Music is vital to political struggle across Africa — not just in Mali

Ian Birrell writes: At dinner last month after a concert by the Congolese rapper Baloji, I found myself sitting next to his drummer, Saidou Ilboudo. As we chatted over the chicken, he told me the remarkable story of how as a teenager growing up in Burkina Faso he had been recruited one day by Thomas Sankara, the country’s president, to play in a state band.

Sankara is an almost-forgotten figure these days in the west, but in the mid-80s he was one of the most charismatic leaders of his age, a revolutionary known as “Africa’s Che Guevara” who pushed public health, promoted feminism and faced down the global financial institutions causing such damage to the continent.

This was an amazing break for a boy just out of school. For a few years, he enjoyed the privileges and security that went with being part of the president’s circle, while playing in a band that had a dual purpose: to entertain young people while proselytising political messages. Then, in 1987, Sankara was murdered in a French-backed coup and life became trickier.

The idea of publicly funded pop groups might sound strange, but many leading figures of African music served time in such institutions. Given the continent’s oral tradition, there is a proud history of praise singers, and musicians were for centuries vital voices, used and abused by politicians and tribal leaders who understood their power. Think only of Franco, whose liquid guitar-playing made Congolese rumba the heartbeat of Africa while promoting the messages of Mobutu Sese Seko, his thieving president.

After the end of colonialism, musicians were used to fuse countries carved out of often disparate communities. Nowhere was this truer than Mali, a nation on the faultline between the African and Arab worlds in which music is more threaded into the fabric of cultural, social and political life than perhaps any other place on Earth. Why the Pentagon should pay less attention to Africa

Gordon Adams writes: [A]fter decades of leaving Africa pretty much alone or engaging through health and economic assistance, the United States is now seriously involved, but driven by the mantra American “security.” Mixing these messages (development, health, and security) is proving difficult for the African countries. They have begun to wonder why the United States has suddenly developed an interest in their continent. Uneasy African governments resisted the notion that Africom should actually be based on the continent as the United States wanted, so the headquarters remains in Stuttgart, Germany.

Well, they might have reason to be concerned. A growing “security” focus for U.S. engagement in Africa changes things. So does the growing lead the Pentagon and the Special Operations forces are taking in that engagement. When security takes the lead, too often, governance and development step aside. And, while the security focus is ostensibly intended to strengthen African capacities to provide national and regional stability, they have the consequence, intended or not, of dragging the United States into Africa’s internal politics, at a potential cost to our long-term interests.

In Mali, for example, the appearance of al Qaeda in the Islamic Maghreb (AQIM) has led some in the U.S. military to warn that the Maghreb (that is, the Northwestern rim of the continent) is becoming a terrorist haven and to suggest that the U.S. cannot prevent this reality with a light, indirect military footprint. Captain Amadou Haya Sanogo, who overthrew the elected Malian government in 2012, was trained under IMET. In Algeria, the United States has partnered with an authoritarian regime in the pursuit of counterterrorism operations.

This increasing focus on security coincides with a broader trend over the past decade towards giving the Pentagon greater direct authority for security assistance programs overall. Where the State Department was once in the lead, DOD is now directly responsible, funded through its own budget, for a growing share of U.S. security assistance, accentuating the pronounced bias in those programs toward DOD’s needs, requirements, and missions.

The largest DOD programs have trained and equipped the Iraqi and Afghan militaries, at a cost well over $50 billion. They provide considerable budgetary support to the militaries of Jordan and Pakistan. By the time the United States left Iraq, the Pentagon was directly responsible for more than half of total U.S. funding for security assistance worldwide.

African programs are now part of this pattern. Especially in Africa, DOD has put the label of “Building Partner Capacity” on its activities. That the programs surely do. But especially in Africa, these activities support a particular kind of capacity — counterinsurgency and counterterrorism operations. These competencies are unhinged, in large part, from broader U.S. foreign policy objectives in Africa, and provide a sneaky way of pulling the United States into security relationships that may not serve our long-run goals for African state building or development.

The major problem is context. Focusing on our security interests in Africa risks ignoring the need for stronger, more capable, more responsive civilian governance and economic development. While DOD likes to argue that security comes first, before governance and development, the risk of militarizing our engagement in Africa is that it will end the development of fledgling accountable governance in Africa (and elsewhere) and increase hostility toward the United States.

