Israeli entrepreneurs, fearing BDS and UN recognition of Palestine, announce new peace initiative

In a sign of the rising specter of BDS and its potential impact on Israel’s export driven economy (50% of its value is in exports), a group of 80 of the nation’s most important business leaders, met in closed session (Hebrew) sponsored by a peace group called Israel Initiates (website), to address their fears. The outline of the initiative roughly follows that of the 2002 Saudi peace plan. They agreed that if no political initiative was taken by Israel, the country’s financial stability was in grave danger. Though it wasn’t clear what specific political plan they were advancing, their call was clearly a criticism of the quiescence of the Netanyahu government:
We’re fast becoming like South Africa. The economic damage that will result from the boycott and sanctions will be felt by every Israeli family from the wealthy classes to the middle class and most harshly on the underclass.
These words were spoken by Eyal Ofer, son of the recently deceased Israeli billionaire Sami Ofer. The Ofer conglomerate is one of Israel’s largest and most profitable with strong alleged ties to Israel’s defense and intelligence apparatus. So a peace initiative originating from the Ofers must truly indicate a split of some sort among the Israeli far right political and military echelons and the more pragmatic elements. The passage above and what follows is a summary of an article in Calcalist, Israel’s leading business journal, on the meeting.
Gaza’s hospital stock running on near empty
Al Jazeera reports:
Human rights groups in Gaza are urgently requesting that international aid groups and donor groups to intervene and deliver urgent medical aid to Palestinian hospitals in Gaza. Palestinian officials say that Gaza’s medicinal stock is nearly empty and is in crisis. This affects first aid care, in addition to all other levels of medical procedures.
Adham Abu Salmia, Gaza’s Ambulance and Emergency spokesman, says the medical crisis is acute and near catastrophic levels for patients within the health sector of Gaza. If shipment of medicines are not replenished to Gaza stocks in the coming weeks, he says it will worsen.
Dr Basim Naim, the minister of health in the de facto government of Gaza, says 178 types of necessary medications are at near zero balance in stock. He says more than 190 types of medicine in stock are either expired or are close to their expiry date, which has forced his administration to postpone several medical operations.
According to Al Mezan Center for Human Rights, the shortage in stock represents 50 per cent of the total medicine on the inventory of the Palestinian Ministry of Health in Gaza.

“Price tag” pogroms go under the radar

When a post mortem on the collapse of Israeli democracy will take place, there’s a good chance that the “Ha’Kol Ha’Yehudi” will be considered Israel’s Radio Rwanda, which encouraged and led the murderers to the victims during the genocide there.
The site (Hebrew), whose name means “The Jewish Voice”, is operated by the Yehudim Smechim (“Happy Jews”) Association (Hebrew), which is the active front of the students of the “Od Yoseph Khai” yeshiva in Yizhar. Led by Yizhak Ginzburg, this is in all likelihood the most extreme yeshiva around. It became famous, or rather infamous, when two of its rabbis wrote “Tortah Ha’Melekh”, a treatise on the proper way according to Jewish law of killing gentiles. The Ministry of Education even stopped funding it for a while after that.
Ha’Kol Hayehudi reports steadily and enthusiastically about the pogroms carried out by settlers under the code name of “price tag”. One wonders how involved is the site in those activities: When me and Itamar Sha’altiel tried to find out, two months ago, why price tag activity went drastically down for some two weeks, we found these weeks correlated to the time the yeshiva was on Passover vacation.
Secret cables show Israel’s battle plan over Palestinian UN bid

Israel has started mobilizing its embassies for the battle against UN recognition of a Palestinian state in September, ordering its diplomats to convey that this would delegitimize Israel and foil any chance for future peace talks.
Envoys are being asked to lobby the highest possible officials in their countries of service, muster support from local Jewish communities, ply the media with articles arguing against recognition and even ask for a call or quick visit from a top Israeli official if they think it would help.
Foreign Ministry Director General Rafael Barak and the heads of various ministry departments sent out classified cables outlining the battle plan to the embassies over the past week, after earlier ordering all the country’s diplomats to cancel any vacations planned for September. The contents of the cables reached Haaretz and are reported here in full.
“The goal we have set is to have the maximum number of countries oppose the process of having the UN recognize a Palestinian state,” Barak wrote to Israel’s ambassadors in his cable, which was sent June 2. “The Palestinian effort must be referred to as a process that erodes the legitimacy of the State of Israel…
“The primary argument is that by pursuing this process in the UN, the Palestinians are trying to achieve their aims in a manner other than negotiations with Israel, and this violates the principle that the only route to resolving the conflict is through bilateral negotiations.”
Each envoy was ordered to prepared a focused plan for the country in which he or she serves and present it to the Foreign Ministry by today, June 10.
What have Obama and Netanyahu wrought?

