Why does life resist disorder?

Addy Pross writes: Biology is wondrously strange – so familiar, yet so strikingly different to physics and chemistry. We know where we are with inanimate matter. Ever since Isaac Newton, it has answered to a basically mechanical view of nature, blindly following its laws without regard for purposes. But could there be, as Immanuel Kant put it, a Newton of the blade of grass? Living things might be made of the same fundamental stuff as the rest of the material world – ‘dead’ atoms and molecules – but they do not behave in the same way at all. In fact, they seem so purposeful as to defy the materialist philosophy on which the rest of modern science was built.

Even after Charles Darwin, we continue to struggle with that difference. As any biologist will acknowledge, function and purpose remain central themes in the life sciences, though they have long been banished from the physical sciences. How, then, can living things be reconciled with our mechanical-mechanistic universe? This is a conceptual question, of course, but it has a historical dimension: how did life on Earth actually come about? How could it have? Both at the abstract level and in the particular story of our world, there seems to be a chasm between the animate and inanimate realms.

Hamas and the tyranny of labels

Paul Pillar writes: The Israeli prime minister says Hamas is “dedicated to the destruction of Israel.” Actually, Hamas leaders have repeatedly made clear a much different posture, one that involves indefinite peaceful coexistence with Israel even if they officially term it only a hudna or truce. It would be more accurate to say that Israel is dedicated to the destruction of Hamas, an objective that Israel has demonstrated with not just its words but its deeds, including prolonged collective punishment of the population of the Gaza Strip in an effort to strangle the group. Such efforts have included large-scale violence that—although carried out overtly by military forces and thus not termed terrorism—has been every bit as lethal to innocent civilians. In such circumstances, why should Hamas be expected to be the first to go beyond the vocabulary of hudna and mouth some alternative words about the status of its adversary?

The Israeli and U.S. reactions do not seem to take account of the fact that the terms of the announced Hamas-PLO reconciliation are undetermined and still under negotiation. The agreement can involve Hamas moving much more toward the posture of Abbas and the PLO than the other way around. Palestinian Authority representatives already have indicated that there will not be a change in its fundamental stance of recognizing Israel and seeking to resolve the conflict with it peacefully through negotiations. Hamas representatives have pointed out that support for a governing coalition with an established set of policies does not require each party that is part of that government to express identical policies on its own behalf. The hypocrisy of Tony Blair’s Middle East vision

Arun Kundnani writes: Tony Blair’s speech this week at Bloomberg in London reveals a growing support for authoritarian regimes in the Middle East. A decade ago, Blair was justifying wars in the Middle East on the grounds that they would launch a democratic revolution and sweep away Arab despots. In his latest speech he embraced Arab despots whose regimes, he says, are necessary bulwarks against Islamism. Blair’s change in emphasis reflects a wider shift in neoconservative thinking over the past decade, while the underlying analysis remains as flawed as ever.

At the heart of Blair’s argument is a single formula that he uses to explain the politics not only of the Middle East, but of Muslim populations around the world. Muslims everywhere, he says, are caught in an “essential battle” between two ways of thinking about Islam.

In this “Titanic struggle”, one side is modern, pluralistic, and supportive of religious freedom and open economies. On the other side are the “Islamists”, who reject the separation of religion from politics and, like communists and fascists before them, want to impose their particular interpretation on the rest of society.

It is, of course, a hopelessly simplistic formula. Yes, reactionary interpretations of religion must be opposed. But the revolutionary upheavals in the Middle East are ultimately about freedom from authoritarian political structures and the economic marginalisation generated by neoliberal economics (Blair’s “open economies”). Only a single-state solution will bring peace

Ali Abunimah writes: Let’s go back to basics: The Palestinian people live under occupation and siege in the Gaza Strip and West Bank, as second-class citizens in present-day Israel, and as refugees, as a consequence of the Zionist colonization of historic Palestine that began more than a century ago and continues today.

Efforts to “solve” the situation by creating separate, ethnically homogenous states for the colonizing society, on the one hand, and for the victims of the colonization, on the other — along the lines of apartheid South Africa’s Bantustan system — have failed.

