U.S. is intensifying a secret campaign of Yemen airstrikes

The New York Times reports:

The Obama administration has intensified the American covert war in Yemen, exploiting a growing power vacuum in the country to strike at militant suspects with armed drones and fighter jets, according to American officials.

The acceleration of the American campaign in recent weeks comes amid a violent conflict in Yemen that has left the government in Sana, a United States ally, struggling to cling to power. Yemeni troops that had been battling militants linked to Al Qaeda in the south have been pulled back to the capital, and American officials see the strikes as one of the few options to keep the militants from consolidating power.

On Friday, American jets killed Abu Ali al-Harithi, a midlevel Qaeda operative, and several other militant suspects in a strike in southern Yemen. According to witnesses, four civilians were also killed in the airstrike. Weeks earlier, drone aircraft fired missiles aimed at Anwar al-Awlaki, the radical American-born cleric who the United States government has tried to kill for more than a year. Mr. Awlaki survived.

The recent operations come after a nearly year-long pause in American airstrikes, which were halted amid concerns that poor intelligence had led to bungled missions and civilian deaths that were undercutting the goals of the secret campaign.

Officials in Washington said that the American and Saudi spy services had been receiving more information — from electronic eavesdropping and informants — about the possible locations of militants. But, they added, the outbreak of the wider conflict in Yemen created a new risk: that one faction might feed information to the Americans that could trigger air strikes against a rival group.

Pressure grows on Obama to rethink Afghan war policy

As he mulls how many U.S. troops to pull out of Afghanistan starting next month, President Barack Obama is coming under increasing pressure from Democratic lawmakers and a growing number of Republicans to re-examine his war strategy following Osama bin Laden’s death.

Obama’s nominee to be the new U.S. ambassador to Kabul, veteran diplomat Ryan Crocker, felt the heat on Wednesday. Senate Foreign Relations Committee members of both parties used Crocker’s confirmation hearing to vent frustration with record violence in Afghanistan nearly a decade after the U.S. invasion, and to question the size of the U.S. military contingent and what nearly $19 billion in U.S. aid since 2001 has accomplished.

Before the hearing, the panel’s majority Democrats released a two-year study highly critical of U.S. aid programs. It found that the $320 million now spent each month lacks oversight, has limited impact, is fueling corruption and diverting skilled Afghans into U.S.-funded projects, depriving their government of their talents.

“While the United States has genuine national security interests in Afghanistan, our current commitment in troops and in dollars is neither proportional to our interest nor sustainable,” said the committee chairman, Sen. John Kerry, D-Mass, who until recently was a key backer of the administration’s policy.

“What we’re doing . . . is not sustainable,” agreed Sen. Bob Corker, R-Tenn.

Democrats launch major pro-Obama pushback among Jews

JTA reports:

President Obama is a stalwart friend of Israel.

That’s the message some top Democratic Jewish figures are promoting to push back against the notion that Obama is out of step with the pro-Israel and Jewish communities.

Within the next two weeks, two figures associated with the American Israel Public Affairs Committee — past AIPAC president Amy Friedkin and board member Howard Green — will be among the hosts for a major fundraising event for the president, charging $25,000 per couple. The target of 40 couples — bringing in $1 million — is close to being met, insiders say. Notably, the organizers have received a nod from the AIPAC board’s inner circle to solicit donations.

Last week, top Jewish Democrats, including Chicago Mayor Rahm Emanuel and Democratic National Committee chairwoman Rep. Debbie Wasserman Schultz (D-Fla.), blitzed the media with Op-Eds denying any split with the president in the wake of his call last month to base Palestinian-Israeli negotiations on 1967 lines with mutually agreed land swaps.

And the White House has taken the unusual step of posting a lengthy defense of Obama’s Israel record on its website.

The US must work with Iran and Pakistan to exit Afghanistan

Henry Kissinger writes:

The complexities of an exit strategy are compounded because relations with Pakistan and Iran are severely strained. These countries do not have the option of withdrawing from the neighborhood. If their interests in Afghanistan are not related to ours to some extent, Afghanistan will exist under permanent threat. Without a sustainable agreement defining Afghanistan’s regional security role, each major neighbor will support rival factions across ancient ethnic and sectarian lines — and be obliged to respond to inevitable crises under the pressure of events. That is a prescription for wider conflict. Afghanistan could then play the role of the Balkans prior to World War I.

