The three manifestos that paved the way for ISIS

Fawaz A. Gerges writes: Islamic State’s Islamist utopia has taken hold of the imagination of small Sunni communities almost everywhere, including in Brussels, where suicide bombers killed 32 people last month.

Its worldview, Salafi jihadism, is perhaps the most powerful weapon in its deadly arsenal. A traveling and expanding ideology, Salafi jihadism, or religious totalitarianism, has evolved into an influential social movement with a repertoire of ideas, iconic leaders, far-flung supporters, networks of recruiters and theorist enablers who provide members with theological sustenance.

Regardless of what happens to Islamic State, Salafi jihadism is here to stay and will likely gain more converts in politically polarized Arab and Muslim societies. The challenge is to shine light on this growing ideology and make sense of it.

Islamic State leader Abu Bakr Baghdadi and his inner circle rely particularly on three Salafi jihadist manifestoes to justify what they do. The most well-known is “The Management of Savagery.” Circulated in PDF format under the pseudonym Abu Bakr Najji in the early 2000s, the manifesto provides a strategic road map of how to create an Islamic caliphate.

The second book is “Introduction to the Jurisprudence of Jihad” by Abu Abdullah Muhajjer, which calls on Salafi jihadists to do whatever it takes to establish a purely unified Islamic state.

The final book is “The Essentials of Making Ready” (for Jihad) by Sayyid Imam Sharif, aka Abdel-Qader Ibn Abdel-Aziz or Dr. Fadl. This massive work focuses on the theological and practical meanings of jihad in Islam, and it has become a central text in jihadist training. Fadl admitted that he wrote the book in the late 1980s as a manual for training camps of what subsequently became known as Al Qaeda. [Continue reading…]

The gap between jihadism and the prevailing linear narrative of radicalization

Kenan Malik writes: In Britain, the government’s flagship counterterrorism program, Prevent, includes surveillance of schoolchildren and college students. Official guidelines suggest that signs of radicalization include changing one’s “style of dress or personal appearance” or using “derogatory names or labels for another group.” Another sign, according to leaked teacher training materials, is an overt interest in Palestine or Syria. Among nearly 4,000 people identified last year as supposedly exhibiting signs of radicalization was a 4-year-old boy.

In France, mass closures of mosques and organizations suspected of enabling radicalization are underway.

Yet the evidence suggests that the concept is flawed and that such anti-jihadist measures are ineffective, even counterproductive. A secret British government memorandum leaked in 2010 dismissed the idea that there was “a linear ‘conveyor belt’ moving from grievance, through radicalization, to violence.” A 2010 American study sponsored by the Department of Homeland Security similarly noted that radicalization “cannot be understood as an invariable set of steps or ‘stages’ from sympathy to radicalism.”

Many studies show, perhaps counterintuitively, that people are not usually led to jihadist groups by religious faith. In 2008, a leaked briefing from Britain’s domestic security service, MI5, found that far from being religious zealots, many involved in terrorism were not particularly observant.

This view is confirmed by Marc Sageman, a former officer with the Central Intelligence Agency who is now a counterterrorism consultant. “At the time they joined, jihad terrorists were not very religious,” he observed. “They only became religious once they joined the jihad.”

The paradox is that the concept has become central to domestic counterterrorism policy even as government agencies discover it’s wrong. There is a gap between the reality of jihadism and a political desire for a simple narrative of radicalization.

In recent years, the official view of the process has become more nuanced. An F.B.I. website aimed at teenagers acknowledges that “no single reason explains why people become violent extremists.” Updated British strategy also accepts that “there is no single cause of radicalization.”

Yet the idea of a conveyor belt and telltale signatures of radicalization continue to be influential.

For many, though, the first steps toward terror are rarely taken for political or religious reasons. As the French sociologist Olivier Roy, the pre-eminent scholar of European jihadism, puts it, few terrorists “had a previous story of militancy,” either political or religious. My friend, the former Muslim extremist

Nicholas Kristof writes: Whenever a Muslim carries out a terror attack in the West, the question arises: Why do they hate us?