The remaining route to a just peace would be a historic agreement to dismantle this colonial reality; it would transform Israeli Jews from a settler-colonial garrison society, and Palestinians from a subjugated people, into citizens of a common state committed to protecting the rights of all. Painstaking work would be needed to reverse the gross inequalities that are the consequence of the purposeful dispossession of the Palestinians. [Continue reading…]

Too big to trust? Google’s growing credibility gap

Galen Gruman writes: Remember when we all loved Google? Its search engine was both simple to use and an unbiased portal to anything you wanted to know. It was founded by two college students at a time when Silicon Valley was a shining beacon of what was right in the world, during sunny economic and political times.

We don’t love Google so much any more, mainly because we trust it less and less. More and more people have realized that the Google search engine is hugely biased in favor of advertisers, and the results are increasingly manipulated by Google for inscrutable purposes. Google seems to track anything and everything we do — it peruses our emails, our files stored on its servers, our locations, and our chats. Americans are getting nervous.

When Google bought smart thermostat maker Nest earlier this year, the public recoiled — Nest owners didn’t want their thermometers to be the latest spying portal in their homes for Google to use. That negative reaction drove home the growing Google trust problem. Likewise, no one really believed that Google wasn’t participating in the NSA’s spying on users; it seemed a clear case of the lady doth protest too much. Plus, we saw how much Google is spying on us, whether or not in support of the NSA. If anything, Google’s response seemed to be indignation that the NSA was piggybacking on Google’s own privacy-mining efforts.

For most people, Google is still a shining star. It ranks as the second-most valuable brand in the world, after Apple and before Coca-Cola, a ranking that has grown in recent years. It’s also at the top of the rankings for best places to work. It’s not as if Google has yet become Facebook, whose abuse of personal information is assumed. Climate change: A collective problem demanding collective action yet the very idea of the collective sphere is under assault

One of the most disturbing ways that climate change is already playing out is through what ecologists call “mismatch” or “mistiming.” This is the process whereby warming causes animals to fall out of step with a critical food source, particularly at breeding times, when a failure to find enough food can lead to rapid population losses.

The migration patterns of many songbird species, for instance, have evolved over millennia so that eggs hatch precisely when food sources such as caterpillars are at their most abundant, providing parents with ample nourishment for their hungry young. But because spring now often arrives early, the caterpillars are hatching earlier too, which means that in some areas they are less plentiful when the chicks hatch, with a number of possible long-term impacts on survival.

Similarly, in West Greenland, caribou are arriving at their calving grounds only to find themselves out of sync with the forage plants they have relied on for thousands of years, now growing earlier thanks to rising temperatures. That is leaving female caribou with less energy for lactation, reproduction and feeding their young, a mismatch that has been linked to sharp decreases in calf births and survival rates.

Scientists are studying cases of climate-related mistiming among dozens of species, from Arctic terns to pied flycatchers. But there is one important species they are missing – us. Homo sapiens. We too are suffering from a terrible case of climate-related mistiming, albeit in a cultural-historical, rather than a biological, sense. Our problem is that the climate crisis hatched in our laps at a moment in history when political and social conditions were uniquely hostile to a problem of this nature and magnitude – that moment being the tail end of the go-go 80s, the blast-off point for the crusade to spread deregulated capitalism around the world. Climate change is a collective problem demanding collective action the likes of which humanity has never actually accomplished. Taking sides in Ukraine

Shortly before her death, Susan Sontag published an essay on that indispensable chronicler of Stalin’s rule, Victor Serge (1890-1947). Reflecting on the fact that works like Serge’s The Case of Comrade Tulayev (1949) were for some time regarded with hostility on the American left, she writes:

‘The decades of turning a blind eye to what went on in communist regimes, specifically the conviction that to criticise the Soviet Union was to give aid and comfort to fascists and warmongers, seem almost incomprehensible now. In the early 21st century, we have moved on to other illusions – other lies that intelligent people with good intentions and humane politics tell themselves and their supporters in order not to give aid and comfort to their enemies.’