Such an outcome would threaten the security of Afghanistan’s neighbors more than America’s. A partly regional, partly global diplomatic effort is needed to accompany direct negotiation with the Taliban. So long as America bears the primary burden, Afghanistan’s neighbors avoid difficult decisions. To the extent that U.S. postwar withdrawal is made explicit and inexorable, they will be obliged to take another look. The formal deadline established by NATO, the implicit Obama administration deadline and the public mood make it impossible to persist in an open-ended civil war. An immediate withdrawal largely for symbolic reasons would risk falling between all shoals. A multilateral diplomacy that defines a common international security interest proscribing terrorist training centers and terrorist infrastructure in Afghanistan should be undertaken urgently. To encourage this process, a deadline should be established for reaching a residual force — say, in 18 months to two years, with the major reductions coming at the end of the process. Should a reliable international enforcement mechanism emerge, the U.S. residual force can be merged into it. A regional conference is the only way a bilateral negotiation with the Taliban can be enforced. If the process proves in­trac­table, Afghanistan’s neighbors will eventually have to face the consequences of their abdication alone.

After America’s withdrawals from Iraq and Afghanistan and the constraint to our strategic reach produced by the revolution in Egypt, a new definition of American leadership and America’s national interest is inescapable. A sustainable regional settlement in Afghanistan would be a worthy start.

Iraq’s Chalabi, who sought invasion, now wants U.S. out

Ahmed Chalabi, the Iraqi politician who played a key role in persuading the administration of President George W. Bush to invade Iraq and overthrow dictator Saddam Hussein in 2003, said Tuesday that it’s time for U.S. forces to go home.

“Are Iraqis ready to carry the responsibility for their country?” he asked rhetorically during a panel discussion held with political supporters at his family compound in Baghdad. “Is Iraq ready to be its own master?”

“We want to be the masters of ourselves and to carry our responsibilities in this region,” Chalabi said.

Chalabi’s presentation comes as Prime Minister Nouri al Maliki struggles with whether to ask the U.S. to stay on past the Dec. 31 withdrawal date both countries agreed to three years ago. Maliki has taken no position, but he promised last month to seek advice from military experts and Iraqi political leaders and to make a decision by July 30 on whether to ask U.S. forces to remain.

To date, only the followers of Shiite Muslim cleric Muqtada al Sadr had come out publicly opposed to extending the American stay, with most Iraqi politicians remaining mum on the topic. Whether Chalabi’s formal opposition will matter is unclear. Although he’s a member of Iraq’s parliament from the largest political bloc, he doesn’t lead that bloc.

War fatigue in America

Signs are increasing that the American people are growing tired enough over fighting two and a half (or whatever the right number is, depending on how you count what’s going on in Libya) wars for their fatigue to affect policy, especially through the actions of their elected representatives in Congress. The war in Afghanistan, now the largest and most expensive in terms of ongoing operations, and now in its tenth year of U.S. involvement, has been the subject of several expressions of impatience. Less than two weeks ago a resolution in the House of Representatives calling on the administration to accelerate a withdrawal from Afghanistan came very close to passing (the vote was 204 to 215). Now Norm Dicks (D-WA), an influential Democrat on national security matters who is the ranking member of the Appropriations Committee and its subcommittee on defense, has become an outspoken critic of the war. “I just think that there’s a war fatigue setting in up here,” says Dicks, “and I think the president is going to have to take that into account.” Skepticism about the war is increasingly being voiced by Republicans as well. Even Sarah Palin is expressing unease.

On Libya—on which Congressional dissent is fueled in part by the administration’s blatant violation of the War Powers Resolution—two resolutions of protest were put to a vote in the House of Representatives on Friday. One that was introduced by Dennis Kucinich (D-OH) and called directly for a withdrawal of U.S. forces from the Libyan conflict was defeated but attracted 148 votes, including 87 Republicans. The other, which was proposed by Speaker John Boehner as an alternative to the Kucinich resolution and passed, called on the administration to provide a more detailed explanation of the costs and objectives of the U.S. involvement in the war.

Then, of course, there is the Iraq War. It is still by far the most expensive of the expeditions in terms of cumulative costs, with the bill now exceeding $800 billion in direct costs and with all the eventual indirect costs making it more like a three trillion dollar war. But simply adhering to existing policy and agreements will mean that an end to this nightmare is just seven months away. There is no need for new action by Congress.

In general, bowing to popular fatigue is not necessarily a very careful and effective way of formulating national security policy. And throwing into the same hopper three wars that have been fought for different reasons (whether looking at the original rationales or at objectives that later emerged, which in each case were different from the original rationales) doesn’t necessarily represent careful policy-making either. But when drawing down or terminating each of these expeditions is in the national interest—which it is—then the national war fatigue is a force for good. It can and should be harnessed to effect a change of course in Afghanistan and Libya and to resist any diversion from the course toward the exit in Iraq.

