David Frum writes: From the start of the Trump-Russia story, there have been many secrets, but no mysteries.
Russia interfered in the 2016 presidential election to help Donald Trump. Donald Trump publicly welcomed that help, and integrated the fruits of Russian intervention into his closing campaign argument. (“I love WikiLeaks!”) Since being elected he has attempted to tilt American policy toward Russia, above all by his persistent and repeated attempts to lift the sanctions imposed by President Obama to punish Russia for its invasion of Crimea in 2014 and for its election-meddling in 2016.
Uncertainties remain: Did the Trump campaign actively coordinate its messaging with Russia? Were any U.S. laws violated along the way? What exactly are Trump’s motives? What are Russia’s? And Sunday’s latest revelations added one more: Was Donald Trump Jr.’s meeting with a shady Russian lawyer who offered dirt on Hillary Clinton in any way connected to the WikiLeaks drop a few days later?
But the basic story line is clear. It was clear in real time—and it’s clearer than ever after the Hamburg summit. Whatever exactly happened at the meeting between Trump and Putin, the president’s Sunday morning Twitter storm confirms: Trump has accepted Putin’s denials as the final word on the matter.
Why would not Trump accept it? He has insisted that the accounts of Russian interference in the US election are a “made-up story,” a hoax by sore-loser Democrats. Putin told Trump nothing that Trump did not already believe—or anyway, that Trump wanted everyone else to believe. If there was any question before Hamburg, that question was settled at Hamburg: There will be no consequences for Russia. They attacked American electoral processes and succeeded. U.S. plans to test THAAD missile defenses as North Korea tensions mount
Reuters reports: The United States plans to carry out a new test of its THAAD missile defense system against an intermediate-range ballistic missile in the coming days, two U.S. officials told Reuters on Friday, as tensions with North Korea climb.
Despite being planned months ago, the U.S. missile defense test will gain significance in the wake of North Korea’s launch of an intercontinental ballistic missile (ICBM) on July 4 that has heightened concerns about the threat from Pyongyang.
The test will be the first of the Terminal High Altitude Area Defense (THAAD) to defend against a simulated attack by an intermediate-range ballistic missile (IRBM), one of the officials said. The THAAD interceptors will be fired from Alaska.
The United States has THAAD interceptors in Guam that are meant to help guard against a missile attack from a country such as North Korea. [Continue reading…]

The New York Times reports: President Trump said on Thursday that only “three or four” of the United States’ 17 intelligence agencies had concluded that Russia interfered in the presidential election — a statement that while technically accurate, is misleading and suggests widespread dissent among American intelligence agencies when none has emerged.
The “three or four” agencies referred to by Mr. Trump are the Central Intelligence Agency, the National Security Agency, the F.B.I. and the Office of the Director of National Intelligence, all of which determined that Russia interfered in the election. Their work was compiled into a report, and a declassified version was released on Jan. 6 by the director of national intelligence. It said that all four agencies had “high confidence” that Russian spies had tried to interfere in the election on the orders of President Vladimir V. Putin.
The reason the views of only those four intelligence agencies, not all 17, were included in the assessment is simple: They were the ones tracking and analyzing the Russian campaign. The rest were doing other work.
The intelligence community is a sprawling enterprise that includes military officers who track enemy troop movements, accountants who analyze the finances of Islamist militants and engineers who design spy satellites. There are soldiers, sailors and Marines; tens of thousands of civilian government employees and tens of thousands of private contractors.
Asked about Russia’s election meddling during a news conference on Thursday in Poland, Mr. Trump repeated his familiar refrain that “it could” have been Russia or other countries that interfered in the election, and then appeared to suggest that there was hardly an intelligence community consensus on the matter.
“Let me just start off by saying I heard it was 17 agencies,” he said when asked about the intelligence assessment.
“I said, ‘Boy, that’s a lot.’ Do we even have that many intelligence agencies, right? Let’s check it. And we did some very heavy research,” Mr. Trump continued. “It turned out to be three or four — it wasn’t 17 — and many of your compatriots had to change their reporting, and they had to apologize, and they had to correct.”
Mr. Trump was also correct about inaccurate news reports. Some, including an article in The New York Times, incorrectly reported that all 17 American intelligence agencies had endorsed the assessment.