It’s a typical late Sontag passage, challenging and measured. Yet it doesn’t quite hang together. Indeed, the second sentence gives the lie to the first: she says that turning a blind eye persists, albeit now directed at – or away from – new targets (she was probably thinking of militant Islam), but if that is true then what happened before may be all-too-comprehensible, the continuity of practice suggesting that turning a blind eye may be a standard feature of a certain type of political commitment. After all, the first version of it that seemed incomprehensible in 2004 had persisted into the 1970s, decades after people had felt the need to choose communism as the lesser of two evils; though the two most notorious right-wing regimes of the 1930s and 1940s had gone, there were still other examples aplenty of ‘fascist’ regimes. So Trotskyists, for instance, uneasy heirs of Victor Serge, didn’t so much turn a blind eye to what went on in communist regimes as squint at it through a lens that allowed them to call it ‘state capitalism’, thereby making themselves critics of Moscow without aligning themselves with cold war hawks and their dictator friends.

The current Ukrainian crisis has seen blind eye turning on all sides. Much of it has been directed by left liberals at or away from Russian foreign policy, on the basis that open criticism of Russia might make one a bedfellow of those hypocrites in the White House. Hence Russia’s armed seizure of Crimea and organisation of a farcical referendum is regarded as troubling, but not something we need to shout too loud about because Crimea is really Russian anyway (or at least has been since 1783); hence Putin’s support for the despotic regime of Bashar-al-Assad is passed over in silence for fear that criticism of it will make one a supporter of the Syrian opposition, and hence the United States that is arming it; and when Putin calls the extremists in Kyiv who ousted President Yanukovych ‘fascists’, it rings alarm bells loud enough to cancel out the sound of those that Putin himself triggers.

From the other side there is not so much blind eye turning as dewy-eyed romanticism, led by the Yale historian Tim Snyder: where Putin saw only extremists in Maidan square, Snyder implies that Ukraine is already ready to join the EU because the leader of a group of frightening looking men in combat fatigues is really a gay hairdresser from the Donbas, while the new deputy minister for whatever is a Jewish transvestite whose mother was a disabled German preacher. I was never much impressed by this sort of argument: in 2000 a Polish friend tried to impress me with the fact that in that Catholic country the president was a former communist (Aleksander Kwaśniewski), the prime minister a Protestant (Jerzy Buzek) and the foreign minister a Jew (Bronisław Geremek). Five years later it was being ruled by a coalition of the surreal Kaczyński twins, Andrzej Lepper’s thuggish Self-Defence party and the far-right League of Polish Families.

I have also seen articles that begin with questions like ‘how should people on the left respond to events in Ukraine?’, but these are worse than useless: the real task is, with old Kant, to think for oneself. In the current crisis I think that that entails more than seeing faults on all sides, easy though that is. The charge of ‘hypocrisy,’ for instance, can be directed everywhere: John Kerry invokes the sanctity of territorial boundaries while approving drone attacks in Pakistan, Vladmir Putin warns that the (temporary) Ukrainian government might wage war on its own people while he himself supports Assad in Syria, and the new EU-friendly Ukrainian prime minister was on television a few years ago advocating a blanket ban on the use of the Russian language.

So here, for what it’s worth, is what I think. Firstly, the absurd spectacle of John McCain and some naïve Euro MPs in Maidan Square notwithstanding, and while there may be many Russian speakers in Eastern Ukraine who do wish to be citizens of the Russian Federation, the use of military force – and that is what the seizure of government buildings in Eastern Ukraine is – to make the latter point is no more justified than would be Hungary’s occupation of southern Slovakia to protect the rights of the Hungarian minority, and is no more right than was the use of military force in Iraq. Anyone who marched in London against that, on principle should march against this. Secondly, Putin’s Eurasian Union project, devised by an admirer of Carl Schmitt, can only work – and here Snyder is right – if it consists of a series of autocracies: what he fears above all is not fascism in Ukraine or the spread of NATO; he has had that on his doorstep since 1999 when the accession of Poland took it up to the border of Russia’s Baltic Sea enclave of Kaliningrad, formerly Prussia’s second city Königsberg, and the home of old Kant; and his late lamented Soviet Union had NATO on its doorstep for thirty years with Turkey’s membership. No, what Putin fears more than anything is even more of his doorstep being occupied by democracy, the rule of law, freedom of speech and a respect for human rights. Were Ukraine to enter the EU, or even prepare to do so, its people might at least have a hope of aspiring to these. As part of the Eurasian Union – or as is possible if Russia invades, part of the Russian Federation – that hope would vanish. The third alternative, being put about by people in the West who enjoy these benefits already, namely that Ukraine might act as a buffer state between the EU and NATO and the Russian Federation, is grotesque. The interwar period alone shows that the history of weak European states going it alone without being part of a larger economic and security structure is dismal: this is why when they were invited to join the EU and NATO in the 1990s the governments of Eastern Europe of all stripes were not the victims of soft power but rather accepted with alacrity. Ukraine, the Ukrainian people, should be given the chance to choose which way it wants to turn. It can be given that chance, and that might include either the federalization of the country, or the option to split in two, with Russian speaking Eastern Ukrainians not free but secure under Putin’s gathering wing, and a rump Western Ukraine a full member of the EU and NATO with all the risks – and possibilities – that that entails. But it cannot do this with a gun pointing at its head. On this occasion the one pointing the gun is in Moscow, not in Washington.