The New York Times reports:

President Obama’s national security team is contemplating troop reductions in Afghanistan that would be steeper than those discussed even a few weeks ago, with some officials arguing that such a change is justified by the rising cost of the war and the death of Osama bin Laden, which they called new “strategic considerations.”

These new considerations, along with a desire to find new ways to press the Afghan president, Hamid Karzai, to get more of his forces to take the lead, are combining to create a counterweight to an approach favored by the departing secretary of defense, Robert M. Gates, and top military commanders in the field. They want gradual cuts that would keep American forces at a much higher combat strength well into next year, senior administration officials said.

The cost of the war and Mr. Karzai’s uneven progress in getting his forces prepared have been latent issues since Mr. Obama took office. But in recent weeks they have gained greater political potency as Mr. Obama’s newly refashioned national security team takes up the crucial decision of the size and the pace of American troop cuts, administration and military officials said. Mr. Obama is expected to address these decisions in a speech to the nation this month, they said.

Abdul Salam Zaeef, a former ambassador of the Taliban to Pakistan, and Hekmat Karzai, the Director of the Centre for Conflict and Peace Studies (CAPS) in Kabul, write:

In December 2009, President Obama sent an additional 30,000 troops to confront growing violence in Afghanistan. Though the impact of the US military and diplomatic surge remains uncertain, we can nevertheless conclude that 2010 was easily the most violent year in the decade-old conflict.

The Taliban’s response, however, to this renewed attention by the international community was a surge of their own, which they launched through bold attacks and targeted assassinations of senior Afghan government officials. Their efforts have clearly made an impact on the ground.

The past three decades in Afghan history are filled with nothing but violence: cities turned into rubble; atrocities committed by countless different factions and – most importantly – generations lost to the violence.

Indeed, Afghans are now tired and just want to live in peace in a country where their children can go to school and live a normal life.

The process of reconciliation has become an important demand of Afghans and most are convinced, and will tell you, that the only way to end this bloody conflict is through a political settlement with the Taliban. Of course, there are a few voices that claim this blood bath should continue until the Taliban is “defeated”, but their arguments are divorced from the reality on the ground.

Glenn Greenwald writes:

When Dennis Kucinich earlier this month introduced a bill to compel the withdrawal of all American troops from Libya within 15 days, the leadership of both parties and the political class treated it the way they do most of Kucinich’s challenges to establishment political orthodoxy:  they ignored it except to mock its unSeriousness.  But a funny thing happened: numerous liberal House Democrats were joined by dozens of conservative GOP members to express support for his bill, and the White House and GOP House leadership became jointly alarmed that the bill could actually pass; that’s why GOP House Speaker John Boehner introduced a Resolution purporting to rebuke Obama for failing to comply with the War Powers Resolution, but which, in fact, was designed to be an utterly inconsequential act.  Its purpose was to protect Obama’s war by ensuring that Kucinich’s bill failed; the point of Boehner’s alternative was to provide a symbolic though meaningless outlet for those House members angry over Obama’s failure to get Congressional support.

Still, Kucinich’s bill attracted an extraordinary amount of support given that it would have forced the President to withdraw all troops from an ongoing war in a little over 2 weeks.  A total of 148 House members voted for it; even more notable was how bipartisan the support was:  61 Democrats and 87 Republicans.  Included among those voting for mandatory withdrawal from Libya were some of the House’s most liberal members (Grijalva, Holt, Woolsey, Barney Frank) and its most conservative members identified with the Tea Party (McClintock, Chaffetz, Bachmann).  Boehner’s amendment — demanding that Obama more fully brief Congress — ultimately passed, also with substantial bipartisan support, but most media reports ultimately recognized it for what it was:  a joint effort by the leadership of both parties and the White House to sabotage the anti-war efforts of its most liberal and most conservative members.

Senator Richard Lugar writes:

The president promised that he would act consistent with the War Powers Resolution, which requires congressional approval to continue military action beyond 60 days after it commences, and to consult closely with Congress. These commitments have gone unfulfilled. The administration even barred Defense Department officials from testifying at a public hearing and canceled a private briefing for senators by a Marine general. This disdain for Congress and constitutional principles led to Friday’s nonbinding House resolution.

Belatedly, the president and his allies are trying to establish congressional endorsement for the war through a nonbinding Senate resolution approving “the limited use of military force by the United States in Libya.” But this illustration of the president’s go-it-alone attitude would set a dangerous precedent.

These “sense of the Senate” resolutions are most often used to commemorate non-controversial events such as last month’s resolution celebrating National Train Day — not to authorize a war. The resolution would have no force of law and would not have to be passed by the House. Nonetheless, it would be touted by the administration as evidence of congressional approval for the war.