But there is no evidence that significant uncertainty or dissent exists across the intelligence community, simply because not all 17 were involved in the assessment of Russian interference. [Continue reading…]
Trump’s plan to team up with Putin in Syria — and leave Assad in power
The Daily Beast reports: For once, Rex Tillerson is not freelancing.
Late Wednesday, ahead of the first-ever meeting between Donald Trump and Vladimir Putin, the secretary of state suggested that the U.S. is willing to explore “joint mechanisms” with Russia to stabilize the vicious Syrian civil war.
After a dizzying series of policy shifts on Syria, administration and congressional sources tell The Daily Beast that Team Trump is introducing the beginnings of a new strategy for Syria—one that, in the short term at least:
• leaves dictator Bashar al-Assad in power;
• acquiesces to the idea of “safe zones” proposed by Russia and its allies;
• leans on cooperation from Moscow, including the use of Russian troops to patrol parts of the country.
It’s the sort of plan that observers have long suspected would ultimately emerge as Trump’s approach—despite his pledge that Assad has “no role” in governing the Syrian people. Top Trump aides from Jared Kushner to former national security adviser Michael Flynn have pushed for closer coordination with Russia on Syria for months. [Continue reading…]
Pentagon is confident that U.S. might be able to intercept an incoming North Korean nuclear missile
Reuters reports: Not everybody asserts as confidently as the Pentagon that the U.S. military can defend the United States from the growing threat posed by North Korea’s intercontinental ballistic missile capability.
Pyongyang’s first test on Tuesday of an ICBM with a potential to strike the state of Alaska has raised the question: How capable is the U.S. military of knocking down an incoming missile or barrage of missiles?
Briefing reporters on Wednesday, Pentagon spokesman Navy Captain Jeff Davis said: “We do have confidence in our ability to defend against the limited threat, the nascent threat that is there.”
Davis cited a successful test in May in which a U.S.-based missile interceptor knocked down a simulated incoming North Korean ICBM. But he acknowledged the test program’s track program was not perfect.
“It’s something we have mixed results on. But we also have an ability to shoot more than one interceptor,” Davis said.
An internal memo seen by Reuters also showed that the Pentagon upgraded its assessment of U.S. defenses after the May test.
Despite hundreds of billions of dollars spent on a multi-layered missile defense system, the United States may not be able to seal itself off entirely from a North Korean intercontinental ballistic missile attack. [Continue reading…]
Why there is no realistic option of a ‘surgical strike’ on North Korea
The New York Times reports: The standoff over North Korea’s nuclear program has long been shaped by the view that the United States has no viable military option to destroy it. Any attempt to do so, many say, would provoke a brutal counterattack against South Korea too bloody and damaging to risk.
That remains a major constraint on the Trump administration’s response even as North Korea’s leader, Kim Jong-un, approaches his goal of a nuclear arsenal capable of striking the United States. On Tuesday, the North appeared to cross a new threshold, testing a weapon that it described as an intercontinental ballistic missile and that analysts said could potentially hit Alaska.
Over the years, as it does for potential crises around the world, the Pentagon has drafted and refined multiple war plans, including an enormous retaliatory invasion and limited pre-emptive attacks, and it holds annual military exercises with South Korean forces based on them.
But the military options are more grim than ever.
Even the most limited strike risks staggering casualties, because North Korea could retaliate with the thousands of artillery pieces it has positioned along its border with the South. Though the arsenal is of limited range and could be destroyed in days, the United States defense secretary, Jim Mattis, recently warned that if North Korea used it, it “would be probably the worst kind of fighting in most people’s lifetimes.”
Beyond that, there is no historical precedent for a military attack aimed at destroying a country’s nuclear arsenal.
The last time the United States is known to have seriously considered attacking the North was in 1994, more than a decade before its first nuclear test. The defense secretary at the time, William J. Perry, asked the Pentagon to prepare plans for a “surgical strike” on a nuclear reactor, but he backed off after concluding it would set off warfare that could leave hundreds of thousands dead.
