Court filings imply Israel had link to 9/11 attacks?

OK. That’s not exactly the wording of the New York Times‘ headline. It says “Court Filings Assert Iran Had Link to 9/11 Attacks,” so how did I come up with the alternative interpretation?

In a criminal case, if one of the defendants or a key witness is murdered before the trial, it’s fair to assume that if the murderer has a vested interest in the outcome of the trial then they were serving their own interest by making sure the victim could not offer damaging testimony in the trial.

The Times reports on a suit that was first brought in Washington in 2002 and then moved to Manhattan that claims Iran provided assistance to the 9/11 hijackers.

In their court papers, the lawyers assert that Imad Mugniyah, as the military chief of Hezbollah, was a terrorist agent for Iran, and that he traveled to Saudi Arabia in 2000 to help with preparations for the 9/11 attacks.

Imagine if Mugniyah was tried and convicted. The US-Israeli anti-Iran lobby would have a field day! War against Iran would be unavoidable.

Instead, Mugniyah was assassinated in Damascus in 2008 in what is widely believed to have been a Mossad operation. The Israelis apparently wanted to make sure he could never be questioned in court.

The Times says:

The 9/11 commission report said there was “strong evidence that Iran facilitated the transit of Al Qaeda members into and out of Afghanistan before 9/11, and that some of these were future 9/11 hijackers.” The report also said there was circumstantial evidence that senior Hezbollah operatives were closely tracking the travel of some of the hijackers into Iran in November 2000.

But the commission said that it had “found no evidence that Iran or Hezbollah was aware of the planning for what later became the 9/11 attack,” and that the “topic requires further investigation by the U.S. government.”

The CIA and FBI were also tracking individuals involved in the attacks.

Holy moly! Does that mean that the US, Iran and Israel were jointly behind 9/11?!?!

On the other hand, perhaps it would be more enlightening to know who the hell is paying the lawyers who filed this case in Manhattan.

9/11 is not the axis around which the world revolves

You can’t talk like a five-year old without ending up thinking like a five-year old, yet this is the mentality many Americans bring to bear when they look at the world through the prism of 9/11.

America is at war with “bad guys” and on Monday morning “we got him” — the baddest guy of all.

To the non-American ear there is something at turns amusing then disturbing about the fact that full-grown adults, including literate and less literate presidents, can, without any sense of irony, use this kind of comic-book language. Yet beneath these simplistic expressions is a sense of innocence that Americans cling to, born from the notion that this is a nation that can do no wrong; that at worst America can be misguided but its errors will ultimately never obscure its intrinsic virtue.

What 9/11 and its aftermath did was to widen the gap between the way America sees itself and the way it is seen by the world. If some of us might have hoped that this nation had grown up a bit over the last decade, there has been little evidence of that over the last few days.

On Thursday, President Obama was presented with an opportunity that had slipped through the fingers of his two predecessors: to “take out” Osama bin Laden.

At a moment when hesitation might have been seen as risking political suicide (Obama could have been destroyed by knowledge that he dithered and let America’s nemesis take flight), the president did just that: he put off making a decision.

Why? We’ll probably never know, but the fact was, the timing was awkward. A strike in Pakistan in the early hours of Friday would have happened at the same time that the global media’s attention was focused on London. A royal wedding and two billion viewers’ eyes represented an advertising cash-cow that few news producers would be willing to drag themselves away from.

The wedding played out and payed off just as everyone had hoped and within hours was to be followed by a drama hot enough to be turned into a Hollywood blockbuster.

US special forces swept into Pakistan and during an intense firefight ended the life and career of the most wanted terrorist on the planet. Faced by the overwhelming power of US Navy Seals, bin Laden acted just the way we’d been led to expect an evil low-life would: he used his wife as a human shield and tried to save his own skin. But justice was served — at least justice as a form of storytelling.

Only after bin Laden’s bloody body had been dumped in the Indian ocean did a more accurate and less glorious narrative emerge. This is the story that Hollywood will have a hard time telling.

The firefight was over before soldiers had even entered bin Laden’s house — a house on the edge of town, not a luxury mansion on an imposing hilltop.

Administration officials said that the only shots fired by those in the compound came at the beginning of the operation, when Bin Laden’s trusted courier, Abu Ahmed al-Kuwaiti, opened fire from behind the door of the guesthouse adjacent to the house where Bin Laden was hiding.

After the Seal members shot and killed Mr. Kuwaiti and a woman in the guesthouse, the Americans were never fired upon again.

They simply located, shot and killed the remaining men in the house. The surviving women and nine children had their hands bound and were then left in the company of the dead — with the exception of bin Laden and his son whose bodies were removed.

Bin Laden’s 12-year-old daughter Safia is said to have witnessed her father’s death. Will Americans ever hear her story? Are the expressions on her face or those of any of the other children still etched in the memories of the soldiers who killed their parents? If so, will those memories ever be recounted or must they be consigned to a national security vault of silence?

The story of 9/11 that America has been telling itself for ten years is what drove young people to the streets to celebrate bin Laden’s death in the early hours of Monday morning, but it’s not a story that resonates much beyond these shores. It is and never was an axis around which the world was meant to revolve.

In a letter to one of Pakistan’s leading newspapers, Moez Mobeen from Islamabad, explains why the 9/11 narrative has such little meaning in a region which for most Americans is defined by the 2001 attacks.

It has long been argued by western thinkers and strategists especially the policymakers that the West is not at war with the Muslim world; that it does not believe in the clash of civilisations and that the Muslim World generally does not have any reservations about the foreign policies pursued by the western nations. This was the point which Obama emphasised in his speech announcing the death of Osama bin Laden. Whatever the American narrative be, it is certain that the Muslim world does not believe in it. It is all but obvious that Osama bin Laden’s Al-Qaeda, Mullah Omer’s Taliban, Tahir Yuldashev’s Islamic Movement of Uzbekistan, Ahmad Yasin’s Hamas, Abu Sayyaf’s Harkat ul Islamiyah, to name a few, are reactionary movements formed to protest and fight against foreign policies pursued by the West with regard to the Muslim world. Obama may try to present these movements as the common enemies of humanity but the fact remains that for the Muslim world these movements are resistance movements fighting the imperial forces and their allies. If indeed it is the slaughter of Muslims which worries Obama then how does he justify the death of over one million Muslims in Iraq after the US imposed a brutal and destructive war there? How does he account for the deaths of tens of thousands of innocent civilians in Afghanistan at the hands of the US forces?

The Muslim world does not view its relationship with the West through the prism of the 9/11; it does not think that the wars in Afghanistan or Iraq are legitimate. It sees its relationship with the West with regards to the foreign policies of the western countries. Justice may have been done and closure achieved for the families who suffered losses on 9/11, but the Muslim world stills mourns the death of millions of its sons and daughters with no justice and no closure in sight.

The American story is a story of power and virtue we keep telling ourselves as though it would quickly be forgotten or disbelieved if not reinforced through constant repetition. Yet what might be conceived as a form of self- and national affirmation serves no good if it refuses to accommodate reality. If our self-image is not informed and modified by the perceptions of others, it is no more than a conceit — a picture we can only believe in by refusing to see ourselves through the eyes of others.

Hitchens on 9/11

TONY JONES: So let’s talk briefly about that day September 11, 2001.

CHRISTOPHER HITCHENS: Yes.

TONY JONES: You described it very tellingly soon afterwards, if not on the day, as it being as if Charles Manson had been made God for a day.

CHRISTOPHER HITCHENS: Mmm. Yes, I remember thinking that as I watched this huge cloud of filth emerge from the wreckage, as the towers sank, up came this sort of billowing cloud of ordure and wreckage and including the shredded remains of about 3,000 of my fellow creatures.

This is a really evil looking cloud. There was shot from a helicopter above Manhattan showing it sort of spreading on this really beautiful day all across the southern tip of my favourite island. And I thought “it’s as if Charles Manson is giving orders today, yes”.

TONY JONES: The other…

CHRISTOPHER HITCHENS: That’s how it felt. I think about it every day, still.

TONY JONES: Take yourself back then to watching it. Because one of the most horrific images – and I think you actually described this as one of the most horrific images that still remains in your head that you have ever seen and that is, the burning people falling or jumping, in fact, from the towers before they collapsed.

CHRISTOPHER HITCHENS: Yes.

Yes – hesitating between jumping to their deaths or being burnt alive and getting both – jumping while burning.

And a terrible little shrill cry that was overheard on the streets of Greenwich Village by a school teacher who was trying to escort some children along the sidewalk and one of them pointing and saying, “Look, teacher, the birds are on fire”.

A childish attempt to rationalise what was going on, make sense of it or, if you like – the wrong word but to humanise it.

That stayed in my mind as well. Still does.