What conclusions are to be drawn about the state of Middle East peacemaking from the extraordinary spectacle of the adversarial encounter between President Barack Obama and Israeli Prime Minister Benjamin Netanyahu and their several major adversarial addresses in the second half of May?
The spectacle did not bring an Israeli-Palestinian peace agreement any closer. Indeed, Netanyahu’s address to the U.S. Congress, no less than Congress’s reaction to that speech, effectively buried the Middle East peace process for good. For what America’s solons were jumping up and down to applaud so wildly as they pandered pathetically to the Israel lobby was Netanyahu’s rejection of a two-state solution to the Israel-Palestine conflict, thus endorsing his determination to maintain permanently Israel’s colonial project in the West Bank.
If Netanyahu succeeds in his objective, these members of Congress will be able to take credit for an Israeli apartheid regime that former Prime Ministers Ehud Barak, Ariel Sharon, and Ehud Olmert predicted would be the inescapable consequence of policies the congressmen cheered and promised to continue to support as generously as they have in the past.
Unfortunately, it is an outcome made more likely by Obama’s insistence that a United Nations resolution could never bring about Palestinian statehood. He was wrong about that. That the United Nations can create a state was affirmed and celebrated not by enemies of Israel but in Israel’s own Declaration of Independence of 1948. It is the U.N. Partition Resolution of 1947, not negotiations between the Jews and Arabs of Palestine, that is cited in that declaration as having brought about the state of Israel and the source of its legitimacy.
It is the United Nations, not Netanyahu nor even the United States, that can and should bring the state of Palestine into being — and would do so if the United States were not to prevent it. The bilateral talks with Netanyahu that Obama is insisting Palestinians return to will only continue to serve, as they have in the past, as cover for the expansion of Israeli settlements whose purpose it is to annex (i.e., steal) enough Palestinian territory to preclude the possibility of Palestinian statehood.