Israel’s Mordechai Vanunu is as much a hero as Edward Snowden

Duncan Campbell writes: Ten years ago today, a man emerged from prison to be greeted by a crowd of his supporters embracing him with carnations and a crowd of his enemies drawing their fingers across their throats. He had served 18 years in prison, 11 of them in solitary confinement.

The man was Mordechai Vanunu, the whistleblower who, in 1986, came to Britain to tell the Sunday Times the story of the then secret nuclear weapons facility at Dimona in Israel. Out alone in London and disillusioned with the length of time the story seemed to be taking to reach publication, he was lured by a woman from Mossad to Italy. There, he was kidnapped, drugged and smuggled out of the country to Israel, where he was convicted of espionage.

On his release from prison, he was led to believe that he would soon be free to leave the country where he is vilified and regarded as a traitor. When I interviewed him in Jerusalem six months later, back in 2004, he was still hopeful that, having served his time, he would be able to start a new life abroad. It has turned out to be an empty hope. Last December, he failed in the high court of justice in his latest bid to be allowed to leave. Does Edward Snowden, as he adjusts to life in Moscow, wonder whether he will still be haunted and hunted by the US government for decades to come?

No one seriously claims that the man who was exhaustively debriefed by the Sunday Times nearly 30 years ago has any secrets up his sleeve. The decision to restrict his movements seems to be based more on a desire to inflict punishment on an unrepentant man than for security concerns. A pacifist who has urged the Palestinians to pursue their aims by non-violent means, he was not a spy but was driven to his actions by a horror of Hiroshima and the possibility of a nuclear war in the Middle East. Courage in the face of reality

Simon Critchley writes: With Easter upon us, powerful narratives of rebirth and resurrection are in the air and on the breeze. However, winter’s stubborn reluctance to leave to make way for the pleasing and hopeful season leads me to think not of cherry blossoms and Easter Bunnies but of Prometheus, Nietzsche, Barack Obama and the very roots of hope. Is hope always such a wonderful thing? Is it not rather a form of moral cowardice that allows us to escape from reality and prolong human suffering?

Prometheus the Titan was punished by the Olympian Zeus by being chained to a rock in the Caucasus, quite possibly not that far from Crimea. Each day for eternity, an eagle pecked out his liver. Every night, the liver grew back. An unpleasant situation, I’m sure you would agree. His transgression was to have given human beings the gift of fire and, with that, the capacity for craft, technological inventiveness and what we are fond of calling civilization.

This is well known. Less well known is Prometheus’ second gift. In Aeschylus’ “Prometheus Bound,” the chained Titan is pitilessly interrogated by the chorus. They ask him whether he gave human beings anything else. Yes, he says, “I stopped mortals from foreseeing doom.” How did you do that, they ask? His response is revealing: “I sowed in them blind hopes.”