The stakes are even higher now. American officials believe North Korea has built as many as a dozen nuclear bombs — perhaps many more — and can mount them on missiles capable of hitting much of Japan and South Korea. [Continue reading…]
‘Self-restraint’ is only thing stopping war with North Korea, U.S. general says
The New York Times reports: “Self-restraint” is all that is keeping the United States and South Korea from going to war with the North, the top American general in South Korea said on Wednesday. His comment came as the South’s defense minister indicated that the North’s first intercontinental ballistic missile had the potential to reach Hawaii.
The unusually blunt warning, from Gen. Vincent K. Brooks, the commander of American troops based in Seoul, came a day after North Korea said it successfully tested the Hwasong-14, its first intercontinental ballistic missile.
Washington and its allies confirmed that the weapon was an ICBM and condemned the test as a violation of United Nations resolutions and a dangerous escalation of tensions.
Although doubt remained whether North Korea had cleared all the technical hurdles to make the Hwasong-14 a fully functional ICBM, the launch prompted the United States and South Korea to conduct a rare joint missile exercise off the east coast of the South on Wednesday. The drill involved firing an undisclosed number of ballistic missiles into the sea.
“Self-restraint, which is a choice, is all that separates armistice and war,” said General Brooks, referring to the 1953 cease-fire that halted but never officially ended the Korean War. “As this alliance missile live-fire shows, we are able to change our choice when so ordered by our alliance national leaders. U.S. nuclear weapons safety and security (or lack of it) now kept secret
The Associated Press reports: The Pentagon has thrown a cloak of secrecy over assessments of the safety and security of its nuclear weapons operations, a part of the military with a history of periodic inspection failures and bouts of low morale.
Overall results of routine inspections at nuclear weapons bases, such as a “pass-fail” grade, had previously been publicly available. They are now off-limits. The change goes beyond the standard practice of withholding detailed information on the inspections.
The stated reason for the change is to prevent adversaries from learning too much about U.S. nuclear weapons vulnerabilities. Navy Capt. Greg Hicks, spokesman for the Joint Chiefs of Staff, said the added layer of secrecy was deemed necessary.
“We are comfortable with the secrecy,” Hicks said Monday, adding that it helps ensure that “as long as nuclear weapons exist, the U.S. will maintain a safe, secure, and effective nuclear stockpile.”
Critics question the lockdown of information.
“The whole thing smells bad,” said Steven Aftergood, a government secrecy expert with the Federation of American Scientists. “They’re acting like they have something to hide, and it’s not national security secrets.”
“I think the new policy fails to distinguish between protecting valid secrets and shielding incompetence,” he added. “Clearly, nuclear weapons technology secrets should be protected. But negligence or misconduct in handling nuclear weapons should not be insulated from public accountability.” [Continue reading…]
Kim Jong Un has nukes, now he has an ICBM, and he will use them to threaten the U.S.
Jeffrey Lewis writes: North Korea wanted a nuclear weapon that could reach the United States for a very simple reason: Kim Jong Un and his cronies in Pyongyang watched as the United States assembled a massive invasion force against Saddam Hussein in Iraq, then used airpower to aid the overthrow of Muammar Gaddafi. The latter was especially frightening for the North Koreans, because Gaddafi had abandoned his WMD programs in a disarmament deal and was then offered up by the Bush Administration as an intermediary who would vouch to North Korea that the U.S. keeps its promises.
The deal ended with Gaddafi’s gruesome death on camera. North Korea doesn’t plan to wait around like Saddam or Gaddafi. Instead, once a war starts, North Korea plans to hit U.S. forces in South Korea and Japan with everything it has, including nuclear weapons, hoping to shock the United States and blunt an invasion. U.S. officials often dismiss that possibility by saying it would be suicide for Kim. But Kim is counting on nuclear-armed ICBMs that can target the United States to ensure that Trump realizes that suicide would be mutual.
Trump doesn’t have the slightest idea what to do about this. Secretary of State Rex Tillerson, having said we are done talking about North Korea, said nothing. But then again, I am yet to be convinced Tillerson is actually alive and this isn’t some reboot of the Weekend at Bernie’s franchise set at the State Department. Nope, there is no plan.
To the extent that there is any coherent Trump approach, one might infer from his tweets that he believes his new friend, Chinese leader Xi Jinping, will bail him out like his Korea policy was an underwater condo development. But Xi’s interest is transactional and it isn’t clear to me that China is worse off if North Korea can threaten the United States with nuclear weapons. Moreover, if Beijing had so much sway over North Korea, Kim wouldn’t have sent to two assassins to rub VX in the face of his half-brother living under Chinese protection.
