ISIS and the war in Iraq

Those who brand others as heretics are not generally amenable to the proposition that the heretic deserves a fair hearing. Which is to say: the very idea of a heresy is that it represents a form of belief that must be dealt with by suppression rather than analysis.

Kyle Orton, a young Middle East analyst from England, has just been granted the opportunity to propagate an unthinkable heresy on the op-ed pages of the New York Times: he asserts that ISIS did not come into existence as a result of the war in Iraq but instead that its emergence can be traced to a process of Islamization in Iraq that began in the 1980s.

A kneejerk response comes from Glenn Greenwald:


As someone who so often likes to deploy a lazy guilt-by-association line of attack, Greenwald dismisses the article by branding it as having come from a neocon think tank — that being the Henry Jackson Society — along with an implicit rebuke directed at the New York Times.

Sal Rotman makes an appropriate response:


Indeed, but for Greenwald to make such a critique, he’d probably have to know much more about Iraq’s recent history than he does — so he opts for the easy route of denunciation by branding. Call someone a neocon and it goes without saying — supposedly — than anything they say can be dismissed.

The question as to whether Orton is a neocon (even if one accepts the label being applied to his employer), seems somewhat trivial — unless one is convinced that a neocon is someone whose every utterance is false. Which is to say: unless one views a neocon as a kind of heretic.

The only serious question is whether Orton’s historical analysis is sound — a judgement that many of us are not in a position to make. What many of us can do, however, is assess the coherence of the argument, its plausibility and the extent to which it rings true.

Interestingly, although Greenwald thinks Orton is exonerating the war in Iraq, he apparently missed the fact that Orton views the trend of Islamization in the 1990s as having occured while “Iraqis fell back on their faith for solace under the harsh international sanctions.”

One might argue, therefore, that ISIS was just as much a product of the 1991 Gulf War as it was the 2003 Iraq War — but not wholly a product of either.

Orton writes:

It’s true that disbanding the Iraqi Army after 2003 put professional soldiers at the service of the Sunni insurgency. It’s also true that Al Qaeda in Iraq — the small, foreign-led nucleus of what became the Islamic State — used poorly run American prisons like Camp Bucca to recruit former regime elements. But the significant fact is that those who assumed leadership roles in the Islamic State’s military council had been radicalized earlier, under Mr. Hussein’s regime.

There was never any “Baathist coup” of former regime elements inside the Islamic State, as some analysts assume, because these men had long since abandoned Baathism. They joined Al Qaeda in Iraq early after the invasion as an act of ideological conviction, and when Al Qaeda in Iraq’s leadership was nearly destroyed in 2008-10, these officers were the last men standing precisely because of their superior counterintelligence and security skills.

It was these Salafized former military intelligence officers — led by Samir al-Khlifawi, also known as Haji Bakr, who had joined the group in 2003 and rose to be the so-called caliph’s deputy, until he was killed in 2014 — who planned the Islamic State’s dramatic expansion into Syria. There, they set up a Saddam Hussein-style authoritarian regime that was the launchpad for the jihadists’ invasion of Iraq in 2014.

From a cursory look at his earlier blog posts, it appears Orton’s analysis is based in part on the research findings of Samuel Helfont, whose PhD dissertation on religion and politics in Saddam Hussein’s Iraq was itself based on newly-released records from the Iraqi state and Baath Party. That sounds like a stronger foundation for a thesis than would be provided, for instance, by an individual like “curveball.” It’s certainly worth more careful consideration than for it to simply be dismissed with a tweet.

For those still concerned about which political litmus tests Orton might pass or fail, I would point out that the route he followed in order to recently get hired by the Henry Jackson Society did not seem to be distinctly ideological.

On the “about” page on his blog, Orton writes:

After a misbegotten degree in zoology (biology), I completed a social science Masters in Humanitarian Studies at the Liverpool School of Tropical Medicine that comprised elements of geopolitics, history, and practical skills in running a humanitarian program, the logical end-point of which would be work with a non-governmental organisation.