Much as Iraq and Afghanistan reproduced the sad lessons of Vietnam, our slide into Africa risks becoming a sequel to a film we have already seen. Two decades of repression and “disappearances” in Latin America followed from a U.S. security and covert assistance program in the 1960s that focused on our fascination with and fear of insurgents and communists — at the cost of democracy and warm and fuzzy feelings about America. Hillary Clinton’s thin gloss on U.S. aid in Africa

Chris McGreal writes: American aid to the country once called Zaire appeared to have an amazing effect.

The more the US gave its ruler, Mobutu Sese Seko, the shorter Zaire’s roads seemed to get. By the time Mobutu was overthrown in 1997, after two decades of American and other western largesse, his country had just about one tenth of the paved roads it had had at independence in the early Sixties. Once US aid shrank, the roads started getting longer again.

Hillary Clinton, the US secretary of state, began a tour of Africa this month with a thinly veiled warning that China is out to plunder the continent and its governments would do well to huddle under the protective wing of America’s commitment to freedom. Clinton told an audience in Senegal that, unlike other countries:

“America will stand up for democracy and universal human rights even when it might be easier to look the other way and keep the resources flowing.”

She didn’t mention China by name, but everyone got the message. The US secretary of state is getting at a point made by other critics of Beijing’s role in Africa: that China is so hungry for resources it does deals with authoritarian regimes and doles out aid without consideration of issues such as good governance.

That sounds an awful lot like what the US and its allies got up to for decades – with the difference that Chinese aid does sometimes deliver something tangible, such as thousands of kilometres of new roads in the former Zaire, now the Democratic Republic of Congo. Whereas US aid mostly disappeared into Mobutu’s buoyant bank accounts, or was used to buy off the army to keep him in power, China’s deal with the DRC government – trading thousands of kilometres of new roads and rehabilitated railway track for copper and other minerals – is transforming lives by linking up parts of the country cut off from each other for decades except by air.

None of this happened with US and western money. US aid to Mobutu was tied up with the cold war, his support of US-backed rebels fighting Angola’s Marxist government and his general hostility to communism. Barely a word was said – by successive US administrations – about Mobutu’s dire human rights record. Few questions were asked about how, despite the billions of dollars thrown at Kinshasa, Mobutu went on getting richer while the people he ruled got poorer and his country’s infrastructure fell apart. Mali: The jihadist behind the destruction of Timbuktu’s tombs

Julius Cavendish reports on Omar Hamaha, whose fighters have been demolishing the historic tombs of Timbuktu: Hamaha occupies an unusual position in Africa’s jihadist firmament. He first fell under the spell of Islamist teachers in the mid-1980s in Algeria — a connection that years later would help propel him to a privileged position in AQIM, the local franchise of the terrorist movement. By 2008 he was one of the few Malians trusted by Mokhtar Belmokhtar, a powerful Algerian emir known for his Scarlet Pimpernel–like ability to avoid capture, and who for the most part surrounded himself with fellow nationals. Yet as northern Mali fell apart this spring, and Ansar Eddine muscled aside the secular Tuareg rebels of the Mouvement National pour la Liberation de l’Azawad (MNLA), Hamaha suddenly emerged as a key player among the jihadists of Ansar Eddine. He isn’t the only one. “Omar Hamaha and [Ansar Eddine spokesman] Sanda Ould Bouamama were certainly long-standing AQIM figures before the rebellion,” explains Andrew Lebovich, an analyst with the Navanti Group who focuses on Sahelian issues. “And I’m sure that there are others who fit that mold as well.”

Hamaha’s sudden shift in professional identity speaks to the complex tapestry of interests and tensions prevailing in northern Mali, and helps explain how al-Qaeda has exploited the chaos to such effect. To the extent that anyone can control a swath of desert bigger than France, Ansar Eddine, led by a veteran Tuareg troublemaker called Iyad Ag Ghali, is nominally in charge. But the specter of ethnic war weighs heavily over the region, where a previous Tuareg uprising between 1990 and ’96 led to interethnic atrocities. In Timbuktu, where Tuaregs are a minority, putting a local boy — like Hamaha, who hails from the city’s prominent Arab community — in charge makes better sense. Such expedients have allowed AQIM to inject operatives into competing jihadi outfits.

The intermingling makes it hard to tell how extensive al-Qaeda’s gains have been, but in all likelihood there’s more to them than meets the eye. “We have no good sense of how many militants there are, and even in the case of Ansar Eddine, it’s hard to tell how many of them are true Ansar personnel, vs. AQIM fighters or other militants who recently joined the organization,” says Lebovich. “The standard belief is that [Iyad Ag Ghali] has ultimate control over Ansar Eddine, and much of the writing on northern Mali has treated Iyad as the ‘master’ of the region. Personally, I think the situation is more complicated than that.”