TONY JONES: One of the more remarkable things that happened in the aftermath was the reaction of some on the Left – and I am sure this rather helped your – or helped galvanise the transformation that you were already undergoing – particularly from the reaction from people like Noam Chomsky.

Tell us a little bit about that.

CHRISTOPHER HITCHENS: Well, once I had sorted out my various impression of the day, which I had in common with everyone else – and which also included the realisation that a friend of mine had just been flown into the walls of the Pentagon.

I felt, with that additional horror, much as everyone else did, to discover, work through shock, rage, fear – not so much, oddly enough. I didn’t feel I was frightened by it but I was very powerfully shaken by it.

And then – I wasn’t sure whether to trust myself with this but I actually have to admit it – a sort of sense of exhilaration coming from, “Okay, it’s everything I hate versus everything I love”.

It’s a summons of a sort. It’s “Okay, now if you don’t recognise this as a crisis, when would you recognise one?”

And then very soon succeeded by the realisation – I then had been working for The Nation magazine as columnist for the flagship journal of the American Left for upwards of two decades – immediately realising I wasn’t going to like what a lot of my comrades were going to say.

And I remember thinking of Noam Chomsky, Michael Moore, Howard Zinn, and a few others. They would find a way of explaining this away.

And that I wasn’t in the mood for it. And I don’t just mean mood for that moment. It wasn’t a temporary sort of eruption of my digestive system or anything.

I wasn’t prepared to tolerate that.

To tar the Left with the suggestion that 9/11 would simply be “explained away” is to ignore a dimension of the response in many observers which had nothing to do with diminishing the magnitude of what had happened or claiming that America had it coming. We weighed the significance of the events of that single day against what we feared would follow in the years and decades to come. Which is to say, there were many of us who witnessed 9/11 with a sense of dread, convinced that what would follow would be vastly more destructive, but unlike al Qaeda’s attack be violence done in our name.

Zionism and the war on terrorism both rest on the same hollow foundation

Distilling some of his findings from extensive research conducted at the University of Chicago’s Project on Security and Terrorism, Robert Pape writes:

For nearly a decade, Americans have been waging a long war against terrorism without much serious public debate about what is truly motivating terrorists to kill them. In the immediate aftermath of the 9/11 attacks, this was perfectly explicable — the need to destroy al Qaeda’s camps in Afghanistan was too urgent to await sober analyses of root causes.

But, the absence of public debate did not stop the great need to know or, perhaps better to say, to “understand” the events of that terrible day. In the years before 9/11, few Americans gave much thought to what drives terrorism — a subject long relegated to the fringes of the media, government, and universities. And few were willing to wait for new studies, the collection of facts, and the dispassionate assessment of alternative causes. Terrorism produces fear and anger, and these emotions are not patient.

A simple narrative was readily available, and a powerful conventional wisdom began to exert its grip. Because the 9/11 hijackers were all Muslims, it was easy to presume that Islamic fundamentalism was the central motivating force driving the 19 hijackers to kill themselves in order to kill Americans. Within weeks after the 9/11 attacks, surveys of American attitudes show that this presumption was fast congealing into a hard reality in the public mind. Americans immediately wondered, “Why do they hate us?” and almost as immediately came to the conclusion that it was because of “who we are, not what we do.” As President George W. Bush said in his first address to Congress after the 9/11 attacks: “They hate our freedoms: our freedom of religion, our freedom of speech, our freedom to vote and assemble and disagree with each other.”

Thus was unleashed the “war on terror.”

The narrative of Islamic fundamentalism did more than explain why America was attacked and encourage war against Iraq. It also pointed toward a simple, grand solution. If Islamic fundamentalism was driving the threat and if its roots grew from the culture of the Arab world, then America had a clear mission: To transform Arab societies — with Western political institutions and social norms as the ultimate antidote to the virus of Islamic extremism.

This narrative had a powerful effect on support for the invasion of Iraq. Opinion polls show that for years before the invasion, more than 90 percent of the U.S. public believed that Saddam Hussein was harboring weapons of mass destruction (WMD). But this belief alone was not enough to push significant numbers to support war.

What really changed after 9/11 was the fear that anti-American Muslims desperately wanted to kill Americans and so any risk that such extremists would get weapons of mass destruction suddenly seemed too great. Although few Americans feared Islam before 9/11, by the spring of 2003, a near majority — 49 percent — strongly perceived that half or more of the world’s 1.4 billion Muslims were deeply anti-American, and a similar fraction also believed that Islam itself promoted violence.

The narrative — “it’s not what we do but who we are” — that Americans swallowed after 9/11, came ready-made. It is the narrative that provides the bedrock of Zionism by characterizing opposition to Israel’s creation and expansion as being an expression of anti-Semitism rather than a reaction to colonialism and dispossession.

Palestinians don’t attack Jews because their homes are being destroyed and their land is being taken away; Palestinians attack Jews because Palestinians hate Jews.

Al Qaeda didn’t attack Americans because American governments for many decades have propped up oppressive regimes across the Middle East and supported Zionism; al Qaeda attacked America because al Qaeda hates Americans.

In both Zionism and the war on terrorism, the refusal to deal with political injustice expresses itself through an ideological fixation on security and military solutions.

As Ariel Sharon focused on “dismantling the terrorist infrastructure” in Gaza and the West Bank, George Bush pursued a parallel course across the whole region. Americans and Israelis united in the belief that they were all innocent targets of the same implacable enemy: Islamic extremism.

Our war on terrorism was simply an extension of Israel’s war on terrorism — simply on a much larger scale. Naturally, we would borrow most of Israel’s techniques for tackling “the terrorists” — targeted killing, torture, extrajudicial detention, remote warfare and so forth.

And the underlying imperative was identical: that our righteous victimhood could not be questioned, our innocence was unassailable. Indeed it was our virtue that made us targets for attack.

If we were successful in dismantling the terrorist infrastructure or draining the swamp in which evil festered, we would save the world. We would engage in war without choice, knowing that we did so in the name of peace.

No wonder that on September 11, Benjamin Netanyahu was unable to contain his satisfaction about the way the attacks would help solidify the bond between Americans and Israelis. “It’s very good,” he said and then, quickly realizing his candor might not be well-received, added: “Well, not very good, but it will generate immediate sympathy.” The attack would “strengthen the bond between our two peoples, because we’ve experienced terror over so many decades, but the United States has now experienced a massive hemorrhaging of terror.”

Lies breed unconsciousness because they deprive intelligence of the invigorating effect of experience, thus, as we near the end of a decade of a war on terrorism we now inquire even less as shock has been given way to indifference.

Time to make national heroes out of those who steal secrets and publish them in the newspaper

Coleen Rowley, legal counsel to the FBI field office in Minneapolis from 1990 to 2003 and Bogdan Dzakovic, a special agent for the Federal Aviation Authority’s security division, suggest that had WikiLeaks existed in 2001, they might have been able to make public information that could have prevented the 9/11 attacks.

In the Los Angeles Times they write:

The 9/11 Commission concluded, correctly in our opinion, that the failure to share information within and between government agencies — and with the media and the public — led to an overall failure to “connect the dots.”

Many government careerists are risk-averse. They avoid making waves and, when calamity strikes, are more concerned with protecting themselves than with figuring out what went wrong and correcting it.

Decisions to speak out inside or outside one’s chain of command — let alone to be seen as a whistle-blower or leaker of information — is fraught with ethical and legal questions and can never be undertaken lightly. But there are times when it must be considered. Official channels for whistle-blower protections have long proved illusory. In the past, some government employees have gone to the media, but that can’t be done fully anonymously, and it also puts reporters at risk of being sent to jail for refusing to reveal their sources. For all of these reasons, WikiLeaks provides a crucial safety valve.

“Dr Ellsberg, do you have any concern about the possibility of going to prison for this?” Daniel Ellsberg was asked after he had leaked the Pentagon Papers to the New York Times in 1971.

Wouldn’t you go to prison to help end this war?” Ellsberg responded.

Since 9/11, how many employees or now former-employees of the US government have asked themselves whether actions they declined to take at the most opportune moment could have prevented a decade of war and the loss of hundreds of thousands of lives?

The idea that WikiLeaks could have facilitated such actions, seems to me, to have more to do with soothing troubled consciences than with a need to make whistle-blowing easier.

Ambassador Joe Wilson published his famous op-ed, “What I Didn’t Find in Africa,” in July 2003, once it was clear that weapons of mass destruction were not going to be found in Iraq. The day he should have gone public with what he knew was January 29, 2003 — the day after President Bush’s State of the Union speech in which Bush falsely claimed: “The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa.”

What Wilson lacked was not WikiLeaks but the courage of a man like Ellsberg and the willingness to place the interests of others above his own.