Passing this resolution would be a profound mistake that would lower the standard for congressional authorization for the use of military force and would forfeit the Senate’s own constitutional role. By setting this precedent in the interests of expediency, Congress would make it far more likely that future presidents will deem a nonbinding vote in one house as sufficient to initiate or continue a war, or marginalize Congress’s involvement in far more consequential war-making decisions than we face now in Libya.

On deaf ears: Obama’s message to Israel

Late May’s extraordinary sequence of speeches and meetings involving US President Barack Obama and Israeli Prime Minister Binyamin Netanyahu – and the commentary surrounding it from official circles in both countries – did not make for an edifying interlude. The week beginning May 19 will not be remembered for displays of farsighted statecraft, or high moral courage. What we saw instead was brash, unapologetic chauvinism from Netanyahu, an outright refusal of moral leadership from Obama, and acts of political cowardice and opportunism from the US Congress outrageous even by the low standards of that frequently ignominious body.

But that is not to say that the week’s display was not useful. On the contrary, much of importance was accomplished. Now, more clearly than ever, we can see the future. For if there were any questions remaining about the current nature and direction of the Israeli-Palestinian dispute, May’s events have put an end to them. Zionism is far from dead, and will surely survive, at least in altered form. But a fundamental change in the nature of the Israeli state has become inevitable.

To understand why, we should start with President Obama. It may seem mystifying in one so intelligent and insightful, but when, at the beginning of his administration, Obama set about to solve the Arab-Israeli dispute once and for all, he really had no idea what he was getting into. To this most logical, detached, and rational of men, the solution to the dispute must have seemed obvious. The salient issues had been reviewed endlessly for decades by all the parties. The key components of an agreement were well known. All he needed to do to get the negotiating process properly underway, he believed, was to address one key impediment: Israeli settlement policy.

Pakistan and the US: A too-close embrace?

It is of little surprise that in the weeks following the killing of Osama bin Laden, al-Qaeda’s leader, in a Pakistani military garrison town, the Pakistani relationship with the United States has been described using various analogies of romantic dysfunction: as an abusive relationship, as one partner cheating on another, and as a failing marriage where the partners stay together for the sake of the children.

The children, in this case, being various distinct (but linked) violent, armed groups that are waging war on both parties, separately and at times in concert.

But if the relationship between these states really is a romantic entanglement gone wrong, then the latest batch of US embassy cables to be leaked by the whistleblowing website Wikileaks is like having access to the email and text message exchanges between the two, revealing the many faces of the partnership.

In short, the cables show that while the Pakistani government wears a certain face in public, rejecting US missile strikes on its territory and military cooperation on Pakistani soil with aggressive rhetoric about sovereignty, in private, both military and civilian officials approve (or “acquiesce”, to use a term from one of the cables) to both of these.

Iran and the bomb

In “Iran and the Bomb,” Seymour Hersh writes:

Is Iran actively trying to develop nu-clear weapons? Members of the Obama Administration often talk as if this were a foregone conclusion, as did their predecessors under George W. Bush. There is a large body of evidence, however, including some of America’s most highly classified intelligence assessments, suggesting that the United States could be in danger of repeating a mistake similar to the one made with Saddam Hussein’s Iraq eight years ago––allowing anxieties about the policies of a tyrannical regime to distort our estimations of the state’s military capacities and intentions. The two most recent National Intelligence Estimates (N.I.E.s) on Iranian nuclear progress, representing the best judgment of the senior officers from all the major American intelligence agencies, have stated that there is no conclusive evidence that Iran has made any effort to build the bomb since 2003.

Despite years of covert operations inside Iran, extensive satellite imagery, and the recruitment of many Iranian intelligence assets, the United States and its allies, including Israel, have been unable to find irrefutable evidence of an ongoing hidden nuclear-weapons program in Iran, according to intelligence and diplomatic officials here and abroad. One American defense consultant told me that as yet there is “no smoking calutron,” although, like many Western government officials, he is convinced that Iran is intent on becoming a nuclear state sometime in the future.

Further into the article, Hersh writes:

The political stress between Washington and Tehran has promoted some unconventional thinking. A group of English diplomats and public officials have suggested thinking in terms of containing an Iranian bomb, and not in terms of getting rid of it. “We just don’t think the Iranians will deal with us,” a former senior adviser to the British Foreign Office told me. “We want to talk about nuclear bombs, and they talk about regional issues.” The officials at 10 Downing Street were amused by the initial optimism of the Obama Administration. “The President thought an initiative to talk about the bomb with Iran would work, and then he found it would not. And the U.S. had no Plan B.”