Indeed, concern that northern Mali is rapidly becoming al-Qaeda’s most successful effort at establishing a caliphate to date has regional players scrambling for a response. Nigeria, Niger and Senegal have pledged to provide the core of a 3,270-member peacekeeping force to stabilize Mali’s politically fraught south and then tackle the militants. The announcement was promptly met with threats of retaliatory terrorist attacks. Even if such a campaign isn’t the jihadists’ priority, a suicide bombing deep inside Algeria by an AQIM ally called the Movement for Unity and Jihad in West Africa on June 29 showed that it is certainly within their means.

And the fact is any military intervention would be hard-pressed to defeat the jihadists, who are highly motivated, flush with weaponry looted from the arsenal of the fallen regime of Muammar Gaddafi in Libya and have an intimate knowledge of the terrain. Hamaha claims that the jihadists also have a powerful card up their sleeves — surface-to-air missiles seized in Tripoli last year. “We have Russia-made SAM 7A and SAM 7B [missiles] and U.S.-made stingers,” he boasts. “We made more than 20 trips … between Libya, Niger and Mali [last year] with at least 17 vehicles carrying weapons coming from Libya … Western countries are not going to take military action against us in northern Mali, because they know we have the missiles to shoot down airplanes, and it is complicated to deploy troops in the desert. It’s why they say the Malian crisis should be resolved though dialogue.” Although thousands of shoulder-launched missiles disappeared from Gaddafi’s armories, there have been no confirmed sightings of them in northern Mali to date, and Hamaha refused to furnish TIME with pictures of the missiles or their serial numbers. His point about the impregnability of the jihadists’ position, however, rings, for the immediate term at any rate, eerily true.

African critics of Kony campaign detect ‘White Man’s Burden’ syndrome

Robert Mackey writes about the continuing criticism of the viral marketing campaign designed to promote the company, Invisible Children:

While much of the backlash reported in the American news media this week cited objections raised by development experts in the United States and Europe, several African bloggers and activists have objected to what they see as a more fundamental problem. Among them, the possibility that the “Kony 2012″ campaign reinforces the old idea, once used to justify colonial exploitation, that Africans are helpless and need to be saved by Westerners.

Many African critics of the effort to make Mr. Kony, the brutal leader of the Lord’s Resistance Army, a household name said it echoed the ideas in Rudyard Kipling’s poem, “The White Man’s Burden,” written in 1899 to urge Americans to embrace their imperial destiny and rule over the “new-caught, sullen peoples,” of the Philippines — even though the typical native was “half-devil and half-child.”

In a critique of the campaign posted on YouTube, Rosebell Kagumire, a Ugandan blogger, said that “Kony 2012″ viral video summarizing the need for action played “so much on the idea that this war has been going on because millions of Americans” and other Westerners, had “been ignorant about it.”

What does Gaddafi’s fall mean for Africa?

Mahmood Mamdani writes: “Kampala ‘mute’ as Gaddafi falls,” is how the opposition paper summed up the mood of this capital the morning after. Whether they mourn or celebrate, an unmistakable sense of trauma marks the African response to the fall of Gaddafi.

Both in the longevity of his rule and in his style of governance, Gaddafi may have been extreme. But he was not exceptional. The longer they stay in power, the more African presidents seek to personalise power. Their success erodes the institutional basis of the state. The Carribean thinker C L R James once remarked on the contrast between Nyerere and Nkrumah, analysing why the former survived until he resigned but the latter did not: “Dr Julius Nyerere in theory and practice laid the basis of an African state, which Nkrumah failed to do.”

The African strongmen are going the way of Nkrumah, and in extreme cases Gaddafi, not Nyerere. The societies they lead are marked by growing internal divisions. In this, too, they are reminiscent of Libya under Gaddafi more than Egypt under Mubarak or Tunisia under Ben Ali.

Whereas the fall of Mubarak and Ben Ali directed our attention to internal social forces, the fall of Gaddafi has brought a new equation to the forefront: the connection between internal opposition and external governments. Even if those who cheer focus on the former and those who mourn are preoccupied with the latter, none can deny that the change in Tripoli would have been unlikely without a confluence of external intervention and internal revolt.