It’s not just Trump, though—the Obama Administration didn’t know what to do, either. The idea that the United States could work through China or use cyber-attacks to halt North Korea’s missile program was just a collective exercise in denial that our effort to prevent a nuclear-armed North Korea was an abject failure. For eight damned years, I kept hearing about strategic patience in one form or another.
While I think we did have a chance to pick some different outcome in the mid-1990s, the window for denuclearization closed a long time ago. If Kim Il Sung once calculated that he could trade nuclear weapons he had not built for international recognition of his bizarre little dictatorship, his grandson has clearly decided that real nuclear weapons are a lot better than promises on paper. What makes America exceptional?
David Frum writes: America’s uniqueness, even pre-Trump, was expressed as much through negative indicators than positive. It is more violent than other comparable societies, both one-on-one and in the gun massacres to which the country has become so habituated. It has worse health outcomes than comparably wealthy countries, and some of them most important of them are deteriorating further even as they improve almost everywhere else. America’s average levels of academic achievement lag those of other advanced countries. Fewer Americans vote—and in no other democracy does organized money count for so much in political life. A century ago, H.L. Mencken observed the American “national genius for corruption,” and (again pre-Trump) Transparency International’s corruption perceptions index ranks the U.S. in 18th place, behind Hong Kong, Belgium, Australia, Canada, the Netherlands, the United Kingdom, Germany—never mind first-place finishers Denmark and New Zealand.
As I said: pre-Trump. Now the United States has elected a president who seems much more aligned with—and comfortable in the company of—the rulers of Turkey, Hungary, Uzbekistan, and the Philippines than his counterparts in other highly developed countries.
That result forces a reshaping of the question of American exceptionalism.
“Why was the United States vulnerable to such a person when other democracies have done so much better?” Part of the answer is a technical one: The Electoral College, designed to protect the country from demagogues, instead elected one. But then we have to ask: How did Trump even get so far that the Electoral College entered into the matter one way or another?
Thinking about that question forces an encounter with American exceptionalism in its most somber form. If, as I believe, Donald Trump arose because of the disregard of the American political and economic elite for the troubles of so many of their fellow-citizens, it has to be asked again: How could the leaders of a democratic country imagine they could get away with such disregard? Justice Department’s corporate crime watchdog resigns, saying Trump makes it impossible to do job
International Business Times reports: One of the Justice Department’s top corporate crime watchdogs has resigned, declaring that she cannot enforce ethics laws against companies while, she asserts, her own bosses in the Trump administration have been engaging in conduct that she said she would never tolerate in corporations.
Hui Chen — a former Pfizer and Microsoft lawyer who also was a federal prosecutor — had been the department’s compliance counsel. She left the department in June and broke her silence about her move in a recent LinkedIn post that sounded an alarm about the Trump administration’s behavior.
“Trying to hold companies to standards that our current administration is not living up to was creating a cognitive dissonance that I could not overcome,” Chen wrote. “To sit across the table from companies and question how committed they were to ethics and compliance felt not only hypocritical, but very much like shuffling the deck chair on the Titanic. Even as I engaged in those questioning and evaluations, on my mind were the numerous lawsuits pending against the President of the United States for everything from violations of the Constitution to conflict of interest, the ongoing investigations of potentially treasonous conducts, and the investigators and prosecutors fired for their pursuits of principles and facts. Those are conducts I would not tolerate seeing in a company, yet I worked under an administration that engaged in exactly those conduct. I wanted no more part in it.” [Continue reading…]
Tillerson ready to let Russia decide Assad’s fate
Foreign Policy reports: Secretary of State Rex Tillerson told the U.N. Secretary General Antonio Guterres during a private State Department meeting last week that the fate of Syrian leader Bashar Al-Assad now lies in the hands of Russia, and that the Trump administration’s priority is limited to defeating the Islamic State, according to three diplomatic sources familiar with the exchange.
The remarks offer the latest stop on a bumpy U.S. policy ride that has left international observers with a case of diplomatic whiplash as they try to figure out whether the Trump administration will insist that Assad step down from power. Nearly three months ago, Tillerson had insisted that Assad would have to leave office because of his alleged use of chemical weapons.