Provocative answers come from my friend Rafiullah Kakar, who has lived a more astonishing life than almost anyone I know. Rafi is a young Pakistani who used to hate the United States and support the Taliban. His brother joined the Taliban for a time, but now I worry that the Taliban might try to kill Rafi — ah, but I’m getting ahead of myself.

One of 13 children, Rafi is a Pashtun who grew up in a mud home close to the Afghan border, in an area notorious for tribal feuds and violent clashes. His parents are illiterate farmers, and it looked as if Rafi’s education would end in the fifth grade, when he was sent to a madrasa. His mom wanted him to become a hafiz, someone who has memorized the entire Quran.

“One reason people send kids to madrasa is that a hafiz can get to paradise and take 10 other people along,” Rafi notes, explaining a local belief about getting to heaven. “My mother wanted me to be a hafiz, so I could be her ticket to paradise.” [Continue reading…]

Google thinks it can combat terrorism with advertising

The Telegraph reports: Jihadi sympathisers who type extremism-related words into Google will be shown anti-radicalisation links instead, under a pilot scheme announced by the internet giant.

The new technology means people at risk of radicalisation will be presented with internet links which are the exact opposite of what they were searching for.

Dr Anthony House, a senior Google executive, revealed the pilot scheme in evidence to MPs scrutinising the role of internet companies in combating extremism.

“We are working on counter-narratives around the world. This year one of the things we’re looking at is we are running two pilot programmes,” said Dr House.

“One is to make sure these types of views are more discoverable.

“The other is to make sure when people put potentially damaging search terms into our search engine they also find these counter narratives.”

A Google spokeswoman said the pilot project referred to by Dr House would bring up counter-narrative messages in “AdWords” – the sponsored links which are returned at the top of a Google search – and not the search results themselves.

Dr House said later: “We offer Google AdWords Grants to NGOs so that meaningful counter-speech ads can be surfaced in response to search queries like ‘join Isis’.” [Continue reading…]

Let’s disregard the fact that would-be jihadists are just as likely as anyone else to use ad-blocking software. What are we to imagine the click-through rate will be for, let’s say, a Human Rights Watch ad that appears on a search page delivered on a query about the ISIS magazine, Dabiq?

Is Dr House serious? This sounds, more than anything, like a PR exercise for Google — a way of saying: we’re playing out part in combating terrorism.

Clearly, Google, like every other internet company, wants to be seen as being opposed to terrorism; not as a facilitator of terrorism through the creation of communications platforms — even though in reality these have become a vital tools in 21st century terrorism.

Terrorists are often credited with being able to stay one step ahead of their adversaries — as though this is an indication of their cunning. Unfortunately, more often it seems to be an indication that counter-terrorism is another name for easy money.

Anything can get funded on the smallest prospect it might be effective. Those who carry the burden that they must be seen to be doing something, can duly claim they are meeting their responsibilities as they approve almost anything.

Aside from the question of efficacy when it comes to Google’s strategy for presenting counter-narratives, just as importantly, we need to question the search engine’s ability to decipher the motives of its users, i.e it’s ability to accurately identify “dangerous searches.” After all, a query that indicates the malevolent intentions of one user, might from another user be an indication that they are a journalist or an academic. Search terms indicate what is sought but not necessarily why it is being sought.

Beyond that is the broader issue of the political and social manipulation that internet companies are engaged in when the services they provide are designed to modify the behavior of their users.

As Henry David Thoreau wrote, “Men have become the tools of their tools,” but it’s hard to grasp the degree to which, during the intervening 150 years, this has become so much more true.

Google might not have high expectations about its ability to limit the growth of ISIS through the use of adwords, yet it certainly has a huge interest in every branch of research through which it can refine the effectiveness of its primary revenue source by shaping our interests and desires.

Mali’s irrepressible musical spirit resounds after jihadi-imposed silence

The Guardian reports: n the courtyard of a colonial villa in Bamako, four young men crouch around a tiny camping stove. The Malian tradition of simmering tea for hours is as old as the ancient trade routes crossing the Sahara desert. There is even a saying behind the practice, says Aliou Touré, a singer in the Mali band Songhoy Blues.