This is a very Greek thought. It stands resolutely opposed to Christianity, with its trinity of faith, love and hope. For St. Paul — Christianity’s true founder, it must be recalled — hope is both a moral attitude of steadfastness and a hope for what is laid up in heaven for us, namely salvation. This is why faith in the resurrection of Jesus Christ is so absolutely fundamental to Christians. Christ died on the cross, but he was resurrected and lives eternally. Jesus is our hope, as Paul writes in the First Letter to Timothy, namely he is the basis for the faith that we too might live eternally. Heaven, as they say, is real.

In his Letter to the Romans, Paul inadvertently confirms Prometheus’ gift of blind hope. He asserts that hope in what is seen is not hope at all, “For who hopes for what he sees?” On the contrary, we should “hope for what we do not see” and “wait for it with patience.”

Now, fast forward to us. When Barack Obama describes how he came to write his keynote speech to the 2004 Democratic National Convention, the speech that instantly shot him to fame and laid the basis for his presidential campaign and indeed his presidency, he recalls a phrase that his pastor, the Rev. Jeremiah A. Wright Jr., used in a sermon: the audacity of hope. Obama says that this audacity is what “was the best of the American spirit,” namely “the audacity to believe despite all the evidence to the contrary.”

It is precisely this kind of hope that I think we should try to give up. It is not audacious, but mendacious. [Continue reading…]

As we sweat government surveillance, companies like Google collect our data

Dan Gillmor writes: As security expert Bruce Schneier (a friend) has archly observed, “Surveillance is the business model of the internet.” I don’t expect this to change unless and until external realities force a change – and I’m not holding my breath.

Instead, the depressing news just seems to be getting worse. Google confirmed this week what many people had assumed: even if you’re not a Gmail user, your email to someone who does use their services will be scanned by the all-seeing search and the advertising company’s increasingly smart machines. The company updated their terms of service to read:

Our automated systems analyze your content (including e-mails) to provide you personally relevant product features, such as customized search results, tailored advertising, and spam and malware detection. This analysis occurs as the content is sent, received, and when it is stored.

My system doesn’t do this to your email when you send me a message. I pay a web-hosting company that keeps my email on a server that isn’t optimized for data collection and analysis. I would use Gmail for my email, if Google would let me pay for service that didn’t “analyze (my) content” apart from filtering out spam and malware. Google doesn’t offer that option, as far as I can tell, and that’s a shame – if not, given its clout, a small scandal. [Continue reading…]

The statues of Lenin and Stalin still stand, not only on Russia’s squares and plazas, but in the minds of its citizens

Vladimir Sorokin writes: In the course of three days in August 1991, during the failed putsch against Gorbachev, the decaying Soviet empire tottered and began to collapse. Some friends and I found ourselves on Lubianskaya Square, across from the headquarters of the fearsome, mighty KGB. A huge crowd was preparing to topple the symbol of that sinister institution — the statue of its founder, Dzerzhinsky, “Iron Felix” as his Bolshevik comrades-in-arms called him. A few daredevils had scaled the monument and wrapped cables around its neck, and a group was pulling on them to ever louder shouts and cries from the assembled throng.

Suddenly, a Yeltsin associate with a megaphone appeared out of the blue and directed everyone to hold off, because, he said, when the bronze statue fell, “its head might crash through the pavement and damage important underground communications.” The man said that a crane was already on its way to remove Dzerzhinsky from the pedestal without any damaging side effects. The revolutionary crowd waited for this crane a good two hours, keeping its spirits up with shouts of “Down with the KGB!”

Doubts about the success of the coming anti-Soviet revolution first stirred in me during those two hours. I tried to imagine the Parisian crowd, on May 16, 1871, waiting politely for an architect and workers to remove the Vendôme Column. And I laughed. The crane finally arrived; Dzerzhinsky was taken down, placed on a truck, and driven away. People ran alongside and spat on him. Since then he has been on view in the park of dismantled Soviet monuments next to the New Tretiakov Gallery. Not long ago, a member of the Duma presented a resolution to return the monument to its former location. Given events currently taking place in our country, it’s quite likely that this symbol of Bolshevik terror will return to Lubianskaya Square.