Tillerson’s assurances to Guterres signaled the Trump administration’s increasing willingness to let Russia take the driver’s seat in Syria, throwing geopolitics to the wayside to focus on defeating ISIS.
He also signaled that U.S. military action against Assad’s forces in recent months is intended to achieve only limited tactical goals–deterring future chemical weapons attacks and protecting U.S. backed-forces fighting the Islamic State in Syria–not weakening the Assad government or strengthening the opposition’s negotiating leverage. Trump’s personal arm-twister, Michael D. Cohen, sidelined under glare of Russia inquiry
The New York Times reports: Just over a decade ago, Donald J. Trump was locked in conflict with a group of apartment owners who had taken control of the condominium board at his new glass tower across from the United Nations. Faced with accusations of financial impropriety and an affront to his authority, Mr. Trump turned to Michael D. Cohen, a former personal injury lawyer who helped run a taxi fleet.
Mr. Cohen did not seem to have extensive expertise in the arcana of New York City condo rules. But he had something Mr. Trump seemed to value more: devotion to the Trump brand. He had already purchased a number of Trump properties and had persuaded his parents, in-laws and a business partner to buy apartments in Mr. Trump’s flashy new development, Trump World Tower.
Plus, he had read Mr. Trump’s book “The Art of the Deal.” Twice.
With Mr. Cohen’s help, Mr. Trump regained control of the board, orchestrating a coup that culminated in a standoff between his security detail and private guards hired by the disgruntled owners, according to people who were there. Details of the dispute’s resolution are secret because of a confidentiality agreement, but Mr. Cohen said that his task was “masterfully accomplished.”
He went on to serve as a key confidant for Mr. Trump, with an office near the boss at Trump Tower on Fifth Avenue. Officially, his title was special counsel, but he appears to have served more as a kind of personal arm-twister. If anyone crossed Mr. Trump or stood in his way, Mr. Cohen, who was known to sometimes carry a licensed pistol in an ankle holster, would cajole, bully or threaten a lawsuit, according to a half-dozen people who dealt with him over the years.
“If somebody does something Mr. Trump doesn’t like, I do everything in my power to resolve it to Mr. Trump’s benefit,” Mr. Cohen once said during an interview with ABC News. “If you do something wrong, I’m going to come at you, grab you by the neck, and I’m not going to let you go until I’m finished.” [Continue reading…]
Trump administration targets parents in new immigration crackdown
The New York Times reports: The Trump administration has begun a new tactic to crack down on illegal immigration, this time arresting undocumented parents suspected of having paid to have their children ushered into the country by smugglers.
When unaccompanied children are apprehended at the border — often after having been taken there by smugglers — immigration officials initiate cases for their deportation, a process that can take months or years. In the meantime, many of those children are placed with parents or relatives who crossed earlier to establish a foothold in the United States and earn money to send back home.
Until recently, those adults have not been priorities for arrest, even if they are in the country illegally.
But in February, President Trump’s Homeland Security secretary, John F. Kelly, signed a memo promising to penalize people who pay smugglers to bring their children to the United States, saying that the agency had “an obligation to ensure that those who conspire to violate our immigration laws do not do so with impunity.” This past week, Jennifer D. How Rex Tillerson is wrecking the State Department
Max Bergmann writes: The deconstruction of the State Department is well underway.
I recently returned to Foggy Bottom for the first time since January 20 to attend the departure of a former colleague and career midlevel official—something that had sadly become routine. In my six years at State as a political appointee, under the Obama administration, I had gone to countless of these events. They usually followed a similar pattern: slightly awkward, but endearing formalities, a sense of melancholy at the loss of a valued teammate. But, in the end, a rather jovial celebration of a colleague’s work. These events usually petered out quickly, since there is work to do. At the State Department, the unspoken mantra is: The mission goes on, and no one is irreplaceable. But this event did not follow that pattern. It felt more like a funeral, not for the departing colleague, but for the dying organization they were leaving behind.