Rather than looking for ways to make whistle-blowing safer, we might benefit more as a society if we more whole-heartedly celebrated those who risk their careers and even their liberty by following the dictates of their conscience.

While WikiLeaks can perform a vital function, we should not lose sight of the fact that the political impact of whistle-blowing can have more to do with the power of a public act of conscience than with the information that is revealed. When an individual in a position of authority takes a huge personal risk because of their allegiance to truth, the sheer power of their integrity calls the operations of government into question. The availability of WikiLeaks cannot make up for the shortage of Ellsbergs.

Chas Freeman: Engaging the Middle East — after the Cairo speech

As an American, I look at the results of U.S. policies in the Middle East and they remind me of the T-shirt someone once gave me. It said: “Sinatra is dead. Elvis is dead. And me, I don’t feel so good.”

The Middle East is a constant reminder that a clear conscience is usually a sign of either a faulty memory or a severe case of arrogant amorality. It is not a badge of innocence. These days, we meticulously tally our own battlefield dead; we do not count the numbers of foreigners who perish at our hands or those of our allies. Yet each death is a tragedy that extinguishes one soul and wounds others. This deserves our grief. If we cannot feel it, we may justly be charged with inhumanity.

All that is required to be hated is to do hateful things. Apparent indifference to the pain and humiliation one has inflicted further outrages its victims, their families, and their friends. As the Golden Rule, common – in one form or another – to all religions, implicitly warns, moral blindness is contagious. That is why warring parties engaged in tit for tat come in time to resemble each other rather than to sharpen their differences.

War is in fact not the spectator sport that the fans who watch it on television or on big screens in theaters imagine. Nor is it the “cakewalk” that its armchair advocates sometimes suggest it might be. War is traumatic for all its participants. Recent experience suggests that 30 percent of troops develop serious mental health problems that dog them after they leave the battlefield. But what of the peoples soldiers seek to punish or pacify? To understand the hatreds war unleashes and its lasting psychological and political consequences, one has only to translate foreign casualty figures into terms we Americans can relate to. You can do this by imagining that the same percentages of Americans might die or suffer injury as foreigners have. Then think about the impact that level of physical and moral insult would have on us.

Consider, for example, the two sides of the Israel-Palestine struggle. So far in this century – since September 29, 2000, when Ariel Sharon marched into the Al Aqsa mosque and ignited the Intifada of that name, about 850 Israeli Jews have died at the hands of Palestinians, 125 or so of them children. That’s equivalent to 45,000 dead Americans, including about 6,800 children. It’s a level of mayhem we Americans cannot begin to understand. But, over the same period, Israeli soldiers and settlers have killed 6,600 or so Palestinians, at least 1,315 of whom were children. In American terms, that’s equivalent to 460,000 U.S. dead, including 95,000 children.

Meanwhile, the American equivalent of almost 500,000 Israelis and 2.9 million Palestinians have been injured. To put it mildly, the human experiences these figures enumerate are not conducive to peace or goodwill among men and women in the Holy Land or anywhere with emotional ties to them.

We all know that events in the Holy Land have an impact far beyond it. American sympathy for Israel and kinship with Jewish settlers assure that Jewish deaths there arouse anti-Arab and anti-Muslim passions here, even as the toll on Palestinians is seldom, if ever, mentioned. But, among the world’s 340 million Arabs and 1.6 billion Muslims, all eyes are on the resistance of Palestinians to continuing ethnic cleansing and the American subsidies and political support for Israel that facilitates their suffering. The chief planner of 9/11, Khalid Sheikh Mohammed, testified under oath that a primary purpose of that criminal assault on the United States was to focus “the American people . . . on the atrocities that America is committing by supporting Israel against the Palestinian people . . . .” The occupation and attempted pacification of other Muslim lands like Iraq and Afghanistan as well as the shocking hate speech about Islam that now pervades American politics lend credence to widening Muslim belief in a U.S. crusade against Islam and its believers.

No one knows how many Iraqis have died as a direct or indirect consequence of the U.S. invasion and the anarchy that followed it. Estimates range between a low of something over 100,000 to a high of well over 1 million. Translated to comparable proportions in the United States, that equates to somewhere between 1 and 13 million dead Americans. Over two-and-a-quarter million Iraqis fled to neighboring countries to escape this bloodbath. An equal number found shelter inside Iraq. Few Iraqis have been able to go back to Iraq or to return to their homes. In our terms, that equals an apparently permanent flight to Canada and Mexico of 24 million Americans, with another 24 million driven into homelessness but, years later, still somewhere inside the country. I think you will agree that, had this kind of thing happened to Americans, religious scruples would not deter many of us from seeking revenge and reprisal against whoever had done it to us.

The numbers in Afghanistan aren’t quite as frightful but they make the same point. We’re accumulating a critical mass of enemies with personal as well as religious and nationalistic reasons to seek retribution against us. As our violence against foreign civilians has escalated, our enemies have multiplied. The logic of this progression is best understood anecdotally.

I am grateful to Bruce Fein (a noted constitutional scholar in Washington, DC) for calling attention to the colloquy of convicted Times Square car bomber Faisal Shahzad with United States District Judge Miriam Cederbaum. She challenged Shahzad’s self-description as a ‘Muslim soldier’ because his contemplated violence targeted civilians,

“Did you look around to see who they were?”

“Well, the people select the government,” Shahzad retorted. “We consider them all the same. The drones, when they hit …”

Cedarbaum interrupted: “Including the children?”

Shahzad countered: “Well, the drone hits in Afghanistan and Iraq, they don’t see children, they don’t see anybody. They kill women, children, they kill everybody. It’s a war, and in war, they kill people. They’re killing all Muslims.”

Later, he added: “I am part of the answer to the U.S. terrorizing the Muslim nations and the Muslim people. And, on behalf of that, I’m avenging the attack. Living in the United States, Americans only care about their own people, but they don’t care about the people elsewhere in the world when they die.”

No amount of public diplomacy, no matter how cleverly conducted, can prevail over the bitterness of personal and collective experience. The only way to reverse trends supporting anti-American violence by the aggrieved is to reverse the policies that feed it. That means finding alternatives to military intervention as the principal instrument of U.S. foreign policy, and it means returning to the American tradition of respect for the sovereignty and ways of life of other nations.

That perspective was best stated by John Quincy Adams in his speech to the U.S. House of Representatives of July 4, 1821. Adams said, with pride, that: “America . . . has abstained from interference in the concerns of others, [even] when the conflict has been for principles to which she clings, as to the last vital drop that visits the heart . . . She is the well-wisher to the freedom and independence of all. She is the champion and vindicator only of her own. . . . She might become the dictatress of the world: she would be no longer the ruler of her own spirit.” In my view, Adams was right in both his prescription and his prognosis.

We are now a nation with unmatched military capabilities. Perhaps that is why we are the only country in the world to have proclaimed that our conflict with terrorists is a “war,” or to have dismissed civilian victims of our violence as “collateral damage.” Other nations have joined us in Afghanistan to demonstrate their solidarity with us, not because they see the piecemeal pacification of the Muslim world as the answer to the extremist non-state actors in its midst. It is not simply that terrorism is a tactic, not a cause against which one can wage war. Weapons are indeed tools with which to change men’s minds, but to do this they must be employed with care, otherwise they can entrench animosity and justify reprisal against the nation that wields them. No other people has so powerful a military establishment that it could even begin to persuade itself, as many Americans have, that guns can cure grudges or missiles erase militancy.

If you view the world through a bombsight, everything looks like a target. Yet the lesson of 9/11 is that if you drop bombs on enough people – even on people with no air force – the most offended amongst them will do their best to bomb you back. Security challenges far from our shores now challenge domestic tranquility. The lesson of Iraq and Afghanistan is that there are some problems for which invasion and occupation are not appropriate or effective responses. Far from demonstrating the irresistible might of the United States, as their neo-conservative champions intended, these wars have revealed the considerable limits of American power. Over-reliance on military instruments of statecraft has become a major problem for us. It is one we need to address.

The Israeli threat to global security

A USB memory stick carrying the Stuxnet malware is believed to have provided intruders with access to Iran’s nuclear program. The same technique was used in November 2008 to break into CENTCOM, providing a foreign government with unfiltered access to the Pentagon’s command of the wars in Iraq and Afghanistan. Did both attacks come from the same source?

Earlier this week, Reuters reported:

Cyber warfare has quietly grown into a central pillar of Israel’s strategic planning, with a new military intelligence unit set up to incorporate high-tech hacking tactics, Israeli security sources said on Tuesday.

Israel’s pursuit of options for sabotaging the core computers of foes like Iran, along with mechanisms to protect its own sensitive systems, were unveiled last year by the military intelligence chief, Major-General Amos Yadlin.