“Here in Mali we say that the first cup is bitter like life, the second is sweet like love and the third is soft like the breath of a dying man,” he says.

Songhoy Blues are one of the latest musical acts to emerge from the west African country that has produced artists such as Salif Keita and Toumani Diabaté – both multiple Grammy winners – Tinariwen, Ali Farka Touré, Bassekou Kouyaté, and Rokia Traoré.

The band is one of a dozen acts at this week’s Bamako acoustic festival, the first major music festival in the capital since 2012, when Islamist extremists seized northern Mali and imposed their hardline interpretation of sharia law that, among other things, banned music. [Continue reading…]

Boko Haram burns children alive in northeast Nigeria

The Associated Press reports: A survivor hidden in a tree says he watched Boko Haram extremists firebomb huts and heard the screams of children among people burned to death in the latest attack by Nigeria’s homegrown Islamic extremists.

Scores of charred corpses and bodies with bullet wounds littered the streets from Saturday night’s attack on Dalori village just 5 kilometers (3 miles) from Maiduguri, the birthplace of Boko Haram and the biggest city in the northeast, according to survivors and soldiers.

The shooting and burning continued for four hours, survivor Alamin Bakura said, weeping on a telephone call to The Associated Press. He said several of his family members were killed or wounded. [Continue reading…]

This is what happens when modernity fails all of us

Muqtedar Khan writes: Muslims were told that if they embraced modernity they would become free and prosperous. But modernity has failed many Muslims in the Muslim World. It brought imperialism, occupation, wars, division and soul stifling oppression by home states and foreign powers. Today the most important element of modernity, the modern state, is crumbling across the Arab World, precipitating chaos and forcing Muslims to seek refuge abroad.

For Muslims in the West, unjust foreign policies of their new homes, persistent and virulent Islamophobia, state surveillance, discrimination and demonization can be at best alienating and at worst radicalizing. Perhaps it is those whom modernity has failed at home and abroad who are tempted by the fatal attraction of extremism.

But why Muslims only you might ask? My answer: Open your eyes and look, modernity is failing non-Muslims too. Egregious income inequalities, police brutality, rampant institutionalized racism, mass-killings, drugs, gang violence, sexual predatory behaviors, militarization of police, diminishing civil rights as the state becomes more intrusive and rising rhetoric of intolerance from mainstream politicians — they are symptoms of institutional failures, extremism and even domestic terrorism.

We can combat extremism only by recognizing and resisting it everywhere. But we must make the promise of modernity a reality for all in order to render the appeal of radical utopias less attractive. [Continue reading…]

We need to talk about how ISIS interprets Islam

Since capturing swathes of Iraq and Syria, Islamic State has embarked on a cyber-offensive to spread its message through social media. A great effort has been made to block and remove the content, to understand how this information spreads – and to understand why some find it so convincing.

But it is also important to look at the message itself. Islamic State’s claims are not plucked out of the sky. As unpalatable as they may be, they are framed by religious narratives and debates about Islam that have spanned centuries.

A look at Islamic State’s online magazine, Dabiq, reveals arguments built on Wahabbism, a fundamentalist branch of Islam. There are invocations of the founder Ibn Taimaya, “Sheik al Islam”, and references to Ibn Abbas, Ibn Masood, Ibn al-Qayyim, Ibn Hajar, Muhammad Ibn Abdil-Wahhab, Bukhari, and Sahih Muslim – Muslim scholars either collecting, interpreting, or narrating Hadith (the words of the prophet). The broader message is blunt: “Kill whoever changes his religion [Sahīh al-Bukhārī]“.

To claim that Islamic State is not related to Islam is therefore naive, even wilfully dismissive. It ignores the interpretations of Islam that IS presents in its videos, statements and other communication.

Arguing that IS is comprehensively Islamic, on the other hand, is simplistic, too. That is to see the group as representing all Muslims and the different and competing readings and interpretations of Islam around the world. Clearly, they do not.