I have travelled quite widely, especially in Eastern Europe having been to all of the old Soviet satellite States except Romania, and in the Balkans — Bosnia, Serbia, and Croatia. I have also been to Turkey and Israel, took part in a voluntary course (teaching) in Kenya, and worked in Lebanon for my Masters on the healthcare system for the Syrian refugees.

Having long been interested in the Arab world, and especially in ways that it might be reformed, I was very interested when the rebellions came to that region at the end of 2010, and followed the course of this “Arab Spring” from its inception. The carnage in Syria and its obvious importance for that whole region have made the subject my primary focus.

How a misreported story is changing U.S. immigration policy

The Atlantic reports: On Sunday, The New York Times published a scorching story alleging that one of the killers in the San Bernardino attack had previously “talked openly on social media about her views on violent jihad.”

But by Thursday, the Times admitted it had gotten parts of the story wrong. Tashfeen Malik had not posted publicly about violent jihad before moving to the U.S. Instead, according to the FBI, she had written about violent jihad only in private messages—not public posts. The Times changed its story, issued a correction, and endured a par­tic­u­larly bru­tal pub­lic flog­ging at the hands of its public editor.

That correction, however, came far too late to put the genie back in the bottle. News of the so-called “public” posts had already rocketed around the Internet, been cited repeatedly in the Republican presidential debate, and, apparently, made quite an impression on Capitol Hill.

On Tuesday, Senator John McCain pointed to the Times report in an­noun­cing legislation to require the Department of Homeland Security to “search all public records, including Internet sites and social media profiles” when vetting applicants to enter the U.S.

The same day, nearly two dozen Democrats wrote to Homeland Security Secretary Jeh Johnson calling for “more robust social media background check process for all visitors and immigrants to the United States.” The let­ter references press ac­counts in­dic­at­ing that such work had been done inconsistently. And it says Ma­lik “may have ex­pressed rad­ic­al ji­hadist sentiments on so­cial me­dia platforms.” [Continue reading…]

Islamophobia in America in 2015: The year in review

The Bridge Initiative: Looking back at the last twelve months, it can initially appear that Islamophobia was pretty bad in 2015.

And indeed it was. Attacks against Muslims in the United States and their institutions have occurred in rapid succession. Meanwhile, leading politicians and the voting public have expressed increasingly anti-Muslim views.

Even though FBI hate crime statistics for this year won’t be released for some time, the current climate of hostility towards Muslims in the United States indicates that 2015 could be America’s most Islamophobic year since 9/11.

Despite the bleak picture, 2015 also witnessed some positive shifts in the way the media and the public dealt with and responded to Islamophobia. As prejudice towards and discrimination against Muslims intensified and gained more media attention, many journalists, activists, and ordinary Americans felt compelled to do something about it. French police make 2,700 raids in month, raising tension with Muslims

The New York Times reports: The French authorities have conducted more than 2,700 police raids under a nationwide state of emergency instituted after last month’s deadly terrorist attacks in Paris.

Using extraordinary powers granted by France’s National Assembly, officers have conducted searches without warrants of dozens of homes, arrested hundreds of people and even shut down mosques and Muslim prayer rooms for fear they were preaching radicalization.

The use of such tactics has increased tensions between the government and Muslim communities.

“The Muslim minority in France feels like it’s being treated as the public enemy,” said Yasser Louati, spokesman for the Collective Against Islamophobia in France. “They are afraid of the government.”

At least 20 court complaints have been filed against the government, Reuters recently reported, citing six independent lawyers involved in the complaints. And Muslim leaders in France have said that the police tactics are excessive and unfairly target Muslims. [Continue reading…]

The life and death of King Coal

The reign of King Coal is a story which is central to fully understanding modern Britain. Coal powered the industrial revolution, employed over a million miners at the industry’s height, shaped and sustained communities across the country, and has played a key role in the UK’s political economy. With the closure of Kellingley colliery, the country’s last deep mine, in December 2015, a defining chapter in British history comes to an end.