The government of Prime Minister Benjamin Netanyahu has since set cyber warfare as a national priority, “up there with missile shields and preparing the homefront to withstand a future missile war”, a senior source said on condition of anonymity.

Back in 1997, when the US did not overtly support political assassinations, President Clinton intervened to save the life of Khalid Meshaal. The Hamas political bureau chief had been poisoned by Mossad operatives (carrying stolen Canadian passports) on the streets of Jordan’s capital, Amman.

Clinton wasn’t trying to help Hamas but knew that a peace treaty he had helped broker between Israel and Jordan would be in jeopardy if Prime Minister Netanyahu thought he could disregard the sovereignty of Jordan and carry out assassinations with impunity. Likewise, neither King Hussein nor the Canadian government believed that Israeli actions showing a flagrant disregard for the authority of their respective governments could go unanswered.

Netanyahu would probably have found Clinton’s pressure unpersuasive were it not for the fact that the Israeli operatives had already been arrested. In exchange for their release, the Israelis supplied the antidote that saved Meshaal’s life while also releasing the Hamas spiritual leader Sheikh Ahmed Yassin.

Then came 9/11.

Before long, Yassin had been assassinated, the US was using Israeli methods of torture in its campaign against an amorphous Islamic threat, Israel’s own war crimes were sanctioned by the US in the name of the war on terrorism, and the use of stolen foreign passports by Mossad agents committing murder on foreign soil provoked nothing more than a diplomatic slap on the wrists.

When suspected Israeli agents were reported this week to be conducting surveillance on the NSA in Utah, the national security breach did not provoke a murmur in the national media — even though a string of similar incidents prior to 9/11 raised questions about whether Israel could have had foreknowledge of the attacks.

The willingness of this and the previous administration to allow Israel to disregard international law shows that even if the Israel lobby can no longer flourish like a night flower, its power is barely diminished. Even so, the appearance of the Stuxnet malware should be a wake-up call to every government around the world that refuses to place Israel’s national interests above its own.

In its conception, Stuxnet can be viewed very much like a targeted killing — but one designed to attack silently and leave no trace of its origin.

It’s creators understood that they had designed an exceedingly dangerous weapon and so they made sure its damage could be contained. But it seems not to have worked according to plan and so caution got tossed out of the window. Apparently, Israel did what it has done so many times before: pursued what it regarded as its own interests with an utter disregard for the international consequences.

Computerworld reports:

The original infection method, which relied on infected USB drives, included a counter that limited the spread to just three PCs, said [Liam] O Murchu [operations manager with Symantec’s security response]. “It’s clear that the attackers did not want Stuxnet to spread very far,” he said. “They wanted it to remain close to the original infection point.”

O Murchu’s research also found a 21-day propagation window; in other words, the worm would migrate to other machines in a network only for three weeks before calling it quits.

Those anti-propagation measures notwithstanding, Stuxnet has spread widely. Why?

Kaspersky’s [Roel] Schouwenberg [a senior antivirus researcher] believes it’s because the initial attack, which relied on infected USB drives, failed to do what Stuxnet’s makers wanted.

“My guess is that the first variant didn’t achieve its target,” said Schouwenberg, referring to the worm’s 2009 version that lacked the more aggressive propagation mechanisms, including multiple Windows zero-day vulnerabilities. “So they went on to create a more sophisticated version to reach their target.”

That more complex edition, which O Murchu said was developed in March of this year, was the one that “got all the attention,” according to Schouwenberg. But the earlier edition had already been at work for months by then — and even longer before a little-known antivirus vendor from Belarus first found it in June. “The first version didn’t spread enough, and so Stuxnet’s creators took a gamble, and abandoned the idea of making it stealthy,” said Schouwenberg.

In Schouwenberg’s theory, Stuxnet’s developers realized their first attempt had failed to penetrate the intended target or targets, and rather than simply repeat the attack, decided to raise the ante.

“They spent a lot of time and money on Stuxnet,” Schouwenberg said. “They could try again [with the USB-only vector] and maybe fail again, or they could take the risk of it spreading by adding more functionality to the worm.”

O Murchu agreed that it was possible the worm’s creators had failed to infect, and thus gain control, of the industrial systems running at their objective(s), but said the code itself didn’t provide clear clues.

What is clear, O Murchu said in a news conference Friday morning, is that Stuxnet evolved over time, adding new ways to spread on networks in the hope of finding specific PLCs (programming logic control) hardware to hijack. “It’s possible that [the attackers] didn’t manage to get to all of their targets [with the earlier version],” O Murchu said. “The increased sophistication of Stuxnet in 2010 may indicate that they had not reached their target.”

With the proliferation of Stuxnet, Schouwenberg said that the country or countries that created the worm may have themselves been impacted by its spread. But that was likely a calculated risk the worm’s developers gladly took.

And that risk may have been quite small. “Perhaps they knew that their own critical infrastructure wouldn’t be affected by Stuxnet because it’s not using Siemens PLCs,” Schouwenberg said.

The danger now posed by Stuxnet is not simply through its direct proliferation but by virtue of the fact that it provides a blueprint that can be adapted by other parties who would otherwise lack the resources to create malware this sophisticated from scratch.

What might have been conceived as a tool to prevent the creation of a weapon of mass destruction could itself be turned into a WMD.

The Washington Post reports:

“Stuxnet opened Pandora’s box,” said Ralph Langner, a German researcher whose early analysis of the worm’s ability to target control systems raised public awareness of the threat. “We don’t need to be concerned about Stuxnet, but about the next-generation malware we will see after Stuxnet.”

Sean McGurk, director of the U.S. National Cybersecurity and Communications Integration Center at the Department of Homeland Security, said that the department posted its first report to industry recommending steps to mitigate the effects of Stuxnet on July 15. But “not even two days later,” he said, a hacker Web site posted the code so that others could use it to exploit the vulnerabilities in Microsoft.

“So we know that once the information is out in the wild, people are taking it and they’re modifying it,” he said.

In other words, what started as an Israeli cyber attack on nuclear installations in Iran could end up crashing the US powergrid or causing havoc anywhere else on the globe.

Even before Stuxnet loomed over the horizon, serious warnings were being issued about the United States’ vulnerability to a crippling cyber attack, yet thus far none of those raising the alarm have pointed to the ways in which Israel’s cyber warfare capabilities may now indirectly or directly threaten the United States and its interests.

What makes Americans afraid?

9/11 has become the emblem of all our fears not because it represents a national security failure or because it exposed poorly crafted foreign policy.

From our perspective the most terrifying dimension of the threat posed by al Qaeda is not its destructive capacity but its operatives’ casual disregard for life. Like moths drawn towards a flame, death offers for them some irresistible allure.

In contrast, we see our own fear of death as a healthy expression of our love of life. Indeed we see death as signifying more than anything else the termination of life.

There’s a contradiction here which reveals the fundamentally secular nature of contemporary American society — a secularism masked by the ostentatious religious identifications to which so many Americans cling.

Strip away their diverse forms of worship and their often conflicting systems of belief, and each religion has at its core the same function: it provides the individual and society a means to face mortality and render it meaningful.

If you want to determine the degree from which any society has moved away from its historical religious orientation, there is no easier way than to look at how it handles death.

A death-denying society is one that finds little comfort in the promise of an afterlife. It invests most of its faith in this world in the absence of any real confidence about what might follow.

Consider the example of America’s religious fanatic-of-the-week, Pastor Terry Jones. In the face of death threats he professed his willingness to die in defense of his beliefs, yet he did so with a 40-caliber pistol strapped to his waist.

We say “One Nation Under God” as though we are guided by a transcendent perspective, yet more often we seem to worship the nation itself.

The holy book in which so many Americans profess their faith says quite clearly:

Lay not up for yourselves treasures upon earth, where moth and rust doth corrupt, and where thieves break through and steal;
But lay up for yourselves treasures in heaven, where neither moth nor rust doth corrupt, and where thieves do not break through nor steal.

This, like so many others, is a throughly un-American Biblical teaching and where American values and Biblical values conflict, the outcome is predictable.

Our fears reign in this land — the place we have stored all our treasures — which is why, however much we spend on defense, we still struggle to feel safe.

We could instead endeavor to become less afraid.

In the wake of 9/11, Israel put Iran into “Axis of Evil”

When, on September 11, 2001, two terrorist attacks occurred on U.S. soil, Israeli political figures anticipated that the Americans would now be better able to empathize with Israel’s vulnerability to its own random terror attacks. In the hours immediately following the attacks on the World Trade Center and the Pentagon, Israeli leaders envisioned a massive U.S. retaliation in which Israel was uniquely equipped to be a partner, even a mentor, of the U.S.