One of the worries is that Netanyahu “might take a pot shot” at Iran, as the former adviser put it. “Everything in London is now about containment and the notion that if the Iranians get a bomb we’ll have to live with it. I believe that the Iranians do understand the logic of nuclear deterrence, but the Israelis do not. London believes we cannot allow containment to be seen as a policy of failure”—in terms of a fallback policy for dealing with Iran. “And so we’re trying to shift the public perception of deterrence so it is seen as a good. The Brits are really concerned about the Israelis, and what they might do unilaterally.”

In the Middle East, who cares what Obama says?

This month, in the Middle East, has seen the unmaking of the President of the United States. More than that, it has witnessed the lowest prestige of America in the region since Roosevelt met King Abdul Aziz on the USS Quincy in the Great Bitter Lake in 1945.

While Barack Obama and Benjamin Netanyahu played out their farce in Washington – Obama grovelling as usual – the Arabs got on with the serious business of changing their world, demonstrating and fighting and dying for freedoms they have never possessed. Obama waffled on about change in the Middle East – and about America’s new role in the region. It was pathetic. “What is this ‘role’ thing?” an Egyptian friend asked me at the weekend. “Do they still believe we care about what they think?”

And it is true. Obama’s failure to support the Arab revolutions until they were all but over lost the US most of its surviving credit in the region. Obama was silent on the overthrow of Ben Ali, only joined in the chorus of contempt for Mubarak two days before his flight, condemned the Syrian regime – which has killed more of its people than any other dynasty in this Arab “spring”, save for the frightful Gaddafi – but makes it clear that he would be happy to see Assad survive, waves his puny fist at puny Bahrain’s cruelty and remains absolutely, stunningly silent over Saudi Arabia. And he goes on his knees before Israel. Is it any wonder, then, that Arabs are turning their backs on America, not out of fury or anger, nor with threats or violence, but with contempt? It is the Arabs and their fellow Muslims of the Middle East who are themselves now making the decisions.

Criminalizing free speech

Glenn Greenwald writes:

Alex Seitz-Wald of Think Progress rightly takes Sen. Rand Paul to task for going on Sean Hannity’s radio program — one week after commendably leading opposition to the Patriot Act on civil liberties grounds — and advocating the arrest of people who “attend radical political speeches.”  After claiming to be against racial and religious profiling, Paul said:  ”But if someone is attending speeches from someone who is promoting the violent overthrow of our government, that’s really an offense that we should be going after — they should be deported or put in prison.”  Seitz-Wald correctly notes the obvious:  ”Paul’s suggestion that people be imprisoned or deported for merely attending a political speech would be a fairly egregious violation on the First Amendment, not to mention due process.” 

Indeed, the First Amendment not only protects the mere “attending” of a speech “promoting the violent overthrow of our government,” but also the giving of such a speech.  The government is absolutely barred by the Free Speech clause from punishing people even for advocating violence.  That has been true since the Supreme Court’s unanimous 1969 decision in Brandenburg v. Ohio, which overturned the criminal conviction of a Ku Klux Klan leader who had threatened violence against political officials in a speech.

The KKK leader in Brandenburg was convicted under an Ohio statute that made it a crime to ”advocate . . . the duty, necessity, or propriety of crime, sabotage, violence, or unlawful methods of terrorism as a means of accomplishing industrial or political reform” and/or to “voluntarily assemble with any society, group, or assemblage of persons formed to teach or advocate the doctrines of criminal syndicalism.”  The Court struck down the statute on the ground that it “purports to punish mere advocacy” and thus “sweeps within its condemnation speech which our Constitution has immunized from governmental control.”  The Court ruled that “except where such advocacy is directed to inciting or producing imminent lawless action” — meaning conduct such as standing outside someone’s house with an angry mob and urging them to burn the house down that moment — “the constitutional guarantees of free speech and free press do not permit a State to forbid or proscribe advocacy of the use of force“ (emphasis added).

Inflaming Iran

Defense Secretary Robert Gates must want Iran to build nuclear weapons. He didn’t say that directly. But how else should one interpret his latest threat against the embattled Persian Gulf state?

In what he said was his last major policy address, Secretary Gates expressed hope that Iraq would allow U.S. troops to remain. In fact, that’s a really bad idea, since America’s mission is over and Washington can’t afford to occupy the entire globe. Once defeated, forever occupied appears to be the secretary’s slogan. We are lucky that the Pentagon doesn’t still have army garrisons in Mexico, defeated back in 1848.

Secretary Gates talked about redeeming America’s blood “investment” and demonstrating that Washington planned to stay engaged in the region. He added: “It would be reassuring to the Gulf States. It would not be reassuring to Iran, and that is a good thing.”

Is it?

