost Iraq
“The crisis now gripping Iraq and the Middle East was not only predictable but predicted — and preventable. By looking the other way and unconditionally supporting and arming Maliki, President Obama has only lengthened and expanded the conflict that President Bush unwisely initiated.”
This is the damning assessment of Ali Khedery who by 2009 had become the longest continuously serving American official in Iraq. He writes:
[I]n August 2010, I was shocked that much of the surge’s success had been squandered by Maliki and other Iraqi leaders. Kurds asked how they could justify remaining part of a dysfunctional Iraq that had killed hundreds of thousands of their people since the 1980s. Sunni Arabs — who had overcome internal divisions to form the secular Iraqiya coalition with like-minded Shiite Arabs, Kurds, Turkmen and Christians — were outraged at being asked to abdicate the premiership after pummeling al-Qaeda and winning the elections. Even Shiite Islamist leaders privately expressed discomfort with Iraq’s trajectory under Maliki, with Sadr openly calling him a “tyrant.” Worst of all, perhaps, the United States was no longer seen as an honest broker.
After helping to bring him to power in 2006, I argued in 2010 that Maliki had to go. I felt guilty lobbying against my friend Abu Isra [Maliki], but this was not personal. Vital U.S. interests were on the line. Thousands of American and Iraqi lives had been lost and trillions of dollars had been spent to help advance our national security, not the ambitions of one man or one party. The constitutional process had to be safeguarded, and we needed a sophisticated, unifying, economics-minded leader to rebuild the country after the security-focused Maliki crushed the militias and al-Qaeda.
In conversations with visiting White House senior staff members, the ambassador, the generals and other colleagues, I suggested Vice President Adel Abdul Mahdi as a successor. A former Baathist, moderate Shiite Islamist and French-educated economist who had served as finance minister, Abdul Mahdi maintained excellent relations with Shiites, Sunnis and Kurds as well as with Iran, Turkey and Saudi Arabia.
On Sept. 1, 2010, Vice President Biden was in Baghdad for the change-of-command ceremony that would see the departure of Gen. Ray Odierno and the arrival of Gen. Lloyd Austin as commander of U.S. forces. That night, at a dinner at the ambassador’s residence that included Biden, his staff, the generals and senior embassy officials, I made a brief but impassioned argument against Maliki and for the need to respect the constitutional process. But the vice president said Maliki was the only option. Indeed, the following month he would tell top U.S. officials, “I’ll bet you my vice presidency Maliki will extend the SOFA,” referring to the status-of-forces agreement that would allow U.S. troops to remain in Iraq past 2011.
I was not the only official who made a case against Abu Isra. Even before my return to Baghdad, officials including Deputy U.S. Ambassador Robert Ford, Odierno, British Ambassador Sir John Jenkins and Turkish Ambassador Murat Özçelik each lobbied strenuously against Maliki, locking horns with the White House, U.S. Ambassador Christopher Hill and Maliki’s most ardent supporter, future deputy assistant secretary of state Brett McGurk. Now, with Austin in the Maliki camp as well, we remained at an impasse, principally because the Iraqi leaders were divided, unable to agree on Maliki or, maddeningly, on an alternative.
Our debates mattered little, however, because the most powerful man in Iraq and the Middle East, Gen. Qassim Soleimani, the head of the Quds Force unit of Iran’s Revolutionary Guard Corps, was about to resolve the crisis for us. Within days of Biden’s visit to Baghdad, Soleimani summoned Iraq’s leaders to Tehran. Beholden to him after decades of receiving Iran’s cash and support, the Iraqis recognized that U.S. influence in Iraq was waning as Iranian influence was surging. The Americans will leave you one day, but we will always remain your neighbors, Soleimani said, according to a former Iraqi official briefed on the meeting.