Hamas considers hands-off approach

After four years of turbulent rule in the Gaza Strip, the Islamic militant group Hamas is weighing a new strategy of not directly participating in future governments even if it wins elections — an approach aimed at avoiding isolation by the world community and allowing for continued economic aid.
Hamas officials told The Associated Press the idea has gained favor in recent closed meetings of the secretive movement’s leadership in the West Bank, Gaza, Egypt and Syria, and that it helped enable last month’s reconciliation agreement with the rival Fatah group of Palestinian President Mahmoud Abbas.
Talks on implementing that accord have dragged on, particularly over the makeup of a “unity government.” The agreement envisions a government of nonpolitical technocrats — in line with Hamas’ emerging thinking — but Abbas wants to retain current premier Salam Fayyad, a respected economist viewed by Hamas as a political figure.
The new approach reflects both the group’s rigidity and its pragmatism: On the one hand, Hamas refuses to meet widespread global demands that it accept Israel’s right to exist; on the other, its leaders grasp the price Palestinians would pay if the Islamic militants emerged fully in charge of a future government.
Why the Jewish state now?
Raef Zreik writes:
During its peace negotiations with Egypt and Jordan, Israel did not ask for recognition for itself as a Jewish state, and such recognition does not appear in the peace treaties with either state. With regard to negotiations with the PLO for the final status of the Palestinian territories, the demand for recognition of Israel as a Jewish state or as a state of the Jewish people (which are different concepts) was not on the table at the 1991 Madrid conference, during the Oslo talks of 1992–93, or even at the failed Camp David summit of July 2000, or the subsequent negotiations at Taba in early 2001. This demand was put forward for the first time in a negotiation context at the 2007 Annapolis conference by the Olmert government in its last days in office. The current Israeli government, by contrast, has made recognition of the Jewishness of the state one of its principal negotiating demands, on occasion even presenting it as a precondition for the negotiations themselves.
Nor has the growing emphasis on the demand been restricted to the negotiating sphere. Projects aimed at affirming the Jewishness of the state through legislation have increased in recent years: amendments to the citizenship law require persons seeking Israeli citizenship to swear allegiance to a Jewish and democratic Israel and limit family unification between Israeli Palestinians and their spouses from the West Bank and Gaza Strip. Proposals for a population swap in the context of a final settlement are becoming increasingly legitimate in the public discourse, while amendments to other legislation include restricting Palestinian citizens’ commemoration of the Nakba and de facto restrictions on the right of Palestinian citizens to purchase homes in (Jewish) communal settlements.
So what is happening here? At the level of Israeli domestic politics, and with regard to the now-stalled negotiations with Palestinians, one could say that Prime Minister Benjamin Netanyahu has been keen to divert attention from divisive issues in Israeli society, such as settlements and Jerusalem, to nondivisive issues such as the Jewish state. Netanyahu knows well that negotiations may fail, but he would prefer that they fail by being dashed against the rock of the Jewish state, which enjoys absolute majority Jewish support, than because of the absence of a settlement freeze, which would have led to claims that had there been one, there might have been progress in the negotiations and possibly even a peace agreement. According to this line of reasoning, Netanyahu’s demands for the recognition of the Jewishness of the state is a tactical, even a partisan maneuver—his way of torpedoing the negotiations over an issue that is not controversial in Israeli society so as to consolidate his position not only as the leader of the Israeli Right but also as the leader of Israeli society as a whole.
In my opinion, however, the above analysis does not fully explain the stridency of the Israeli discourse on the subject of the Jewish state. This essay is an attempt to offer a more penetrating analysis, one that examines the discourse on the Jewish state to reveal the internal dynamics and horizons of its evolution.
Some of what’s wrong with the liberal Zionist vision of the two-state solution

Liberal Zionists in Israel and the diaspora have, for many years, put forth a vision of two states in historic Palestine, i.e., a Jewish state alongside a Palestinian state. The borders between the states would be the 49 armistice line (the “green line”), with land swaps to recognize “demographic realities,” i.e., the half a million Jewish settlers who have settled over the green line since 1967. In exchange for the settlement blocs, the Palestinians would be given land within pre-67 Israel “of equal quality,” a concept that is left vague. They would be asked to recognize the state of Israel as a Jewish state, to forego the right to return given them by Resolution 194 and international law, and to keep their state nonmilitarized.
This view is not only accepted by liberal Zionists (Jews and non-Jews are included within that description, as well as any one who believes in Israel’s right to exist as a Jewish state – I can’t think of any better description for that view than Zionist) It has also been accepted by some Palestinians and their allies who see it as preferable to the status quo. It is not half a loaf; it is more like half a slice. But, the argument goes, it is better than nothing.
What I would like to argue briefly is that the liberal Zionist vision of the two-state solution is not morally justifiable, and a peace agreement along its lines constitutes what Avishai Margalit calls, although not with reference to the liberal Zionist vision, a rotten compromise. Margalit distinguishes between bad compromises, which are justifiable or excusable for the sake of peace even when the principles of justice are violated, and rotten compromises, which either result in, or preserve, an inhuman system. The cases of inhuman systems he gives (slavery, racist tyranny) are worse, I believe, than the current system of Israeli occupation – but what that system shares in common with the more extreme versions is the dehumanization of those under occupation. I wish to argue that a peace treaty between Israel and the Palestinians that produces a Palestinian state that is only marginally better than occupation, and in which there is still a significant degree of Israeli control, hence, of dehumanization, would be, if not a rotten compromise, than something perilously close to it.
After Golan clashes, is Israel rethinking the Assad (or Palestine) file?