There obviously is much to dislike about Iran. An authoritarian theocracy with little sympathy for individual liberty. A troublesome meddler backing brutal Syria and aggressive Hezbollah. A regime with grudges against America’s favorite totalitarian theocracy, Saudi Arabia, and favorite democracy, Israel. A geopolitical adversary with strong connections in Iraq, which the Bush administration had hoped would become a base for American military operations. An untrustworthy government apparently developing nuclear weapons.

Obviously, none of these are good. But will failing to reassure Iran—in fact, doing the utmost to unsettle Iran—make the region safer? The fact that the regime is odious does not mean that it has no legitimate security concerns, concerns constantly exacerbated by Washington. If the United States does not reassure Tehran, the mullahs, and whoever might replace them, would be foolish to abandon their presumed nuclear program.

Prominent journalist Saleem Shahzad murdered after exposing ties between Pakistan’s navy and al Qaeda

A prominent Pakistani journalist who investigated links between the military and al-Qaida has been found dead, triggering angry accusations against the powerful Inter-Services Intelligence spy agency.

Saleem Shahzad, Pakistan correspondent for a news service based in Hong Kong, disappeared on his way to a television interview in Islamabad on Sunday evening. On Tuesday, police said they found his body on a canal bank in Mandi Bahauddin, 80 miles south-east of the capital.

Shahzad’s abandoned car was found 25 miles away. Television images of his body showed heavy bruising to his face. Media reports said he had a serious trauma wound to the stomach.

Human Rights Watch had already raised the alarm over the disappearance of the 40-year-old father of three, citing a “reliable interlocutor” who said he had been abducted by ISI.

“This killing bears all the hallmarks of previous killings perpetrated by Pakistani intelligence agencies,” said a senior researcher for Human Rights Watch in south Asia, Ali Dayan Hasan. He called for a “transparent investigation and court proceedings”.

Other journalists reacted angrily, directly accusing ISI of responsibility on television and social media. “Any journalist here who doesn’t believe that it’s our intelligence agencies?” tweeted Mohammed Hanif, a bestselling author.

In his last published report, Shahzad wrote:

Al-Qaeda carried out the brazen attack on PNS Mehran naval air station in Karachi on May 22 after talks failed between the navy and al-Qaeda over the release of naval officials arrested on suspicion of al-Qaeda links, an Asia Times Online investigation reveals.

Pakistani security forces battled for 15 hours to clear the naval base after it had been stormed by a handful of well-armed militants.

At least 10 people were killed and two United States-made P3-C Orion surveillance and anti-submarine aircraft worth US$36 million each were destroyed before some of the attackers escaped through a cordon of thousands of armed forces.

An official statement placed the number of militants at six, with four killed and two escaping. Unofficial sources, though, claim there were 10 militants with six getting free. Asia Times Online contacts confirm that the attackers were from Ilyas Kashmiri’s 313 Brigade, the operational arm of al-Qaeda.

Three attacks on navy buses in which at least nine people were killed last month were warning shots for navy officials to accept al-Qaeda’s demands over the detained suspects.

The May 2 killing in Pakistan of Osama bin Laden spurred al-Qaeda groups into developing a consensus for the attack in Karachi, in part as revenge for the death of their leader and also to deal a blow to Pakistan’s surveillance capacity against the Indian navy.

The deeper underlying motive, though, was a reaction to massive internal crackdowns on al-Qaeda affiliates within the navy.

Several weeks ago, naval intelligence traced an al-Qaeda cell operating inside several navy bases in Karachi, the country’s largest city and key port.

“Islamic sentiments are common in the armed forces,” a senior navy official told Asia Times Online on the condition of anonymity as he is not authorized to speak to the media.

“We never felt threatened by that. All armed forces around the world, whether American, British or Indian, take some inspiration from religion to motivate their cadre against the enemy. Pakistan came into existence on the two-nation theory that Hindus and Muslims are two separate nations and therefore no one can separate Islam and Islamic sentiment from the armed forces of Pakistan,” the official said.

“Nonetheless, we observed an uneasy grouping on different naval bases in Karachi. While nobody can obstruct armed forces personnel for rendering religious rituals or studying Islam, the grouping [we observed] was against the discipline of the armed forces. That was the beginning of an intelligence operation in the navy to check for unscrupulous activities.”

The official explained the grouping was against the leadership of the armed forces and opposed to its nexus with the United States against Islamic militancy. When some messages were intercepted hinting at attacks on visiting American officials, intelligence had good reason to take action and after careful evaluation at least 10 people – mostly from the lower cadre – were arrested in a series of operations.