After admonishing the feuding Iraqis to work together, Soleimani dictated the outcome on behalf of Iran’s supreme leader: Maliki would remain premier; Jalal Talabani, a legendary Kurdish guerilla with decades-long ties to Iran, would remain president; and, most important, the American military would be made to leave at the end of 2011. Those Iraqi leaders who cooperated, Soleimani said, would continue to benefit from Iran’s political cover and cash payments, but those who defied the will of the Islamic Republic would suffer the most dire of consequences.
I was determined not to let an Iranian general who had murdered countless American troops dictate the endgame for the United States in Iraq. By October, I was pleading with Ambassador Jeffrey to take steps to avert this outcome. I said that Iran was intent on forcing the United States out of Iraq in humiliation and that a divisive, sectarian government in Baghdad headed by Maliki would almost certainly lead to another civil war and then an all-out regional conflict. This might be averted if we rebuffed Iran by forming a unity government around a nationalist alternative such as Abdul Mahdi. It would be extremely difficult, I acknowledged, but with 50,000 troops still on the ground, the United States remained a powerful player. The alternative was strategic defeat in Iraq and the Middle East writ large. To my surprise, the ambassador shared my concerns with the White House senior staff, asking that they be relayed to the president and vice president, as well as the administration’s top national security officials.
Desperate to avert calamity, I used every bit of my political capital to arrange a meeting for Jeffrey and Antony Blinken, Biden’s national security adviser and senior Iraq aide, with one of Iraq’s top grand ayatollahs. Using uncharacteristically blunt language, the Shiite cleric said he believed that Ayad Allawi, who had served as an interim prime minister in 2004-05, and Abdul Mahdi were the only Shiite leaders capable of uniting Iraq. Maliki, he said, was the prime minister of the Dawa party, not of Iraq, and would drive the country to ruin.
But all the lobbying was for naught. By November, the White House had settled on its disastrous Iraq strategy. The Iraqi constitutional process and election results would be ignored, and America would throw its full support behind Maliki. Washington would try to move Talabani aside and install Allawi as a consolation prize to the Iraqiya coalition.
The next day, I appealed again to Blinken, Jeffrey, Austin, my embassy colleagues and my bosses at Central Command, Gen. Jim Mattis and Gen. John Allen, and warned that we were making a mistake of historic proportions. I argued that Maliki would continue to consolidate power with political purges against his rivals; Talabani would never step aside after fighting Hussein for decades and taking his chair; and the Sunnis would revolt again if they saw that we betrayed our promises to stand by them after the Awakening’s defeat of al-Qaeda. Obama’s emerging de facto alliance with Assad
The Daily Beast reports: There’s a battle raging inside the Obama administration about whether the United States ought to push away from its goal of toppling Syrian dictator Bashar al-Assad and into a de facto alliance with the Damascus regime to fight ISIS and other Sunni extremists in the region.
As President Obama slowly but surely increases the U.S. military presence on the ground in Iraq, his administration is grappling with the immediate need to stop the ISIS advance and push for a political solution in Baghdad. The 3 1/2-year grinding civil war is Syria has been put on a back burner for now. Some officials inside the administration are proposing that the drive to remove Assad from power, which Obama announced as U.S. policy in 2012, be set aside, too. The focus, these officials argue, should instead be on the region’s security and stability. Governments fighting for survival against extremists should be shored up, not undermined.
“Anyone calling for regime change in Syria is frankly blind to the past decade; and the collapse of eastern Syria, and growth of Jihadistan, leading to 30 to 50 suicide attacks a month in Iraq,” one senior Obama administration official who works on Iraq policy told The Daily Beast.
In effect, the American government has been in a limited partnership with the Assad regime for almost a year. The U.S., Russian, and Syrian governments made a deal last September to destroy Assad’s stockpile of chemical weapons—and relied on Damascus to account for and transport those weapons, in effect legitimizing his claim to continued power.
As far back as last December, top White House officials, including Deputy National Security Advisor Tony Blinken, have suggested that the rising threat of extremism was creating a “convergence of interests” between the U.S., Russia, and its allies in the Iranian and the Syrian governments to come to a political deal before the Islamists became too powerful.