“The fight against terror is an international struggle of the free world against the forces of darkness who seek to destroy our liberty and our way of life,” then-Prime Minister Ariel Sharon declared in a televised statement just after midnight on September 12. “I believe that together we can defeat these forces of evil.”

But immediately, a spate of Israeli pronouncements proclaimed Israel’s own priorities. They drew upon a decade of Israeli assertions of Iranian complicity in terrorist attacks, and warnings of an imminent Iranian nuclear threat. A war of civilizations had begun. 9/11 was just the first strike of Islamic fundamentalists. The next might be a nuclear attack by Iran.

The pronouncements constituted the opening salvo in a months-long back-and-forth about how the U.S. would frame its new “global war on terror.” Would the U.S. choose the allegiance of regimes in Muslim majority countries — even enlisting hostile governments like Iran who might sympathize with the dangers of transnational Islamic fundamentalist terror — over Israel, which proclaimed itself a battle-hardened ally? Today, the outcome of those first months after September 11 speak for itself, but a review of the Israeli side of the wrangling may be instructive to how the U.S. arrived at its present positions.

No nation could preserve its freedom in the midst of continual warfare

Those are the words of James Madison, cited by Fareed Zacharia as the anniversary of 9/11 approaches.

Nine years after 9/11, can anyone doubt that Al Qaeda is simply not that deadly a threat? Since that gruesome day in 2001, once governments everywhere began serious countermeasures, Osama bin Laden’s terror network has been unable to launch a single major attack on high-value targets in the United States and Europe. While it has inspired a few much smaller attacks by local jihadis, it has been unable to execute a single one itself. Today, Al Qaeda’s best hope is to find a troubled young man who has been radicalized over the Internet, and teach him to stuff his underwear with explosives.

I do not minimize Al Qaeda’s intentions, which are barbaric. I question its capabilities. In every recent conflict, the United States has been right about the evil intentions of its adversaries but massively exaggerated their strength. In the 1980s, we thought the Soviet Union was expanding its power and influence when it was on the verge of economic and political bankruptcy. In the 1990s, we were certain that Saddam Hussein had a nuclear arsenal. In fact, his factories could barely make soap.

The error this time is more damaging. September 11 was a shock to the American psyche and the American system. As a result, we overreacted.

An overreaction in response to national shock may reasonably describe what happened, but it doesn’t explain what made America so susceptible to the shock or so ripe for such an overreaction.

America suffers from a cultural deficit that is largely a product of geography. Cultural self-awareness depends significantly on the ability to understand ones own culture as it appears from the outside, yet most Americans swim inside the fishbowl of this culture with only the vaguest sense of what lies beyond. This profound insularity makes America perpetually vulnerable to global shocks of any kind.

The planners of the 9/11 attacks seemed to grasp a core dimension of this culture: that television is the primary medium that shapes a cohesive American identity. The attack of the World Trade Center thus became an attack on America by being televised.

As a culture that understands itself through television, America grasps images more readily than ideas.

The collapsing Twin Towers meant all sorts of things. It meant that the tallest buildings in New York City turned out to lack the structural integrity they might have been expected to have. It meant that security procedures in American airports were wholly inadequate. It meant that successive US governments had operated with a false sense of impunity as their policies bred hostility across the Middle East.

Yet few of these practical or abstract meanings registered as clearly in American consciousness as did the imagery of American power suddenly made impotent.

A crudely simplistic response — they made us look weak so now we’re going to show ’em we’re strong — thus won national support with barely more than a squeak of dissent.

“They” became a category into which all manner of “enemies” could be haphazardly squeezed: al Qaeda, Islamic extremists, the Taliban, Muslims, Arabs, enemies of Israel, anti-Americans, haters of freedom. Understanding who they were, mattered less than being convinced that they were out to get us.

Having signed on to the idea that war was unavoidable, few questioned a concomitant assumption: that a war of supposed necessity would — for the average American — necessitate no personal involvement.

We could watch, cheer, even march against it, or be utterly indifferent, because the function of this war was as much as anything else to perpetuate the anesthetized state of consciousness that sustains the American way of life.

“Go shopping” was not a throwaway remark from a stumbling president. It was a religious injunction to a population that had been trained to value material comfort more than life itself. The shock of 9/11 might have provoked an overreaction but it also proved to be a shock that could quite easily be absorbed; a shock that far from waking up America, barely interrupted its sleep.

Where else could the most massive expansion in government seen in recent decades have so been readily supported by people who profess an abhorrence for big government?

The 9/11 holocaust and the ground zero mosque

Another way of saying “sacred” is to say “off-limits.”

Something can be sanctified by placing a barrier around it constructed from rigid taboos. The most extreme among those taboos dictates not only silence but also exclusion.

In such a way, for many Americans, 9/11 has been sanctified. The sacred idea occupies a sacred space and only those willing to display sufficient awe and reverence can be allowed to enter.

Yet there are limits on how high this sacred narrative can be raised. We do not, by and large, talk about the 9/11 holocaust — and rightfully so. To link a day on which 3,000 Americans died, to a period during which 6 million Jews were systematically slaughtered, would be absurd and obscene.

When on 9/11 Benjamin Netanyahu said it was “very good” — because it would generate sympathy for Israelis — his response would no doubt have been rather different had he been asked whether the attacks would help Americans now better understand the significance of the Holocaust.

So we don’t talk about a 9/11 holocaust. Instead, with little to no comment, the attacks have another but equally perverse association: with the nuclear devastation brought down on Hiroshima on August 6, 1945.

The more obvious World War Two association — with the December 7 attack on Pearl Harbor in 1941 — was initially referenced through headlines that reinvoked Roosevelt’s description of that day as “a date which will live in infamy,” but beyond the date — 9/11 — the name that stuck was “ground zero.”

The rubble and dust at the crushed feet of the World Trade Center might have conjured images of nuclear devastation yet little sense that a stolen word required a buried memory.

If Americans were polled today and asked which city they associate with “ground zero,” would any answer “Hiroshima” or “Nagasaki”? Most likely, very few — even though the anniversary of the nuclear bombings has only just passed.

On August 6, a ceremony marking the 65th anniversary of the bombing that killed 140,000 people in Hiroshima, was attended for the first time by a representative of the US government, the US ambassador to Japan, John Ross. This was not the first time an American official had been allowed to attend — it was the first time an invitation had been accepted. So far, no sitting American president has ever visited Hiroshima.

Within a decade of the nuclear attacks, the Catholic Memorial Cathedral for World Peace had been opened in Hiroshima. The Japanese raised few objections to the construction a church close to the original ground zero.

Meanwhile, Pearl Harbor is being invoked once again in a vain effort to conceal the Islamophobia that permeates objections to the New York mosque.

Dr Richard Land, president of the Southern Baptist Convention’s Ethics and Religious Liberty Commission, and a member of the federally created United States Commission on International Religious Freedom, “insists that his opposition to the Cordoba House project is principled — that he would and has opposed similar efforts when they upset local populations.”

“There is a Japanese Shinto shine, I am told, blocks from the USS Arizona,” Land said. “That isn’t appropriate even 60 years later. Three-thousand Americans died there and they died at the hands of people acting on behalf of the Japanese Empire.”

There isn’t, in fact, a Shinto shrine near Pearl Harbor [writes Brian Beutler], though many conservatives use this hypothetical as an example of a non-Muslim shrine they’d oppose for similar reasons.

Around the same time that Western dignitaries gathered in Japan in order to commemorate the ghastly effects of nuclear destruction, another group of public figures embarked on an equally historic pilgrimage.

Eight Muslim-American imams, along with President Obama’s envoy to combat anti-Semitism, Hannah Rosenthal, traveled to the sites of the former Dachau and Auschwitz concentration camps in Germany and Poland.

“These Muslim leaders were experiencing something they knew nothing about,” Rosenthal told Politico. She had many family members at Auschwitz, including her grandparents. “I can’t believe anyone walks into Auschwitz and leaves the same person. I watched them break down. I broke down in front of suitcases. … It is the cemetery of my whole family.”

The American imams later released a statement saying:

We bear witness to the absolute horror and tragedy of the Holocaust where over twelve million human souls perished, including six million Jews.

We condemn any attempts to deny this historical reality and declare such denials or any justification of this tragedy as against the Islamic code of ethics.

We condemn anti-Semitism in any form. No creation of Almighty God should face discrimination based on his or her faith or religious conviction.

We stand united as Muslim American faith and community leaders and recognize that we have a shared responsibility to continue to work together with leaders of all faiths and their communities to fight the dehumanization of all peoples based on their religion, race or ethnicity. With the disturbing rise of anti-Semitism, Islamophobia, and other forms of hatred, rhetoric and bigotry, now more than ever, people of faith must stand together for truth.