In the aftermath of 9/11 we worked in tandem; he was in Karachi, I was in Islamabad/Peshawar. After the US ”victory” in Afghanistan I went to visit him at home. He plunged me into Karachi’s wild side – in this and other visits. During a night walk on the beach he confessed his dream; he wanted to be Pakistan bureau chief for Asia Times, which he regarded as the K2 of journalism. He got it.

And then, years before ”AfPak” was invented, he found his perfect beat – the intersection between the ISI, the myriad Taliban factions on both sides of AfPak, and all sorts of jihadi eruptions. That was his sterling beat; and no one could bring more hardcore news from the heart of hardcore than Saleem.

I had met some of his sources in Islamabad and Karachi – but over the years he kept excavating deeper and deeper into the shadows. Sometimes we seriously debated over e-mails – I feared some dodgy/devious ISI strands were playing him while he always vouched for his sources.

Cornered by the law of the jungle, no wonder most of my Pakistani friends, during the 2000s, became exiles in the United States or Canada. Saleem stayed – threats and all, the only concession relocating from Karachi to Islamabad.

Now they finally got him. Not an al-Qaeda or jihadi connection. Not a tribal or Taliban connection, be it Mullah Omar or Tehrik-i-Taliban Pakistan. It had to be the ISI – as he knew, and told us, all along.

Shahzad had just published a book, Inside Al-Qaeda and the Taliban: Beyond Bin Laden and 9/11.

In an interview on the Real News Network recorded a few days before his murder, Shahzad described the transformation of al Qaeda over the last decade and that while the group itself has shrunk, its ideology has spread horizontally by incorporation inside and beyond the new Taliban.

First you have to understand this fact, that there are 17 Arab-Afghan groups which are operating inside Pakistani tribal areas and in Afghanistan, and most of these groups and most of the groups are aligned with al Qaeda but they are not part of al Qaeda — number one. And the strength of those 17 Arab-Afghan groups is over 1,000 approximately.

Second, those who are the members of al Qaeda are hardly 100, not more than 100.

The third thing is — and this is the most important thing — and that is the phenomenon of new Taliban — the new generation of those Afghan fighters, of the Pakistani fighters, or the fighters coming from the Pakistani tribal areas who previously pledged their allegiance to Mullah Omar and the Taliban, but now they — in the last ten years — they completely absorbed al Qaeda’s ideology inside-out, and they are more loyal to al Qaeda than to Mullah Omar or to the al Qaeda leaders, or to their jihadi commanders.

So this is the new group, this is al Qaeda horizontally, not only in Pakistan, Afghanistan, and the tribal areas, but all across the globe, like in Yemen, in Somalia and other parts, even in Europe, even in America. So this is the new generation on which al Qaeda is heavily banking on. And not only those, but it also includes the new converts, white Caucasians which are living in North Waziristan and in South Waziristan. And many of them were sent back to their countries of origin in Europe, Canada and America, and different countries. So, this was a completely new phenomenon. Al Qaeda grew horizontally in different directions.

U.S. yanks diplomat from Bahrain after he’s threatened

McClatchy reports:

The United States pulled its human rights officer from Bahrain last week after he’d become the subject of a weeks-long campaign of ethnic slurs and thinly veiled threats on a pro-government website and in officially sanctioned newspapers.

Ludovic Hood left the island nation on Thursday. During his final days in Bahrain, Hood was given security protection equal to that of an ambassador, U.S. officials said.

“The safety and security of our diplomatic personnel is our highest priority,” the State Department in Washington said in a statement in response to inquiries from McClatchy. “It is unacceptable that elements within Bahrain would target an individual for carrying out his professional duties.”

Hood’s early departure from Bahrain — five human rights and U.S. officials confirmed that he had not been scheduled to leave Bahrain last week — underscores the serious tensions that have arisen between the U.S. government and Bahrain, the home port of the U.S. Navy’s 5th Fleet.

Obama’s mental bookkeeping

Minutes before midnight last night [on May 26], President Obama, in Paris, by a species of teleportable pen signed into law a four-year extension of the Patriot Act: the central domestic support of the security apparatus devised by the Bush administration, after the bombings of 11 September 2001 and the ‘anthrax letters’ a week later. The first Patriot Act passed the senate on 25 October 2001, by a vote of 98-1 – the opposing vote coming from Senator Russ Feingold of Wisconsin. In the years that followed, a minority view developed, which said that the Patriot Act ‘went too far’; but its steadiest opponents have come from outside the mainstream media: the American Civil Liberties Union, the Cato Institute, and libertarian columnists such as Glenn Greenwald and Nat Hentoff.

In the last few days, two senators, Ron Wyden of Oregon and Mark Udall of Colorado, took up the mantle of Senator Feingold (who lost his bid for re-election in the anti-Obama midterm disaster of 2010). Both spoke against a government interpretation of the new Patriot Act which has not yet been shared with the American people.