To most observers witnessing events in Syria, the goal is clear-cut: end the killing, support democracy, and change the Assad regime — hoping it will be removed or reformed to an unrecognizable degree. State actors looking at the same reality will often bring a different set of considerations into play, especially if they happen to be neighboring Syria. Israel has had a complicated relationship with the popular upheaval in its northern neighbor — and, indeed, with the Baathist Damascus regime in general over the years.
As of Sunday, that complexity entered a new dimension. Of course the popular uprising in Syria is not about Israel, nor will it be particularly determined by Israel’s response. Nevertheless, Israel’s leaders, like those elsewhere in the region, will have to position themselves in relation to this changing environment, and this will, in part, impact Syria’s options.
On Sunday, June 5, marking Naksa Day (the Arab “setback” in the 1967 war), protesters — mostly Palestinian refugees and their descendents — marched to the Israel/Syria disengagement line representing the border between Syria and the Israeli occupied Golan Heights. According to reports up to 22 unarmed Syrian-Palestinian protesters were killed when Israeli forces apparently resorted to live fire (Israeli laid mines may also have been detonated and may have caused causalities, the exact unraveling of events remains sketchy). In most respects, this Sunday’s events were a repeat performance of the outcome of May 15’s Nakba Day commemorations (which Palestinians mark as the anniversary of their catastrophe in 1948).
Israel’s initial response to the wave of regional anti-regime protests reaching Syria was, according to reliable reports, to privately root for the “devil we know” approach — encouraging allies, including the U.S., to go easy on the Assad regime. That may sound counterintuitive — Israel is not at peace with Syria, the Assad regime is close to Iran, hosts the Hamas leadership, and is considered to actively assist in the arming of Hezbollah. Yet an explanation for this Israeli disposition is also not too hard to fathom.
The Israel-Syria border has been quiet since the 1973 war. While a member of the “resistance axis,” Syria under Assad has not itself challenged Israel in any military way. It is also a regime with very few soft-power assets with which to challenge Israel in the regional or international diplomatic arena. Syria under the Assads engaged in frequent peace-partner flirtations with Israel and could be considered the most domesticated of the members of that resistance alliance.
At least until Sunday’s events, Israel’s position on revolution in Syria hued closely to the status-quo conservatism that has so characterized the shared Israeli-Saudi response to the Arab Spring. Both Israel and Saudi had been critical of the “premature” abandonment of the Mubarak regime, especially by the U.S. Unlike Mubarak, of course, Assad is not an ally (for either the Israelis or the Saudis), but he is part of an ancien régime for which Israel had effective management strategies in place.
Miko Peled: The General’s Son
Miko Peled is a peace activist who dares to say in public what others still choose to deny. Born in Jerusalem in 1961 into a well known Zionist family, his grandfather, Dr. Avraham Katsnelson was a Zionist leader and signer of the Israeli Declaration of Independence. His Father, Matti Peled, was a young officer in the war of 1948 and a general in the war of 1967 when Israel conquered the West Bank, Gaza, Golan Heights and Sinai. Miko’s unlikely opinions reflect his father’s legacy. General Peled was a war hero turned peacemaker.
Miko grew up in Jerusalem, a multi-ethnic city, but had to leave Israel before he made his first Palestinian friend, the result of his participation in a dialogue group in California. He was 39.On September 4, 1997 the beloved Smadar, 13, the daughter of Miko’s sister Nurit and her husband Rami Elhanan was killed in a suicide attack.Peled insists that Israel/Palestine is one state—the separation wall notwithstanding, massive investment in infrastructure, towns and highways that bisect and connect settlements on the West Bank, have destroyed the possibility for a viable Palestinian state. The result, Peled says is that Israelis and Palestinians are governed by the same government but live under different sets of laws.
At the heart of Peled’s conclusion lies the realization that Israelis and Palestinians can live in peace as equals in their shared homeland.