The conditions making for external intervention in Africa are growing, not diminishing. The continent is today the site of a growing contention between dominant global powers and new challengers. The Chinese role on the continent has grown dramatically. Whether in Sudan and Zimbawe, or in Ethiopia, Kenya and Nigeria, that role is primarily economic, focused on two main activities: building infrastructure and extracting raw materials. For its part, the Indian state is content to support Indian mega-corporations; it has yet to develop a coherent state strategy. But the Indian focus too is mainly economic.

The contrast with Western powers, particularly the US and France, could not be sharper. The cutting edge of Western intervention is military. France’s search for opportunities for military intervention, at first in Tunisia, then Cote d’Ivoire, and then Libya, has been above board and the subject of much discussion. Of greater significance is the growth of Africom, the institutional arm of US military intervention on the African continent.

This is the backdrop against which African strongmen and their respective oppositions today make their choices.

‘Libyans don’t like people with dark skin, but some are innocent’

Yassin Bahr, a tall thin Senegalese in torn blue jeans, volubly denies that he was ever a mercenary or fought for Muammar Gaddafi.

Speaking in quick nervous sentences, Mr Bahr tries to convince a suspicious local militia leader in charge of the police station in the Faraj district of Tripoli, that he is a building worker who has been arrested simply because of his colour. “I liked Gaddafi, but I never fought for him,” Mr Bahr says, adding that he had worked in Libya for three years laying tiles.

But the Libyan rebels are hostile to black Africans in general. One of the militiamen, who have been in control of the police station since the police fled, said simply: “Libyan people don’t like people with dark skins, though some of them may be innocent.”

Going by Mr Bahr’s experience, any black African in Libya is open to summary arrest unless he can prove that he was not a member of Colonel Gaddafi’s forces.

Fathi, a building contractor who did not want to give his full name and was temporarily running the police station, wanted to know why Mr Bahr had a special residence permit that an immigrant worker would not normally obtain. “You must have been fighting for Gaddafi to have a permit like this,” he said. Mr Bahr said that three years earlier he had walked through the Sahara and crossed the Libyan border illegally with other West Africans looking for work. They had been picked up by the Libyan police, but he had eventually bribed them to get a residence permit. He had been watching television with nine other African immigrants when they were arrested, though no arms were found in the house.

Racism against black Africans and Libyans with dark skin has long simmered in Libya. Before the war there were estimated to be a million illegal immigrants in the country, which has a population of six million and a workforce of 1.7 million.

In 2000 there were anti-immigrant riots in which dozens of workers from countries like Ghana, Cameroon, Niger, Chad, Nigeria and Burkina Faso were killed. The war has deepened racial hostility. The rebels claim that many of Colonel Gaddafi’s soldiers were black African mercenaries. Amnesty International says these allegations are largely unproven and, from the beginning of the conflict, many of those arrested or, in some cases, executed by the rebels were undocumented labourers caught in the wrong place at the wrong time.

The Middle East is running dry – and into the perfect storm?

Water, it’s the very stuff of life, and a high-resolution analysis of the most water-stressed places on Earth reveals anew a stark reality. The Middle East and north Africa (Mena), currently in the middle of a historic wave of unrest, is by far the worst affected region.

Of the 16 nations suffering extreme water stress, according to risk analysts Maplecroft, every single one is in the Mena region. Bahrain tops the list of those using far more water than they sustainably receive. Other crisis-hit countries, including Libya, Yemen, Egypt and Tunisia, are not far behind. Syria tops the next category: high stress. (The full top 20 is in a table below, with a bit on the methodology).

The obvious question is to what extent this severe lack of water underlies the troubles affecting these nations? The obvious response is that only a fool would wade into political and historical waters so deep and try to divine the role of a single factor, amid poverty, unemployment, repression and more.

But reassured by a middle east expert here at the Guardian that water is indeed a major underlying issue in many Mena nations, and John Vidal’s article from February, I’m going to dip my toe in as far as following the chain of events that starts with scarce water. Why? Because it powerfully demonstrates how the world’s biggest environmental problems link together with profound effect.

Israel wants to expel thousands of African refugees

Haaretz reports:

Jerusalem is ready to renew its offer to pay millions of dollars to any African or Western country willing to absorb the influx of migrants attempting to infiltrate Israel, a senior official said on Wednesday.

During deliberations with his political-security cabinet, Prime Minister Benjamin Netanyahu ordered the Foreign Ministry to renew its contacts with Western and African states to see if any would be willing to take in these migrant workers.