The senate as a whole voted (this time 72-23) to renew a law that citizens have had no opportunity to understand, as Wyden and Udall present it, and that few members of Congress have looked into, even to the limited extent allowed. The Patriot Act controls secret investigations. The government, however, according to Wyden, has a private understanding of the law. This interpretation has been classified. So the meaning of a law about secrets is hidden because the government’s view of the law is itself a secret.

CIA prisons in Poland ‘illegal’

SAPA reports:

Secret prisons operated by the US Central Intelligence Agency (CIA) on Polish territory violated international law and the Polish constitution according to legal experts, reported the daily Gazeta Wyborcza on Monday, citing sources close to an investigation.

The CIA held terror suspects inside a military intelligence training base in Stare Kiejkuty, north-eastern Poland from 2002 to 2005, anonymous Polish intelligence officers have said.

Public prosecutor Jerzy Mierzewski had wanted to charge officials from the 2001-2005 Democratic Left Alliance government with violating the constitution, unlawful detention and participation in crimes against humanity, the daily reported.

The left-wing party is today Poland’s second largest opposition party. Polish politicians who were in power when the prisons allegedly operated have denied allegations that CIA prisons were located in the country.

Mierzewski, however, was withdrawn from the case two weeks ago, the daily wrote. His supervisor, Dariusz Korneluk, declined to comment on the reason for the dismissal.

Can Obama beat the Israel lobby?

How one gauges the importance or shortcomings of Barack Obama’s comments on the Israel-Palestine conflict in his speech of May 19 depends on how one understands the history of the Middle East peace process. My take on that history has always reminded me of the gallows humor that used to make the rounds in the Soviet Union: Soviet workers pretend to work, and their Kremlin rulers pretend to pay them. So it has been with the peace process: Israeli governments pretend they are seeking a two-state solution, and the United States pretends it believes them—that is, until President Obama’s latest speech on the subject. But I am getting ahead of myself.

The main agency for the promotion of this deception in the United States has been the American Israel Public Affairs Committee (AIPAC), whose legitimacy is based on the pretense that it speaks for the American Jewish community. It does not, for the lobby’s commitment is to Israeli governments of a certain right-wing cast.

AIPAC went into virtual hibernation during the government of Prime Minister Yitzhak Rabin in the 1990s because he disliked its politics and the notion that an Israeli prime minister needs AIPAC’s intercession to communicate with the US administration. The chemistry between them was so bad that Rabin encouraged the formation of a new American support group, the Israel Policy Forum.

It is not widely known that in 1988 the three major US Jewish “defense” organizations—the American Jewish Committee, the American Jewish Congress and the Anti-Defamation League—joined in a public challenge to AIPAC (as well as to the Conference of Presidents of Major American Jewish Organizations), charging that the policies it advocates do not always represent the views of the American Jewish community. I am familiar with the episode because I served on the executive committee of AIPAC for nearly thirty years—from 1965 to 1994—while heading the Synagogue Council of America and then the American Jewish Congress. As the New York Times reported at the time, the challenge was “politically significant because it suggests that American Jewish opinion is more diverse and, on some issues, less hard-line than the picture presented by AIPAC, which is viewed by Congress and the Administration as an authoritative spokesman for American Jews.” AIPAC managed to neutralize the challenge by promising deeper consultation with the three organizations, which of course it never did.

Today, AIPAC gives full and unqualified support to an Israeli government most of whose members deeply oppose a two-state solution. The lip service that Prime Minister Benjamin Netanyahu and his foreign minister, Avigdor Lieberman, pay to such an accord is a cover for their government’s overriding goal of foiling one. In fact, it is a goal that Israeli governments have pursued since 1967, when the Palestinian territories came under Israel’s control. As Aluf Benn of Haaretz noted this April:

Israeli foreign policy has, for the past 44 years, strived to prevent another repetition of this scenario [Israel’s withdrawals from territory beyond its legitimate borders, forced first by President Truman and then by President Eisenhower] through a combination of intransigence and a surrender of territories considered less vital (Sinai, Gaza, the West Bank cities, South Lebanon), in order to keep the major prizes (East Jerusalem, the West Bank, the Golan Heights).

Most members of Netanyahu’s government do not hide their opposition to Palestinian statehood, and they openly advocate Israel’s permanent retention of the occupied territories. Danny Danon, a Likud member and deputy speaker of the Knesset, published an op-ed in the New York Times the day before Netanyahu met with President Obama at the White House, calling on Netanyahu “to rectify the mistake we made in 1967 by failing to annex all of the West Bank.”