“The Russians have a profound interest in avoiding the emergence of an extremist Syria, a haven for extremist groups,” Blinken said at the time. “Many of Syria’s neighbors have the same incentive, and of course we have a strong reason to want to avoid that future.”
But the view that Assad can somehow be a partner of any kind is vigorously disputed by other senior U.S. officials, especially those who work or have worked on Syria policy. They say the problem of extremism in the region can only be solved by removing Assad from power. Not only is the Assad regime a magnet for terrorism, they argue, but Assad and the extremists inside Syria are working together.
“The people who think Bashar al Assad’s regime is the answer to containing and eventually eliminating the Islamic-based threat do not understand the historic relationship between the regime and ISIS. [They] don’t understand the current relationship between Assad and ISIS and how they are working on the ground together directly and indirectly inside Syria,” Robert Ford, the recently departed U.S. ambassador to Syria, told The Daily Beast. “The people who think Assad’s regime survival is essential have not explained how his survival would solve the problem of extremism in Syria.” [Continue reading…]
Iraqi Kurd officials lobbying for independence in Washington
The Wall Street Journal reports: Senior officials from the semiautonomous Iraqi region of Kurdistan are in Washington laying the groundwork for a formal bid for independence, despite opposition from the Obama administration.
Key aides to Kurdish President Massoud Barzani have met staff from the State Department, White House and Congress over the past two days, describing what the Kurds say is the “new reality” in Iraq. Numerous territories in the west of the country have fallen in recent weeks to the militant group Islamic State, which recently changed its name from the Islamic State of Iraq and al-Sham, or ISIS.
Mr. Barzani is moving to hold a referendum among Iraq’s Kurdish population, after which the government in the Kurdish capital of Erbil could seek to formally secede, his top aides told a gathering of reporters Thursday.
“If we can’t live together, we will go for divorce,” said Fuad Hussein, Mr. Barzani’s chief of staff, who met Secretary of State John Kerry on Wednesday. “It is now about a new reality.”
A move toward Kurdish independence would represent a repudiation of Obama administration policy, which seeks to maintain a united Iraq. The ISIS threat: How great is it, who should respond, and how?
The crisis in Iraq can be resolved quite easily. All we have to do is master time-travel.
There are differences of opinion on whether or not history has to be reversed back to 2003 or 1914, but either way, the ability to go back into the past is key.
If time-travel can be accomplished through an act of will, we can remain hopeful that this great challenge will soon be surmounted. After all, there is a growing movement of people who clearly want to re-live the past, so maybe we can all soon get back there, reverse the mistakes which were made and reset history on a more reliable course.
Meanwhile, just in case the time-travel solution happens not to bear fruit, it might be worth considering some kind of Plan B.
Among young Americans — those whose interest in the future can be assumed to be far greater than their interest in the past — the World Cup is apparently almost twice as interesting as events in Iraq. Maybe the 2018 World Cup in Russia will be a game-changer on the geopolitical landscape.
Maybe the assessment that the danger posed to America by ISIS is now greater than that posed by Al Qaeda in the summer of 2001 is an overstatement. After all, while Al Qaeda’s focus was on provoking and challenging American power, ISIS is much more intent on establishing and expanding its caliphate than in seeking military engagement with the U.S..
The fact that ISIS has already drawn the support of hundreds of Westerners flooding initially to Syria, does not necessarily mean many of these individuals will be returning to their countries of origin to engage in terrorism. After all, one of their favorite ways of declaring their commitment to their Islamic state is to destroy their passports. With a measure of realism, they seem to be showing that they have already arrived in the place where they expect to fight and die.
Among critics of the war in Iraq there seems to be far greater concern about the danger of the U.S. once again becoming militarily engaged in Iraq, than there is concern about ISIS. Indeed, few seem to want to say much about the group other than assert that it wouldn’t have come into existence had it not been for the 2003 invasion of Iraq. True. But the invasion did happen and ISIS does now exist and is growing in strength — and the clock cannot be turned back.