Strangely, the Anti-Defamation League’s Abe Foxman and the Investigative Project’s Steve Emerson, author of “American Jihad,” lobbied U.S. officials against participating in the trip.

Perhaps if those now concerned about the Cordoba House project gave more attention to what it means to enter a sacred space, rather than how to keep others out, they would understand that a real sense of the sacred springs from keeping ones eyes open — not sealing them closed.

Defending sacred ground

At Foreign Policy, Stephen Walt enters the fray on the Cordoba House controversy and notes that America’s founders understood that “trying to impose religious orthodoxy on the new republic was a recipe for endless strife.”

The principle of religious tolerance is not a piece of clothing that one can don or doff at will, or as the political winds shift. Indeed, it is most essential not when we are dealing with groups whose beliefs are close to our own and therefore familiar; the whole idea of “religious tolerance” is about accepting communities of faith that are different from our own and that might strike us at first as alien or off-putting. Tolerance doesn’t mean a thing if we apply it only to people who are already just like us.

The latest example of tortured reasoning on this subject was New York Times columnist Ross Douthat’s column a couple of days ago. Douthat explained the controversy as a struggle between “two Americas”: one of them based on the liberal principle of tolerance and the other based on the defense of a certain understanding of “Anglo-Protestant” culture.

In addition to glossing over the latter’s dark underbelly (slavery, anti-Semitism, anti-Catholic prejudice, etc.), Douthat’s main error was to view these two aspects of American society as of equal moral value. In his view, it’s legitimate to object to the community center because we have to respect the feeling of those Americans (including Douthat himself, one assumes) who believe that the United States is at its heart an “Anglo-Protestant/Catholic/Judeo-Christian” nation.

Even if one accepts this simplistic dichotomy, what Douthat fails to realize is that the history of the United States is the story of the gradual triumph of the first America over the second. The United States may have been founded (more-or-less) by a group of “Anglo-Protestants,” and defenders of that culture often fought rear-guard actions against newcomers whose practices were different (Jews, Catholics, Japanese, Chinese, etc.). But the founding principle of religious tolerance gradually overcame the various Anglo-Protestant prejudices, which allowed other groups to assimilate and thrive, to the great benefit of the country as a whole. The two America’s are not morally equivalent, and we should all be grateful that when those two Americas have come into conflict, it is the second America that has steadily given way to a broader vision of a free and open democracy.

The final disappointment, of course, has been the response of some prominent Democrats, despite the salutary example that Mayor Bloomberg set for them. President Obama gave a powerful defense of his own last week, and then promptly diluted his initial statement with some ill-advised waffling. (Obama’s desire to find common ground is sometimes admirable, but someone needs to remind him that when one side is right and the other is wrong, moving towards the middle is movement in the wrong direction.)

Even more disappointing was Senate Majority Leader Harry Reid’s cowardly dissembling, in which he simultaneously claimed to support religious freedom but said he thought the community center should nonetheless be moved somewhere else.

Here’s the challenge I would pose to anyone pushing the “sensitivity” argument: How far from the site of the World Trade Center is an appropriately sensitive distance for constructing an Islamic center? Is some place else a few more blocks away or in another city? And what kinds of construction are or are not permissible inside the sensitivity zone?

These are of course redundant questions because the sanctity of so-called hallowed ground is not the issue. This is not about sacred ground; it’s about appealing to unreasoned sentiment. The demographic where politicians (and the press) make the easiest sale is filled with people who discern more clarity in their feelings than their thoughts. If it don’t feel right what more need one think or say? This is the sacred ground — untroubled by complexity — that the mosque’s critics so jealously defend.

America’s sense of the sacred

Hiroshima: the original Ground Zero

The New York Times reports:

An influential Jewish organization on Friday announced its opposition to a proposed Islamic center and mosque two blocks north of ground zero in Lower Manhattan, intensifying a fierce national debate about the limits of religious freedom and the meaning of the Sept. 11 terrorist attacks.

The decision by the group, the Anti-Defamation League, touched off angry reactions from a range of religious groups, which argued that the country would show its tolerance and values by welcoming the center near the site where radical Muslims killed about 2,750 people.

But the unexpected move by the ADL, a mainstream group that has denounced what it saw as bigoted attacks on plans for the Muslim center, could well be a turning point in the battle over the project.

In New York, where ground zero has slowly blended back into the fabric of the city, government officials appear poised to approve plans for the sprawling complex, which would have as many as 15 stories and would house a prayer space, a performing arts center, a pool and a restaurant.

But around the country opposition is mounting, fueled in part by Republican leaders and conservative pundits. Sarah Palin, the 2008 Republican vice-presidential nominee, has urged “peace-seeking Muslims” to reject the center, branding it an “unnecessary provocation.” A Republican political action committee has produced a television commercial assailing the proposal. And former House Speaker Newt Gingrich has decried it in speeches.

The complex’s rapid evolution from a local zoning dispute into a national referendum highlights the intense and unsettled emotions that still surround the World Trade Center site nine years after the attacks.

To many New Yorkers, especially in Manhattan, it is a construction zone, passed during the daily commute or glimpsed through office windows. To some outside of the city, though, it stands as a hallowed battlefield that must be shielded and memorialized.

Those who are fighting the project argue that building a house of Muslim worship so close to ground zero is at best an affront to the families of those who died there and at worst an act of aggression that would, they say, mark the place where radical Islam achieved a blow against the United States.

“The World Trade Center is the largest loss of American life on our soil since the Civil War,” Mr. Gingrich said. “And we have not rebuilt it, which drives people crazy. And in that setting, we are told, why don’t we have a 13-story mosque and community center?”

He added: “The average American just thinks this is a political statement. It’s not about religion, and is clearly an aggressive act that is offensive.”

Several family members of victims at the World Trade Center have weighed in against the plan, saying it would desecrate what amounts to a graveyard. “When I look over there and see a mosque, it’s going to hurt,” C. Lee Hanson, whose son, Peter, was killed in the attacks, said at a recent public hearing. “Build it someplace else.”

Those who support it seem mystified and flustered by the heated opposition. They contend that the project, with an estimated cost of $100 million, is intended to span the divide between Muslim and non-Muslim, not widen it.

Oz Sultan, the programming director for the center, said the complex was based on Jewish community centers and Y.M.C.A.’s in Manhattan. It is to have a board composed of Muslim, Christian and Jewish leaders and is intended to create a national model of moderate Islam.

“We are looking to build bridges between faiths,” Mr. Sultan said in an interview.

City officials, particularly Mayor Michael R. Bloomberg, have forcefully defended the project on the grounds of religious freedom, saying that government has no place dictating where a house of worship is located. The local community board has given overwhelming backing to the project, and the city’s landmarks commission is expected to do the same on Tuesday.

“What is great about America, and particularly New York, is we welcome everybody, and if we are so afraid of something like this, what does that say about us?” Mr. Bloomberg asked recently.

“Democracy is stronger than this,” he added. “And for us to just say no is just, I think — not appropriate is a nice way to phrase it.”

Still, the arguments against the Muslim center appear to be resonating. Polling shows that a majority of Americans oppose building it near ground zero.

It’s not surprising that the destructive force of two massive collapsing buildings — sinking like atomic mushroom clouds in reverse — would at that time have evoked comparisons with nuclear destruction. Even so, the fact that the name “ground zero” stuck shows how little effort was ever made to view the horror of that day with a sense of proportion.

On August 6, 1945, beneath the original ground zero where at 8.15 that summer morning the “Little Boy” nuclear weapon exploded, two-thirds of Hiroshima was instantly destroyed and a third of the inhabitants perished.

If survivors of America’s nuclear attack on Japan, from which over 200,000 people died, feel that it is inappropriate to associate that level of destruction with the way America suffered on 9/11, I can understand why. It is as if to say, nothing more devastating the 9/11 could be imagined — when of course it can, and to do so we need not look far back in history or to the deeds of some horrific foreign foe.

That the sanctity of the World Trade Centers site is said to be threatened by the construction of a mosque a few blocks away says more about the way the site remains a potent vehicle of American nationalism than it does about anyone’s insensitivity towards the memory of those who died there.

Want to know what gross insensitivity looks like? Then look at another construction site 5,000 miles further east, to Jerusalem where the inaptly named Museum of Tolerance is being built on top of an historic Muslim cemetery. A round-the-clock excavation has proceeded with haste under high security as skeletons are stuffed in boxes and carted off the site — apart from those that get trampled under foot. A senior archaeologist told Haaretz: “They wanted to create a done deed, after which people could yell all they wanted to, but there wouldn’t be any graves left anymore.”

America’s national security protection racket

Every year, the images of a national security state careening out of control, as depicted in Terry Gilliam’s 1985 movie Brazil, become eerily more realistic. In his Ministry of Information, the underlings sneak their entertainment when the overseer steps out of sight, but at the National Counterterrorism Center (a “dumping ground for bad analysts“), entertainment (otherwise known as cable news) is on constant big-screen display.