Although it had been mined in small quantities in Britain since Roman times, the story of coal as a major industry begins with the industrial revolution. From the 18th century onwards, demand for coal began to grow at an increasing rate. Several factors drove this, but its most important uses were as a fuel for steam-powered engines, in ironworks and metal smelting, and for domestic energy consumption in growing cities and towns. Then in the 19th century, coal grew to become the biggest industry in Britain in terms of workforce. It expanded from 109,000 workers in 1830 to nearly 1.1 million in 1913.

The early years of the 20th century proved to be the industry’s zenith, however. The period between World War I and II was one of crisis and catastrophic decline for coal. Its seemingly unassailable position was undermined by a series of economic factors – including the decision in 1925 by the Chancellor of the Exchequer, Winston Churchill, to return sterling to the gold standard. This had the inadvertent effect of making British coal too expensive in its important, but increasingly vulnerable, overseas markets.

As labour was the biggest cost in coal production, employers’ attempts to cut wages led to a series of bitter industrial relations disputes in the 1920s. The most well-known is the 1926 general strike, called by the Trades Union Congress in support of the miners. Although the general strike itself only lasted nine days, communities around the country’s coalfields held out for a further six months before finally conceding defeat.

Brave New China: The most disturbing tech story of 2015

The New Republic reports: China wants to get in on the credit racket. At the moment, most Chinese citizens don’t have credit scores, unlike in the United States, where they have been part of the consumer landscape for decades, led by the big three credit bureaus, Equifax, Experian, and TransUnion. The Chinese government aims to fix that and fast, establishing a nationwide credit scoring system, known as the Social Credit System (SCS), by 2020.

As with China’s vast construction projects, this scoring system is fiercely ambitious, authoritarian, technologically sophisticated, and likely to disrupt the lives of millions of people. And although it is a deeply capitalist undertaking, the SCS is being positioned as a socialist effort. A 2014 planning document states that “a social credit system is an important component part of the Socialist market economy system” and that “its inherent requirements are establishing the idea of an sincerity culture, and carrying forward sincerity and traditional virtues.” That vague phrasing actually speaks to the scope of the project. With “social credit,” the Chinese authorities plan to do more than gauge people’s finances; they want to rate the trustworthiness of citizens in all facets of life, from business deals to social behavior. Eventually, all Chinese citizens will be required to be part of the SCS.

As of now, the Chinese government is allowing select companies to roll out test projects designed to rate individuals’ trustworthiness. These include efforts by Baidu and Alibaba, respectively the country’s largest search engine and e-commerce site. The involvement of these tech companies is key. Credit scoring in the U.S. has long graduated beyond simple matters of credit card debt or bankruptcy history. The credit bureaus now double as some of the country’s biggest data brokers, and they consider a range of consumer activity when creating their proprietary scores. The scores themselves have grown in value, now being used for anything from rating credit worthiness to evaluating one’s fitness for a job (some states, including New York, have banned the use of credit scores in job screenings). As a consequence many forms of consumer scoring now lie outside existing consumer protections, as a World Privacy Forum report found last year.

China’s Social Credit System promises to build on these techniques, using the vast behavioral records of its people to rate them — as consumers, as citizens, as human beings. According to that same planning document, the SCS will be used “to encourage keeping trust and punish breaking trust,” which includes violations of the “social order.” In other words, everything Chinese citizens do, especially online, may be incorporated into their scores. Doctors, teachers, construction firms, scientists, and tourism employees will be scored. So will sports figures, NGOs, companies, members of the judicial system, and government administrators.

Approved behaviors and purchases will raise a score; other activities may lower it, perhaps drawing the unwanted attention of authorities in the process. Scores in turn will be used for employment, disbursing credit, and determining eligibility for social benefits. While the Chinese government has frequently touted its desire to create “a culture of sincerity” and “trust,” the plan uses surveillance, data collection, online monitoring, and behavioral tracking to render practically all of its citizens’ affairs in market terms. How ConocoPhillips won the fight for oil drilling in the Alaskan wilderness

From his seat in the small plane flying over the largest remaining swath of American wilderness, Bruce Babbitt thought he could envision the legacy of one of his proudest achievements as Interior Secretary in the Clinton administration.