Claims that ISIS poses a threat to the world may be viewed with some justified skepticism, but when Iraqi Prime Minister Nouri al-Maliki says that the group now threatens every state in the region, that sounds to me like an accurate assessment.
Iraq is a state on the brink of collapse. The Kurds are already constructing their own borders and there are no indications that a unifying government can be formed in Baghdad.
Military intervention by Russia and Iran might save Maliki yet destroy Iraq.
That an Iranian general has already promised to use “the same winning strategy used in Syria” sends a chilling message to Iraq’s Sunni population as a whole.
Americans who imagine that so long as our borders are secure, we can ignore what happens elsewhere in the world are living in denial about the interconnected planet on which we live.
Anti-interventionists who imagine that the only issue that matters in relation to Iraq is that the U.S. not get sucked in, are unwilling to confront the fact that ISIS will have to be confronted.
If you want to place your confidence in Russia and Iran, then remember Grozny and Aleppo and picture what might become of Mosul.
ISIS could not have advanced this far without the support of a wider Sunni insurgency and rather than the Russians, Iranians, Maliki’s security forces, Shia militias, or the U.S., it is the Sunnis who need expose the fact that this newly constructed Islamic state has no real foundations. But this isn’t going to happen without Iraq’s Sunni population receiving a tangible reward. The longer that takes to materialize, the less chance there is that it’s going to happen.
U.S. reluctance to intervene in Iraq may have unintended consequences for Israel
A week ago Israeli Prime Minister Benjamin Netanyahu seemed to like the idea of a conflict between ISIS and Iran — a conflict in which the United States should refrain from becoming aligned with Tehran.
“Don’t strengthen either of them. Weaken both,” Netanyahu said.
He may have imagined his anti-interventionism would resonate with several constituencies in the U.S.. But he couldn’t have imagined what might happen next.
With the U.S. reluctant to intervene on behalf of Maliki, he has turned to both Iran and Russia both of which have stepped up to provide military support. Iran may have already conducted air strikes in Iraq.
Now comes a twist which — if the reporting is accurate — will shock the Israelis: a significant boost to Iran’s air force.
David Cenciotti, a highly respected aviation blogger, reports:
On Jul. 1, all the seven operational Su-25 Frogfoot attack planes operated by the Pasdaran (informal name of the IRGC – the Army of the Guardians of the Islamic Revolution) have completed their deployment to Imam Ali Airbase where they will join the ex-Russian Air Force Su-25s already delivered to Iraq in the air war against ISIS (Al Qaeda-linked Islamic State of Iraq and the Levant).
The aircraft (three Su-25UBKM and four Su-25KM jets, according to ACIG.org sources) will be operated by four Iraqi pilots and 10 Iranian pilots.
The aircraft and support to fly them would be part of a military contract (backed by the U.S.) according to which Iran’s IRGC Air Force will receive six Su-30K multirole jets destined to Iraq.
The Su-30K is one of the best Russian combat jets available and would present a significant extra layer of defense for Iran in the event that Israel ever considers attacking Iran’s nuclear installations.
Meanwhile, a Bloomberg report on Obama’s lack of options in Iraq alongside Russia and Iran’s growing involvement, notes:
The swift action by two of America’s adversaries has prompted Obama’s critics in Washington — and even some members of his administration — to argue that the U.S. must act quickly to avert an extremist takeover of a country it invaded and occupied for more than eight years.
Obama’s ability to influence events in Iraq is limited, though, according to a U.S. intelligence official.
Two U.S. administrations have inspired distrust among both Shiites and Sunnis by invading in 2003, then failing to stabilize the country or compel Maliki to stop his revenge campaign against Sunnis, and finally withdrawing and leaving a polarized state at the end of 2011, the official said.
Now, the administration is exploring a three-pronged strategy, according to U.S. officials involved in the effort. It consists of providing Maliki’s government with limited military aid, pressing him to step down or agree to a more inclusive government and trying with Saudi Arabian assistance to pry Sunni tribesmen away from their de facto alliance with the Islamic State.