Grabbing either of these easy, polar explanations for what IS represents will not provide a solution to the problem. We need to consider some controversial issues upon which most of the varying sects of Islam agree in order to understand IS, and subvert its narratives.

Sentenced to be crucified in Saudi Arabia

Nicholas Kristof writes: Any day now, our Saudi Arabian allies may behead and crucify a young man named Ali al-Nimr.

His appeals following his court sentence for this grisly execution have been exhausted, so guards may lead Nimr to a public square and hack off his head with a sword as onlookers jeer. Then, following Saudi protocol for crucifixion, they would hang his body as a warning to others.

Nimr’s offense? He was arrested at age 17 for participating in anti-government protests. The government has said he attacked police officers and rioted, but the only known evidence is a confession apparently extracted under torture that left him a bloody mess.

“When I visited my son for the first time I didn’t recognize him,” his mother, Nusra al-Ahmed, told The Guardian. “I didn’t know whether this really was my son Ali or not.”

Nimr was recently moved to solitary confinement in preparation for execution. In Britain, where the sentence has received attention, the foreign secretary says he does “not expect” it to be carried out. But Nimr’s family fears execution could come any day.

Saudi Arabia’s medieval criminal justice system also executes “witches,” and flogs and imprisons gay people.

It’s time for a frank discussion about our ally Saudi Arabia and its role legitimizing fundamentalism and intolerance in the Islamic world. Western governments have tended to bite their tongues because they see Saudi Arabia as a pillar of stability in a turbulent region — but I’m not sure that’s right.

Saudi Arabia has supported Wahhabi madrasas in poor countries in Africa and Asia, exporting extremism and intolerance. Saudi Arabia also exports instability with its brutal war in Yemen, intended to check what it sees as Iranian influence. Saudi airstrikes have killed thousands, and the blockading of ports has been even more devastating. Some Yemeni children are starving, and 80 percent of Yemenis now need assistance.

There’s also an underlying hypocrisy in Saudi behavior. This is a country that sentenced a 74-year-old British man to 350 lashes for possessing alcohol (some British reports say he may be allowed to leave Saudi Arabia following international outrage), yet I’ve rarely seen as much hard liquor as at Riyadh parties attended by government officials.

A Saudi prince, Majed Abdulaziz al-Saud, was just arrested in Los Angeles in a $37 million mansion he had rented, after allegedly drinking heavily, hiring escorts, using cocaine, terrorizing women and threatening to kill people.

“I am a prince,” he declared, according to an account in The Los Angeles Times. “And I do what I want.” [Continue reading…]

Talk of lone wolves misunderstands how Islamic militancy works

Jason Burke writes: A new attack, a young man who would be a killer and a tragedy narrowly averted. The media attention is currently on the identity of the have-a-go heroes who prevented carnage in France. It will shift eventually to the man who tried to open fire with an automatic weapon in a crowded European train.

From what we know already, he fits a classic type: young, of north African origins, with a possible recent visit to Syria and known to security services. This profile is very similar to that of the men who attacked satirical magazine Charlie Hebdo in January this year, to Mohamed Merah, a 23-year-old who killed 12 in a shooting spree in south-west France in 2012, and to that of Mehdi Nemmouche, who shot at a Jewish Museum in Brussels last year.

The two shocking French attacks underlined the nature of the wave of violence emerging in the country.

This latest attacker too is now being described as a lone wolf, with people asking how he was radicalised. Both terms, however, are deeply misleading. Few lone wolves exist, certainly in the recent history of Islamic militancy, and to insist that they do is to fail to understand how Islamic militancy works.

Furthermore the idea of radicalisation is not particularly useful either.

Of the hundreds of Islamic militants who have been involved in attacks in Europe over recent years, only a tiny minority have acted alone. Most have been involved in broader networks of activism, some violent, some less so.

Many have travelled overseas and spent time with major militant groups. A high proportion – possibly two-thirds, recent research tells us – have told others of their plans to commit violence.