The swift dismantling of remaining Soviet monuments recently in Ukraine caused me to remember the Dzerzhinsky episode. Dozens of statues of Lenin fell in Ukrainian cities; no one in the opposition asked people to treat them “in a civilized manner,” because in this case a “polite” dismantling could mean only one thing — conserving a potent symbol of Soviet power. “Dzhugashvili [Stalin] is there, preserved in a jar,” as the poet Joseph Brodsky wrote in 1968. This jar is the people’s memory, its collective unconscious.

In 2014, Lenins were felled in Ukraine and were allowed to collapse. No one tried to preserve them. This “Leninfall” took place during the brutal confrontation on Kiev’s Maidan Nezalezhnosti (Independence Square), when Viktor Yanukovych’s power also collapsed, demonstrating that a genuine anti-Soviet revolution had finally occurred in Ukraine. No real revolution has happened in Russia. Lenin, Stalin, and their bloody associates still repose on Red Square, and hundreds of statues still stand, not only on Russia’s squares and plazas, but in the minds of its citizens. Putin has more admirers than the West might admit

Timothy Garton Ash writes: Tell me your Ukraine and I will tell you who you are. The Ukrainian crisis is a political Rorschach test, not just for individuals but also for states. What it reveals to us is not encouraging for the west. It turns out that Vladimir Putin has more admirers around the world than you might expect for someone using a neo-Soviet combination of violence and the big lie to dismember a neighbouring sovereign state. When I say admirers, I don’t just mean the governments of Venezuela and Syria, two of his most vocal supporters. Russia’s strongman garners tacit support, and even some quiet plaudits, from some of the world’s most important emerging powers, starting with China and India.

During a recent visit to China I was frequently asked what was going on in Ukraine, and I kept asking in return about the Chinese attitude to it. Didn’t a country which has so consistently defended the principle of respecting the sovereignty and territorial integrity of existing states (be they the former Yugoslavia or Iraq), and which itself has a couple of prospective Crimeas (Tibet, Xinjiang), feel uneasy about Russia simply grabbing a chunk of a neighbouring country?

Well, came the reply, that was a slight concern, but Ukraine was a long way away – and, frankly speaking, the positives of the crisis outweighed the negatives for China. What’s more, the United States would have another strategic distraction (after al-Qaida, Afghanistan and Iraq) to hinder its “pivot” to the Asia-Pacific region, and divert its attention from China. And, cold-shouldered by the west, Russia would be more dependent on a good relationship with Beijing. As for Ukraine – which already sells China higher-grade military equipment than Russia has been willing to share with its great Asian ally – its new authorities had already quietly assured the Chinese authorities that Beijing’s failure to condemn the annexation of Crimea would not affect their future relations. British jihadists in Syria are playing into Assad’s hands

David Wearing writes: The results of new research reported by the Guardian this week on young westerners who have travelled to Syria to fight in the civil war provide some fascinating insights into their motivations, their interactions with pro-jihadi communities online, and the groups they join when they arrive in the war zone.

According to researchers at the International Centre for the Study of Radicalisation and Political Violence at King’s College London, many of these young men are driven by what, in their minds, are humanitarian concerns for their co-religionists and the Syrian people. An article by George Monbiot comparing them to volunteers in the Spanish civil war was apparently very popular among these foreign fighters. But the fact that most volunteers (among whom the British are the largest contingent) appear to be joining the Islamic State of Iraq and the Levant (Isis), or Jabhat al-Nusra to a lesser extent, shows that far from helping the anti-Assad cause, they are probably helping him to stay in power, and imposing yet more suffering on the Syrian population. MATT TAIBBI: Oh, Bush, hands down. And this is an important point to make, because if you go back to the early 2000s, think about all these high-profile cases: Adelphia, Enron, Tyco, WorldCom, Arthur Andersen. All of these companies were swept up by the Bush Justice Department. And what’s interesting about this is that you can see a progression. If you go back to the savings and loan crisis in the late ’80s, which was an enormous fraud problem, but it paled in comparison to the subprime mortgage crisis, we put about 800 people in jail during—in the aftermath of that crisis. You fast-forward 10 or 15 years to the accounting scandals, like Enron and Adelphia and Tyco, we went after the heads of some of those companies. It wasn’t as vigorous as the S&L prosecutions, but we at least did it. At least George Bush recognized the symbolic importance of showing ordinary Americans that justice is blind, right?