The untold story of the deal that shocked the Middle East

Secret meetings between Palestinian intermediaries, Egyptian intelligence officials, the Turkish foreign minister, Palestinian President Mahmoud Abbas and Hamas leader Khaled Meshaal – the latter requiring a covert journey to Damascus with a detour round the rebellious city of Deraa – brought about the Palestinian unity which has so disturbed both Israelis and the American government. Fatah and Hamas ended four years of conflict in May with an agreement that is crucial to the Paslestinian demand for a state.
A series of detailed letters, accepted by all sides, of which The Independent has copies, show just how complex the negotiations were; Hamas also sought – and received – the support of Syrian President Bachar al-Assad, the country’s vice president Farouk al-Sharaa and its foreign minister, Walid Moallem. Among the results was an agreement by Meshaal to end Hamas rocket attacks on Israel from Gaza – since resistance would be the right only of the state – and agreement that a future Palestinian state be based on Israel’s 1967 borders.
“Without the goodwill of all sides, the help of the Egyptians and the acceptance of the Syrians – and the desire of the Palestinians to unite after the start of the Arab Spring, we could not have done this,” one of the principal intermediaries, 75-year old Munib Masri, told me. It was Masri who helped to set up a ‘Palestinian Forum’ of independents after the Fatah-dominated Palestinian Authority and Hamas originally split after Hamas won an extraordinary election victory in 2006. “I thought the divisions that had opened up could be a catastrophe and we went for four years back and forth between the various parties,” Masri said. “Abu Mazen (Mahmoud Abbas) asked me several times to mediate. We opened meetings in the West Bank. We had people from Gaza. Everyone participated. We had a lot of capability.”
Meanwhile, the Associated Press reports:
Arsonists torched a West Bank mosque early Tuesday and scrawled Hebrew graffiti on one of its walls.
The Palestinian mayor of el-Mughayer village said a tire was set ablaze inside the mosque in an apparent attempt to burn down the building.
No one claimed responsibility for the act, but suspicion fell upon Jewish settlers, both because they have carried out similar acts in the past and because the graffiti read, “Price tag, Aley Ayin.”
“Price tag” is a settler practice of attacking Palestinians in revenge for Israeli government operations against settlers. Aley Ayin is a small, unauthorized settler outpost that was evacuated by security forces last week.
Israeli Prime Minister Benjamin Netanyahu condemned the act, calling it “a heinous act of provocation.”
Noting Netanyahu’s comment, U.N. Mideast envoy Robert Serry said in a statement, “The actions of Israeli extremists are highly provocative and threatening.” He called on Israel to “ensure the accountability of those responsible and protect the human rights of Palestinians and their property.”
Naksa Day, unarmed resistance sends Israel into violent contortions

Last week, I interviewed Rami Zurayk, an agronomist at the American University of Beirut and Palestinian refugee rights activist, about the planning of the May 15 and June 5 demonstrations in Lebanon. Zurayk described to me a meeting that took place in Beirut before the Fatah-Hamas unity deal took where the May 15 movement planned its strategy. All Palestinian factions were represented, however, each leader received only a single vote on the motions being deliberated. “It was unbelievable to see the Hamas guy who represents 100,000 people have the same power as an independent person from the camps,” Zurayk told me. “In this setting, the lines began to blur and you could not tell who was from what faction any more. In the past, it was impossible to get people from the camps to agree on rallying under one flag and one symbol. But in this meeting everything changed.”
Zurayk said the refugees and their Lebanese allies (the involvement of Lebanese youth and civil society also reflected a new trend) resolved to carry out a mode of resistance that was “pacifistic in nature.” “Like the demonstrations in Tahrir Square and throughout Tunisia, the [May 15] demonstrators were audacious, tenacious and most of all, repetitive,” he explained. “Repetition is why Tahrir worked — you put your body on the line against repression. So that became our modality.” Zurayk described scenes he witnessed of refugee youth rushing the Israeli controlled frontier at Maroun al-Ras with nothing but Palestinian flags in their hands, and of the Israeli response: soldiers shot the youth dead, killing one almost every five minutes.
After an international outcry, Israel blamed the Syrian regime and Iran for the demonstrations at the frontiers (it had little to say about the killings it committed in Maroun al Ras, Lebanon, however). I asked Zurayk about the Israeli claim. He remarked, “No amount of Syrian money can make people run to a border knowing they will be shot at. If the Syrians are being clever, that is their consideration. But do you really think Palestinians need Syrians to make them want to return to Palestine? They are living in camps with sewage running openly, with no jobs and no opportunities.”
On deaf ears: Obama’s message to Israel