The Foreign Ministry has already held a round of talks on the matter with a number of states with whom Israel has diplomatic relations, but has not yet received a sufficient response to the request. Even those states willing to take in migrant workers are not prepared to absorb the numbers of people presented by Israel.

Netanyahu also ordered the defense establishment to begin immediate construction of a barrier on the Egyptian border and said he expected a report on the matter within a month. The works were due to start in July, but following disagreements on budgeting have been delayed by over three months.

The premier also said that alternatives needed to be found to reduce the flow of infiltrators before the barrier was in place.

The barrier is meant to prevent Islamic militants, drug dealers, African migrants and other asylum seekers from entering Israel from Egypt. At least 1,000 people enter the country illegally from Egypt each month, according to Israeli estimates.

Why kill World Cup fans?

Bombings in Uganda that killed 74 football fans watching the World Cup final between Spain and the Netherlands have been attributed to Somalia’s al-Shabab militia. Earlier, the Washington Post described the way the sport and its fans were being targeted inside Somalia:

Al-Shabab, a hard-line Islamic militia that is waging a campaign of terror across Somalia, has banned playing soccer in many areas it controls. The al-Qaeda-linked militia, along with Hezb-i-Islam, a rival extremist group, prohibited broadcasts of the World Cup, describing the sport as “a satanic act” that corrupts Muslims.

The militants have brutally targeted politicians, clerics and peacekeepers — anyone who has challenged their extreme views. But in the past month, they have killed at least five people and arrested scores more for watching the World Cup. They have detained and tortured local soccer club owners on charges of misguiding youth.

So do Sunday’s bombings represent an escalation in a bloody fight against a satanic sport? Probably not.

At The Atlantic, Max Fisher considers possible reasons for the attacks that have no ideological basis.

There are two likely explanations for this act of terrorism, both with dark implications for Somalia and East Africa.

Though militants did not begin using the name al-Shabaab until 2006, they are part of the same Islamist insurgency that has plagued, and at times partially ruled, Somalia since the 1990s. Al-Shabaab is often compared to al-Qaeda, but the two groups have little in common. While both are violently Islamist, only al-Qaeda is ideology-driven, espouses global ambitions, and a has history of terrorism simply for the sake of killing. Al-Shabaab seeks only to rule Somalia and to impose an extreme form of Islamic law. The group has long privileged its fight for control of Somalia over ideology. As many have pointed out, the attack on Uganda makes sense as part of al-Shabaab’s fight against the African Union forces, to which Uganda contributes troops. Only days earlier, the East African block of the African Union voted to increase its peacekeeping force, which seeks to expel al-Shabaab from Somalia’s south, from 6,000 to 8,000 troops.

But Uganda’s participation in the African Union force does not fully explain Al-Shabaab’s attack. After all, several countries contribute to the peacekeeping mission. Uganda does not even border Somalia. If al-Shabaab wanted to expand the borders of its territorial control, it would have pushed into Kenya or Ethiopia. If the militant group was simply seeking revenge against the African Union, it would have targeted Ethiopia, the country most responsible for its removal from power in 2006, when it was known as the Islamic Courts Union. Ideologically, Uganda is also an unusual target. Al-Shabaab’s ideology is primarily concerned with fellow Muslims, on whom the group wishes to impose Taliban-like law, but Uganda is over 80 percent Christian.

The decision to bomb civilian gatherings in Kampala was almost certainly tactical. Al-Shabaab is not like the Taliban of 2000, which had secure control of Afghanistan and thus felt comfortable spreading violence and ideology outside the country’s borders. But al-Shabaab is still struggling in Somalia’s ongoing civil war. There are two likely tactical explanations for the attack. The first is that al-Shabaab is feeling increasingly threatened by the African Union force and is desperate to forestall or prevent the planned addition of 2,000 peacekeepers. In that case, this attack was a defensive act. Insurgents typically turn to terrorism when they are no longer able to challenge their opponents on the battlefield. While this may appear to be good news because it would mean that the group is weaker, a threatened al-Shabaab would become a threat to not just southern Somalia but all of East Africa. As Graeme Wood explained in his chronicling of the Lord’s Resistance Army insurgency in the Central African Republic, “the smaller and more resoundingly defeated the rebels are, the more brutally they fight.” This is how insurgencies, which can be negotiated or even reconciled with, become terrorist groups, which do not accept political compromises and can persist for many years. This attack on civilians outside Somalia would not be the last.