Fast-forward again to the next big crisis, and how many people have we got—have we actually put in jail? Zero. And this was a crisis that was much huger in scope than the S&L crisis or the accounting crisis. I mean, it wiped out 40 percent of the world’s wealth, and nobody went to jail, so that we’re now in a place where we don’t even recognize the importance of keeping up appearances when it comes to making things look equal.

In the Middle East, time for the U.S. to move on

The Editorial board of the New York Times writes: The pointless arguing over who brought Israeli-Palestinian peace talks to the brink of collapse is in full swing. The United States is still working to salvage the negotiations, but there is scant sign of serious purpose. It is time for the administration to lay down the principles it believes must undergird a two-state solution, should Israelis and Palestinians ever decide to make peace. Then President Obama and Secretary of State John Kerry should move on and devote their attention to other major international challenges like Ukraine.

Among those principles should be: a Palestinian state in the West Bank and Gaza with borders based on the 1967 lines; mutually agreed upon land swaps that allow Israel to retain some settlements while compensating the Palestinians with land that is comparable in quantity and quality; and agreement that Jerusalem will be the capital of the two states.

Perhaps the Obama administration’s effort to broker a deal was doomed from the start. In 2009, the administration focused on getting Israel to halt settlement building and ran into the obstinacy of Prime Minister Benjamin Netanyahu and resistance from the Palestinian president, Mahmoud Abbas, to entering peace talks. Since then, members of Mr. Netanyahu’s coalition government have tried to sabotage the talks. As Tzipi Livni, Israel’s chief negotiator, told the website Ynet, “There are people in the government who don’t want peace.” She cited Naftali Bennett, the leader of the pro-settler party Jewish Home, and Uri Ariel, the housing minister.

Mr. Obama made the right decision to give it a second try last summer, with Mr. Kerry bringing energy and determination to the negotiations. But, after nine months, it is apparent that the two sides are still unwilling to move on the core issues of the borders of a Palestinian state, the future of Jerusalem, the fate of Palestinian refugees and guarantees for Israel’s security. The process broke down last month when Israel failed to release a group of Palestinian prisoners as promised and then announced 700 new housing units for Jewish settlement in a part of Jerusalem that Palestinians claim as the capital of a future state. According to Mr. Kerry that was the “poof” moment when it all fell apart, and the Palestinians responded by applying to join 15 international conventions and treaties. That move won’t get them a state, but it is legal and they did not seek to join the International Criminal Court, a big fear of Israel’s.

In recent days, Israel, which denounced the Palestinians for taking unilateral steps, took its own unilateral steps by announcing plans to deprive the financially strapped Palestinian Authority of about $100 million in monthly tax revenues and retroactively legalizing a 250-acre outpost in the Gush Etzion settlement, which the Israeli newspaper Haaretz said was the largest appropriation of West Bank land in years.

An Israeli-Palestinian peace deal is morally just and essential for the security of both peoples. To achieve one will require determined and courageous leaders and populations on both sides that demand an end to the occupation. Despite the commitment of the United States, there’s very little hope of that now.

Britain should sever its links with Narendra Modi

Priyamvada Gopal writes: Imagine this. A pogrom takes place in a foreign country targeting a minority group, say Christians, with hundreds brutally killed by rampaging mobs, many mutilated and raped, and foetuses removed from pregnant women. Thousands flee destroyed homes. The provincial leader on whose watch these events take place is a politician with open links to extremist Islamist organisations. Three holidaying British citizens are among the massacred. Allegations emerge that this politician’s language helped foment the massacres. With one of his cabinet jailed for her role in the pogroms he becomes the frontrunner to lead this increasingly powerful country. Would you worry?

Yes, is the likely answer, and so you should. In reality, the country is India, the extremists are Hindus, the 2002 Gujarat pogroms targeted Muslims, and the leader in question is Narendra Modi. As the candidate of the far-right Bharatiya Janata Party (BJP), in current elections he does not dispute his or its links to the extremist Hindu network known as the Sangh Parivar.