Most importantly perhaps, a very large number of them have been in prison with others who are steeped in extremist thinking, have peer groups who share much of their extremist worldview, know other people who have travelled to Iraq, Syria or Afghanistan, or even grew up in families where casual prejudice against non-believers, Jews or the west in general was part of everyday conversation. The Guardian reports: Radical cleric Anjem Choudary has been charged with encouraging support for Islamic State, Scotland Yard has said.

Choudary, 48, of Ilford, faces a charge of inviting support for a proscribed organisation, namely Isis.

These lone wolf terrorists are not holy warriors

Nabila Ramdani writes: With a grotesque matter-of-factness, suspected “Islamic terrorist” Yassine Salhi blamed “problems at home and at work” for beheading his boss last Friday. Salhi used a knife in the attack at Saint-Quentin-Fallavier in eastern France, before driving his delivery van into chemical canisters in an unsuccessful bid to blow up a factory.

Seifeddine Rezgui, who gunned down at least 38 people on a tourist beach in Tunisia on the same day, managed to get hold of an automatic weapon, but his profile was similar to Salhi’s. Neither man had a criminal record, and each was described by friends and neighbours as “normal”. There is no evidence of either travelling abroad to train for combat, and both had provoked little interest from the security services. They were thought to be “self-radicalised”, rather than members of a wider cell.

Unlike Rezgui, Salhi survived and is said to be offering “personal reasons” as mitigation for his sadistic criminality. He has played down his links with global jihad, according to sources close to the case, instead suggesting that he simply did not like his victim. Yet, crucially, he has told interrogators that he was interested in provoking a “media coup”: making a name for himself in front of an audience of millions. [Continue reading…]

UK prepares to blacklist non-violent extremists

The Guardian reports: David Cameron is to press ahead with Theresa May’s controversial counter-extremism strategy which includes blacklisting “extremists” from appearing on the airwaves and speaking at universities.

The home secretary’s plan will form part of the “full-spectrum response” Cameron promised after the terror attacks in Tunisia on Friday. “The whole strategy is currently being finalised,” a Whitehall source told the Guardian.

The prime minister told the BBC’s Today programme on Monday it was time to recognise that non-violent extremists could provide a “gateway” to terrorism and said it was time public bodies and civil society refused to engage with “anyone whose views condone the Islamist extremist narrative”. There had to be some basic rules over who was and was not beyond the pale.

“We have to deal with this appalling radical narrative that’s taking over the minds of young people in our country,” he said, drawing comparisons to the “battle against communism during the cold war”. The prime minister hinted that the first non-violent group to be banned could be Hizb ut-Tahrir, which was first targeted by Tony Blair in 2005.

The agreed definition of extremism, which the Home Office will use to decide who to blacklist, is this:

The vocal or active opposition to fundamental British values, including democracy, the rule of law, individual liberty and the mutual respect and tolerance of different faiths and beliefs. We also regard calls for the death of members of our armed forces as extremist.

Fears of a Tunisia-style attack in Britain were raised after a report by the National Crime Agency last week which reported evidence of an “increased threat” of Czech-made Skorpion submachine guns being imported by street gangs in London and the south-east. But police sources said there was no evidence such weapons had reached extremist groups.

Cameron’s intervention in the wake of the Tunisia attack shows that the prime minister is now prepared to press ahead with the counter-extremism strategy despite the fact that it led to objections from no fewer than seven Conservative cabinet ministers and their departments when May first proposed it in March. Saudis reflect on the extremism and sectarianism being fueled inside their own mosques

Hassan Hassan writes: The role of clerics in stoking tensions is again under scrutiny in Saudi Arabia. ISIL’s suicide bombing inside a Shia mosque in Al Qudeeh on May 23 has triggered an important debate in the kingdom that should not be missed.

Last year, a similar debate following ISIL’s takeover of Mosul and the subsequent carnage committed in the name of Islam, led many activists in Saudi Arabia to question the roots of such acts. For example, Saudi commentator Ibrahim Al Shaalan tweeted: “ISIL’s actions are but an epitome of what we’ve studied in our school curriculum. If the curriculum is sound, then ISIL is right, and if it is wrong, then who bears responsibility?”