Babbitt was returning in the summer of 2013 from four sunlit nights in Alaska’s western Arctic, where at one point his camp was nearly overrun by a herd of caribou that split around the tents at the last minute. Now, below him, Babbitt saw an oil field 2014 one carefully built and operated to avoid permanent roads and other scars on the vast expanse of tundra and lakes.

Under the deal he’d negotiated just before leaving Interior in 2000, that would be the only kind of drilling he thought would be allowed in the 23 million acres of the National Petroleum Reserve-Alaska, which, despite its name, is a pristine region home to one of the world’s largest caribou herds and giant flocks of migratory birds. The compromise was fair and, he hoped, enduring — clear-eyed about the need for more domestic oil but resolute in defense of the wilderness.

The deal lasted barely 15 years.

In February, the Obama administration granted the ConocoPhillips oil company the right to drill in the reserve. The Greater Mooses Tooth project, as it is known, upended the protections that Babbitt had engineered, saving the oil company tens of millions and setting what conservationists see as a foreboding precedent.

Why is the U.S. subsidizing Israeli settlements?

Uri Blau writes: An office chair is positioned on the top of Dagan Hill, on the outskirts of Efrat, a thriving West Bank settlement. Someone must like to sit here and take in the changing landscape. Once-bare mountains are losing their shape, carved up by new roads and villas for a growing population of Jewish settlers.

Nadia Matar, one pillar of this community, should be happy. Twenty years ago, as she struggled to make a life on this hill, the success of her mission seemed improbable, if not impossible. Now, from the top of the windy peak, the fruits of her victory are apparent. Yet Matar, founder and leader of the pro-settlement nonprofit Women in Green, doesn’t sound cheerful when I call to ask about the funding of her organization. “Choose which side are you on,” she tells me in Hebrew, “ours, or the enemies who try to destroy us.”

Many from Israel’s far right and the settlers’ community condemn the Obama administration as that “other” side. They should know better: While one American hand opposes development of settlements, the other keeps feeding it. [Continue reading…]

Hassan Aboud: Profile of a Syrian ISIS commander

C.J. Chivers writes: Mr. Aboud, in his mid-30s, is an exile from Sarmin, where he had lived most of his adult life. Past associates refer to him as either an ISIS wali or emir, titles conveying authority or military power that the Islamic State bestows on governors and its middle rank.

They note that he did not simply drift to ISIS; he has had a relationship with the original underground Sunni insurgents in Iraq’s Anbar Province, part of the crucible where ISIS formed, reaching back more than a decade.

Mr. Aboud and one of his brothers fought American forces there in 2004 and 2005, several townspeople said. Some suggested that the pair returned to Syria as a sleeper cell tied to Al Qaeda in Iraq, which was founded by Abu Musab al-Zarqawi and after his death in 2006 eventually became ISIS.

In the nearly year and a half since Mr. Aboud publicly joined the Islamic State, taking with him most of his fighters and many powerful weapons, he has been credited with, or blamed for, a sprawling mix of battlefield action and crime. Those who know him contend he led the capture of Palmyra, the town and ancient heritage site that ISIS defiled.

For all of Mr. Aboud’s activity, however, his story suggests limits to advancement within the group, which analysts say to a large degree remains led by Iraqis, including many connected to the dismantled Baathist regime of Saddam Hussein.

Hassan al-Dugheim, a rebel cleric who said he had observed Mr. Aboud since 2011, said his tactical skill and ruthlessness were beyond question. He bluntly added, however, that he considered Mr. Aboud stupid, and that the Islamic State had found in him a man who could be flattered, bought, then used.

“Syrians are for fighting,” he said, and those who had joined ISIS recently faced a glass ceiling inside. “They are like animals to be ridden, like a horse or a mule.” [Continue reading…]

An antidote to ISIS’s arrogance

Mustafa Akyol writes: The recent massacres in Paris and San Bernardino, Calif., demonstrated, once again, the so-called Islamic State’s ability to win over disaffected Muslims. Using a mixture of textual literalism and self-righteous certainty, the extremist group is able to persuade young men and women from Pakistan to Belgium to pledge allegiance to it and commit violence in its name.