Modi was a leading activist for its secretive and militaristic arm, the Rashtriya Swayamsevak Sangh (RSS) – whose founder expressed admiration for Hitler, ideologies of racial purity and the virtues of fascism. It is an organisation that, on a good day, looks like the British National party but can operate more like Nazi militias. Known for an authoritarian leadership style, Modi’s only expression of regret for the pogroms compared them to a car running over a puppy, while he labelled Muslim relief camps “baby-making factories”.

Hindu extremism is rooted in a macho 20th-century response to British colonialism which mocked Hindu “effeminacy”. It is rarely scrutinised in the west, partly because Hinduism is stereotyped as gentle and non-violent in the image of Gandhi – who, ironically, was assassinated by an RSS activist – and benefits from the disproportionate attention given to Islamist violence, which enables other pernicious extremisms to slip under the radar. Alternative Left perspectives on Syria

Danny Postel writes: The responses of most leftists to the Syrian uprising and subsequent war (it’s often forgotten that it started as an uprising — indeed a nonviolent and nonsectarian one) have been deeply disappointing. Disappointing to many Syrian activists, and to many of us on the Left who support the Syrian struggle for dignity and justice, which is now a struggle against both Assad’s killing machine and the jihadi counter-revolutionary forces.

The Left’s responses fall into three main categories:

  1. explicit support for the Assad regime
  2. monochrome opposition to Western intervention, end of discussion (with either implicit or explicit neutrality on the conflict itself)
  3. general silence caused by deep confusion

The first camp, while relatively small, represents a truly hideous, morally obscene and, I would argue, deeply reactionary position – siding with a mass murderer and war criminal who presides over a quasi-fascist police state. [Continue reading…]

Most Ukrainians are neither loyal Russians nor fascists

James Meek writes: Things weren’t easy in Ukraine when I lived there in the early 1990s, just after the country voted to break from Moscow. There was hyperinflation. People lost their savings. There were petrol shortages. The airport in Kiev would close for days at a time for lack of fuel. Nothing got repaired; nothing got built.

But nobody starved. Nobody froze. The electricity was never cut off. The trains kept running, schools and hospitals limped from day to day. Most importantly, horrifying as it was for Ukrainians to watch on the television news how long-peaceful places they knew, such as Georgia, Moldova and Chechnya, were suddenly on fire with heavily armed men strutting across them, they were far away.

There was much grumbling about the Ukrainian government, its incompetence, its corruption. There always seemed the possibility, in the abstract, that Russia might try to come back. In the mid-1990s I wrote an article for the Guardian suggesting a scenario for a new Yugoslavia in the east, with Ukraine as Croatia, Crimea as Bosnia and Russia as Serbia. But I felt I’d pushed it. After all, Boris Yeltsin was no Milosevic.

I remember visiting Ukraine one springtime in the mid-1990s. Days earlier, in Chechnya, I’d seen shell-ruined buildings, terrified civilians, battle-hardened separatists and frightened Russian conscripts. In Ukraine I drove past Ukrainian soldiers gathered around a radar truck; each one was blissfully asleep, bathed in the soft May sunshine. It made me smile. After all, what did they have to worry about? Ukraine had given away its nuclear weapons and in return, the country’s territorial integrity was guaranteed in a document signed by Russia, the US and Britain.

And then Russia got its Milosevic. Like his Serbian counterpart, Vladimir Putin is clever, articulate, popular, untrustworthy to those who are not his friends, ruthless, cynical to the point of absurdity and unable to account for his personal wealth. Like Milosevic, he has no compunction in exploiting the messianic, victim-narrative strain of his country’s patriotism. Unlike Milosevic, because of Russia’s nuclear arsenal, he is invulnerable to military attack from outside. Unlike Milosevic, he has had many years of income from raw materials exports with which to build up powerful, well-equipped security forces to carry out a well-targeted upgrade of Russia’s military, to turn the media into a government mouthpiece, to repress or buy off dissenters, and to offer the outside world the convincing illusion that his country is prospering. (It is true that Russian pensioners are somewhat less miserably poor than those in Ukraine.)

Now, a generation later, long after it had been unthinkable, those same chaotic figures with Kalashnikovs and fatigues have appeared in Ukraine, under Russian sponsorship and, all evidence suggests, direction. [Continue reading…]