The other possibility is that al-Shabaab is stronger than we think and that this attack is the beginning of a push to expand its reach. Al-Shabaab only operates in Somalia’s south. If it feels confident in its control there, it may be planning to assault north into the contested horn of the country or even into the relatively calm Somaliland region in the north, which has been called an “oasis of stability.” This act of terrorism would be al-Shabaab way of opening a new front in a campaign to expel the peacekeepers from the regions al-Shabaab does not yet control. If the insurgency is indeed growing stronger, this would help explain why the African Union felt the need to increase its force strength by one third. It’s difficult to know how long the peacekeepers could hold back al-Shabaab from taking more of the country.

The theft of Africa

Rich countries, faced with the prospect of future food shortages, are buying up massive tracts of land in Ethiopia and elsewhere across the continent with little regard for the rights and needs of the indigenous populations.

The Observer reports:

The land rush, which is still accelerating, has been triggered by the worldwide food shortages which followed the sharp oil price rises in 2008, growing water shortages and the European Union’s insistence that 10% of all transport fuel must come from plant-based biofuels by 2015.

In many areas the deals have led to evictions, civil unrest and complaints of “land grabbing”.

The experience of Nyikaw Ochalla, an indigenous Anuak from the Gambella region of Ethiopia now living in Britain but who is in regular contact with farmers in his region, is typical. He said: “All of the land in the Gambella region is utilised. Each community has and looks after its own territory and the rivers and farmlands within it. It is a myth propagated by the government and investors to say that there is waste land or land that is not utilised in Gambella.

“The foreign companies are arriving in large numbers, depriving people of land they have used for centuries. There is no consultation with the indigenous population. The deals are done secretly. The only thing the local people see is people coming with lots of tractors to invade their lands.

“All the land round my family village of Illia has been taken over and is being cleared. People now have to work for an Indian company. Their land has been compulsorily taken and they have been given no compensation. People cannot believe what is happening. Thousands of people will be affected and people will go hungry.”

Last year the New York Times reported on projects being funded by Middle Eastern investors like Mohammed Al Amoudi:

Al Amoudi’s plans raise a recurring question surrounding investment in food production: who will reap the benefits? As we drove down to the waterside, through fields dotted with massive sycamores, a farm supervisor told me that the 2,000-acre enterprise currently produces food for the local market, but there were plans to irrigate with water from the lake, and to shift the focus to exports. In the distance, dozens of laborers were bent to the ground, planting corn and onions.

Later, when I asked a couple of workers how much they were paid, they said nine birr each day, or around 75 cents. It wasn’t much, but Al Amoudi’s defenders say that’s the going rate for farm labor in Ethiopia. They argue that his investments are creating jobs, improving the productivity of dormant land and bringing economic development to rural communities. “We have achieved what the government hasn’t done for how many years,” says Arega Worku, an Ethiopian who is an agriculture adviser to Al Amoudi. (Al Amoudi declined to be interviewed.) Ethiopian journalists and opposition figures, however, have questioned the economic benefits of the deals, as well as Al Amoudi’s cozy relationship with the ruling party.

By far the most powerful opposition, however, surrounds the issue of land rights — a problem of historic proportions in Ethiopia. Just down the road from the farm on Lake Ziway, I caught sight of a gray-bearded man wearing a weathered pinstripe blazer, who was crouched over a ditch, washing his shoes. I stopped to ask him about the fence, and before long, a large group of villagers gathered around to tell me a resentful story. Decades ago, they said, during the rule of a Communist dictatorship in Ethiopia, the land was confiscated from them. After that dictatorship was overthrown, Al Amoudi took over the farm in a government privatization deal, over the futile objections of the displaced locals. The billionaire might consider the land his, but the villagers had long memories, and they angrily maintained that they were its rightful owners.

NEWS: Africa doesn’t want AFRICOM

Skepticism, distrust greet America’s new military command in Africa

Just a few years ago, the U.S. military was all but absent from the oil-rich waters of West Africa’s Gulf of Guinea.

This year, it plans to be there every day.

Africa’s strategic importance is on the rise, as the U.S. acknowledged last month with the creation of a new unified U.S. military command for the continent called Africom. Monday brings the first military mission to Africa since Africom’s founding, a U.S. Navy cruiser on a half-year training exercise through the Gulf of Guinea that stops first in Senegal’s capital, Dakar.

For American commanders, Africom means consolidating responsibility for a continent previously split among three other regional commands, each of which saw Africa as a secondary interest.

However, Africom’s creation has provoked so much skepticism on the continent that one of the most basic questions — where it will be located — remains unresolved. [complete article]