This is why the Islamic State’s religious ideology needs to be taken seriously. While it’s wrong to claim that the group’s thinking represents mainstream Islam, as Islamophobes so often do, it’s also wrong to pretend that the Islamic State has “nothing to do with Islam,” as many Islamophobia-wary Muslims like to say. Indeed, jihadist leaders are steeped in Islamic thought and teachings, even if they use their knowledge to perverse and brutal ends.

A good place to start understanding the Islamic State’s doctrine is by reading Dabiq, the digital English-language magazine that the group puts out every month. One of the most striking pieces I have seen in it was an 18-page article in March titled “Irja’: The Most Dangerous Bid’ah,” or heresy.

Unless you have some knowledge of medieval Islamic theology you probably have no idea what irja means. The word translates literally as “postponing.” It was a theological principle put forward by some Muslim scholars during the very first century of Islam. At the time, the Muslim world was going through a major civil war, as proto-Sunnis and proto-Shiites fought for power, and a third group called Khawarij (dissenters) were excommunicating and slaughtering both sides. In the face of this bloody chaos, the proponents of irja said that the burning question of who is a true Muslim should be “postponed” until the afterlife. Even a Muslim who abandoned all religious practice and committed many sins, they reasoned, could not be denounced as an “apostate.” Faith was a matter of the heart, something only God — not other human beings — could evaluate. The refugee crisis is forcing Germans to ask: Who are we?

Jenny Erpenbeck writes: I recently read that criminality is on the rise in German towns that have accepted refugees. But it’s not the refugees who are responsible for this crime wave: Germans in these towns have been committing arson, damaging property and attacking refugees. In other words, Germans have been making their own worst fears come true. Often the fear of loss leads to the very loss we fear – a principle that holds true not only for jealous lovers but also, it seems, for those who turn to violence out of fear that the refugees will cost them their safety and peace.

The refugees haven’t even all been registered yet, but already they raise questions about who we are. Some Germans can imagine what it means to lose everything – hence their empathy; some can imagine what it means to lose everything – hence their fear.

We no longer have a universal frame of reference. Angela Merkel’s declaration that refugees are fundamentally deserving of protection – hers was the only declaration of its kind in Europe – has two main sticking points in her own country. First, there’s the free-market logic according to which the German government will prohibit neither the export of weapons by German companies to warring nations nor the ruthless exploitation of resources under corrupt systems in Africa, Asia and eastern Europe.

And then there’s the ever-growing violence, both verbal and physical, from part of the German population: those who would like to see their country walled off with barbed wire – as is happening in Hungary – or, failing that, to at least have the Berlin government refuse to accept even the ridiculously low numbers of refugees mandated by the European Union – as Poland and the UK have done.

But which “European values” are best upheld with barbed wire and fences, regulations, harassment and attacks? Liberté, égalité, fraternité? Or is this mainly about our own survival? In eastern Germany, you can once again hear people chanting Wir sind das Volk (“We are the people”). In 1989 that sentence opened a border; now it’s being used to close a border, to insulate this finally unified Volk from the newcomers, who lack any unity since they are fleeing so many different wars. Are other countries’ wars our responsibility? That’s a question you hear a lot these days. But no one wants to hear the answer. [Continue reading…]

How Trump is helping American white supremacists evangelize

The Washington Post reports: Making friends is no easy task for modern white nationalists.

In an era of gay marriage and a black president, more than a half-century after the Civil Rights Act of 1964 became law, separatists can’t exactly swan dive into conversations with strangers about the white-power cause.

But Rachel Pendergraft — the national organizer for the Knights Party, a standard-bearer for the Ku Klux Klan — told The Washington Post that the KKK, for one, has a new conversation starter at its disposal.

You might call it a “Trump card.”

It involves, say, walking into a coffee shop or sitting on a train while carrying a newspaper with a Donald Trump headline. The Republican presidential candidate, Pendergraft told The Post, has become a great outreach tool, providing separatists with an easy way to start a conversation about issues that are important to the dying white supremacist movement. In Gaza’s Khuzaa caravans, families fear another winter

Al Jazeera reports: As cold, late-autumn rain poured down on the Gaza Strip last month, Yousef al-Najjar watched as his makeshift home sunk deeper into the mud, its thin laminate floors cracking.