Late May’s extraordinary sequence of speeches and meetings involving US President Barack Obama and Israeli Prime Minister Binyamin Netanyahu – and the commentary surrounding it from official circles in both countries – did not make for an edifying interlude. The week beginning May 19 will not be remembered for displays of farsighted statecraft, or high moral courage. What we saw instead was brash, unapologetic chauvinism from Netanyahu, an outright refusal of moral leadership from Obama, and acts of political cowardice and opportunism from the US Congress outrageous even by the low standards of that frequently ignominious body.
But that is not to say that the week’s display was not useful. On the contrary, much of importance was accomplished. Now, more clearly than ever, we can see the future. For if there were any questions remaining about the current nature and direction of the Israeli-Palestinian dispute, May’s events have put an end to them. Zionism is far from dead, and will surely survive, at least in altered form. But a fundamental change in the nature of the Israeli state has become inevitable.
To understand why, we should start with President Obama. It may seem mystifying in one so intelligent and insightful, but when, at the beginning of his administration, Obama set about to solve the Arab-Israeli dispute once and for all, he really had no idea what he was getting into. To this most logical, detached, and rational of men, the solution to the dispute must have seemed obvious. The salient issues had been reviewed endlessly for decades by all the parties. The key components of an agreement were well known. All he needed to do to get the negotiating process properly underway, he believed, was to address one key impediment: Israeli settlement policy.
Netanyahu’s extremist mistake

The most astounding aspect of Israeli Prime Minister Benjamin Netanyahu’s pronouncements in Washington last month was not his resounding “no!” to the Palestinians, or even his discourtesies to President Obama. It was his repudiation of mainstream thinking in his own country, especially about Jerusalem.
Netanyahu’s utter dismissal of any Palestinian claim on the city is a radical shift away from an Israeli political consensus that has emerged over the last two decades. His insistence that Jerusalem will be eternally “undivided” ignores the movement that had been made away from the idea of “division” — as if any one wants a return to the era when barbed wire sliced through Jerusalem’s heart — to the idea of a city “shared,” with each party able to satisfy an ancient longing.
Until recently, Israeli leaders steadily signaled openness to a compromise that would give a Palestinian authority control over Muslim and Arab sections of the city, with equivalent authority over Jewish areas remaining with Israel. Structures of cooperation for overlapping municipal administration and economic activity were to be worked out.
When proposed as part of a comprehensive settlement of all issues, the idea of East Jerusalem as capital of a Palestinian state drew solid majorities of support among Israelis. Just as they had come to embrace the hope of a “two-state solution,” they understood that Jerusalem would necessarily be the capital of both states. Negotiations never reached defined details for Israeli-Palestinian sharing of Jerusalem, including the possible participation of other nations, but the principle had taken hold. So had the spirit of compromise — the spirit Netanyahu now wants to snuff out.
The no-longer temporary occupation

One particular success of Israel’s 44-year control of the West Bank and Gaza Strip has been the government’s ability to convince the Israeli population of the temporary nature of the occupation. Every sector of Israeli society, except religious settlers and the military establishment, understand the occupation to be an ephemeral security measure necessary only in the absence of a peace agreement with the Palestinians. Ask any Israeli on the streets of Tel Aviv whether they think that Israel will permanently control the Occupied Territories and the immediate answer will be no, it is all about immediate security. This charade is exploited by successive Israeli governments as they proclaim a desire for peace while simultaneously creating permanent facts on ground like Jewish settler roads, checkpoints for Palestinians and new settlements.
Despite the proximity of the Occupied Territories to major Israeli population centers, few Israelis other than soldiers and settlers visit the Territories. Since the creation of Israel’s controversial separation barrier and the denial of thousands of Palestinian work permits to Israel, Israeli society has all but disengaged from Palestinian society. This allows the occupation to feel distant and outside the everyday lives of Israelis. Palestinians, of course, are still confronted with the daily presence of Israeli military power and mechanisms of control.
Some Israeli scholars, such as Bar Ilan University lecturer Ariella Azoulay, and Tel Aviv University professor Adi Ophir, have proposed that without this perceived temporariness and external character of the occupation, Israel would have a hard time maintaining its mandatory military conscription. A greater number of citizens would question the long- term objectives.