The Washington Post‘s investigation into “Top Secret America” reveals two sadly predictable tendencies:

1. That the default position inside the US government remains: any problem can be solved if enough money is thrown at it, and
2. the primary responsibility of an investigative reporter dealing with a story like this is supposedly to focus on whether taxpayers’ money is being well-spent and making us safer.

The first feature article in the series says:

At least 20 percent of the government organizations that exist to fend off terrorist threats were established or refashioned in the wake of 9/11. Many that existed before the attacks grew to historic proportions as the Bush administration and Congress gave agencies more money than they were capable of responsibly spending.

The Pentagon’s Defense Intelligence Agency, for example, has gone from 7,500 employees in 2002 to 16,500 today. The budget of the National Security Agency, which conducts electronic eavesdropping, doubled. Thirty-five FBI Joint Terrorism Task Forces became 106. It was phenomenal growth that began almost as soon as the Sept. 11 attacks ended.

Nine days after the attacks, Congress committed $40 billion beyond what was in the federal budget to fortify domestic defenses and to launch a global offensive against al-Qaeda. It followed that up with an additional $36.5 billion in 2002 and $44 billion in 2003. That was only a beginning.

With the quick infusion of money, military and intelligence agencies multiplied. Twenty-four organizations were created by the end of 2001, including the Office of Homeland Security and the Foreign Terrorist Asset Tracking Task Force. In 2002, 37 more were created to track weapons of mass destruction, collect threat tips and coordinate the new focus on counterterrorism. That was followed the next year by 36 new organizations; and 26 after that; and 31 more; and 32 more; and 20 or more each in 2007, 2008 and 2009.

In all, at least 263 organizations have been created or reorganized as a response to 9/11. Each has required more people, and those people have required more administrative and logistic support: phone operators, secretaries, librarians, architects, carpenters, construction workers, air-conditioning mechanics and, because of where they work, even janitors with top-secret clearances.

The report continues:

Not far from the Dulles Toll Road, the CIA has expanded into two buildings that will increase the agency’s office space by one-third. To the south, Springfield is becoming home to the new $1.8 billion National Geospatial-Intelligence Agency headquarters, which will be the fourth-largest federal building in the area and home to 8,500 employees. Economic stimulus money is paying hundreds of millions of dollars for this kind of federal construction across the region.

It’s not only the number of buildings that suggests the size and cost of this expansion, it’s also what is inside: banks of television monitors. “Escort-required” badges. X-ray machines and lockers to store cellphones and pagers. Keypad door locks that open special rooms encased in metal or permanent dry wall, impenetrable to eavesdropping tools and protected by alarms and a security force capable of responding within 15 minutes. Every one of these buildings has at least one of these rooms, known as a SCIF, for sensitive compartmented information facility. Some are as small as a closet; others are four times the size of a football field.

SCIF size has become a measure of status in Top Secret America, or at least in the Washington region of it. “In D.C., everyone talks SCIF, SCIF, SCIF,” said Bruce Paquin, who moved to Florida from the Washington region several years ago to start a SCIF construction business. “They’ve got the penis envy thing going. You can’t be a big boy unless you’re a three-letter agency and you have a big SCIF.”

SCIFs are not the only must-have items people pay attention to. Command centers, internal television networks, video walls, armored SUVs and personal security guards have also become the bling of national security.

“You can’t find a four-star general without a security detail,” said one three-star general now posted in Washington after years abroad. “Fear has caused everyone to have stuff. Then comes, ‘If he has one, then I have to have one.’ It’s become a status symbol.”

Among the most important people inside the SCIFs are the low-paid employees carrying their lunches to work to save money. They are the analysts, the 20- and 30-year-olds making $41,000 to $65,000 a year, whose job is at the core of everything Top Secret America tries to do.

At its best, analysis melds cultural understanding with snippets of conversations, coded dialogue, anonymous tips, even scraps of trash, turning them into clues that lead to individuals and groups trying to harm the United States.

Their work is greatly enhanced by computers that sort through and categorize data. But in the end, analysis requires human judgment, and half the analysts are relatively inexperienced, having been hired in the past several years, said a senior ODNI official. Contract analysts are often straight out of college and trained at corporate headquarters.

Nine years after the 9/11 attacks, the United States has a bloated national security structure of questionable effectiveness, at fantastic cost, and with very little accountability. Yet the analysis implies that if the system was more efficient and could indeed deliver as promised by making America safer, then this would indeed be a good thing.

But do we need to be safer or simply less afraid?

The explosion in the growth of the national security economy occurred right at the moment that the technology industry was desperate for support. The internet bubble had burst, an IPO no longer offered a path to quick fortunes for companies that had yet to develop an effective business model, so if the stock market was no longer willing to throw mountains of cash at speculative technological innovation, in the post 9/11 economy, the US government quickly became the investor of choice — at least for companies that could make a halfway plausible claim that their niche expertise might in some way enhance US national security.

If greed was the engine of economic growth of the 90s, fear has demonstrated its economic value for most of the last decade. But what neither greed nor fear do is to improve the quality of life. That only happens when we look at the ways our lives are impoverished and address those needs.

The need to feel safer is a need that has in large part been manufactured by those eager to capitalize on the economic value of fear.

Just suppose that after 9/11 George Bush’s response had been this: clean up the mess in New York and Washington, improve security on airlines so no one could hijack a plane with a pocket knife, and then be done with it. Would we not now be living in a much better world?

Perhaps we should be less afraid of those who might attack us than those who are in the business of protecting us. Top secret America looks like the biggest protection racket ever created.

America’s latest nemesis

Among the many problems the Obama administration inherited from the Bush administration, none may be more troublesome than the fact that the man once granted the status most dangerous man in the world still remains the most elusive man in the world.

But if Osama bin Laden can’t be tracked down, maybe the alternative is to elevate an easier target to the same status in the hope of being able to claim an equal victory. It appears that the American-born and now fugitive imam, Anwar al-Awlaki, is being groomed for such a role.

This is how the New York Times is feeding the narrative:

One day in August 2001, Mr. Awlaki knocked at the door of Mr. Higgie, his neighbor [in San Diego], to say goodbye. He had moved the previous year to Virginia, becoming imam at the far bigger Dar al-Hijrah mosque, and he had returned to pick up a few things he had left behind.

As Mr. Higgie tells it, he told the imam to stop by if he was ever in the area — and got a strange response. “He said, ‘I don’t think you’ll be seeing me. I won’t be coming back to San Diego again. Later on you’ll find out why,’” Mr. Higgie said.

The next month, when Al Qaeda attacked New York and Washington, Mr. Higgie remembered the exchange and was shaken, convinced that his friendly neighbor had some advance warning of the Sept. 11 attacks.

In fact, the F.B.I. had first taken an interest in Mr. Awlaki in 1999, concerned about brushes with militants that to this day remain difficult to interpret. In 1998 and 1999, he was a vice president of a small Islamic charity that an F.B.I. agent later testified was “a front organization to funnel money to terrorists.” He had been visited by Ziyad Khaleel, a Qaeda operative who purchased a battery for Osama bin Laden’s satellite phone, as well as by an associate of Omar Abdel Rahman, the so-called Blind Sheik, who was serving a life sentence for plotting to blow up New York landmarks.

Still more disturbing was Mr. Awlaki’s links to two future Sept. 11 hijackers, Khalid al-Midhar and Nawaq Alhazmi. They prayed at his San Diego mosque and were seen in long conferences with the cleric. Mr. Alhazmi would follow the imam to his new mosque in Virginia, and 9/11 investigators would call Mr. Awlaki Mr. Alhazmi’s “spiritual adviser.”

The F.B.I., whose agents interviewed Mr. Awlaki four times in the days after the Sept. 11 attacks, concluded that his contacts with the hijackers and other radicals were random, the inevitable consequence of living in the small world of Islam in America. But records of the 9/11 commission at the National Archives make clear that not all investigators agreed.

One detective, whose name has been redacted, told the commission he believed Mr. Awlaki “was at the center of the 9/11 story.” An F.B.I. agent, also unidentified, said that “if anyone had knowledge of the plot, it would have been” the cleric, since “someone had to be in the U.S. and keep the hijackers spiritually focused.”

The 9/11 commission staff members themselves had sharp arguments about him. “Do I think he played a role in helping the hijackers here, knowing they were up to something?” said one staff member, who would speak only on condition of anonymity. “Yes. Do I think he was sent here for that purpose? I have no evidence for it.”