Intended as a temporary solution for residents made homeless by Israel’s 2014 war on Gaza, the static caravans of Khuzaa – a cluster of around 70 tin-sheet homes on the town’s outskirts, paid for by donor nations such as Qatar and the United Arab Emirates – are scarcely equipped for another winter. Najjar fears that cold temperatures and increased rainfall will make the homes unliveable.

“We live in a horrible situation,” Najjar, a 47-year-old father of three, told Al Jazeera. “This area of Khuzaa is lower than the rest. When it rains, the water settles here.”

“The [caravans] aren’t insulated, and over time, they have shifted,” he added. “The outside air comes in, then it gets hotter or colder depending on the season. We are provided heaters, but they aren’t effective. Last year, we tried to build fires inside the caravan, but we stopped. We know it’s not safe. Connections aren’t conversations – while technology enables, it can also interfere

A prisoner was in the US was recently released after 44 years of incarceration for the attempted murder of a police officer. Emerging onto the streets of New York City, Otis Johnson, now 69, found himself bewildered by the world before him. Seeing people apparently talking to themselves on the street, futuristic headphones dangling from their ears, reminded him of CIA agents. People barely paid attention to their surroundings, and instead studied their smartphones while crossing the street, engrossed in their own personal bubbles.

Technology had delivered Johnson a massive culture shock, the shock of a world where technology has quickly changed the way we live and the way we relate to one another.

In 2013 Sherry Turkle, a clinical psychologist and esteemed professor at the prestigious Massachusetts Institute of Technology, wrote Alone Together, in which she questioned the extent to which social media is bringing people together. Following decades of research on the profound impact of modern technology on human relationships, Turkle concluded that with the omnipresence of technology “we’re moving from conversation to connection”.

Connection, it seems, denotes a very different quality of social interaction in comparison to conversation, as it refers to continuous streams of little titbits of information, such as those neatly packaged into 140 characters on Twitter.

Conversation, on the other hand, refers to listening and empathic understanding, actively attending to another person, rather than fleetingly commenting on their status updates online while simultaneously talking on the phone, doing the laundry, or preparing the children’s dinner.

The ominous story of Syria’s climate refugees

John Wendle reports: Kemal Ali ran a successful well-digging business for farmers in northern Syria for 30 years. He had everything he needed for the job: a heavy driver to pound pipe into the ground, a battered but reliable truck to carry his machinery, a willing crew of young men to do the grunt work. More than that, he had a sharp sense of where to dig as well as trusted contacts in local government on whom he could count to look the other way if he bent the rules. Then things changed. In the winter of 2006–2007, the water table began sinking like never before.

Ali had a problem. “Before the drought I would have to dig 60 or 70 meters to find water,” he recalls. “Then I had to dig 100 to 200 meters. Then, when the drought hit very strongly, I had to dig 500 meters. The deepest I ever had to dig was 700 meters. The water kept dropping and dropping.” From that winter through 2010, Syria suffered its most devastating drought on record. Ali’s business disappeared. He tried to find work but could not. Social uprisings in the country began to escalate. He was almost killed by crossfire. Now Ali sits in a wheelchair at a camp for wounded and ill refugees on the Greek island of Lesbos.

Climatologists say Syria is a grim preview of what could be in store for the larger Middle East, the Mediterranean and other parts of the world. The drought, they maintain, was exacerbated by climate change. The Fertile Crescent — the birthplace of agriculture some 12,000 years ago — is drying out. Syria’s drought has destroyed crops, killed livestock and displaced as many as 1.5 million Syrian farmers. In the process, it touched off the social turmoil that burst into civil war, according to a study published in March in Proceedings of the National Academy of Sciences USA. A dozen farmers and former business owners like Ali with whom I recently spoke at camps for Syrian refugees say that’s exactly what happened. [Continue reading…]