As I made the rounds and spoke with usually buttoned-up career officials, some who I knew well, some who I didn’t, from a cross section of offices covering various regions and functions, no one held back. To a person, I heard that the State Department was in “chaos,” “a disaster,” “terrible,” the leadership “totally incompetent.” This reflected what I had been hearing the past few months from friends still inside the department, but hearing it in rapid fire made my stomach churn. As I walked through the halls once stalked by diplomatic giants like Dean Acheson and James Baker, the deconstruction was literally visible. Furniture from now-closed offices crowded the hallways. Dropping in on one of my old offices, I expected to see a former colleague—a career senior foreign service officer—but was stunned to find out she had been abruptly forced into retirement and had departed the previous week. This office, once bustling, had just one person present, keeping on the lights.
This is how diplomacy dies. Not with a bang, but with a whimper. With empty offices on a midweek afternoon.
When Rex Tillerson was announced as secretary of state, there was a general feeling of excitement and relief in the department. After eight years of high-profile, jet-setting secretaries, the building was genuinely looking forward to having someone experienced in corporate management. Like all large, sprawling organizations, the State Department’s structure is in perpetual need of an organizational rethink. That was what was hoped for, but that is not what is happening. House Russia probe eyes longtime Trump bodyguard-turned-White House aide Keith Schiller
ABC News reports: Congressional investigators now want to interview Keith Schiller, President Donald Trump’s longtime bodyguard-turned-White House aide, as part of their investigation into Russian interference in the 2016 presidential campaign, sources familiar with the investigation told ABC News.
Schiller, the former head of security for the Trump Organization who now serves as the White House director of Oval Office operations, is one of several Trump associates on the House Intelligence Committee’s witness list in its ongoing investigation into Russian election interference.
The committee’s focus on Schiller and other Trump campaign officials and associates marks a new phase in the investigation — which is examining how Russia attempted to influence the election, the Obama administration’s response and allegations of collusion between Trump associates and Russian officials. White House engaged in systematic effort to undermine Tillerson
Politico reports: Secretary of State Rex Tillerson’s frustrations with the White House have been building for months. Last Friday, they exploded.
The normally laconic Texan unloaded on Johnny DeStefano, the head of the presidential personnel office, for torpedoing proposed nominees to senior State Department posts and for questioning his judgment.
Tillerson also complained that the White House was leaking damaging information about him to the news media, according to a person familiar with the meeting. Above all, he made clear that he did not want DeStefano’s office to “have any role in staffing” and “expressed frustration that anybody would know better” than he about who should work in his department — particularly after the president had promised him autonomy to make his own decisions and hires, according to a senior White House aide familiar with the conversation.
The episode stunned other White House officials gathered in chief of staff Reince Priebus’ office, leaving them silent as Tillerson raised his voice. In the room with Tillerson and DeStefano were Priebus, top Trump aide Jared Kushner and Margaret Peterlin, the secretary of state’s chief of staff.
The encounter, described by four people familiar with what happened, was so explosive that Kushner approached Peterlin afterward and told her that Tillerson’s outburst was completely unprofessional, according to two of the people familiar with the exchange, and told her that they needed to work out a solution. Revived U.S. travel ban sows confusion, anger in Middle East
Reuters reports: A U.S. Supreme Court decision allowing partial implementation of President Donald Trump’s travel ban has stirred anger and confusion in parts of the Middle East, with would-be visitors worried about their travel plans and their futures.
The blanket 90-day ban on visitors from six Muslim-majority countries – Iran, Libya, Somalia, Sudan, Syria and Yemen – and a 120-day ban on all refugees was completely blocked by lower courts after Trump issued it on March 6, saying it was needed to prevent terrorism attacks.
On Monday, the Supreme Court ruled the bans could proceed, though only for foreigners with no “bona fide relationship” with an American entity or person, and it did not specify what that meant. The ruling left some in the Middle East wondering if they would be able to enter the United States.
“It’s a big disappointment for me,” said a 52-year-old Sudanese man in the capital Khartoum, who believed he would now be rejected for a visa to visit relatives in the United States.
The man, who declined to be identified, said he wouldn’t know the outcome until at least Sunday, when the U.S. Embassy opens again after a string of national holidays.
“I’ve traveled to America before and I don’t know why I’m prevented from traveling (now). I didn’t violate American law during my previous visits,” he told Reuters. [Continue reading…]