After last weekend’s attack, similar questions have been raised. A day after the bombing, Tariq Al Hamid, a prominent Saudi writer, criticised the sectarian incitement that still spewed in schools and at the pulpit. He said: “What needs to be said, especially after the Al Qudeeh terrorist attack that targeted Saudi Shia nationals, is that the educational, religious, cultural and media discourse in Saudi Arabia must be changed … through laws and regulations. Reform must punish incitement in all forms, at traditional and other pulpits.”

Al Hamid added that reform would prevent a “fertile ground that turns young Saudis into fodder in any battle” taking place in the region. He said that attacks target both Sunnis and Shia in the country, citing the ISIL cell recently uncovered by Saudi authorities, which targeted security officers. Equally important, he echoed a rare admonition of the kingdom’s top clerics by the late King Abdullah about the failure of religious and media figures at speaking out against extremists.

Saudi Gazette’s editor was similarly candid in an article titled “Sectarian divide threatens national security”. He criticised clerics who he said spewed hatred and spread falsehood. “The perpetrators of these murderous acts are driven by an insane ideology disseminated by self-appointed clerics,” he wrote. “For too long, we have kept quiet as they used the mosques, the media … to spread their evil philosophy.” [Continue reading…]

Jihadi threat requires move into ‘private space’ of UK Muslims, says police chief

The Guardian reports: Islamist propaganda is so potent it is influencing children as young as five and should be countered with intensified monitoring to detect the earliest signs of anti-western sentiment, Britain’s most senior Muslim police chief has warned.

Scotland Yard commander Mak Chishty said children aged five had voiced opposition to marking Christmas, branding it as “haram” – forbidden by Islam. He also warned that there was no end in sight to the parade of British Muslims, some 700 so far, being lured from their bedrooms to Syria by Islamic State (Isis) propaganda.

In an interview with the Guardian, Chishty said there was now a need for “a move into the private space” of Muslims to spot views that could show the beginning of radicalisation far earlier. He said this could be shown by subtle changes in behaviour, such as shunning certain shops, citing the example of Marks & Spencer, which could be because the store is sometimes mistakenly perceived to be Jewish-owned. Germany’s struggle for the soul of returning Islamists

Der Spiegel reports: When Emrah was furious at Germany, he used the name Schmitz and called the Federal Criminal Police Office (BKA). He said that al-Qaida was planning to attack the Reichstag, the German parliament building in Berlin. It was during the autumn of 2010, and Emrah was often making calls to Germany, his old home, which he had left to fight against. It was a fight for al-Qaida, against the West.

Emrah was the first Islamist to attract the attention of Germany’s interior minister. After his call, Thomas de Maizière had metal bars installed at the Reichstag and ordered police officers carrying submachine guns to patrol train stations. The fear of Islamist terror had reached the Platz der Republik, the public square in front of the Reichstag building — and it was Emrah’s fault.

Emrah, a 27-year-old convicted terrorist, is now back in Germany. His journey, which began in the western German city of Wuppertal and took him to Asia and Africa, ended in a cell in a Frankfurt maximum-security prison, with 17-meter (56-foot) walls, barbed wire, motion detectors and surveillance cameras. Emrah’s cell in Unit B measures 11 square meters (118 square feet), has gray bars in front of the windows, and is furnished with a blue mattress, a water kettle, a refrigerator and a radio. Emrah now communicates with the German state through a metal button he can push in his cell.

Now that he has returned from fighting abroad, a new battle has begun. At the center of this new struggle is Emrah the returnee, his future, and security in Germany. It is a battle being waged by Islamists like Bernhard Falk, extremism experts like Claudia Dantschke and prison chaplains like Mustafa Cimsit. Boko Haram militants raped hundreds of female captives in Nigeria

The New York Times reports: Hundreds of women and girls captured by Boko Haram have been raped, many repeatedly, in what officials and relief workers describe as a deliberate strategy to dominate rural residents and possibly even create a new generation of Islamist militants in Nigeria.

In interviews, the women described being locked in houses by the dozen, at the beck and call of fighters who forced them to have sex, sometimes with the specific goal of impregnating them.