Let’s assume that the suspicions about Awlaki are well-founded. And let’s set aside questions about the legality or morality of Obama’s policy of targeted killing. The question this administration should soberly consider, now that Awlaki has been designated a target for assassination, is whether this influential imam poses a greater threat dead or alive?

Are we really to believe that while Awlaki remains a fugitive in Yemen and is dodging drone attacks, he is also handling an operational role in planning new attacks on the US? After all, one of George Bush’s favorite expressions, “on the run,” did actually have some practical and realistic implications.

And are we really to believe that once granted the status of martyr, Awlaki’s widely disseminated lectures and his iconic status would exert less and not more influence among those most likely to become radicalized in their hostility towards the United States?

In other words, right or wrong, is killing Anwar al-Awlaki really a smart idea?

Incompetent McCarthyism and shared beliefs

Scott Horton takes on the neocon campaign against a group of lawyers, now working for the Obama Administration, who “voluntarily represented terrorists.”

…the incompetent McCarthyites haven’t done their homework. On a list of lawyers in recent government service who have served alleged terrorists, the first name might be Michael Chertoff’s. Chertoff served as counsel to Magdy El-Amir, a man identified as a leading Al Qaeda fundraiser in North America. Chertoff went on to head the criminal division at Justice and then to become secretary of Homeland Security. There is no hint that his ties to El-Amir in any way influenced Chertoff in his duties in the Bush Administration, nor would any reasonable person suspect that they would. The list would also include Michael Mukasey, Bush’s last attorney general, whose law firm had an active pro bono program writing appeals briefs in support of the Guantánamo inmates on constitutional issues, and Rudy Giuliani, whose firm was and is also engaged in representing Gitmo prisoners. It therefore came as no surprise when leading Republican lawyers quickly came out attacking the Cheney-Kristol-Goldfarb project as “shameful.”

But the question that Liz Cheney asks is an appropriate one. “Whose values do they share?” Perhaps it’s the values of John Adams. After the Boston Massacre, when revolutionary sentiment was flaring, Adams stood up to represent the British soldiers accused of slaughtering his fellow Bostonians in a criminal trial, and he helped them beat the rap. Most of his fellow citizens were dumbstruck by his decision, but at the end of a long life, looking back, Adams decided that this was “one of the best Pieces of Service I ever rendered my Country.” It’s the values of Kenneth Royall, the JAG colonel who defended a group of accused German saboteurs during World War II, bringing their appeal to the Supreme Court against the wishes of his commander-in-chief. Royall’s brilliant defense got him a promotion to brigadier general, and it later helped drive President Truman’s decision to name him the last American secretary of war. Vigorous defense of even the meanest person accused is an essential part of our democracy and our notions of justice—but it’s not a value that is shared by Liz Cheney.

Whose values does Liz Cheney share? Look at the nations around the world in which criminal defense counsel are harassed and persecuted. Look at Putin’s Russia and the case of Sergei Magnitsky, or Mugabe’s Zimbabwe and the case of Beatrice Mtetwa. Perhaps it is in countries like Russia and Zimbabwe that Liz Cheney and her Weekly Standard friends might find governments that share their values.

Meanwhile, the ACLU ran an ad in the New York Times on Sunday, calling on President Obama not to reverse his administration’s decision to prosecute the 9/11 suspects in civilian courts.

Are we living in the post-moral age?

Rafi Eitan, an Israeli elder statesman and former intelligence officer is perhaps best known for having led the Mossad operation that captured Adolf Eichmann, architect of the Holocaust, and brought him back to face trial and execution in Israel in 1962.

In an interview with Haaretz this week, Eitan summed up the Zeitgeist in which we live — the Israelification of the Western world which unfolded after 9/11:

when there is a war on terror you conduct it without principles. You simply fight it.

President Bush, with his Manichaean view of the world, wanted to paint his war on terror in quasi-moral terms. President Obama has distilled it to its unprincipled essence.

The arc that has led from twisted morality to a rarefied amorality reached its completion point this week when the Obama administration made its determination that the authors of the former administration’s torture policies had done no more than make an error of judgment.

Newsweek reports:

The chief author of the Bush administration’s “torture memo” told Justice Department investigators that the president’s war-making authority was so broad that he had the constitutional power to order a village to be “massacred,” according to a report by released Friday night by the Office of Professional Responsibility.

The views of former Justice lawyer John Yoo were deemed to be so extreme and out of step with legal precedents that they prompted the Justice Department’s internal watchdog office to conclude last year that he committed “intentional professional misconduct” when he advised the CIA it could proceed with waterboarding and other aggressive interrogation techniques against Al Qaeda suspects.

The report by OPR concludes that Yoo, now a Berkeley law professor, and his boss at the time, Jay Bybee, now a federal judge, should be referred to their state bar associations for possible disciplinary proceedings. But, as first reported by NEWSWEEK, another senior department lawyer, David Margolis, reviewed the report and last month overruled its findings on the grounds that there was no clear and “unambiguous” standard by which OPR was judging the lawyers. Instead, Margolis, who was the final decision-maker in the inquiry, found that they were guilty of only “poor judgment.”

The report, more than four years in the making, is filled with new details into how a small group of lawyers at the Justice Department, the CIA, and the White House crafted the legal arguments that gave the green light to some of the most controversial tactics in the Bush administration’s war on terror. They also describe how Bush administration officials were so worried about the prospect that CIA officers might be criminally prosecuted for torture that one senior official—Attorney General John Ashcroft—even suggested that President Bush issue “advance pardons” for those engaging in waterboarding, a proposal that he was quickly told was not possible.

At the core of the legal arguments were the views of Yoo, strongly backed by David Addington, Vice President Dick Cheney’s legal counsel, that the president’s wartime powers were essentially unlimited and included the authority to override laws passed by Congress, such as a statute banning the use of torture. Pressed on his views in an interview with OPR investigators, Yoo was asked:

“What about ordering a village of resistants to be massacred? … Is that a power that the president could legally—”

“Yeah,” Yoo replied, according to a partial transcript included in the report. “Although, let me say this: So, certainly, that would fall within the commander-in-chief’s power over tactical decisions.”

“To order a village of civilians to be [exterminated]?” the OPR investigator asked again.

“Sure,” said Yoo.

Yoo is depicted as the driving force behind an Aug. 1, 2002, Justice Department memo that narrowly defined torture and then added sections concluding that, in the end, it essentially didn’t matter what the fine print of the congressionally passed law said: The president’s authority superseded the law and CIA officers who might later be accused of torture could also argue that were acting in “self defense” in order to save American lives.

Where does Obama stand?

“I’m a strong believer that it’s important to look forward and not backwards, and to remind ourselves that we do have very real security threats out there.”

Terrorism — even if this administration thinks the term is passé — remains the only reality. Obama’s cynical mastery rests in his ability to sustain the terror zeitgeist without using the word.

Principles? They’re a distraction — a preoccupation and an indulgence for those of us little folks who do not daily wrestle with the moral ambiguity of governance.

Lloyd Blankfein: a continuing threat to U.S. persons or interests?

Goldman Sachs, the world’s richest investment bank, could be about to pay its chief executive a bumper bonus of up to $100 million in defiance of moves by President Obama to take action against such payouts.

Bankers in Davos for the World Economic Forum (WEF) told The Times yesterday they understood that Lloyd Blankfein and other top Goldman bankers outside Britain were set to receive some of the bank’s biggest-ever payouts. “This is Lloyd thumbing his nose at Obama,” said a banker at one of Goldman’s rivals.

Goldman Sachs is becoming the focus of an increasingly acrimonious political and financial showdown over the payment of multimillion-pound bonuses. Last week the US President described bonuses paid out by some banks as “the height of irresponsibility” and “shameful”.

The LA Times reports that Anwar al Awlaki, an American radical cleric, may be about to have his name added to the CIA’s hit list. In other words, if it is determined on the basis of current intelligence that he poses “a continuing threat to US persons or interests” then the CIA has, under a presidential order, the legal authority to kill him. Al Awaki has been linked to the Ft Hood massacre and the failed Christmas Day airline plot.

So here’s the question: is Anwar al Awlaki capable of doing more harm to America than the CEO of Goldman Sachs?

Let’s face it, Goldman Sachs might have weathered the financial crisis better than any of its competitors but that’s not by virtue of being squeaky clean. And let’s be objective, the harm done to the US economy and to millions of American families as a result of the rapacious business practices of Wall Street’s investment bankers far exceeds the damage done by al Qaeda.

When the economic bomb exploded, America was the point of impact with collateral damage strewn across the planet. Tall buildings might not have suddenly fallen, nor airliners exploded in balls of fire, yet lives have been lost, futures destroyed and security shattered while individuals like Lloyd Blankfein are still able to cast their eyes across the wasteland and conclude: sure, I deserve a $100 million more. It’s mine for the taking.
